Keep your residence and vehicles locked at all times even when just going to the beach.

Do not leave valuables in view either in your vehicle or around your home.

“Getting To Know The Men & Women Behind The Badge…”

What made you choose Law Enforcement? Law Enforcement was a way to help people. Sometimes I will never know how I helped others because I simply changed their direction of thinking. Other times the change is immediate. I have learned to make connections with persons as opposed to simply enforce the law.

What do you love about working in Emerald Isle?

I enjoy Emerald Isle for its diverse tourist traffic. We get to meet and deal with all persons from every state in the country. I know that can sometimes seem overwhelming, but many of these persons just want to have a great time on the beach and a memorable vacation.

Describe a favorite case/experience you have had in Law Enforcement… I enjoy any time I get to interact in a positive way with children. High fives, letting them see the lights or honk the horn, anytime I can convince a child that police are not out to "arrest them for not eating their chicken nuggets" and I get to see that sparkle of excitement in their eyes; that's what makes my day. I also enjoy when I am able to convince the average adult that whereas I have a job to do, I am not only here to arrest them. Seeing that same spark in their eye when they realize that we really do want better for everyone…that is what makes a difference.

What did you do prior to being an Officer? Much of my experience was in auto mechanics and part sales. I spent 5 years working for Oreilly's Auto Parts. From 1999-2019 I was an Engineer in the US Army/Missouri National Guard.

What is the most memorable case you have worked (or assisted)? A few cases come to mind. Once I lifted a car off a person by making a lever with a few items lying around. Twice I have helped someone who had stopped breathing due to a suicide attempt, and later got the chance to be friends with them and watch them grow stronger. Watching people grow toward a better future is a notable reward.

Why do you stay in such a challenging profession? This career is a challenge. It is often difficult to tell exactly what someone expects out of you. However, the challenge is what makes every day different. Sitting behind a desk or doing the same task day in and out is great work for some, but I cannot see myself there at this point in my life. I enjoy speaking to people on a real level. Helping people to achieve higher goals and expectations, to better understand my involvement in their life, and to hopefully teach people growing up to take the torch when I no longer can do this. We are all walking toward the future, we had best be preparing those around us to take over for us or we will miss the mark.

Lieutenant Mark Odom Serving Since: 2006 Age: 46 What made you choose Law Enforcement? Law Enforcement is something I have always wanted to do. When you go out each day and feel like you have made a difference, what is more rewarding than that?

What do you love about working in Emerald Isle? Growing up here makes it kind of cool. I have seen many changes over the years. Emerald Isle is

a great place to work, the town staff and the citizens make it fun to work here.

Describe a favorite case/experience you have had in Law Enforcement… I don’t really have a favorite case but I had many great experiences in my career so far. I have learned and grown from all of my experiences in law enforcement.

What did you do prior to being an Officer? I worked as a fabricator at SPX Air Treatment in Newport for approximately 13 years. I also worked a full service route for Coca Cola in Craven County just before going into law enforcement.

What is the most memorable case you have worked (or assisted)? The most memorable case so far in my career is the murder/arson case that occurred on the east end of town earlier this year. We don’t have a lot of crimes like these so knowing the people involved makes it pretty unforgettable.

Why do you stay in such a challenging profession? I feel like I make a difference in other people’s lives. A difference not only with the public but also the men and women

I work with. I strive to make Emerald Isle a better place to work and to live. This profession is hard and can be dangerous but it is also very rewarding!

Safety is a shared responsibility. Motorists need to be watchful for pedestrians and bicyclists, drive at slower speeds, avoid distraction, and know the laws regarding when pedestrians or bicyclists have the right-of-way. Be prepared to yield to pedestrians in crosswalks. Give a bicyclist at least four feet of space when passing, or you may completely enter the left lane if conditions are safe to do so. Never pass a vehicle that is stopped for pedestrians. Before making a turn, be sure the path is clear of any pedestrians or bicyclists. Slow down in areas where you are likely to find pedestrians, such as near bus stops, schools, and playgrounds.

Look carefully behind your vehicle for approaching pedestrians before backing-up. Keep an eye out for pedestrians at night that may be walking near or across the road. Avoid distractions such as food, passengers and using mobile devices. Talking and texting while driving is both dangerous and illegal in many places.

Sec. 11-28. - Stopping, standing, and parking. (a)No person shall stop, stand, or park a vehicle in the following locations: (1) Within a travel lane, (2) Within an intersection, (3)

Within thirty (30) feet of an intersection, (4) Within a crosswalk, (5) In front of a public or private driveway, (6) On a bicycle path or sidewalk, (7) Within an established work zone, (8) Upon any bridge, (9) Within a fire lane, (10) Within a designated loading zone,

except for loading and unloading purposes, (11) On any paved street segment, unless it is within an officially designated on-street parking space, (12) Within an officially designated on-street parking space solely for the purpose of using the motor vehicle for

advertising purposes, and/or (13) At any place, either on a paved street segment or in a vegetated area of a public street right-of-way, within one hundred fifty (150) feet of a no parking sign. (b) These prohibitions shall not apply when necessary to avoid conflict

with other traffic, to avoid emergency vehicles, to avoid a funeral procession, in compliance with the directives of police, fire, or emergency medical services personnel, or to comply with work zone limitations. (c) Violations of this section shall subject the

offender to a civil penalty in the amount of fifty dollars ($50.00). Failure to remit payment of the civil penalty within fourteen (14) days shall result in the amount of the civil penalty increasing to seventy-five dollars ($75.00).

Sec. 11-45. - Standards of operation. Golf Carts (h) Golf carts are subject to the same parking regulations as traditional motor vehicles, and may only be parked in the same manner

and in the same places designated for the parking of traditional motor vehicles. (i) Golf carts are permitted to park in specially designated "golf-cart-only" parking spaces as may be provided by the town in various locations. (j) Golf carts may only park in

handicapped parking spaces if the driver has a valid handicapped placard or sticker and the same is clearly posted or displayed in the golf cart.

Beach Access Parking Passes

Emerald Isle taxpayers are eligible to receive 2 annual free parking permits for the Eastern Ocean Regional Access and Western Ocean Regional Access. The parking permits will be granted only for vehicles registered in the name of the taxpayer and are not transferable. The permit decal must be for the current year and be permanently affixed to the driver’s side windshield. The sticker cannot be obtained at the regional beach access facilities, and must be obtained prior to visiting the regional beach access facilities. To obtain your parking permit, please visit the Emerald Isle Police Department (7500 Emerald Drive) or call (252-354-2021) Please note: You will need to bring a current vehicle registration(s) and Driver’s License with you when applying for your permit. https://www.emeraldisle-nc.org/application-for-regional-access-parking-permit

. ALL Golf Cart Registrations expire on January 1st of each year! To renew you must provide current proof of Insurance. Fees are $100.00

We will begin accepting requests for renewals and new registrations for 2020 on December 1st, 2019. Attend our Golf Cart Safety, Rules and Regulations class and you will receive a discount card good for $25.00 off the price

The police department offers FREE bicycle registration to all

residents. You can either come by the police department or

go online to: https://www.emeraldisle-nc.org/bike-

registration-program-1 and fill out the application. You will

receive a unique sticker to put on your bicycle and your

information will be stored in our database that will help our

officers identify it as yours in the event that your bicycle is

lost or stolen.
