Regulatory Commission: Enhanced efficiency in operations by tightening efficiency norms and brought improved availability of Generating Stations and that of transmission network during my tenure. About 53 regulations pertaining to Tariff, Transmission and Grid, Renewable Energy, Market, Licensing & other miscellaneous procedures were issued, about 977 orders were passed since 2009 till date. Policy Advices were given to Govt. on matters relating to need for peaking Power, Open access, Tariff based competitive bidding, special measures were taken to tighten the frequency band to 49.8 to 50.2 Hz from 49.2 to 50.3 Hz in two phases. Plant availability norms were raised from 80 to 85%. The systems of Transmission pricing changed from postage stamp to Point of connection charge throughout the country, a landmark achievement. This facilitated the transmission pricing charges as per quantum, distance and direction sensitive. Two Power Exchanges are operating in the country and the third is likely to be operational soon. Hydro Power has been proposed to be incentivized in the form of 1% higher return to reservoir based projects, 43 trading licenses have been issued, 11 high capacity transmission corridors have been given go ahead for 58000 crores of investment by giving regulatory approvals. Innovative Scheme of Renewable Energy Certificate (REC) was evolved to be traded in the Energy Market. 2. Chairman of Working Group-III on National Action Plan for Climate Change set up by Ministry of Power under National Mission on Enhanced Energy Efficiency. 3. Chairman of the Committee to define Commissioning of Thermal & Hydro Power Stations set up by CEA. 4. Chairman of the Group to study the Technical Features of Chinese Power Plant Equipment being supplied to Indian Power Sector. 5. Chairman of the Task Force of formulation of the Action Plan for the development of the Energy Sector in the NE Region appointed by the Ministry of Power. 6. Chairman of the Expert Committee appointed by MNRE to study the Geo -thermal based power generating potential in the Puga Geo-thermal fields of Ladhakh, Jammu & Kashmir. 7. Finalized National Electricity Plan (XI Plan) through series of discussions and wide consultations with the State Electricity Boards.

B. SPECIAL ASSIGNMENTS/ACHIEVEMENTS: Special Achievements:

1. Regulatory Commission:

Enhanced efficiency in operations by tightening efficiency norms and brought improved availability of Generating Stations and that of transmission network during my tenure.

About 53 regulations pertaining to Tariff, Transmission and Grid, Renewable Energy, Market, Licensing & other miscellaneous procedures were issued, about 977 orders were passed since 2009 till date. 15. Headed various Committees and groups appointed by the

Government/CEA on various important issues as follows:

(i) Requirement of equipment and materials for development of generation and transmission projects of the power sector in the 11th and 12th Five Year Plans.

(ii) Policy papers outlining project allocation of power to the beneficiary

States from Central Generating Stations.

(iii) Action Plan to meet the requirement of power in Jammu & Kashmir during the winter months.

(iv) Harnessing of the surplus power from CPPs/Co-generation Plants.

(v) Organized interactive meets with various State Govts. and CII to

facilitate releasing of surplus power from CPPs to the Grid.

(vi) Working out the economics of cost of electricity at Load Centre bus bar, transmission of energy versus transportation of coal.

(vii) Assessment of power requirement of New Delhi upto 2016-17.

(viii) Road Map for development of Power Sector in Bihar.

(ix) Optimisation studies for economic justification of installation of

various Power Plants.

(x) Re-rating and De-rating of Power Plants, All India Electrical Energy Statistics-General Review.

16. Played a lead role in implementation of energy efficiency programmes in the power generating stations in association with GTZ as a partner of BEE to implement Energy Conservation Act in the power sector.

As Director General, Bureau of Energy Efficiency, initiated and

followed up various activities relating to Energy Audit Schemes of Govt. Buildings including Rashtrapati Bhawan, Prime Minister Office, Shram Shakti Bhawan, Rail Bhawan, AIIMs, Sanchar Bhawan and Labelling & Standards for refrigerators, air-conditioners, distribution transformers, agricultural pump sets, use of energy efficiency lighting system and energy efficient standards in industries of paper and pulp, cement, standards for energy efficient buildings, CDM projects for Thermal Power Plants, framing of syllabus and conducting of examination for Energy Managers & Energy Auditors and general day to day administration of BEE. Launched the Labelling (Star rating) for Refrigerators and tube lights.

17. Publication of the CO2 Baseline Data Base in the Indian Power Sector

first time in the World.

18. Guidelines of mapping of the Thermal Power Plants under IGEN Programme of Energy Efficiency improvement.

19. Member of Governing Council of Centre for Wind Energy Technology,

MNRE.

20. Organized series of discussions and interaction with the various State Govts. to finalise 10th, 11th and 12th Plan Power Projects

21. Made concrete suggestions to the Inter-Disciplinary Group set up by

Govt. of India to introduce transparency and reduction in cost of power to the consumer. The suggestions also covered aspects of single- part and two-part biddings, benchmarking of prices to save time and cost of the power projects.

22. The strict measures like rotational shut down of units and scheduling of

generation based on demand curve introduced in the Eastern Grid in EREB.

23. Live Line (Hot line) Maintenance with bare hand techniques

introduced for 400 KV at HLTC, Bangalore for the first time in the country. This has saved lot of outages on the transmission lines and the system became more reliable. The various electricity boards have been highly benefited by these measures.

Was actively associated with a large number of research projects

sponsored by Central Board of Irrigation & Power (CBI&P)and TIFAC. These include condenser tube failures and the remedial measures, boiler tube failures, the destructive and non destructive tests to be applied for life extension studies for thermal power stations, use of high strength material like ‘Titanium’ for sea water applications for condensers.

Prepared a comprehensive R&D Perspective Plan for the

power sector as a whole including Thermal, Hydro and Power Systems areas. The research areas were identified for further studies to be taken up jointly alongwith IIT, Delhi.

Visited UK, USA, USSR, Vietnam, Kenya, Guyana , Nigeria, Poland, Brussels and Germany on official assignments.(Appendix-I)

More than 50 Papers in the field of power sector published and

presented in the various National and International seminars and workshops (Refer APPENDIX- III)

Delivered A.K. Ghosh Memorial lecture organized by

Institution of Engineers, Calcutta in 1998.

Delivered several keynote addresses and inaugural addresses in various national and international conferences and seminars.

Monitoring, fuel linkages movement and supply to all Thermal Power Stations including captive power stations.

Responsible for grid Management & operation and power system monitoring in the Eastern Regional Electricity Board (EREB), with the following responsibilities & areas of work:-

Management of Grid System of Eastern Grid. Optimization of generation and transmission capacities. Ensuring delivery of Central Sector generation to the

constituent States as per their allocated shares.
