AYNLA Fiscal Year 2010-2011 The Alliance of Young Nurse Leaders and Advocates International Inc. (AYNLA) was officially registered in July 2010 in the Securities & Exchange Commission in Manila, Philippines. AYNLA is a registered non-stock, non-profit, nursing organization that advocates universal access to healthcare, health as a human right and the achievement of the Millennium Development Goals (MDGs).

AYNLA became a forefront organization for young nurses & other health professionals that forge health as a basic human right but maintaining its dynamic and cool character thus earning its trust among many nurses.

AYNLA’s vision is to become the forefront international professional organization for young leaders in nursing and healthcare advocating the achievement of the United Nations Millennium Development Goals through holistic nursing leadership & advance practice, health advocacy, youth empowerment and nation-

building. With this, members & officers are focused to help make our society a better place to live by providing health education, information, research, and services. The organization is also rapidly growing in the Philippines and also in other countries such as in the United States of America, the United Kingdom and in Ghana. AYNLA Philippines have around 30 recognized local chapters & core groups. AYNLA is also very much present in the social media through social networking sites and its own official website. Online members can get immediate access to AYNLA’s updates and postings. AYNLA promoted health issues using Facebook, Twitter, blogging and podcast.

Recently, AYNLA took an active role in helping the current crisis on unemployment & alleged exploitation of nurses in the House of Representatives and Senate. Because of this AYNLA espoused to protecting the rights of nurses. This later became an integral part of AYNLA’s mission to serve the nursing profession and its members.

VISION AYNLA International envisions itself as the forefront international professional organization for young leaders in nursing and healthcare advocating the achievement of the United Nations Millennium Development Goals through holistic nursing leadership & advance practice, health advocacy, youth empowerment and nation-building (2010) AYNLA’s International Service Motto is “I LEAD to SERVE” reflecting the organization’s core values:

With this vision, AYNLA International shall uphold its mission to:

1. Attain Professional Standards through holistic Leadership; 2. Work for Nurses' Welfare globally; 3. Assist new nurses in employment & practice in the profession; 4. Discover potential artistic talents of members & provide avenues for exposure

and development; 5. Strengthen internal capacities and capabilities for better quality health care

services by members; 6. Respond to the changing health needs of the global society through advocacy

and activism; 7. Conduct seminars, summits, conference and research studies; 8. Fund, support or find funding for scholarships in post-graduate education; 9. Empower young nurses and other members through active participation in

activities of nation-building, youth empowerment and global partnerships & exchanges;

10. Mobilize members to continuously impact the organization making it more sustainable and independent especially on its finances;

11. Help achieve the 8 Millennium Developmental Goals of the United Nations; and 12. Establish strong linkages with national and international agencies in the

attainment and furtherance of its organizational goals.

The Alliance appointed different set of national and local officers; first from 2010-2011 and the last set is appointed in 2012-2013.

The Alliance is headed by its Interim Board of Trustees composed of dynamic & dedicated young nurse leaders who have committed to fulfill AYNLA’s vision of becoming an active nursing organization advocating universal access to healthcare while protecting nurses’ rights & welfare. The Interim Board will end their terms in 2012. The national election of officers including the new set of the Board of Trustees is set in September 2011 during

AYNLA’s 3rd National Convention & 1st National Congress. The Trustee-Elect shall serve starting January 2013. This is the table showing the former & current set of AYNLA Officials:

AYNLA is also joined by different international & national nursing & medical experts to help & guide the Alliance in its advocacy. The International Board of Consultants (IBC) is invited by the Alliance Board through its Chairman to help AYNLA and its advocacy. Invitation of IBC members are based on the standards set by the AYNLA By-Laws and shall be coterminous with the Board of Trustees. Government Partnership – AYNLA has established linkages & forged partnerships with different Philippine government agencies especially with the Department of Health National Center for Health Promotion and the Health Human Resource Development Bureau. AYNLA assisted these offices of the Department of Health in delivering health services during the Lakbay Buhay Kalusugan health caravan, and also in providing essential information being part of the Ad Hoc Committee for the alleged exploitation of nurses through illegitimate training/volunteer programs. AYNLA also became a member of the National Anti-Poverty Commission Youth & Students Sector. Chosen from more than 200 organizations, only about 80 were chosen nationwide. As a member of the sector, AYNLA is privileged to be in the Sectoral Assembly that choses the members of the Sectoral Council, which then drafts the Sectoral Agenda of the Students & Youth to be submitted to NAPC and approved by the President of the Philippines. AYNLA’s representative, President Alvin Dakis was elected by the Assembly to be one of the Council members. As member of the council, AYNLA

lobbied for the youth to have equal access to healthcare without bias & discrimination and supported for the initiative to support the following measures: Reproductive Health Bill, Anti-Discrimination Bill, amendments to the Philippine AIDS Law, Students Rights & Welfare Bill, Sangguniang Kabataan Reform Bill and the Local Youth Development Council Bill. When AYNLA gathered its members to have nationally coordinated events commemorating the World AIDS Day, AYNLA also became active in the HIV awareness advocacy. Knowing that many nurses are not sensitized and trained to handle clients undergoing HIV testing, counseling & treatment, AYNLA started among its members, to expose them to the HIV Advocacy. This lead AYNLA to partner with other locally initiated HIV groups and national advocacy organizations. AYNLA also joined the

different initiatives set by the Philippine National AIDS Council and started to help the national advocacy by encouraging more nurse members join the advocacy. AYNLA also became a member of the National Youth Commission – Youth Organization Registration Program (YORP) in 2010. By becoming a member of YORP, AYNLA becomes a registered youth organization recognized by the Commission and is able to network with different youth organizations that tackle issues of young people in the country. Becoming a YORP member also pave the way for AYNLA to join the 2011 Outstanding Youth Organizations Awards. Civil Society Partnership – Since AYNLA’s inception, it has been working closely with many civil society organizations including women, youth, and professional organizations. AYNLA partnered with different organizations both in our local chapters and in the national level. AYNLA is a member of the Reproductive Health Advocacy Network which is the national network of advocates working on for the passage of a national legislation providing reproductive & sexual health in the country. One notable localized membership in a coalition called Oriental Negros Children Advocacy Network. This is an example of how AYNLA Local Chapters network with other organizations to advance its vision and mission. International Partnership – AYNLA is a member of the World Health Organization-Global Health Workforce Alliance, Global Youth Action Network and the Global Youth Coalition on HIV & AIDS. All of these memberships enabled the Alliance to network with the leaders working on global health issues & advocacy including HIV & AIDS, nursing & global health, health human resource and young people’s initiatives & developments. Also, AYNLA has been working with the Nightingale Initiative for Global Health, an international group of nurse advocates for the achievement of the Millennium Development Goals and to have global access to healthcare by all people. AYNLA collaborated with NIGH in celebrating the 2010 International Year of the Nurse which was also lobbied in the United Nations for its international recognition to the efforts of nurses to bring about global health. AYNLA also became a leading organization that NIGH collaborates especially NIGH’s presence in the country. AYNLA was part of the 6th Country Program of the United Nations Populations Fund-Philippines and helped UNFPA in achieving its goals in population & development. This year AYNLA leads the Youth Consortium of the 7th Country Program of UNFPA for 2012-2016.

CHAPTER DEVELOPMENT AYNLA has rapidly expanded in barely 2 years of legal operations. AYNLA first known chapter was in Cebu but it was in Manila when its chapters are organized under its legal registration. AYNLA is now present in three main islands of the Philippines and also has international coordinators in the US, UK and Ghana. AYNLA operates in the National Capital Region through its identified zones while works in the regions through its regional councils. The most basic form of governance in the Alliance is the Local Chapter headed by a Chapter Mayor. The Regional Council is headed by a Zonal/Regional Governor and International Coordinators heads the international clusters. AYNLA has a membership base of around 12,000 online through its website and its social networking sites, however, its registered, paid members are around 2,000 nationwide and is still growing rapidly. Local chapters also manage their own webpages & social network sites.

To date, there are 35 recognized Local Chapters of the Alliance present in 12 regions of the country and 4 International Clusters. Chapter Seals The Alliance’s Local Chapters have recognized the need to have their own identity and so made their own chapter seals following the provisions set by the AYNLA By-Laws. Membership AYNLA membership is a fast & dynamically growing one. After it was founded it grew exponentially especially when it opened itself to have online members. Online members are members who joined the Alliance through AYNLA’s website and social networking sites. Online members get updates and interact with other online members but they do not get elected nor be elected to office. Only registered members who have paid to become regular members have this benefit. Registered members also get discounts in post-graduate updates & work referrals.

The Alliance has implemented quite a number of notable advocacy projects & programs despite of the fact that it only has very meager fund coming from membership fees & some sponsors. EDUCATION & RESEARCH

A. Professional Development Trainings/Seminars/Updates – AYNLA created & organized different professional & leadership development seminars depending on the availability of resources of every Local Chapter. AYNLA Local Chapters report to the National Office all accomplished seminars/trainings they have conducted in their areas. Most commonly, they already include membership renewal & processing for those who will be attending. Others include general orientation of members and one scientific update in a day. B. National Convention – AYNLA regularly conducts its national convention every September of the year. The AYNLA national convention is dubbed the “Millennium Convention” because it tackles the Millennium Development Goals from 2010-2015. Also the Millennium Convention features recent developments in the nursing profession through its scientific sessions. The MDGs will constitute a large part of the Millennium Convention and shall be distributed by two’s per year:

a. 2010 : Preview & Introduction to the Millennium Development Goals b. 2011 : MDG 4 (Reduce Child Mortality), MDG 5 (Improve Maternal Health) c. 2012 : MDG 3 (Women Empowerment), MDG 6 (Halting HIV & AIDS) d. 2013 : MDG 1 (Eradicate Hunger & Poverty), MDG 2 (Access to Primary

C. Data Gathering – Occasionally, AYNLA conducts Focus-Group Discussions (FGDs) and online surveys to solicit data and or responses from its members on certain issues.

a. Profiling – this is done through the AYNLA website where an online member will have to input several information about him/her profiling his/her membership to the Alliance. In this way, the Alliance will know how many of its members are under the category of students, registered nurses or advocates. Small-scale profiling is also done through the Local Chapters

b. Online Surveys – from time-to-time AYNLA would solicit responses from its members through online surveys and forms being submitted directly to their e-mail addresses. In this way, the Alliance gets the direct pulse from its members.

COMMUNITY DEVELOPMENT & HUMANITARIAN OPERATIONS

A. Kalingang Bayan (Nurses’ Mission) – Kalingang Bayan or KB is the community development program of AYNLA and is widely implemented in all its local chapters. KB was formerly known as “Nursing Missions” as it is organized and managed by nurses. It differs from “Medical Missions” because it is focused in health promotion & education while the latter is commonly known to implement curative services like giving of medicines. In 2011, AYNLA’s Kalingang Bayan became widely known after it won as an Area Finalist and became a National Finalist of the Ten Accomplished Youth Organizations of the National Youth Commission. Kalingang Bayan piloted its program in the following areas:

1. Manila 2. Pasay 3. Las Pinas 4. Taguig 5. Iloilo 6. Negros Oriental 7. Pampanga 8. Nueva Ecija

Each Kalingang Bayan is slightly different from the other since it needs to address the identified health concerns of the specific communities the Local Chapter has adopted. Some of the services being done and has been implemented in KB Missions are:

1. Nursing consultations 2. Vital Signs monitoring 3. Blood sugar monitoring 4. Health education to children 5. Health education to teens 6. Health education to parents/adults 7. B. Lakbay Buhay Kalusugan – a joint project with the Department of Health, Probe

Media Foundation and USAID along with other project partners in line with the Health Agenda of the Aquino Administration in providing Filipinos access to quality health care. LBK as commonly known is a mobile health caravan (a bus sponsored by Victory Liner) with consultation & examination clinics with focus on

maternal & child care and a health promotion arena with a festive mood where AYNLA nurses teach about basic hygienic practices to children, promotion of healthy lifestyle and healthy parenting to parents. The LBK bus aimed to deliver health services to geographically isolated and disadvantaged areas targeting pregnant women and children. In 2011 during its first phase of implementation, the LBK bus travelled the following areas: 1. Tarlac (with AYNLA Tarlac) 2. Pangasinan (with AYNLA Pangasinan) 3. Nueva Ecija (with AYNLA Nueva Ecija) 4. Bohol 5. Negros Occidental (with AYNLA Negros Occidental) 6. Bukidnon 7. Davao del Sur (with AYNLA Davao Del Sur) 8. Compostela Valley 9. South Cotabato 10. Maguindanao AYNLA became a vital force of this project because it became the provider of nurses which then became the service providers during the caravans.

ADVOCACY SUPPORT & POLITICAL AFFAIRS

Health Policy Reform – AYNLA is an active partner in health policy reform initiatives by the government and with civil society organizations. AYNLA after its legal registration under the Securities & Exchange Commission & Professional Regulation Commission joined the National Youth Commission’s Youth Organization Registration Program as the first young professional nursing organization to be registered under this program. When AYNLA joined NYC it gave young nurses the chance to participate in youth policy reform focusing on health issues. AYNLA became a potent partner of the Department of Health, during the height of the issue on nurses’ exploitation & unemployment. AYNLA sat as one of the members of the DOH Ad Hoc Committee on Nursing Issues. The Ad Hoc Committee helped in finding data necessary for the Department clear the issues & to release public statements and or Administrative Orders. AYNLA was the nursing organization that filed the necessary documents sought by the Department of Health from the nurses who complained about the alleged exploitation. AYNLA stood boldly in the media, the hospital administrators and legislators to protect the best interests of its members and all nurses who are exploited. AYNLA is so far the only nursing organization in the country that has a national manifesto of support to the controversial Reproductive Health Bill and joins actively in its activities to call for its passage. Later, AYNLA became part of the National Sectoral Assembly of Youth & Students of the National Anti-Poverty Commission and was elected to be one of the Council Members. Local & National Government Partnerships – AYNLA works with different local, provincial and national government agencies and units. Part of AYNLA’s mandate is to work with these agencies to make every health programs sustainable.

C. Social Media Campaign – AYNLA has launched two successful major online campaigns, one which became known among nurses and pivoted AYNLA as an essential partner in health reform agenda:

Nurses’ Black Out Campaign – The first successful online campaign launched in January 1-11, 2011 with the aim of raising the alarm & informing the Philippine Government and the public about the abuses done to Filipino nurses and the plight of every nurses suffering from high unemployment & underemployment. The Black Out Campaign was released in Facebook and encouraged FB users to change their default pictures to pitch black in protest. Each user posted a message why they are blackening out their profiles. After the 11-day campaign, the Senate Committee on Health & Demography spearheaded by Senator Pia Cayetano made the first Senate inquiry on the plight of Filipino nurses in the country. And the issue was brought to the open. Every Nurse Counts Campaign – the successor of the Nurses’ Black Out Campaign. However, Every Nurse Counts Campaign was made to sustain the public’s awareness of the plight of Filipino nurses through social networking sites and the AYNLA website.

We Love Nurses Campaign – is a special campaign done for the International Nurses’ Day in 2011. Different celebrities and personalities joined by posing their photos with a signage “We Love Nurses. Happy Nurses’ Day”. Some of them greeted nurses through Twitter. Some notable personalities who participated in the campaign shoot were:

AYNLA in its By-Laws declared the creation of its “affiliate alliances” – one that is for its student members and the other for other youth & professionals who would want to join the Alliance but are not nurses. The Alliance recognizes the Alliance of Young Health Advocates and the Student Nurses Alliance of the Philippines respectively and refers to them as “sister organization”.
