Now is the time to invest in downtownLow interest rates coupled with

an area primed for revitalizationmeans that now is the time to

invest in downtown Mission.The Mission Downtown BusinessAssociation (DBA) is encouraging investors to take a look at the historic section of the municipality,which currently has a number ofvacant spaces.But that won't last much longer, predicts DBA President Lyndon Balisky. "This area is one of the best deals in town."The District of Mission is probing underneath the downtown area to determine what infrastructurewould be required, and to see whatbuildings the land could support.And once the ensuing redevelopmentbegins, investors won't be able to afford to purchase or lease atper-square-foot rates as low as they are currently, he said, similar towhat happened across the river in Abbotsford after its downtown wasrevitalized.The downtown offers a great

opportunity for start-up businesses,as setting up shop in this areaautomatically brings you under theauspices of the DBA, and allowsentrepreneurs to take advantage of the organization's marketing and administrative support.The DBA now has an executivedirector, Ronda Cushnie, workingout of the new DBA offi ce on JamesStreet, which is open Monday through Friday, 9 a.m. to 5 p.m.The charm of downtown is special,and many residents feel connected to the area, said Balisky."The downtown is unique because it belongs to everyone, and we look forward to the community's input for what the downtown is going to look like in the next few years."Public hearings on revitalization will begin in early 2013."We're confi dent that the completed vision for the downtown is going tobe spectacular," said Balisky.For more information, please call604-826-7311 or visit them atmissiondowntown.ca.

Get ahead with a Riverside educationRiverside College offers a wealth of

educational opportunities, including high school completion, upgrading and

trades.Students can prepare for careers in auto-motive technology, plumbing, carpentry, esthetics and hairstyling, warehousing,business support and community supportworker.Principal Cathy Anderson said there is abroad range of students at Riverside.There are high school-aged students takingentry-level trades programs, adults who goback to school to achieve their career goalsand the transitions program, for "thoseunder 19 who need a different setting than a high school to meet their needs."Anderson just completed her second schoolyear as principal at Riverside."It's a really impressive facility. The profi lefrom Dewdney Trunk Road is very small, and you don't realize how big it is," she said."You've got to come through the door to see what Riverside has to offer. It's a top-notchfacility, our instructors are excellent and wehave new and beautiful equipment."There are a couple of points she wants to make for students considering Riverside.

Firstly, they should know that students under 19 receive free tuition, because of the provin-cial government's commitment to educatingyoung people."The same program that would cost $8,000 as an adult only costs a few hundred dol-lars for students under age 19," Anderson explained.That has important ramifi cations for students who want to take a break for a year after they graduate high school. Financially, she recom-mends they get straight into a program."That could be an expensive year off."Secondly, Anderson is also the principal ofthe Summit Learning Centre, which offersonline school courses for kindergarteners through to high school students.She wants high school students in particular to be aware of the opportunities they havethrough taking online courses. Taking an on-line course allows students to customize their high school program, opening up electivecourse options at their home school.An online course through Summit can free upa spot on a student's course calendar for a different high school course that they want or require.That's a win for all concerned.

ernment has found a way tomaintain its AAA credit rating,which is critical to keepingdebt costs under control.B.C. is one of the only prov-inces in Canada, and one of a few jurisdictions in North America to do so."It's a tribute to how we've handled our economy here," said Abbotsford-MissionLiberal MLA Randy Hawes."Debt loads are eating awaygovernment's ability to pro-vide services in countries like Greece and Ireland."A strong economy meansjobs, and an atmosphere in which small businesses canthrive and survive."We recognize the job engine is small business and respectpeople who risk their own money to provide jobs asa cornerstone of the free

enterprise philosophy and thegovernment's beliefs."While some governments would increase tax rates to try to fi ll their coffers, theLiberals believe that in havingbusinesses achieve fi nancialsuccess, there will actually be more public revenue gen-erated, even though tax ratesare kept low. That's why the provincial government is offering competitive tax rates anda reduction in red tape and regulations — both assist small businesses in remain-ing competitive.The return of the ProvincialSales Tax in April 2013 may not be helpful to entre-preneurs, but the Liberalsare harmonizing as muchas possible in accounting processes and examining ways to make PST simpler and easier for businesses toadminister. Mission is a great place for businessThe current economic development activity associated

with commercial, industrial, recreational and institu-tional investment in Mission is very strong. For the fi rst

time in a very long time, 2012 new construction tax revenue for non-residential (industrial/commercial) may be greater than new construction residential tax revenue. This is important because it diversifi es our tax base and less-ens the tax burden on the homeowner, said Stacey Crawford,economic development offi cer. This commercial and indus-trial increase in activity is double the activity of 2007, which will result in one of our busiest years in over two decades ofdata collection. This is despite a downturn in the economy that has hampered growth in other jurisdictions."I believe this is a result of the development communityrecognizing Mission as one of the most underestimated andundervalued development opportunities in the Lower Main-land," Crawford added. "What makes this current investmentinteresting and future potential particularly exciting is thecommitment of Mayor and Council, which includes creating the most business-friendly municipal government in the Lower Mainland and increasing commercial and indus-trial development as top priorities." This effort is paying off, as evidenced by the recent designa-tion by Alberta Venture Magazine recognizing Mission as one of the most business-friendly communities in Western Canada, said Crawford.

The following is an update on major development projects:Commercial/Industrial/Institutional• Smart Centres has completed its fi rst building for Walmart.The building is 95,385 square feet, with construction costs of approximately $5,723,100. Building permits for Phase 2 (four buildings totaling 21,685 square feet) have not yet been applied for.

• Mission Common, on the corner of Cedar Connector and the Lougheed Highway, has received building permits for four buildings totaling 12,624 square feet with a construction value of about $2,269,695. An additional 13,082 square feethas not yet been applied for.

• Heritage Market Place Mall, on the corner of 11 Avenue and Stave Lake Street, has leased out space to several new businesses and professionals. The buildings total 43,314 square feet, with an investment of approximately $5,510,000 to construct. Foundations for the last two buildings are in.

• Zoning for the mixed commercial (23 acres) and residential

(7.75 acres) development on the corner of Wren Street andthe Lougheed Highway is at third reading and the last of the environmental approvals has been addressed.

• A new BC Hydro offi ce in Silver Creek Industrial Park total-ing 15,270 square feet is under construction, with a total construction value of approximately $2,300,000.

• Under construction beside Mission Memorial Hospital is the Fraser Health Offi ce Building which will total 27,754 squarefeet, with a construction value of approximately $6,423,920.

WaterfrontIn February, Mission council recommended that Phase IV: Implementation Strategy, move forward as the last remainingcomponent to assess the fi nancial feasibility of waterfrontredevelopment. This fi nal phase will determine the key stake-holder and developer interests, as well as identify the fi nancialimplications for the District when preparing a comprehen-sive land use plan. In effect, this last phase would bring thecumulative fi ndings and recommendations derived from thethree previous phases to a practical end with the key objec-

tive of providing council with relevant information on how toproceed with planning Mission’s waterfront lands. This reportis expected in October.

DowntownIn July, council directed staff to prepare detailed terms of reference for developing a comprehensive downtown revital-ization plan. The intent of this effort is to create a vision for downtown to guide municipal and private decision-making including a summary package for investors and developers outlining the various incentives, opportunities and require-ments applicable to projects in the downtown.

Tourism• August marks the launch of Legend Track-er, which is the mostinteresting and excitinggeo-caching experience in western Canada as a result of its game-like format that alsoincorporates augmented reality into the experience of trackingdown the Sasquatch!

• The Mission Interpretive Forest is a 5,000 hectare (12,000ac.) area along the western shore of Stave Lake. The District, in collaboration with its First Nation partners, is looking tooverlay a recreational master plan to develop the area as a recreational playground for a multitude of all-season user groups. Look for an update on this amazing initiative this fall.

Service ImprovementsCouncil is determined to create the most business-friendly municipal government in the Lower Mainland. As a result, several service improvement efforts have been implementedover the past 12 months. Some of the highlights include theformation of the A-Team, a cross-departmental pre-applica-tion review team that streamlines the development application process.BizPal was introduced; an online source of information on permits and licences to help you understand what may be required to start and grow your business.The District also launched WebMap, a new web-based GIS mapping system, which is a user-friendly visual tool thatmakes basic property information available to the public,contractors, developers, and consultants via the internet.Specifi c to the economic development function, BIZEnews, a bi-monthly electronic newsletter, was launched this spring tokeep interested parties up-to-date on economic and tourismrelated development activity in Mission. The District of Mission just completed customer service train-ing workshops for all staff.
