SpeakersKip BlakelyKip joined TIMCO as a vice president of sales, later transitioning to his current role as vice president of industry and government relations. Kip represents TIMCO as president of the Guilford Technical Community College Foundation Board and member of the High Point University Board of Visitors, Guilford County’s Workforce Development Board and North Carolina’s Workforce Development Board.

Prior to TIMCO, Kip spent 17 years in a variety of management positions with 3M Company, and gained valuable government experience working for Arkansas’ Senator David Pryor and as the executive director of the Democratic Party of Arkansas for then-Governor Bill Clinton. Kip is a graduate of the University of Arkansas and is a certified Six Sigma Black Belt.

Daniel B. FisherDaniel Fisher is ARSA’s vice president of legislative affairs and an attorney in the law firm Obadal, Filler, MacLeod, and Klein PLC. Daniel Fisher served 4 years on the Senate Judiciary Committee staff of Sen. Arlen Specter (R-Pa.) prior to his arrival at Obadal, Filler, MacLeod and Klein PLC. During his final 2 years on the Committee, Mr. Fisher was responsible for legislation dealing with federal preemption, arbitration, the Freedom of Information Act and the False Claims Act. He also dealt with issues involving bankruptcy and antitrust law and worked on executive and judicial

nominations, including serving on the legal team that handled the confirmation of two Supreme Court justices.

In 2002, Mr. Fisher graduated magna cum laude with a B.A. in political science and public policy from St. Mary’s College of Maryland. He received a J.D. from George Mason University School of Law in 2005 and is a member of the District of Columbia Bar.

Kevin HiattIn February 2014, Kevin Hiatt joined the International Air Transport Association (IATA) as senior vice president of safety and flight operations. In this position, he is responsible for five divisions and over 100 team members providing safety, operational, audit, quality, air traffic and data support and information.

Mr. Hiatt joins IATA from the Flight Safety Foundation (FSF) where he was appointed president and CEO in 2013, having joined FSF in 2010 as executive vice president. Kevin previously served as vice president for corporate safety and security for World Airways, and was with Delta Air Lines for 26 years in various positions, including chief pilot at the Hartsfield-Jackson Atlanta International Airport Pilot Crew Base from 2002 to late 2005.

Peter Ingleton has served since 1997 as the IBAC Director, ICAO Liaison, is the IBAC Observer on the ICAO Air Navigation Commission and is responsible for the IBAC Principal Office located in Montreal in the ICAO headquarters premises.

His career in civil aviation spans over 50 years during which time he has participated in numerous ICAO Assemblies, contributed to the work of many ICAO technical panels and

participated in the Air Navigation Commission as an observer. Prior to joining IBAC he was with IATA for 31 years and completed his tenure as technical director, a position he held from 1986 until 1997.

A graduate in electronic engineering from the University of Adelaide and following a brief career with the Department of Civil Aviation as an airways engineer, Peter emigrated to Canada where he obtained his commercial pilot license.

Peter and his wife Jacquelyn reside in Westmount, Quebec.

Peter R. Ingleton

Christian A. KleinChristian A. Klein is the executive vice president of ARSA and a managing member in the law firm of Obadal, Filler, MacLeod and Klein PLC. He oversees ARSA’s communications and industry outreach and represents the interests of members on Capitol Hill. Klein has more than a decade of experience in politics and political communications, having worked for a member of Congress, a congressional committee and various Washington lobbying firms.

Mr. Klein is admitted to the bars of Virginia, District of Columbia and North Carolina (inactive), and the following United States Court of Appeals: the Distrtict of Columbia, the 4th Circuit, the United States Courts of Appeals for the Armed Forces and the United States Supreme Court, among others. He graduated with honors from the College of William and Mary in 1992 with a bachelor’s degree in international relations, received his law degree and a master’s degree in congressional politics from the Catholic University of America in 1995 and earned a postgraduate certificate in public relations from the University of Virginia in 2005. He currently serves on the adjunct faculty of the University of Virginia, where he teaches courses in political public relations, public relations ethics and law, and public relations.

Brett Levanto is ARSA’s Director of Operations. He joined the association in March 2014 after 4 years as an analyst for the U.S. Marine Corps. While a Civilian Marine, Mr. Levanto provided analytical, planning and consultant support to the commanding generals and civilian directors of Headquarters Marine Corps staff agencies. His professional experience includes quantitative analysis for contracting firm AE Strategies, mission coordination at Angel Flight Mid Atlantic and corporate business development at Lockheed Martin.

In 2004, Mr. Levanto graduated magna cum laude from the George Washington University. He received a Master of Public Policy from the College of William and Mary in 2009.

David MarcontellDavid has been with TeamSAI since 2001 serving in project management roles involving strategic planning, operational performance improvement, new aircraft entry-in-service, flight operations authority expansion, mergers and acquisition due diligence, organizational structure and design, executive coaching, and engineering and maintenance planning.

As one of the original partners of the firm and formerly president and general manager of TeamSAI M&E Solutions, TeamSAI’s airline technical services business, David has been instrumental in the successful growth of the firm with expansion into new areas providing strategic and tactical support to clients around the world.

Before joining TeamSAI David served in increasingly challenging technical and executive positions throughout the transportation industry, with new startups and major passenger, cargo and express airlines, manufacturers and metropolitan mass transit authorities. Serving in leadership roles including chief engineer, director of maintenance, and vice president of operations, David posses a comprehensive breadth of operational and business understanding that has proven to be of significant value to clients in all sectors of the aviation industry.

Utilizing his experience as a certified Six Sigma Black Belt with a developed understanding of LEAN and other process improvement tactics, David has been instrumental in leading project team activities resulting in the multimillion dollar improvements in operational, supply-chain and production performance with numerous clients. David is an FAA licensed pilot and mechanic. He possesses a Master in Science in engineering from Mercer University with a concentration in operations research and holds a Bachelor of Science in aerospace engineering from the University of Virginia.

Frédéric Malaud Frédéric Malaud is Air Transport Development Manager at the International Civil Aviation Organization (ICAO), where he develops regulatory guidance for states on international air transport, particularly in the areas of market access liberalization, competition and consumer protection.

He was admitted as an attorney and counselor at law in the state of New York in 1994, and as an Avocat à la Cour d’Appel de Paris in 1995. He holds a masters in law from the University of Paris.

Frédéric has accumulated over 1,900 hours of experience as a professional pilot and regularly teaches aviation as a flight instructor.

Andrew MattersAndrew joined the International Air Transport Association (IATA) in Geneva earlier this year, bringing more than 15 years of experience in the position. As senior economist, Andrew provides strategic analysis, insights and advice on the global economic and policy landscape facing the air transport industry, effectively supporting the IATA executives, its members and key stakeholders.

Andrew previously worked as chief economist within the corporate strategy team at Leighton Holdings Limited, an ASX Top 20 company, with engineering, infrastructure and construction operations in almost 30 countries worldwide. In that role, Andrew worked closely with a number of international economic and business associations including the World Economic Forum and the Australia-Japan Business Cooperation Council.

Prior to this, Andrew spent around 4 years as senior economist, group strategy at Qantas Airways Limited. Andrew has also held executive roles in both the Prime Minister’s Department and The Treasury in Canberra, which provide a depth of experience and breadth of perspective to his current position. Andrew holds a Master’s in Business Administration (MBA), an honors degree in economics and postgraduate qualifications in finance and investment.
