ABOUT US
Our Association of Vietnamese Scientists and Experts was founded in May 2011 with the main purpose of connecting intellectual sources in a systematical way to identify ideas, strategies, and implementation in all fields of sciences and techniques in foreign countries and at the same time orient to make contribution to the development of Vietnam.
Our core values include:
Collective Commitment: working for the community and for mutual support and development.
Responsibility Spirit: responsible for improving professional skills of the members and quality of the working results with other professional organizations.
One Global Network: development of a global network to enhance the effects of communication and networking and eventually quality of the working results.
Our main objectives include:
Develop a network and database of Vietnamese scientists and experts, clarify their expertise so that AVSE’s partners can connect and cooperate in case necessary
Connect individuals, groups or organizations of Vietnamese scientist and experts all over the world to share and exchange knowledge and experiences
Organize scientific activities, conferences, workshops, trainings, exchanging activities, vocational activities and job seeking activities
Play the role as a bridge linking Vietnamese scientists and experts with the world, cooperating and exchanging with international friends
Gathering and strengthening individuals’ strength to make contribution to the development of Vietnamese science, technique, economics and society

Our association is especially run by a set of key persons with strong professional experiences and good leadership skills. We all are particularly interested in social activities such as network building, associative activities, motivational talks for young people. We have common goal, aspiration and passion to help our country, Vietnam, to be more developed, socially and economically. Each of our key persons is a lead or an active member of other professional or social networks and has the capability to gather numerous ressources when needed to achieve our different strategic projects.

OUR VISIONDuring the last decade, the world has been moving with structural changes, with traditional paradigms being questioned. This move is marked by the emergence of different initiatives around the world, including:
The communication decentralization and development through digital social networks, individual learning owing to online tools, local peer support, and disintermediary tendency in economy with digital platforms; The grass root innovation with a strong potential from a new generation of Makers (Do-It-Yourself) changing different aspects of our life;
The industrial advancement, particularly digital technologies and data science, with considerable impact on major players at all levels and behavioral models (individuals, corporations, and public institutions).
We believe that Vietnam faces both opportunities and inherent threads in this complex global picture. With a young and technology-friendly population, the country has an enormous potential in a fast-changing digital and knowledge economy. Herited natural conditions make Vietnam one of the best destinations for agriculture, aquaculture, ICT and their respective innovations. Realizing these opportunities requires important efforts to innovate, whether it is in financial system to mobilize, invest and efficiently use available and potential resources or in infrastructures to accompany and foster social and economic
development. Above all, the quality of human resource is essential and critical for a sustainable development in a highly and internationally competitive environment. We, Vietnam-lovers and collaborators in France and around the world, believe deeply that sharing knowledge and collaborating with each other is the most effective way to lead and succeed any challenge. Our path necessarily encompasses three key points:
Establishment of strategic partners to share knowledge and to act together;
Focus on highly-impacted activities for a sustainably better Vietnam;
Federation of diverse communities through sharing platforms to identify and grow the next generation.

Duc Khuong Nguyen holds a MSc and a PhD in Finance from the University of Grenoble II (France) and obtains his HDR (Habilitation for Supervising Doctoral Research) in Management Sciences in June 2009. He also completed the “Leaders in Development” Executive Education program at Harvard University, John F. Kennedy School of Government (2013). In January 2013, he joined IPAG Business School as Professor of Finance and Deputy Director for Research. Before joining IPAG Business School, he served as Professor of Finance and Head of the Department of Finance and Information Systems at ISC Paris School of Management (2006-2012), as Assistant Professor of Finance and Grenoble Graduate Institute of Business (2005-2006), and Research and Teaching Assistant at EM Lyon Business School (2003-2005). Khuong is also a Non-Resident Research Fellow at the School of Public and Environmental Affairs, Indiana University, and a Research Associate at the Department of Finance, Centre d’Economie de la Sorbonne (CES), University Paris 1 Panthéon-Sorbonne.
His research areas concern emerging markets finance, energy finance, volatility modeling and risk management in international capital markets. He has published more than 120 articles in international refereed journals and a dozen of books and edited books. As of January 2016, he is ranked 7th among the top 200 young economists worldwide by Research Papers in Economics (RePEc). He is founding president of the Association of Vietnamese Scientists and Experts (AVSE) in France and a member of the board of directors of the Asian Finance Association. He was also president of the Vietnam Finance Association International (VFAI). Besides being associate and subject editors in well-reputed finance journals, Khuong also runs several highly-impacted international conferences in finance and energy finance.

At Ernst & Young “Strategic – Marketing – Innovation” advisory practice (formerly GWC) & Officience, VU Ngoc Anh has been working on many strategic advisory projects for important international customers. He participated in various missions to define development strategy, build annual budget exercise (multibillion USD) or re-organize process & management for leading European telecom operators. In 2008, he was a member of the consulting team to define the 5 year strategic plan for R&D development of France Telecom (revenue of € 45B). Mr. VU also advises the Worldbank & MOST on their inniative to foster innovation through research, science & technology in Vietnam. With support of high-profile French & Vietnamese technocrates & public servants, he co-created & lead various think tanks to kick-start different initiatives to foster France-Vietnam cooperation in innovation/technology & economy, with a strong focus on new development factors rather than raw materials & low cost labor. He is currently the General Director of AVSE, Association of Vietnamese Scientits and Experts.
Mr. Ngoc Anh holds Master Degrees from 2 of the most prestigious French “Grande Ecoles”: Ecole Polytechnique (in Applied Math) & Telecom ParisTech (in Digital Communication).
Graduated with a bachelor in pedagogy at Hanoi National University, master degree in enterprise management at IAE- University of Nice Sophia Antipolis, a complementary master in microfinance at Solvay Business School- University of Brussels Liberty, and a Ph.D degree in Marketing at Telecom Business School, NGUYEN Ngoc Anh has got experience in both public organizations and private enterprises, local and international companies in different sectors: education, event and communication, microfinance, agricultural and rural development, business intelligence, management and cultural/community/ethnic marketing, etc. She is now a supervisor of migration projects and resiliency solution at SITA, the world’s leading specialist in air transport communications and information technology. She is also an active member of the Association of Vietnamese Scientists and Experts.

Dinh Tri follows his PhD at Télécom Ecole de Management (Institut Mines-Télécom) and will defend his PhD thesis in 06/2016 at Paris-Saclay Univeristy. He is currently lecturer at the University of Economics Hochiminh city. Before 2006, he worked at Bao Viet Insurance Holdings. He trained and/or taught insurance at different institutions, e.g. Bao Viet, PVI, PTSC, HSBC, as well as assistant of “Training for Trainers”, a jointed program between the Ministry of Finance and ANZIIF (The Australian and New Zealand Institute of Insurance and Finance). Dinh Tri has taught and/or trained insurance at more than 30 provinces in Vietnam.
Dinh Tri participated professional workshops with Swiss Re (Kuala Lumpur, Malaysia), Cathay Life (Taipei, Taiwan). He holds the FLMI (LOMA – US) certification in the insurance industry.
Along with teaching and research, Dinh Tri engages in activities of the Association of Vietnamese Scientists & Experts (AVSE) in Paris. He also collaborates with a French consulting firm (JOHANSON International) and write articles for magazines/news agency.
Dinh Tri interests in Insurance, Risk Management, Performance-Productivity, Education and Solidarity. One of his important professional objectives is the collaboration of expert-scientist network for the prosperity of Vietnam.

Thanh Huong is a manager in Banking and Finance at Accenture, a global management consulting, technology services and outsourcing company, with more than 300,000 employees in more than 120 countries. She is the director of Executive Education of AVSE – Association of Vietnamese Scientits and Experts. She is also a researcher and lecturer for several Master programs at other Universities.
Thanh Huong holds a PhD degree in Finance from the University of Paris-East, France and Interuniversity Centre of Research on Analysis of Organizations (CIRANO), Canada and a Master in Financial Management from the University of Grenoble, France. She obtained her qualification of University Lecturer by the French National University Council. She was also a visiting researcher at HEC Business School, Canada.
Thanh Huong have published articles on different international journals such as « Investors, Bankers and Markets »; « Journal of Behavioral Finance »; « Energy Policy »; « Banque et Marchés »; « American Journal of Finance and Accounting »; « Revue Française de Gestion ».
Thanh Huong attended a leadership training at Harvard. She often delivers invited talks about leadership, management, and motivation/aspiration for individuals, corporates and organizations. At the same time, she is an active member of several think tanks in focusing on Vietnamese economic and financial issues.

i) On academic & training career, after obtaining Msc. & Ph.D. with full-granted programmes from Polytech’Nantes, Dr. Tuong joins INSERM - French National Institute of Health and Medical Research & ICAN - Institute of Cardiometabolism And Nutrition as postdoctoral fellow in data mining based on artificial intelligence. He also teaches and supervises Mathematics-Informatics students in market-oriented projects and commercialize their products. ii) On consulting experiences, he is a contractual experts of OIF (International Organisation of La Francophonie) on technology transfer, innovation, e-learning & project management. He is also cofounder of BDTP - Research group on East Sea in France, an independent think-tank on East Sea related issues. iii) On management & community development, he is Executive Director for Communication & Networks of AVSE where he coordinates of OVSED Project, a directory of 7500+ overseas Vietnamese scientists & experts around the world. Dr. Tuong is general coordinator of 2 international projects on fostering innovation & entrepreneurship granted by OIF: 1) Innov’Ecolo - Accelerator of innovative projects for environment; (2) #RiSk[Solutions] - cooperative project on cybersecurity in Vietnam between AVSE & FFIN - Francophone Funds for Digital Innovation. He is currently President of CONFLUENS - International Network of AUF Alumni (2200+ members) & communication head for PIRJEF - International Framework of Young Francophone Networks of OIF (30 network members). Various distinctions for his contributions to the community and he was selected by OIF to represent French-speaking
TANG Anh MinhPh.D, Director of ReseachSenior Research Scientist
Anh Minh Tang is a senior research scientist at the Ecole des Ponts ParisTech (ENPC). He graduated from National University of Civil Engineering (Vietnam) in 2001 and completed his PhD in geotechnics in 2005 at the ENPC. His Habilitation (accreditation to supervise research), completed in 2012 at Université Paris-Est (France), was on the applications of geotechnical engineering in the field of energy and environment. Minh is principal investigator on two projects funded by the French Research Agency, one on renewable energy (geothermal structures) and the other on a potentially important future source of hydrocarbon fuel (sedimentary methane hydrate reservoir). He is also Leader of the Working Group 3 (climate-vegetation-soil interactions) of the European COST Action TU1202 working on the impact of climate change on engineered slopes for infrastructure. He is co-author of more than 100 peer-reviewed journal papers. More than 15 PhD has been completed under his co-supervision. He also teaches soil mechanics to undergraduate and postgraduate students.

BUI Nguyen Hoang is a technical and contract coordinator of EDF group - the world’s largest nuclear energy company. Hoang has worked in several nuclear power plants in the world (Finland, China, Great Britain, France). Within the EPR Flamanville 3 nuclear power plant (the new generation and most powerful and safety reactor in the world), he currently coordinates a team of experts and engineers who are responsible for the project technical specifications, the design approval and follow-up as well as the management of interfaces with the construction site (Top 10 largest contracts of the project of 10.5 billion Euro). He is, particularly, in charge of the capitalisation of the projects learnt lessons, the risk analysis and the construction of industrial strategies and participates in establishing the new organization and process of future projects. Hoang contributes actively to the technical and scientific exchange and consultancy in nuclear energy and civil works. He was the chairman and co-chairman of three international conferences: CIGOS 2010 in Paris themed “High buildings and underground structures”; GEOTECH 2011 in Hanoi under the theme “Geotechnics and Sustainable Development”; and CIGOS 2013 in Lyon themed “Construction and Sustainable Development”. He has organised a number of training courses, workshops, seminars in nuclear energy strategy and development, tunnels and underground construction, smart and sustainable cities, etc. in Vietnam and France. He was also a reviewer and editor in chief of AVSE Nuclear Energy Review from 2011 to 2012 and is the co-founder of the AVSE association.Graduated with the highest distinction from the

After obtaining Master at École des Ponts ParisTech in 2008 and PhD degree at University of Lille 1 in the framework of European project EPIDARM financed by European Defense Agency (EDA) on the theme “Woven materials for ballistic protection”, he has been assistant professor since 2012 at Ecole Normale Supérieure de Cachan, Université Paris-Saclay – The house of at least two Nobel prizes and 6 Fields Medals. He is now collaborating essentially with Aibus, Safran, Altair and many other companies on modeling of composite materials for different industrial applications as aeronautics or automobile. He has recently moblized international famous scientists for initiative of developing a laboratory on aeronautic materials in University of Science and Technology of Hanoi.He is a Board Member of the think tank at laboratory of Mechanics and Technologies, Cachan, France. He is coresponsible of Civil and Mechanical Engineering of AVSE – Association of Vietnamese Scientits and Experts and also member of scientific council of GCMM (Génie Civil, Mécanique et Matériaux) – Association of Construction, Mechanics and Materials. He is also a researcher and lecturer for several Bachelor and Master programs at other famous international Universities as Ecole Polytechnique Fédérale de Lausanne (EPFL) in Switzerland. PhD in Educational Sciences and researcher-teacher at Paris Diderot University, she teaches the language and the modern and contemporary history of Vietnam. She also taught at the Universities Paris Descartes and Hoa Sen. Joined to French research teams (CESSMA - University Paris Diderot) and Swiss (ERHISE - University of Geneva), she conducts the research on cultural decolonization, cultural diplomacy, contemporary education of emerging countries, intercultural and transnational exchanges.

Thuy Duong Tran is a PhD candidate in Language Sciences at the University Paris 13. She holds a Master in French - foreign language from the School of Foreign Languages - National University of Hanoi. From 2001 to 2010 she worked as a teacher of French - foreign language for different establishments, including French Department at the University of Hanoi, the Institute of Military Science and the International School of the National University of Hanoi.In addition to teaching French foreign language, Thuy Duong also gave Vietnamese courses for French researchers and served as a translator in the framework of a scientific project conducted by the French Institute of Research for Development in Vietnam (IRD).

Ha Thu is defending her PhD thesis in Finance in June 2016, at the University of Paris-West, France. She holds double Master degrees in Financial Economics & Applied Econometrics with highest honors, from the University of Paris Dauphine & the University of Paris-West, France.
Currently, Ha Thu is a senior risk modeler at HSBC, a British multinational banking and financial services company - the world’s fifth largest bank by total assets. Before joining HSBC, she worked as quantitative risk analyst for 3.5 years at different multinational companies: BPI France (the French Public Investment Bank), General Electric and Credit Agricole.

Ngoc Linh holds a MBA degree in International Management from IGR-IAE Graduate School of Management in Rennes, France and a MSc in Finance and Investment from University of Nottingham, United Kingdom. She was one of the few Vietnamese students who won MSc Scholarship Award of Nottingham University Business School to study her Master in Finance and Investment here. PhD of Contemporary History Thu Hang LÊ - JournalistJournalist since May 2015 in a major national French media company, Thu Hang LÊ continues to expand its French and Vietnamese contacts as part of his work. With his experience as a communications officer for 5 years in a French-Vietnamese import-export company based in Paris, she was in charge of direct relations with French partners in the fields of accounting services, logistics, event organization, including customers. In 2010, Thu Hang LÊ holds a PhD degree on the history of the Vietnamese press during the French colonial period at the University of Versailles Saint-Quentin-en-Yvelines. She has also participate as a speaker at international conferences and seminars: French Colonial Historical Society Annual Meeting, Fourth Day of the East “China and the outside in history”, The emergence of the Francophone area and world, etc.). Most of his interventions have been published in various journals. Living in France for 15 years, Thu Hang LÊ also acquired many experiences as a interpreter during the Franco-Vietnamese bilateral meetings (the realization of the Điện Biên Phủ documentary by the association “History by Image”, meetings between the department of Côtes-d’Armor et the province of Nghê An in the field of education, the compagny Wasuco Quang Tri and SEAF (Syndicat Eau et Assainissment de Fontoy) in the field of water and waste water treatment, etc.). DOAN Dinh Hong

Civil Engineer (Hanoi University of Civil Engineering, French section), Master in Soil & Rock engineering (Ecole des Ponts ParisTech France), PhD in rock engineering (IFPEN France), Dinh-Hong has more than nine years experience in geotechnical engineering, including over six years in the offshore sector. This includes a wide experience as a practicing geotechnical engineer, including advanced foundation analyses for steel jackets, jack-up rigs, subsea structures and offshore wind turbines. He is a recognised expert within the FUGRO group on advanced testing techniques, specification of laboratory testing and interpretation of laboratory data. Current role of Geotechnics Team Leader, he is responsible for a team of up to eight geotechnical engineers working on projects related to foundation design and soil:structure interaction analysis, including advanced numerical techniques. Responsibility includes project management, commercial management, technical management, consultancy and supervision of engineering teams on a variety of projects across the project life cycle from business development, tendering through to delivery of projects and close out. Furthermore daily duties include business development, client relations, networking, assistance with management of a geotechnical group and mentoring newly hired engineers.He was awarded in 2016 one of two French nominated participants for 25th European Young Geotechnical Engineers Conference, has authored 3 journal publications and over 10 communications at specialty conferences and congresses. He teaches Civil Engineering graduates about advanced Geotechnics at ENPC Ecole des Ponts ParisTech. He holds a MBA degree from School of International Management Paris (2011).

Jean-Philippe EGLINGER
After 13 years spent at Alcatel-Lucent in charge of promoting commercial services in Europe, the Middle East and Africa, Jean-Philippe Eglinger created his company Việt Pháp Strategies specialized in business support for Vietnamese and French SME’s and Start Up.
Jean-Philippe began his professional career in Vietnam. He first arrived in Hanoi in 1992, where he started learning the Vietnamese culture and language in various universities of the Vietnamese capital.
Employed at the Political Section of the French Embassy to Vietnam from 1995 to 1998, Jean-Philippe then carried on with his professional activities in Vietnam but in the private sector, in the fields of media, consulting and telecommunications.
Back in France in 2005 for Alcatel, Jean-Philippe is also a Lecturer in Vietnamese Economics and intercultural management at the INALCO, Institute where Jean-Philippe had previously defended his doctoral thesis.
Since 2011, Jean-Philippe has also been following Chinese classes at the Confucius Institute - Paris Diderot which includes several terms studying at the WuHan University in China. Moreover, Jean-Philippe attended the 195th Regional Session and the 36th Cycle of Economic Intelligence of the Institute of Higher National Defense Studies and holds a MBA from the Economic Warfare School in the field of Business Intelligence.

Ph.D., Lecturer at INALCO, Paris
Viet Anh holds a Ph.D. Degree in Language Sciences from the Vietnam National University, Hanoi (VNU, HN). Currently, she is a Vietnamese lecturer and an active member of the research team PLIDAM (Multiple Language and Identity: Teaching, Acquisition, Mediations) at INALCO (Institut National des Langues et Civilisations Orientales). Her research interests focus on the teaching of languages and cultures, the multilingualism and the multiculturalism. She has been currently leading a project to develop a Vietnamese textbook based on the pragmatic approach targeting on French public speakers.
Having graduated with High Distinction Degree from VNU, HN in 2003, Viet Anh promptly started her professional career as a lecturer of French in Department of French Language and Civilization at VNU, HN. Besides, she has many experiences as a freelance interpreter for Francophones during their business trips in Hanoi and as a Vietnamese academic coach for French expatriates in Vietnam.

TRAN Van Hinh holds an Eng degree from the National University of Civil Engineering (Hanoi) and a MEng degree from the Ecole des Ponts ParisTech (France) in 2009. He is now a project manager at OGER International, the design office of SAUDI OGER, one of the 3 largest construction companies in Saudi Arabia.
TRAN Van Hinh has acculmulated a strong experience in management of large-scale and complex project which demands strict constraints in terme of technical issues, budget and deadline. Thai Ha holds a Ph.D degree in Mechanics from the Center School of Lille (EC-Lille), France and from The French Alternative Energies and Atomic Energy Commission (CEA), a Master in Mechanics of Materials and Structures from the National School of Bridges and Roads (ENPC), France.
Currently, Thai Ha is a Civil Project Manager in Fives Group, an industrial engineering Group - designs and supplies machines, process equipment and production lines for the world’s largest industrials, located in over 30 countries and with nearly 8,000 employees.
Thai Ha manages the civil design in cooperation with many designer offices from France, Germany, Spain, Turkey, Cadana, Argentina… and also civil works in many countries (France, Qatar, Mexico …)

Tien Long holds a PhD degree in Civil Engineering from Institut National des Sciences Appliquées (INSA) de Rennes, France and University of Nottingham, United Kingdom, a Master of science and an Engineer’s degree in Civil and Mechanical Engineering from INSA de Rennes. With excellent academic achievements, he obtained the research fellowship Allocation de Recherche du Ministère de l’enseignement supérieur and Mobility Scholarship to finance his three years of PhD. He wrote 6 journal papers and 4 international conference papers. Also, he worked as a teaching assistant during the last year of his PhD. In addition, Tien Long achieved Eiffel Excellence Scholarship to cover his Bachelor and Master study at INSA de Rennes in France. This scholarship has been one of the most prestigious awards given by French Ministry of Foreign Affairs and International Development to attract top foreign students. Tien Long is currently working as a consultant in civil engineering at Tractebel Engineering France (Engie Group) which has had projects in around 140 countries. Plus, he had experience regarding works coordination, asset management, market study and logistics in the Western region level at Eiffage Construction Group.Tien Long is now a committee member of GCMM. He was the President of Vietnam Student Society in Rennes, France and a positive member of Debating Union and Public Speaking Union in Nottingham, United Kingdom.
