Nominations are now open for Wales’s premier awards scheme recognising the work of the many dedicated and inspirational individuals and groups of volunteers across the country.

Run by third sector umbrella

group Wales Council for Voluntary Action (WCVA) since 2004, the scheme has five nomination categories:

• Individuals (age 25 and over)

• young people (under 25 years)

• groups

• ‘green’ volunteers

• trustees

Last year’s winners included a teenaged disabled sportsman, a group reviving the fortunes of a flagship Welsh nature reserve that had been closed to the public, and a campaigning mother whose son nearly died from meningitis.

‘The continuing interest in the Volunteer of the Year Awards proves that no matter how hard times are, people are still willing

to do what they can for others,’ said Graham Benfield OBE, Chief Executive of WCVA.

‘Volunteers are an inspiration, and the quality of nominations each year shows us just how strong the voluntary sector and volunteering ethos is in Wales. The Wales Volunteer of the Year Awards is the opportunity for us to repay their efforts by saying thank you on a national stage.’

The closing date for nominations is 12 April. Forms will be available to download as Word documents, and you can also fill in an electronic form at wcva.org.uk. What’s the Frequency? From 31st December 2012 it became illegal to broadcast anything on the old radio channel 69 frequency, which has now been allocated to the 4g mobile phone network. Any Community Building using this frequency for its sound system has to switch to an alternative, namely channel 38. However to use channel 38, or any channel other than channel 70, Community Buildings will need to obtain a licence. Many Community Buildings with existing equipment will be using channel 70 so will not be immediately affected, nor will they need a license provided

not more than four microphones are used. There does, however, appear to be some doubt about the continuing use of channel 70 once the 4g networks are established. Streamlining Gift Aid eases administrative burden for charity shops

HM Revenue and Customs (HMRC) is lifting the administrative burden for organisations claiming Gift Aid on the proceeds of donors’ goods sold by charity shops.

Gift Aid is a tax relief on donations of money by individuals, with the donor having to pay at least the same amount of income tax or capital gains tax as the charity reclaims from HMRC on the donation.In 2006, the third sector devised a way for Gift Aid to be applied to the proceeds of goods sold by charities on behalf of their supporters. Instead of giving the goods to the shops for the shop to sell, the shop sells the goods on behalf of the supporter, offering them the choice of taking the money – less a sales commission - or giving it to the charity under Gift Aid.Currently, charities are required to write to a donor before they can claim Gift Aid on the proceeds from each sale, so that the donor can confirm that they are UK taxpayersThe new rules allow donors to make a one-off Gift Aid declaration that covers donations of up to £100 - or £1,000 of future sale proceeds - in a tax year without the shop needing to seek the supporter’s permission to claim the tax relief. The charity will need to write to the donor only when sale proceeds exceed the amount.The new procedures apply from April 2013. HMRC will publish detailed guidance on them shortly.

GwirVol Grants Workshop

Do you want a grant to fund new opportunities for Young Volunteers aged 14-25? GwirVol staff are coming to AVOW on Tuesday 30th April 2013 to give additional information about the grants, and give a workshop on ‘How to Apply’. There are three different types of grant:• Creating Opportunities: For the creation of new youth volunteering projects, new youth volunteering roles or to recruit more young people into existing volunteering roles; up to a maximum amount of £10,000.• MillenniumVolunteers: To recognise the commitment young people give to volunteering, by offering the 200 hour award of excellence; grants can be up to a maximum amount of £10,000.• International:To develop overseas volunteering opportunities that benefit young people and their communities in Wales; up to a maximum amount of £30,000.The 2013 GwirVol grant scheme opens for applications on 1st March 2013, and will close in June, 2013.

Lloyds TSB Foundation Funding Surgery Wednesday 22nd May 2013

A day of pre-booked appointments has been organised with Mike Lewis, Grant Manager Wales for Lloyds TSB Foundation for England and Wales. Registered charities can apply for grants for projects which meet the Foundation’s Mission statement “To enable disadvantaged people to play a fuller role in the community of their choice”Appointments will only be given to organisations with a firm proposal to present. A new deadline has been announced for the Ideas Fund Innovators scheme, sponsored by IdeasTap.Each application round (there are four per year) offers ten awards of £1,000 to young people within the UK between the ages of 16 and 25 who have a creative project in any artistic discipline that they want to get off the ground. Play continues...

he AVOW adventure playground, known as The Land, has attracted international attention due to its unique way to provide

and encourage play, with the result, of an online pledge to raise capital funding for a documentary to be filmed in the spring 2013. The Land is a “junk” playground located by the Opportunities Centre in Plas Madoc and managed by the AVOW Play Department. Fundraising for the documentary began in December 2012 and on 8th January 2013 the target of $9500 was met. A total of 106 backers from various parts of the world recognise the importance of play provision and as a result have pledged money ranging from $1-$1000. One donor said “this could turn into one of the most valuable playwork teaching resources ever. I’m in!! love it!!Celebrating its first birthday on 8th January 2013, over 9000 visits have been made to the playground by children and young people living in Plas Madoc and surrounding areas.Claire Griffiths, AVOW Play Department Manager said: this is such an exciting time for the community and AVOW, we are looking forward to welcoming

the film crew in the spring. It is encouraging that so many people recognise the value of children’s opportunities to experience free play and the importance of taking risks during childhood”John Gallanders, Chief Officer for AVOW said: “This is a fantastic acknowledgement for all the work that has gone into making “The Land” such a success. Thanks to the Welsh Government the AVOW Play Department will continue its services until at least 2015.

The funding will ensure that play continues in Plas Madoc and Brynteg but will also expand into the seven other communities within the urban villages cluster to include

Street play from March onwards.In addition, success from a grant from Children in Need will employ an inclusion play worker

Your Birthday Party at Little Sunflowers

The Welsh Government initiative “designed to smile” is an oral health improvement program to encourage children to brush their teeth regularly. This is done through the child care setting and Little Sunflowers flying start (for 2 to 3 year olds) have recently been awarded the gold award for their commitment over the last three years. Say Cheese!!!

Everyday first aid sessionsA two hour session tailor-made for those caring for someone at home to cope with a situation requiring first aid.Sessions available throughout April and May, 2013.Something for both of youWhilst the person you care for enjoys a therapeutic massage by a Red Cross volunteer you can have time to yourself.

These one hour sessions in Ty Avow allow for a 30 or 40 minute therapy session and a hot drink and chat by British Red Cross volunteers, whist the carer enjoys time and space for themselves.To enable more carers to take advantage of this fabulous service we will restrict a maximum of six sessions per carer / cared for.Please contact Wrexham Carers Information Service for dates and times for both services. New Services for Carers

The Government has announced that the new updating service will be available free of charge to volunteers.From Spring of this year individuals will no longer have to apply for a new criminal record check each time they apply for a position. Instead, they will only have to apply once to the Disclosure and Barring Service (DBS) for a certificate and then go online for an instant check to find out if the existing certificate is still up to date. The new updating service will also allow organisations to check online whether new information has been added to the certificate since it was issued. For many volunteers and paid employees this will mean that they need only have one certificate to cover activities across multiple organisations as long as it relates to working with the same vulnerable group. This will end the need for individuals to apply for multiple checks to work with different organisations and volunteers will be able to use the service for free when applying

for different volunteering opportunities. For paid employees there will be an annual subscription fee which will be less than the cost of a new check.The updating system is expected to be in place for spring 2013 alongside the introduction of a single issue certificate supplied to the volunteer or paid employee only.The employing organisation will no longer receive their copy. However, the Criminal Records Unit (CRU) will be able to check online to see if a certificate has been issued and whether it is clear. The Project influenced a high number of outcomes for Service Users with regards to voluntary work, employment and training. VOW were overwhelmed by the response from the community in its fourth homeless collection. Residents of Wrexham County

Borough have shown their generosity and greatly supported homeless people in Wrexham and surrounding villages through their donations to help during winter 2012. This time AVOW partnered with Ysgol Rhiwabon as part of the Welsh Baccalaurate qualification. The school students have hours dedicated to community participation and decided to organise a food bank in the school. Six form students sorted through the items donated which were then distributed to homeless and vulnerable people in areas such as Rubon, Cefn Mawr and Acrefair. A sleep out was also organised to raise funds through sponsorship which was incredibly successful. Six people, ranging from employees of AVOW to a Welsh Assembly civil servant, braved the freezing temperature and slept in the AVOW car park all night and walked the streets and area of Wrexham Town providing aid.

These donations enabled us to provide food for a Christmas party at the local drop-in with everyone receiving a box of chocolates, a present and a food parcel with a warm fleece. We also put together over 60 food parcels to help people over the Christmas period.Peter Jones, the Coordinator of the appeal, said once again this year I am amazed at the amount of donations made to the project now in its fourth year. The people of Wrexham have shown that even in such difficult times they are still able to support those less fortunate than themselves. I cannot say thank you enough I would also like to thank the students at Ysgol Rhiwabon for their help. Pat Gooding director 14 to 19 studies in Ysgol Rhiwabon said “the students have been involved in the project for the first time this year as part of their community work within their Welsh baccalaureate programme of study. They have benefited greatly from the experience and now have a greater insight into the plight of the homeless in the locality as well as nationally.

DAFFA vs Flintshire Flyers Football Friday 15th March 2013

DAFFA (Drug and Alcohol Free Football Association) take on the Flintshire Flyers in a Football Match to celebrate and promote AVOWs Silver Jubilee taking place throughout the year. The event is open to all spectators and will have media coverage.

We would also like to be able to provide more evidence as to how much the voluntary sector does locally. As the changes in benefit entitlements come in over the next few months the third sector is going to face considerable challenges to meet the needs of the people they support. Not only are incomes going to fall as benefits are capped and people have to pay rent and council tax contributions, but public services are being reduced at the same time. Wrexham County Borough Council recently held a workshop for public and voluntary sector organisations. Delegates heard about the changes and what they would mean in practice. It was clear increasing numbers of vulnerable people will be much worse off in the future.The afternoon was devoted to dealing with hypothetical but realistic case studies, where participants from all sectors contributed how they would support the individuals or where they would refer. It was agreed that there were areas of work such as debt management, benefits applications and housing which were specialist services requiring referrals to organisations such as CAB, Shelter and Welfare Rights services that had the expertise. The information will be used to support organisations to work effectively together locally.As time moves on there will be more information becoming available and some local organisations will be organising events.
