IntroductionIn conjunction with the U.S Department of Homeland Security (DHS), the Office of Federal Student Aid (FSA) at the U.S. Department of Education (ED) has created an electronic process to verify students who were not confirmed to be eligible noncitizens through FSA’s automated processes with the Systematic Alien Verification Entitlement (SAVE) Program.

Your institution participates in the Title IV federal student aid programs authorized under the Higher Education Act of 1965, as amended (HEA).

As of May 1, 2018, SAVE will no longer process paper Forms G-845. Paper Forms G-845 received on or after May 1, 2018 will be returned to the institution that originated the form. Returned Forms G-845 must be submitted to SAVE via the electronic process.

Each Primary Destination Point Administrator (PDPA) with Central Processing System (CPS) access (as per their SAIG Enrollment form) has been assigned a SAVE user ID and temporary password.

PDPAs must activate their SAVE user ID as soon as possible, assign subordinate users and begin submitting third step verifications electronically through the SAVE system.

Why “third step only?” The SAVE system is used by hundreds of entities nationwide to check individuals’ immigration status for a variety of benefits. Most entities begin their eligibility verification at the first of the three step verification process. Federal Student Aid (FSA) completes the first and second steps and returns the matching results on each student’s Institutional Student Information Record (ISIR) in the Match Flags section in the “DHS match” and “DHS secondary match” fields. Since postsecondary institutions must confirm that a student is in an immigration status that qualifies them for Title IV funds (when the first and secondary steps fail) institutions request verification for only the third step of the process. SAVE created a third step only electronic process in their system especially for FSA.

An Electronic Announcement (EA) regarding the new process was sent to all institutions and posted on the Information for Financial Aid Professionals (IFAP) website on 2/26/18.

For institutions required to complete third step verification to confirm a student’s status as an eligible noncitizen, the regulations at 34 CFR 668.135 provide that the submission request to DHS-USCIS must be made within ten (10) business days upon receipt of the student’s immigration documentation.

The SAVE PDPA Supervisor User ID

How to Retrieve Your SAVE Supervisor User ID from the Participation Management (PM) System:

1. Navigate to the SAIG Enrollment Home Page.2. Select the “Primary Destination Point Administrator Access” option.3. Enter your FSA user ID and password. Select “Login”. 4. On the “Primary Destination Point Administration Management” screen, select the

“Manage your SAIG Mailboxes” link.5. On the “Make your selection below” screen, select “View DHS/SAVE User ID and

Temporary Password”. 6. On the “View DHS/SAVE User ID and Temporary Password” screen, enter your Primary

TG number with CPS Service and click the “Next” button. Note: If you are a PDPA with CPS access to more than one Federal School Code (FSC), a unique SAVE user ID will appear in the TG mailbox associated with each FSC. You may (but are not required to) activate one SAVE user to access the SAVE system, then set up all your remaining FSCs under that user ID. Choose the user ID associated with one of the following: your largest institution, the institution for which you will submit the most third step requests or your flagship institution. First follow the instructions below to activate the PDPA user ID you choose. Instructions to add your remaining institution(s) are provided in the “PDPA responsible for more than one Federal School Code" section later in this document.

7. On the next screen, enter your Federal School Code and click “Next”.8. Your SAVE user ID and temporary password will display on the next screen.9. You will enter these credentials to login to the SAVE system.

NOTES: If you recently started at an institution, the SAVE user ID associated with your new

institution may not be available on the SAIG system yet. Please check again later. After your PDPA account has been activated in SAVE, your temporary password will

eventually be removed from your PM screen to ensure security.

Activate your PDPA Supervisor Third Step Only User ID Open Web Browser (in Internet Explorer, Chrome, Firefox or Safari) and enter the following in the address line of your web browser to access the SAVE system: https://save.uscis.gov/web/vislogin.aspx?JS=YES

Enter your temporary password. Enter a new password (See “Password Creation and Maintenance” section below). Re-type your new password. Select three Password Challenge Questions and enter the Answers. Ensure that the

answers to your Password Challenge Questions are in a secure place. Click the “Submit” button.

Verify Your User Information

Validate that your email address and phone number are correct. Update them if necessary.

Click the “Submit” button to activate your PDPA Supervisor user ID and return to the Home page.

PDPA Supervisor Third Step Only User Responsibilities and Information Activate your PDPA supervisor third step user ID. With this user ID type, you can view

third step verifications, add and delete (manage) a third step user ID for yourself and other authorized individuals at your institution to submit third step verification requests. You cannot, however, submit third step verification requests with the PDPA supervisor third step user ID.

Create a third step only user ID for yourself (if you will be submitting third step verification requests) and other individuals at your institution who will submit third step verification requests.

Notify the (subordinate) third step only users of the user ID that you have assigned to them and share Section II of this Training Document for instructions to access and navigate the SAVE system. See the DHS Eligible noncitizen information page on IFAP for additional information.

Manage (add and delete) third step only user IDs for your institution. Manage user access to all of the FSCs and user IDs for your institution responsibility.

Since the URL can be accessed from any device, do not assign a user ID to an individual that is not associated with your institution(s) or allow unauthorized users to access the system.

PDPA supervisor third step only users cannot create additional supervisor third step only users. PDPA supervisor third step only users can only create subordinate third step only users.

If you leave your InstitutionThe PDPA supervisor third step only user and (subordinate) third step only user will be deleted when your name is deleted from your SAIG Enrollment form. The third step only users at your institution will remain active and can continue to process third step verifications. FSA will create a new PDPA SAVE user ID for your replacement when FSA receives your school’s updated SAIG Enrollment form. When an institution becomes eligible or ineligible for Title IV funds, FSA will create and send a PDPA Supervisor user ID to the TG mailbox, or delete all users associated with the institution respectively.

If SAVE Assigned Your Institution a SAVE User ID to check immigration statuses for another purpose

Purposes can include, but are not limited to, confirmation of in-state tuition eligibility or for employment authorization at your institution. The SAVE URL and user ID cannot be used to check the eligible noncitizen status of students applying for Title IV aid. Likewise, the URL and user ID for checking student eligibility for Title IV aid cannot be used for any other purpose.

Creating a (Subordinate) Third Step Only User ID for the PDPA and Others to Submit Third Step Verification Requests

If you (the PDPA) wish to submit third step verification requests, you must create a (subordinate) third step user ID for yourself. You cannot submit third step verification requests using the PDPA user ID.

Click the “Agency” button from the top horizontal menu bar. Click “Add User” from the drop down list.

1. Assign the Third Step Only User Role to the subordinate User Role Selection Screen

Click the Drop Down box on the right of the “User Role” box. Choose “Third Step Only User” (the only choice). Click “Next.”

2. Assign the New User to Your InstitutionGroup Selection Screen

Due to the SAVE system structure, your institution is identified as both a “Department” and a “Group.” The “Department” is pre-populated with the FSC and institution of the PDPA supervisor user ID that you activated.Add users who will submit third step verification requests at this institution.

Click the Drop Down box on the right of the “Group” box. Your institution is identified (from your SAIG Enrollment Form), formatted as: Federal School Code [space] Name of Institution.

Click on your institution name. Click “Next.”

3. Enter the New User’s Demographic Information:

4. New User ID is Created, Assign Temporary Password Password Screen

Note: SAVE generates the new username (user ID). It is formatted as: first letter of the user’s first name, the first 3 letters of the user’s last name and a randomly generated 4 digit number (in this example, Daisy Finaid’s user ID is DFIN2772). On this screen, you can change the user ID to any combination of: 4 letters followed by any combination of 4 numbers (for example: John Smith could be changed to FIND0001).

Enter a temporary password for the user ID. See “Password Creation and Maintenance” section below for acceptable password

combinations. Write down the new user ID and temporary password because the temporary

password will not appear again. Click “Submit.”

5. User Successfully Created Confirmation Screen

You have created a (subordinate) third step only user ID which enables the owner to submit third step verifications.

If it is for you, and you are ready to activate it:• Log out of SAVE (because you are still logged in with your PDPA supervisor PDPA third step credentials).

Note: You must log into SAVE with your PDPA user ID to manage users. You must log in with your subordinate user ID to submit third stepverification requests.

• Log back in with your (subordinate) third step only user ID and password.• Follow the instructions below in Section II (Instructions for Third Step Only Users).

If it is for another staff member at your Institution: • Send the user ID and temporary password to the new owner with the

instructions in Section II below. • Click “Home” to return to the SAVE Home page or use the red house icon on the

top left corner of your screen.

Repeat this process to add all subordinate users.

Click on your institution’s FSC and name. If you have consolidated your schools under one user ID click on the federal school code for which you want to view users.

To view a list of all the third step only users you have created, click on submit. They will appear on the Summary List Screen.

Click on the “Last Name” or “First Name” field, and enter the name of a subordinate user, to find that user. Use this feature to reset users’ passwords.

This is an example of a list of (subordinate) third step only users a PDPA (Supervisor) created for his institution. On this screen you can: Sort users by column heading. Delete users, click “Delete” in the Action column (see “Delete User” screen

below). To edit users’ data and reset users’ passwords, click on the “User Name” (see

“User Information” screen below). Check the status of users’ passwords, see the “Status” column.

Click on “Delete User” to delete the user ID. Click on “Cancel” to discontinue the action.

If you are a PDPA responsible for more than one Federal School Code:(Per your institutions’ SAIG Enrollment Form); you received a SAVE User ID for each of your FSCs. You may:

Activate each institution using the SAVE user ID assigned to each FSC, and set up subordinate users under each FSC by following the instructions above for each institution. Be sure to log into the SAVE system with the User ID that corresponds with the correct institution when submitting a verification request. Or,

Choose one SAVE user ID, and activate it to access all your FSCs. This user ID will be referred to as your “Consolidated” user ID and it is assumed that this is the user ID you have activated by following the instructions so far. See Section I (Step 6) for suggestions on choosing a consolidated user ID. You may choose to activate more than one user ID and organize the associated institutions under each user ID. Three steps are required to add your remaining FSCs under the consolidated user ID:

1. Check all your TG mailboxes and make a list of all the FSCs that you wish to add under the consolidated user ID (or respective user IDs if applicable).

2. Add each remaining FSC (one at a time) as a new “Group” (institution) under your consolidated user ID, and

3. Add to each new Group the subordinate users who will be submitting third step verification at that FSC. For this example, PDPA, Daisy Finaid has already established the user ID associated with “000001 The Best College” as her consolidated user ID.

Log into SAVE with your PDPA consolidated user ID (if you are not already using it).

Click the “Add” button to enter an FSC from your list. Click “Edit” to edit an FSC from the screen. Click “Delete” to delete an FSC from the screen.

In the “Group” field, enter (in this format) “FSC [space] name of institution” of the first institution on your list. Note: Confirm that the FSC and institution name are correct on this screen. FSA must be able to identify these data to assist institutions with problems and to delete those that lose Title IV eligibility.

Enter the Address, State, City and Zip Code of the institution (not required, but you will be able to filter to find these fields if you enter them).

Click “Submit” to return to the “Search List Summary List screen” where you will see the institution you entered. See screen below.

Add all remaining institutions to your consolidated user ID by clicking the add button for each institution and entering the information.

Activating your Third Step Only User ID

Password Creation and MaintenanceWhen creating a new password, it must be between eight (8) and fourteen (14) characters in length and include the following characteristics:

1. At least one uppercase or lowercase letter

2. At least one number

3. At least one special character: ! @ $ % * ( ) < > ? : ; { } + - ~

4. Contain no more than two identical consecutive characters in any position from the previous password

5. Contain a non-numeric character in the first and last positions: Example: ILikeH2O!

A Password cannot be identical to the user ID A Password cannot start with a single digit or with a two digit "year" string, such as

98xyz123”

Notes: For security purposes, ALL users must change their password every ninety (90)

days. The system prevents the re-use of the previous six passwords. From the “Home” page, click on the “Profile” tab at the top of the screen.

Between 90 and 270 days, ALL users can access the system and change their own third step only password and/or their own supervisor third step only password using their challenge questions.

If 270 consecutive days have elapsed since last log on:o Supervisor third step only users must reset their third step only users’

passwords.o To have the supervisor user ID reset, supervisors must call either:

The DHS/SAVE Call Center at: 1 (877) 469-2563, or FSA at (202) 377-4600 and leave a message, or send an email to:

[email protected] , with “Reset Supervisor Password” in the Subject line.

The SAVE system does not provide automated password expiration notices.

Preparing to Submit a Third Step Verification request:

Contact the student and request their current, unexpired immigration document(s). Your institution must give the student at least thirty (30) days to furnish immigration documentation.

Examine the student’s document(s) and determine whether the document(s) supports the student’s eligibility for Title IV funds by reviewing the “Eligible noncitizens and documentation” and the “Ineligible statuses and documents” sections of Volume I, Chapter 2 of the Federal Student Aid Handbook found on https://ifap.ed.gov/DHSSAVEEligibleNoncitizen/indexV1.html.

Note: A Social Security Card and/or Driver’s license alone is not sufficient evidence of a status as an eligible noncitizen.

SAVE charges FSA for each third step verification that is submitted. If the document(s) does not support the student’s eligibility (for example: the student provides only documentation of Deferred Action for Childhood Arrivals (DACA) status) the student is not eligible. Do not complete a third step verification. SAVE only verifies the status of the immigration document submitted, therefore, a document with an ineligible status will not result in an eligible status. Inform the student that they are not eligible for Title IV aid now. If or when the student receives an immigration document that supports their eligible noncitizen status the student can submit it to the school for reconsideration. If the student does not accept the decision you must complete third step verification. If you are not sure if the document supports an eligible immigration status, call (202) 377-4600 to leave a message, or send an email to: [email protected], with “Eligible Noncitizen Policy Question” in the subject line.

If the document(s) supports the student’s eligibility (for example: A refugee may have an electronic I-94 showing “RE” as the class of admission and “DS” as the admit until date). Photocopy both sides of the document(s).

Note: Your institution must submit a third step verification within ten (10) business days upon receipt of the student’s immigration documentation.

Submitting a Third Step Verification request

From the Home page, click on the “Search Case” button

Case Search screen

On the Case Search screen: Enter the DHS verification number located in the Match Flags section of the

student’s most recent ISIR. It is 15 digits long, begins with a year (e.g. 2017, 2018) and ends in 2 upper case alpha characters. The alpha characters must be entered as capital letters.

Enter the student’s date of birth. Click the “Submit” button.

The Resubmit Document screen will appear when you are the first institution to submit this student’s DHS verification number to request a third step verification.

Read instructions in the SAVE Response box. The Agency Submitted Details Box is prepopulated. If any of the data does not match

the information on the student’s immigration document, make a note in the Special Comments field. This information will help the status verifier at SAVE, but will not cause processing delays.

Special Comments box: o If the student claims to have a status under the Violence Against Women Act

(VAWA) as a battered immigrant qualified-alien, you must enter “VAWA verification requested,” so SAVE will complete a special review and respond accurately.

o If he or she claims to be a Cuban-Haitian entrant, you must enter, “Cuban-Haitian Entrant verification requested,” so SAVE will complete a special review and respond accurately.

Upload A Document. Only one WORD or pdf can be attached to each student’s third step verification request. Follow the instructions in the graphic on the next slide.

Note: After June 2018, the Response screen will show a “User Case Number” field containing the student’s Social Security Number (SSN) and first 2 letters of the last name. Never send a copy of this screen via email without first encrypting and password protecting it for security. Since the DHS Verification Number is a unique identifier, it can be sent without encryption if no other personal identification information is included.

Click the “Institute Additional Verification” button to submit your third step verification request.

Case Under Review screen

The “Case Under Review” screen appears after the request is submitted. It will appear until a response is received.

Click on the “Print” button to create a copy for tracking. Write the date and time that this document was submitted and keep a copy for your records. A program reviewer or auditor may request this and other related documentation. Check that the information is correct (for example, the student’s Alien Registration Number, Name, etc.). If the data in the “Agency Submitted Details” box is incorrect, hand write the same notes on the printed document that you entered in the “Special Comments” box on the Submit Document screen. Wait 3 to 5 business days before checking for the SAVE response.

See the “Checking SAVE for a Response” section of this document for instructions to view the third step response.

Note: If the “Case Under Review” screen continues to appear 20 or more days after a verification request, and you choose not to accept the student’s immigration documentation as sufficient (see regulation 668.136(3) in the FSA Handbook), call the SAVE Helpdesk (with applicant information readily available) at 1-877-469-2563.

2. Case Result screen

The “Case Result” screen appears when another institution listed on the student’s Free Application for Federal Student Aid (FAFSA®) has already completed the third step verification. Each institution listed on a student’s FAFSA receives the same DHS verification number; if the student submitted their immigration document to another institution last month, the other institution may have already completed the third step verification.

If the student’s immigration document matches the response on this screen , use this response to continue processing the student’s financial aid even if the case is closed. In this illustration, the response is “Lawful Permanent Resident” (LPR). If you received the student’s I-551 Permanent Resident Card (or another document that supports his LPR status), and the personal identification information (name, date of birth, alien registration number) on the Permanent Resident Card matches the response, this status response screen is proof of third step verification. Since LPR status is an eligible status for Title IV Aid, you can use this response screen to process his or her Title IV aid.

Note: To determine which immigration document(s) support a student’s eligibility for Title IV aid, see Volume 1, Chapter 2: Citizenship and Eligible Noncitizens of the Federal Student Aid (FSA) Handbook.

If the immigration document submitted by the student does NOT match the response on this screen AND the case is closed: for example, the SAVE Response is “Employment Authorized,” but you received the student’s Lawful Permanent Resident card, and this document does not match the SAVE response. Many students complete their FAFSA several months before they apply to college; a student’s ISIR is updated only when the FAFSA record is sent to DHS initially or when a correction is made to their name, date of birth or alien registration number. The SAVE system closes a case in their system if 8 months have elapsed with no activity; a new DHS Verification Number is required to resubmit the record. To request a new DHS Verification Number: Log in to FAA Access to CPS Online, select the applicant’s most recent transaction, and click on “Make a Correction.” Delete and re-type the same letters over one or more of these specific data elements: student’s name, date of birth or Alien Registration Number. Click “Submit.” When you receive a new ISIR in three to five days, check the DHS Match Flags and comments. If they indicate that the student is an eligible noncitizen, process the student’s Title IV aid. If the student is not an eligible noncitizen, the school should send an email to: [email protected]; the email subject line should include only the student’s DHS Verification Number and the processing year (2017-18 or 2018-19) from the latest ISIR. Do not include the student’s name or SSN. FSA will resend the transaction though the DHS match to generate a new ISIR.

Note: If any of the identifying information on the screen does not match the immigration document the student submitted, call the SAVE Helpdesk (with applicant information readily available) at: 1-877-469-2563, or send an email to [email protected].

3. No Cases Found screen

If this message appears, check the accuracy of the DHS verification number and date of birth, and re-enter the data if necessary. If this message is received again, the case has been closed by SAVE and you are unable to view it due to a known, but unfixable SAVE system issue. Request a new DHS Verification Number to resubmit the record by following these steps:1. Log in to FAA Access to CPS Online, click on the applicant’s most recent transaction,

open corrections, and correct one or more of these specific fields: the student’s name, Date of Birth, or Alien Registration number (by typing over the same letters).

2. Submit this update as a correction record to the CPS. 3. In three business days, you will receive a new ISIR; check the DHS Match Flags. 4. If the match flags indicate that the student is an eligible noncitizen, third step

verification is no longer required. 5. If the match flags indicate that the student is not an eligible noncitizen:

But , the DHS Verification Number changed from the previous ISIR transaction, use it to complete third step verification for the student.

And , the DHS Verification Number did not change from the previous ISIR transaction, send an email to [email protected] with an encrypted attachment containing the student’s Last name, SSN, DHS Verification Number and the record’s processing year (e.g. 2018-19). Send the encryption password in a separate email. If you cannot send encrypted documents, explain this in your email message but do not include the student’s information. Instead, include a phone number at which you can be reached during business hours, 8:00am-5:00pm ET.

6. FSA will resend the applicant’s record to DHS, and the school will receive a new ISIR within three days. Check the DHS Match Flags on the ISIR (as explained above) to determine if third step verification is required.

Checking SAVE for a Response: After you have submitted a third step verification request AND have waited 3 to 5 days, log into the SAVE URL.

The SAVE system is used by thousands of entities for many different purposes across the United States. Most entities initiate the immigration status verification process from the “Initial” (“Primary” or “First”) Step. FSA electronically exchanges FAFSA records containing an alien registration number with the SAVE system to complete initial and secondary matching. Institutions (FAAs) receive the initial and secondary verification step results on students’ ISIRs, and FAAs only complete the third step of the verification process. The instructional SAVE system resources on the resources link are designed to assist SAVE system users that begin the immigration process at the Initial Step. Therefore, those User Guides and System instructions will not be useful to FAAs. Please use the information above and other documents found on IFAP.
