5. Sustainability Appraisal Scoping ReportSue Lake and Trevor Bennett had been working on this over the last few weeks. The document is not quite complete as it had proved to be a larger project than initially anticipated.

The report to date was discussed in detail and comments, suggestions and questions made as the presentation was made.

There are two areas of the report still to do and these will be completed in the next month.

It was agreed that the report to date would be circulated to members to allow them the opportunity to review in detail.

E-Mail from Broadland District Council re Electronic Plans

We are currently reviewing the way in which we consult Parish and Town Councils about planning applications.

Now that more and more people are familiar with viewing information electronically we are intending to move to electronic consultations for Planning Applications within the next 12 months; unless there are exceptional circumstances which mean such consultation would not be feasible for a Town or Parish Council. However it would help us in the short term is as many Councils as possible would be prepared to move to electronic consultation immediately.

A number of Parish and Town Councils are already signed up to being consulted electronically and if you were interested in changing in the short term then I could provide you with details of a similar sized authority should you wish to discuss the matter further with them.

If you were to agree to changing to electronic consultation we would email a letter to you on the same day as we currently put it in the post. The letter would be identical to the one you currently receive with brief details of the proposal and application type but would also contain a link to the Planning Explorer on the Broadland website where all the plans and documents relating to the application would be available for view.

One of the advantages of receiving consultation letters electronically is that your Council will have an additional two or more days to comment on the proposal; the time taken for a posted letter to get to you.

You need however to be aware that in some instances there may be a delay of up to 24hrs between you receiving the consultation email and you being able to access the plans online.

There are instances when you may want to have paper copies of some of the plans and documents related to an application and this isn’t a problem. Can I suggest that in these cases, upon receipt of the initial consultation letter, you email [email protected] and request the specific plans and documents you require. In most instances I suspect you won’t need copies of all the technical documents that have been submitted which is why I would encourage you to specify, having looked online to see what documents are available, the precise plans and documents you need. These documents will then be dispatched to you.

If you are unfamiliar with the information available on our website you may want to refer to the information at the end of this email which sets out some tips for accessing the website both in terms of individual applications but also if you want to do specific searches relating to applications within your Town / Parish.

Further Information from Norfolk and Norwich Association for the Blind

Our department never put grants, funding or fundraising income into the running costs of the charity, this is paid always paid for by investments and legacies. Only 9p of our £1 goes towards admin, and that's usually to do with organising events and a little bit of marketing. 100% of donation giving via the fundraising team goes to our members and their well being.

We have numerous projects on the go at the moment, including a sensory garden at our care home in Norwich, a spa room for members who suffer high levels of stress due to their sight loss and which will help them to relax, (this is also another sensory experience).

We are also in the process of building an activities program which will take people out on trips around Norfolk, helping them to remain active.

Which one do you think would be more successful with the councillors please? I would really appreciate your advice, and we would be very happy to come and talk to you and your councillors about our work in Norfolk. My colleague Jeremy Goss and I recently went to Necton Parish Council to talk about the charity and it was surprising to know how many parishioners didn't know about us or how many people in Norfolk who were losing their sight. Also having Jeremy (being a former Norwich City football player) there created a lot more questions, which was a positive thing.

Request from Aylsham Community Gym

Hello SueJust wanted to ask if it would be appropriate for the Gym to re-apply for funding.We are in the process of sourcing new treadmills as both of our older ones are at the end of their useful lives!

We have had a quote from Amazon Leisure, a Norfolk firm who refurbish Gym equipment.They can do a good commercial grade one which retails at over £9000 for £2280.As the Gym now has 110 members we are agreed that we must go for the more durable commercial grade ones now.

I'd be grateful if the Council would consider a donation towards this from the Recycling fund if possible.

6. INFORMATION ON MATTERS ARISING It was noted that the Town Council had accepted the recommendation with regard to the kitchen refurbishment.

7. AYLSHAM TOWN HALLa) To list a full range of work required at the Town Hall

Apart from the kitchen refurbishment there is also work required to the Town Hall identified in the survey completed last year. This work mainly relates to the roof. Members were asked to suggest other areas which may be in need or replacement/refurbishment. These included

b) To consider an application to the Heritage Lottery FundThe list of works required is extensive and will cost a substantial amount. It was proposed and AGREED to investigate a Heritage Lottery Application to cover all of the work known to be required. It was also confirmed that other grant funding sources would be reviewed.

8. DRILL HALLa) To receive an update on the purchase of the Drill Hall

No further information is currently available.

b) To consider next stages with regard to refurbishmentPostponed until Drill Hall acquired.

9. PUBLIC TOILETSThe Town Clerk had sent ‘offers to quote’ to four local plumbers with regard to changing the flushing mechanisms. No replies were received. In view of this it was AGREED that plumbers from further afield and larger organisation will be contacted.Changing the paper dispensers was researched but it would appear that single sheet dispensers create considerable wastage and litter issues.

10. 23 MARKET PLACE The slipped tile had been replaced. The remaining work will be tied in with the Town Hall work.

11. CEMETERY COTTAGE The property is now empty and does not appear as bad as at first thought. The garden requires considerable work including a replacement fence.The Town Clerk had met with a builder and is awaiting a price from him. He did point out some asbestos which has been dealt with. It was suggested that it may be prudent to have a full asbestos survey.The Town Clerk also visited the property with representatives from William H Brown. They advised a sale price of £135,000-£150,000 in its current state and £150,000-£175,000 refurbishment. Rental was between £550-625 pcm. They would only consider rental if it was refurbished.

It was proposed and AGREED to recommend to the Town Council that the property be retained and refurbished. After refurbishment to lease it via a local agent. Any income from the cottage should be retained for future work required.

12. RED TELEPHONE BOX – Millgatea) To note agreement from BT to sale of telephone box

Agreement has been received from BT and the payment of £1 has been made. Final confirmation of completion of the transfer is awaited

b) To consider a request from the Cittàslow Committee to refurbish the boxThe Cittàslow Committee would like to deal with the refurbishment. It was proposed and AGREED to recommend to the Town Council that the Cittàslow Committee manage the box for one year and then the matter is reviewed.

c) To consider a budget for refurbishmentIt was felt that the Cittàslow Committee should suggest a budget for agreement. However it was proposed and AGREED that the Town Council should consider a recommendation to paint the box in the approved paint and colour.

13. OTHER PROPERTIES There were no issues with any other property/asset of the Town Council.Land Registry – it was queried if all the land owned by the Town Council was registered. This has not been done and will be a project to consider in the future.Advertising – concern was expressed at both the large advertising hoardings and also the ‘Estate Markers’ – have they all got planning permission and for how long?

REPORT TO COUNCIL

Subject: Cemetery Cottage

Author: Sue Lake Date: 2nd May 2017

The cottage was vacated on April 10th and the handover and inspection was undertaken by the RFO and Events Officer. The property, especially the outside area needs some maintenance but should not prove too time consuming or labour intensive.

I met with a builder to get an estimate for repair work to the cottage and decoration throughout. The estimate comes in at £8770 plus VAT. On top of this a new fence and gates will need to be installed at a cost of approx. £2000-£2500. There will also be a requirement for two new carpets – this should be no more than £300.

I also met with William H Brown and they advise a sale price of £135,000-£150,000 as it stands and £150,000- £175,000 repaired. With regard to renting they would not give a price as it stands as they do not think it meets the necessary requirements but refurbished they recommend a rental value of £550-£625 pcm.

These figures were presented to the Properties Committee and the recommendations from the committee are as follows1. That the property be refurbished2. Once completed that the property is rented3. That an agent is engaged to manage the rental4. That any surplus arising from the cottage rent should be earmarked exclusively for

future maintenance

Whilst inspecting the property with the builder he pointed out a pipe that was asbestos with a broken collar. This had open access from the cemetery so I therefore engaged the contractor used to remove asbestos from the Town Hall to deal with this as a matter of urgency under the delegated authority provided to the Town Clerk. The cost was £185 plus VAT.

Request from Aylsham In Bloom re planting outside the Drill Hall

Our proposal is to act with the assistance of the local Cub Scout Group to install and maintain two flowerbeds in the verges between the railings and the footpath outside of the Aylsham Drill Hall. These will be constructed under the Royal Horticultural Society's (RHS) programme called ' Greening the Grey' which is aimed at improving the environment, both visually and for wildlife and insect life. It is aimed to engender community projects to improve the environment. Aylsham in Bloom is leading this project in the Community and is part funding it. The balance of the funding will be provided by the RHS.

The beds will be approximately half the width of the existing verges and will be constructed against the railings using gravel boards at their edges to ease maintenance and to causing no hazards to pedestrians. The plants will be selected by the RHS. The beds will be planted to avoid any impact on the services supplied to the Drill Hall. They will also be the basis of a learning programme on horticulture, wildlife and insect life for children run by the RHS. The beds will be maintained by Aylsham in Bloom and the Cub Scout Group which uses the Drill Hall. The aim is to construct the beds in the late Spring and to plant them to provide immediate impact in the Summer and ongoing effect throughout the year.

09 OTHER ORGANISATIONS IN AYLSHAM Many members had recently attended the event for ACT to commemorate 31 years since they were formed. It was suggested asking ACT to attend a future meeting

10 FARMERS MARKET A new stall came to the April market and another stall is expected in May. The cheese stall will be attend when possible. The summer only produce stall will start to attend from May.The market welcomed two new stalls in March and hopefully they will be attending again. Another stall has also expressed an interest for April.

The cookery demonstrations will include Derroll Waller, Mark Sayers, Finola Gaylor and

i) BEES IN THE COMMUNITY/OLD STATION YARDNo session was held in April as it clashed with an event at Blickling. Now in the nesting season so no cutting will take place for a while. It is envisaged that spaying will take place to try and control the brambles.

ii) WALKERS ARE WELCOMEThree people are interested and it is hoped to reinvigorate the group.

iii) AYLSHAM STREET PARTY (June 11 th ) Over 400 people have already booked. Street closure notices are in place.

iv) EVENT FOR DECEMBER 2017It is hoped to have an event in the Town Hall for the December Farmers Market. It is hoped to work this around ‘Home crafts for Christmas’.

12 CITTÀSLOW UK & INTERNATIONAL MATTERS A meeting was held on 25th March and a report on this meeting was tabled.

13 COMMUNITY EVENTS COMMITTEEThe Easter event went fairly well. The various organisations taking part all raised some funds for their group. The Easter Bonnet competition did not command many entries. The committee will be helping with the June Street Party.A taster Folk Festival will be held in September working with Holt Ridge Morris Dancers.Work is starting on the Christmas Lights event – 24th November.A Race Night will be held in the Town Hall in February.

16 AYLSHAM BUSINESS ENTERPRISE FORUM (ABEF)Two new members have recently joined the organisation. Invoices will be sent soon and the AGM is scheduled for May 22nd. ABEF were honoured by being asked to make a presentation to Rees Coglan at the event to mark 31 years of ACT.

17 AYLSHAM PARISH CHURCH AND CHURCHES TOGETHERSeventy-Five people took part in the Walk of Witnesses at Easter.Programmes for the 12 Towers festival are now available.The Town Council are working with the church and many other organisations on a programme of events to commemorate the 200th anniversary of the death of Humphrey Repton in 2018.

18 AYLSHAM TOWN AWARDRoger Willis has commissioned the award which will be a light oak key on a plinth of dark oak and should be available for the June meeting.

Requests for volunteers to discuss the criteria brought forth Mary Evans and Val Shaw as volunteers. A meeting will be arranged.

Smudge had received information on performances being held through Creative Arts East Live. This year they have ‘The Spinning Wheel Theatre’ performing ‘A Christmas Carol’, in December 17. The cost is £800.00 but with a guarantee against loss on ticket sales of £300. The committee agreed to go ahead and book the performance for December, holding a raffle and bar on the day. Smudge will go back to creative Arts East and The Spinning Wheel Theatre to book this.

Samantha was asked to produce flyers for both the Christmas Light Switch on 2017 and the September 2017 Folk Festival Event, to help start promoting these events.

90. TO DISCUSS EASTER EVENT 2017 The Easter event went well, though as a committee we made very little money from

this as it was run alongside the Jubilee Centre. This has given the Committee something to work from for holding the event again.

91. TO DISCUSS AYLSHAMS BIG LUNCH 2017 Natasha has emailed the committee asking for conformation from the members

regarding availability for helping at the event. Giles has also asked if members of the committee may also be able to help on the Saturday before. Natasha will re email the committee.

92. TO DISCUSS AYLSHAM FOLK FESTIVAL 2017 Smudge has had one folk band approach him with regards to the event and is in the

process of arrange a meeting with Brian from Holt ridge Morris to confirm a line up and other events for the day.

Karen has also asked Smudge to contact the Molly Dancers from Marsham as they have supported the committee in the past.

2 Minutes of the previous meetingThe minutes of the previous meeting had been circulated and were agreed as a true record.

3 Matters Arisinga) CCTV: some criminal activity has been observed. The police intend to view the

footage and visit the appropriate school to talk to the students.b) Pavilion bookings – Harriet will continue to organise and take the bookings in

conjunction with Annette Palmer (ATC).c) Aylsham Show donation – thanks were given to Sue Jay who attended and received

the donation for the committeed) Petanque – a budget of approximately £7000 would be needed to set up a petanque

area. The enquiring group is expecting to pay to use the pitch if provided. It was agreed to invite Keith Hilton to the next meeting to discuss the idea. It is hoped that the group may be persuaded to take on the maintenance of the pitch in return for a reduced booking fee. Eileen Springall will invite him to attend.

e) Grounds maintenance contract – there is a meeting tomorrow with St Giles cricketers to prioritise their requirements as the proposed maintenance costs have risen significantly. It was proposed at the meeting that we should work to a 20% uplift in the maintenance costs to cover the improvements. This was agreed.

4 Financial ReportThe current financial report had been circulated at the AGM earlier in the evening. Rachel reminded the committee that the Tennis Club will need to maintain the courts and asked whether the club can reclaim VAT on any repairs to the surfaces. However, the courts are owned by the Rec committee. It was suggested that the Tennis Club could pay an increased booking fee for the next 5 years and then the Rec committee would pay the resurfacing costs when necessary. The Tennis Club will put this suggestion to its members and report to the next meeting.

5 Broadband ConnectionPaul has been in negotiations with BT and for a charge of £120 they can supply a line which includes business priority for fault repairs plus unlimited broadband and wi-fi together with a monthly charge of £46 + VAT. An alternative would be BT Infinity at £708 (i.e. £59 per month rental) plus £120 set up charge with a minimum 2 year contract. It was proposed by

Barry Lancaster and seconded by David Curtis that we invest in BT Infinity. This was agreed unanimously. Paul will arrange a site visit as soon as possible.

6 AlarmThere is still no resolution to the problem of managing a night-time call out. There appear to be 3 options: a) the call goes direct to the police b) the call goes direct to the installation company c) Action for Children are asked to alarm their area only. After discussion, it was proposed by Barry Lancaster and seconded by Eileen Springall that the alarm be de-commissioned. This was agreed unanimously. Paul will research a dummy alarm box for the exterior of the pavilion.

7 Repairs and MaintenanceBarry reported the following items:

a) Toilet door - the new electronic door lock is ready to be fittedb) Burgh Road entrance - Aylsham Plant Hire have been approached and can complete

the groundworks. Paul agreed to contact a potential bricklayer for the wall build.c) Pedestrian access Sir Williams Lane - this will be adopted by Highways and will need

to be repaired to Highways standards. Aylsham Plant Hire can complete this work.d) Zipwire – the repaired zipwire will be delivered shortly and will be tested before

public usee) Water pressure – a plumber has been engaged who will fit the Action for Children

washing machine and attend to the lack of pressure f) Pavilion cleaning – Barry will obtain 3 quotes for 8 – 10hrs per week cleaningg) Smile Park – Heather has obtained 3 quotes for repairs – £2066 + VAT, £2468 + VAT

and £2750 + VAT. Heather reported that only the company with the mid-price had troubled to visit the site and she felt this was probably the best quote. It was proposed by David Curtis and seconded by Paul Willmott that the work should go ahead with the mid-price company. This was agreed unanimously. Barry was asked to direct Keith to fit the caps, screws etc that have been received for Smile Park equipment repairs.

h) Rec Constitution – Barry will update and renew the document as soon as possible.

8 Pavilion/Pitch Hire FeesIt was proposed by Harriet Lumb and seconded by Eileen Springall that pavilion fees be increased from £7.50 to £8.00 per hour. This was agreed unanimously. It was noted that different clubs pay different fees – Harriet will review this anomaly and report to the next meeting.

9 Recreation Ground Open DayMay 21st – Paul is contacting all clubs who have shown interest and will establish how they will organise their proposed activities.

10 AOBa) Harriet reported the sad news of the death of Sue Crick who was a committee

member and did a lot of work to establish the Smile Park in particular. Harriet will write to her family.

b) Jerry’s tree – a tree and surrounding bench is envisaged - location was discussed and

c) The police have recommended that a ‘Youth Shelter’ be sited at the Rec – the site of the skate park was suggested.

d) David reported that he had received a letter from Hal Turkmen which recorded complaints about a pile of tree cuttings within the Rec boundary along Sir William Lane. David will reply saying that the cuttings will be removed shortly when the hedge trim has been completed.

REPORT TO COUNCIL

In 2014, a member of the public contacted the Town Council regarding an incorrect inscription on the War Memorial, following confirmation of the error the Town Council agreed to make the change.

On looking at the alteration it became evident that the war memorial was in a poor state especially the side naming those who died during World War ll and the Korean War. These names were placed on a tablet which had been placed over the original surface.

Grants are available for War Memorial refurbishment and I looked at this and the initial enquiry was accepted. In order to obtain a grant, as with the Town Council financial regulations, three quotes are required. This has proved especially difficult as stonemasons are very busy and seldom respond to enquiries.

Three quotes have now been received and the application has been made to the War Memorials Trust. They will be considered on May 31st and hopefully we will hear the outcome early in June.

Apart from the grant and three quotes in order to do the refurbishment conservation area and listed building consent is required from Broadland District Council. This has been agreed in principal without the need of a formal planning application. A faculty from the Diocese or agreement from the Archdeacon is in progress.

The Town Council are asked to consider the following proposal:

At the April meeting more information was requested by councillors.

In April 2016 it was proposed and agreed to authorise expenditure of up to £6000 from the New Homes Bonus to create a more useable area at The Staithe.

The first step was the eradication of the brambles. The initial intention was for this to be done in-house. However, the cost of hiring equipment came to £200 and would take several man hours. As part of the process of obtaining quotes for work in the churchyard I asked the contractor to quote for this work. The quote received came to £170. This was a far better proposal than the in-house option.

It was requested that the work be carried out by 31st March but this target was not met. As we are now in the nesting season the new date will be August.

Once this has been completed the land will be covered in meshing which will be laid by the staff and drop down bollards installed (subject to approval by the planning officer). Once this is complete then tables and a waste bin will be installed.

Aylsham it seems has become a very difficult place to live of late this is due to a number of reasons which I am hoping the town council can help with please find following:

1/ The construction traffic and school coach traffic is major hazard to pedestrians who live at the town end of Burgh Road the pinch point at Burgh and Norwich Road is causing unbearable air pollution, noise, excessive dust and dangerous driving. (2 of my 200 year old windows have cracked due to the excessive vibrations in the road).

2/ speeding cars have dropped down the list of priorities by the town council, however, for the people who this effects nothing has changed. Please can you assist in the hiring of speed watch coordinator and more volunteers, police or planning to reduction of speeding cars.

3/ Antisocial behaviour in the graveyard including alcohol and marijuana abuse.

4/ Large 20 tonne vehicles driving on pavements posing significant risk to pedestrians.

5/ Oakland Road being used as a cut through posing significant risk to pedestrians.

6/ inadequate planning changes in an attempt to provide road calming at the junction of Burgh Road/Oakfields Road is not being observed by road users.

7/ 20 mph not being observed by drivers of most motor vehicles.

8/ Request for car boot on a Monday if approved will just ensure limited pedestrian and vehicle access from our home. As it stand now I feel have to take my life in my own hands just to leave the house. As our only exit is directly onto the main road.

9/ The near miss of serious accident of a workman pointing our house, whereby, and even though full Health and Safety procedures were followed with the use of warning signs and roadside barriers were used. The workers railing was hit by a 20 tonne earth mover (Cranes) who failed to stop and continued driving, despite the collision. Thankfully the contractor (Coverdales) working on our house was not hurt but he was badly shaken by the incident. This was reported to the Police I believe there was no follow-up

10/ Roundabout and petrol station contractors in their personal cars (all wearing high visual jackets with hard hats) speeding in around the town, especially from the site A140 up Burgh Road towards Aylsham.

11/ No observation of the ’No Left Turn' travelling away from Aylsham on the Norwich Road into Red Lion street.

12/ Aylsham may no longer be entitled to define itself as a Citta Slow town should the Starbucks application be approved. Citta Slow defines itself as towns that are unique, vibrant and prosperous, by retaining our distinct identities in the face of global homogenisation as well as maintaining a positive legacy for future generations.

Aware that there are further pending planning application including Starbucks, Burgh Road and additional Car Boot and that both planning application state that there is no detrimental affects on the local area, residents, business and environmental impact we would ask that the council supports local people who live with the immediate consequences and the long term impact of such developments and decisions.

Suggested Response1. It is appreciated that the last year has been particularly difficult to residents on

Burgh Road. The additional traffic caused by the continued closure should be removed when the road is re-opened later this month. It is anticipated that the roundabout will reduce traffic from the levels experienced prior to its construction.

2. Speeding is still apriority for the Town Council and led to the purchase of a SAM 2 (a mobile device which records the numbers and speed of traffic). The results from this are passed onto the police so they can identify and deal with persistent offenders. With regard to Speedwatch we have advertised this through Just Aylsham, the Farmers Market and social media and have received only one volunteer. Without volunteers the scheme cannot be operated.

3. Antisocial behaviour tends to move from site to site around the town. We have advised the police regarding this and they have included the cemetery on their regular patrols. It will be consideredd that new tenants at Cemetery Cottage can be engaged to close the gates each evening

4. If you observe this please take details and/or photos and forward to the police

5. I will ask the Councillors to discuss this at the June meeting to see if there are any suggestions to combat this. The only 100% solution would be to block the road and I am not sure whether residents would approve and also if Highways would agree.

6. Could you provide more detailed examples of drivers not complying so we can approach Highways

7. This is a general driver education issue and there is little more the Town Council can do.

8 The Town Council objected to this application and attended the Planning Committee Meeting when it was discussed. The application was refused by Broadland but the applicant can appeal. Should an appeal be made I am sure the Town Council would repeat their objection. We also became aware that the police were not aware of the

application so we would ensure they are advised and have the opportunity to comment.

9 I am sorry to hear about this but hopefully you will now have heard from the police regarding this incident

10 This is again an education issue and we will arrange to place the SAM2 sign in Burgh Road as soon as it re-opens

11 Another education issue and without detailed evidence the police can not take any action.

12 Cittàslow is not against change and as a whole Aylsham does meet the criteria. Cittàslow is an ethos and that is not a reason to object to a planning application.

The Town Council endeavours to represent the views of all the residents of the town but on many occasions those views can be opposing. Although many may not want a drive-through coffee shop or Monday car boot equally there are many that do. Applications are considered on their merits and overall effect and if the Town Council feels these are negative then they will object. They cannot object to a planning application because they do not like the concept – objections must be on planning issues.

Many of the points raised in your letter are matters for the police and/or Highways. I will bring this to the attention of the Highways Officer but I would advise you that Norfolk County Council are currently not taking on any ‘new’ work as they do not have the funds and this is proving a real hindrance to action on issues identified by the Town Council.

Request to install flower tub in the Market Place

‘Aylsham in Bloom’ would like to install a flower tub by the new bus shelter in the Market Place. The Town Council kindly provides public liability insurance for the ‘Aylsham in Bloom’ tubs. We ask that the new tub be similarly included in the insurance

The proposal is to place a purpose-built tub along the short side of the bus shelter that is next to the Town Hall. It would be placed next to the side (i.e. the short end) of the bus shelter, at the post box end. It would be the length of the side of the bus shelter and be relatively narrow so that it would not obstruct pedestrian access between the bus shelter and the post box, nor be a trip hazard. Currently, there is a moveable litter bin that usually stands at this end of the bus shelter. There would still be room for this, without obstructing pedestrian access.

‘Aylsham in Bloom’ would undertake the planting and maintenance of the tub, as with the other tubs in the town centre. The tub would be the same style and colour as the other ‘Aylsham in Bloom’ flower tubs in the Market Place.

The tub would be part filled with brick and rubble to increase the weight and deter theft. This method has been used with all other ‘Aylsham in Bloom’ tubs. No tubs have been moved, or stolen.

The Town Council received a complaint from a resident regarding the use of the Town Hall for a wrestling fixture. Their letter of complaint and my response is below Re. Wrestling Fixture Sunday 30 April

I am deeply dismayed that the Town Council has approved the use of the Town Hall for a wrestling fixture. I feel this is an inappropriate use of the Town Hall. Although we are reassured that ‘nobody gets hurt’, and ‘it’s all a bit of fun’, this kind of activity promotes the normalisation of interpersonal violence and aggression and, I believe, affects the way we behave to other people.

I particularly deplore the awful poster mounted across the side of the Town Hall. Is this really the impression we want to make upon residents and visitors to our very attractive town? I sincerely hope not.

I hope the Council will reconsider the kind of fixture it regards as suitable for the Town Hall.

Wrestling Fixture Sunday 30 April

Thank you for your letter of the 27th April regarding the use of the Town Hall for wrestling on April 30th. The Town Council appreciates and understands your views. However, the Town Hall is available for hire to any legal activity and the event on Sunday met all the criteria we need to hire the hall. Incidentally, the event was exceptionally popular with a great many local residents.

Part of hiring the hall includes placing advertising for the event. The poster was substantially larger than most we receive and should the hall be hired again for this type of event then we will request a different form of advertising.

I am sorry if this is not the response you would wish but the Town Council has to make the hall as viable as possible and cannot censor activities through their member’s and individual residents personal tastes.
