SSP1: Tepebaşı + Treptow-Köpenick

In November 2017 the municipalities of Tepebaşı and Treptow-Köpenick signed their city partnership.

In 2018 they realized their first concrete project in the framework of this collaboration via the Municipal Know-How for Host Communities in the Middle East program (Fast Start Package 1 – SSP1).

The main focus of this project was to define the structres and functions and to prepare and launch an incubation center for social and creative entrepreneurship (incl. by refugees) in Tepebaşı, as well as to enable overall exchange on related topics between the two municipalities and their partners from civil society.

Two workshops, one in Eskişehir and one in Berlin, as well as accompanying courses on language and culture were the main activities of the eight-month program between April and December.

Treptow-Köpenick is one of the twelve districts of Berlin with an own local government.

Area: 168.43 km²Population: 246.986Mayor: Oliver Igel (SPD)

Eskişehir (about 690,000 inh.; about one-half of the area and population is the district of Tepebaşı), is a comparatively very modern, economically dynamic, and also environmentally sustainable city.

Much of this is due to the great role that education plays – two major universities (including one of the world's largest open universities) are located here. Compared with that, the opportunities for young people are very little.

In the age group 15 to 24 years, there is currently an unemployment rate of about 34%. Because of this, many well-qualified graduates move away (often to Istanbul or abroad) or seek the path to entrepreneurship.

Mastering the self-employment is often difficult for a variety of reasons and the result of the many failed start-ups is the extensive loss of many young professionals and potential in this region.

The Situation is even more difficult for the approximately 5,000 refugees living in Tepebaşı. Starting own businesses or finding their way into labor as part of their integration seems impossible.

As well as Treptow-Köpenick Tepebaşı has an active art and creative scene, which is willing to professionalize and take next steps: From volunteer culture and project work to sustainable creative business cases with high potential in bringing opportunities for participatory and social solutions.

Today there are already several support structures which promote entrepreneurship and start-ups in Eskişehir (e.g. the start-up and technology transfer centers at the two universities) but especially for creative and social entrepreneurship there is a lack.

Tepebaşı Municipality has already organized a number of activities in this field, but so far there are no comparable offers in the direction of start-up consulting or support.

This led to the idea of theTepebaşı Sosyal Kuluçka Merkezi (Social Incubation Center) which is thecore of the SSP1 project application.

The project makes a contribution to the promotion of employment, creativity and public welfare in Tepebaşı / Eskişehir through active intercultural cooperation, in the long term by creating sustainable jobs.

Different forms of collaboration in the context of creative and social entrepreneurship will be developed between the two municipalities, the new start-up center in Tepebaşı and civil society partner organizations. The aim is to promote social engagement and economic livelihoods.In doing so, new offers will be explored together1. to help the approximately 120 predominantly

young founders and interested persons, both refugees and locals, to take the first steps into economic and / or social entrepreneurial self-employment in a collaborative and participatory manner, and

2. to enable the effective planning of intercultural and linguistic competence (Arabic) for this and other joint projects.

1st Workshop

The 1st Workshop took place between 23rd — 27th April 2018 in Tepebaşı / Eskişehir, Turkey

The main purpose of the incubation center is to help young potential social and/or creative entrepreneurs from various backgrounds overcome their difficulties in preparing for, setting up and/or fostering their own enterprizes or social initiatives/NGOs, and thus make an important contribution to economic, cultural and social life – locally in Eskişehir, as well as by extension, regionally or even internationally. To this end, the workshop drew from the input of various experts from diverse public administration, civil society, creative, social and entrepreneurial backgrounds from both Turkey and Berlin (see participants list further below). As the incubation center can also serve as a contact point between local and international entrepreneurs and partners (incl. from Treptow-Köpenick) going forward, this opportunity was used to form initial contacts to that end.

The specific workshop’s aims were

1. to evaluate local conditions for young social and/or creative entrepreneurs with and without refugee background in Eskişehir

2. to further develop ideas regarding the establishment of the incubation center, its possible structure and services, as well as preparatory courses

3. offer participants a mutually beneficial learning environment, creating new local and international contacts

To achieve these aims, a multi-faceted and ambitious program was put together. The workshop took place from 23rd —27 th April in Tepebaşı, preceded by an intercultural introductory session, mostly on Turkey, Tepebaşı, and current local events, for the delegation from Berlin. Unless stated otherwise, most sessions were held at Tepebaşı Municipality’s 29 Ekim Gençlik Merkezi (Youth Center).

The relatively short time (three weeks) between the official project beginning and the workshop itself posed challenges for organizers and participants. However, participants were provided with a detailed infopack on the program and its logistics before the workshop. Participants were asked to acquaint themselves with each other and with the workshops aims, and to actively contribute to its success throughout. To facilitate this, participants prepared small presentations of their backgrounds, relevant work and expectations.

The main language for the workshop was English, with occasional segments in German or Turkish, which were translated. Also, occasional translation from English was provided to individual participants.

Outcome Regarding the aim to...

1. evaluate local conditions for young social and/or creative entrepreneurs with and without refugee background in Eskişehir A number of sessions focused on relevant local conditions for the establishment of the new incubation center for social and creative entrepreneurship:

• Participants were introduced to the staff, facilities and work of Tepebaşı Municipality’s youth centers. They are and will be important partners, especially as their work on social affairs and volunteerism with local young people and nearby Anadolu University’s student community has laid important foundations for the center and its mission.

• Participants were briefly introduced to the general situation of refugees in Eskişehir/Tepebaşı, to basic relevant legal factors, as well as to some young members of the refugee (and non-refugee local student) community looking to become entrepreneurs.

• Participants got to learn about and discuss the needs of and conditions for youth volunteerism and social entrepreneurship in the local context, as well as about some of the challenges when setting up an NGO.

• Participants got to explore the local needs of creative entrepreneurship via an immersive method involving role-play elements, where groups where tasked with imagining and dealing with individual entrepreneurs’ situations.

2. further develop ideas regarding the establishment of the incubation center, its possible structure and services, as well as preparatory courses

• Participants were introduced to the city partnership between Treptow-Köpenick and Tepebaşı, with its active components so far, as well as to the evolution of the incubation center project so far, and its inclusion into the partnership work.

• Participants were presented with the then current plans regarding the physical infrastructure of the planned incubation center, along with a site visit.

• Participants (mostly from Turkey) showcased and explained examples of existing incubation / co-working / startup centers. (Examples from Berlin will be dealt with in more detail at the second workshop, set to take place there, see below.)

• Participants discussed many of the currently debated factors and features of the incubation center, being able to add their own ideas. Outcomes were jointly presented to Tepebaşı Mayor Ahment Ataç & Vice Mayor Melih Savaş.

3. offer participants a mutually beneficial learning environment, creating new local and international contacts

• Participants were invited to introduce themselves and their work to the group.

• Group lunches, dinners and breaks together saw participants sharing experiences and follow up on session themes of their particular interest.

• Participants were invited to develop and share their own ideas for collaborations or projects in the context of both the incubation center and city partnership in general going forward.

• Interested participants took the opportunity to also visit ASAM’s local multi-support center for refugees in Eskişehir, after the official workshop end on late Thursday afternoon.

Overall, given the constraints of a short, ad-hoc organized workshop, fairly multi-faceted learning opportunities and insights into local conditions and challenges were given, as participants’ feedback attests. The incubation center project, the collaboration in its context, and the wider city partnership stand to benefit from the workshop’s discussions and insights. The fact that the workshop and the project collaboration as part of the city partnership were widely and positively noticed, should also help in this regard. Also, participants’ feedback regarding overall workshop logistics, accommodation and food was good.

However, 1) the program was considered very dense by some participants, i.e. with a lot of input in short time. This being a conscious choice by the organizers, the aim was to quickly bring participants, many of whom come from very different backgrounds, “up to speed” regarding the collaboration in the short time given. Also, 2) the strong focus on input from and regarding the situation in Tepebaşı/Turkey was raised by some participants from Berlin. Some of the reasons for this were logistical, as the workshop was quickly organized locally, making use of resources there. Also, the situation regarding the rapidly progressing local incubation center plans had to be introduced in some detail in order to enable participants to take part in their discussion in as meaningful a way possible. Lastly, 3) some participants asked organizers to include a focus on strictly refugee-related topics, whereas others favored a more entrepreneurship- or incubation center-focused approach.

All three areas of concern were minded in planning the second workshop in Berlin:

1. The program will be kept less dense, while at the same time more “hands-on”, with study visits at relevant institutions or companies in order to learn and connect participants with potential partners. Also, many participants from Tepebaşı/Turkey are signaling that they would prolong their stay in Berlin to allow for additional visits outside the official program, including to get to know Berlin and/or interested local participants.

2. Naturally, being in Berlin for the second workshop will see a shift towards more input from there. Local participants are invited to see themselves as co-hosts, and asked to contribute ideas and offers to 1) the official workshop program as related to the SSP1 project, 2) the unofficial or evening program of their guests from Turkey, and 3) overall logistics.

3. All participants are encouraged to seek ways to combine different interests and topic priorities for the second workshop. Also, while the frame the official workshop is set by the approved SSP1 project and its budget, participants are free (and encouraged) to offer unofficial additional content / visit opportunities, or, ideally, even begin work on entirely new exchange project proposals themselves, also further strengthening the city partnership.

Diese Problematik ist eine generelle. So geht es den Künst-

lern in Schöneweide und überall. Mit dem Projekt konnte

ein Beitrag geleistet werden, die Künstler bei ihrer Selbst-

vermarktung zu unterstützen und an der Schnittstelle

von Kunst und Markt zu experimentieren: Es braucht eine

Rahmenstruktur, Moderation und Koordination – eine

Organisations- und Kommunikationsdienstleistung für

Künstler. Dienstleistungen sind Arbeit und Arbeit gehört

bezahlt. Wer aber bezahlt die Arbeit von Künstlern? Und wer

finanziert eine Dienstleistung für Künstler?

Auch eine Projektgalerie wie den Schalterraum zu betreiben,

kostet Arbeit und Geld. Ebenso eine potenzielle Produzen-

tengalerie. Ohne Förderung bzw. ein Wirtschaftskonzept ist

dies kaum möglich. Alternativ, bestenfalls ergänzend, halten

wir temporäre, sorgfältig platzierte, qualitativ hochwertige

Ausstellungsprojekte für sinnvoll, um wirksam mit gerin-

geren Ressourcen zu arbeiten und die Aufmerksamkeit von

Fach- und kunstinteressiertem Publikum zu gewinnen. Das

braucht es, um Kunst auch zu verkaufen. Nach für mich einem Jahr ›Schöne

weide Kreativ‹ ein riesen Dankeschön für

tolle Ausstellungen, interessante Seminare und Vorträge, viele K

ontakte,

eine Festanstellung und nun den Schritt in die eigene Selbständi

gkeit.

Die Ausgangslage

Der Raum

Kunst, Arbeit und GeldZu Projektstart gab es für die Kreativschaffenden in Schöne-

weide keine Möglichkeit, sich darüber zu informieren. Die-

ses Vakuum trug wesentlich zu dem Gefühl vieler bei, „allein“

am Standort zu sein. Es fehlte eine zentrale Anlaufstelle als

Überblicksgeber

› für die Kreativschaffenden vor Ort

› für Neuankömmlinge bzw. Kreative auf der Suche nach

Arbeits- und Produktionsflächen

› für Anwohner, Besucher, Studierendengruppen etc. mit

Interesse an der Kultur- und Kreativszene in Schöneweide.

Zu Projektbeginn hat das Team von Schöneweide Kreativ

daher die räumlichen Bedingungen für den Netzwerkauf-

The main goal of the Turkish delegation was to point out the development since the first workshop. Amongst others, the team has found each other. Nevertheless, they also had to face some difficulties back in Turkey. One problem was the progress of the project that is not easy there due to public sector restrictions. The other problem was that some important people for this project are meanwhile not available anymore.

To have some kind of role model in Turkey, the team examined other institutes, for instance in Istanbul. In general, they tried to get in touch with more institutions. The SSP I offers were evaluated. One of the biggest challenges is to find the right mentors. Fortunately, appointments with specialists could be made. Many of them come from the fields like renewable energy or IT. The necessary building operations are meanwhile finished. Offers for the creation of the website are obtained. Because this project refers to young creative people with refugee background, they decided to offer courses in English and Arabian. Actually, English, Arabian and French are the most important languages for refugees in the area of Eskişehir.

In order to progress in this project and to address the right people, it is important to consider some “Getting to know” activities. The target group are young and creative people, ideally refugees who want to turn a business idea into practice. Another logical opportunity is to approach universities as well as starting an advertisement campaign. The involvement of refugee work could also be helpful. Also in the context of “Getting to know” activities, Lutz brings up the idea to involve youth clubs in Tepebaşı, such as the Mellowpark in Berlin Schöneweide.

When talking about the future of the incubation center in Tepebaşı, Mr. Schmohl suggests using it as a combination of economy and administration, similar to the economic development service in Treptow-Köpenick.In order to strengthen the partnership, Mr. Schmohl recommends to initiate a common start-up, containing the names of both Treptow-Köpenick and Tepebasi. In addition, he raised the idea to find a coordinator being responsible for the communication. He also regards the result of the workshop as positive for the reason that the involved people now know who to approach.

The general opinion of all participating members in this project was that it was organised very well.

The last point to discuss was the project application for SSP II. A key question was the way to communicate. In order to create it as open as possible, some participants of this project prefer a communication via Facebook. Through this, ideas might be exchanged easier.

Further useful ideas for SSP2 are funding for after SSP2, exchange of training ETC, entrepreneur project visits and scholarships and pitching travel scholarships. Eskişehir partner institutions will be asked for ideas, too. Exhibitions would be another good way to make the people aware of this project.

Both municipalities are highly interested in continuing the collaboration in context of the Quick start Package Program. Therefore, they prepared an application for “SSP-2 Quick Start Package“ (SSP2) and plan to carry out the main activities at the Youth Center, which was established in the Incubation Center and Sütlüce District (area in the Tepebaşı Region where refugees live heavily) supported by the SSP 1 project. The idea is to use these studies as activities involving the participation of disadvantaged groups and especially refugees in Eskişehir.

The aim is to accelerate the social cohesion of disadvantaged groups, especially refugees, through their cultural, artistic and educational activities, to improve their business skills, to support their social initiatives, to strengthen and support mutual judgements positively by increasing the second type of contacts (long-term, common denominator contacts) with the community.

For the research which was carried out in order to realise these objectives, the Tepebaşı Municipality first came together with the neighborhood residents who have benefited from their services, with the non-governmental organizations that they worked with as stakeholders and academics working in this area. The following project activities result from the needs analysis as part of these interviews. For each of the projects, an estimated budget and questions about the process of realisation are planned.

By increasing the participation of all disadvantaged groups (refugees, disabled, economic and geographical disadvantaged groups, LGBTI individuals, etc.) in Eskisehir, which are currently the users of social work units affiliated to Tepebaşı municipality, and which we plan to be, it is necessary to address their needs through sustainable projects that support their social cohesion and integration within the framework of human rights and that take into account gender equality.

This project was supported by Engagement Global gGmbH with funding by the German Federal Ministry for Economic Cooperation and Development (BMZ), under the program of Municipal Know-How for Host Communities in the Middle East. The latter has been set up by Engagement Global’s Service Agency Communities in One World (SKEW), together with the Connective Cities cooperation project. The program enables German municipalities to undertake joint refugee-related projects with partners from cities in Jordan, Lebanon and Turkey.

The joint implementation of partnership projects offers participating municipalities the opportunity to get involved in a unique peer-to-peer exchange and to contribute to sustainable development on the municipal level. Project partnerships depend on the active exchange of knowledge and experience. They promote citizens’ awareness of global connections and development cooperation. They also help municipalities to better understand refugees and their backgrounds.
