BACKGROUND
National Informatics Centre, DeitY has developed e-
Procurement software system (GePNIC) as a product for
facilitating e-Procurement in GoI.
Development of the application started in 2007. Pilot
implementations in Tamil Nadu and Orissa during November
2007 to March 2008
10,11,680 e-Tenders processed worth Rs. 14,90,860.44 Cr till
30th September 2015.
Major types of Implementations
As Mission Mode Project, in 24 States/ UTs.
Nodal Agency - Department of Commerce.
Under National e-Governance Plan
As Central Public Procurement Portal for all
Central Govt. Ministries and Departments.
Nodal Agency - Department of Expenditure.
Various Public Sector Units and undertakings.
Certain State Governments.
Hosted as specific instances.

Other facts of Bid Submission
Once submitted, it can be modified before the due Date/ Time.
Bids can be withdrawn before the due Date/ Time if permitted. Once withdrawn bidder cannot submit bid again.
After the bid submission date / time, no one can submit the bid.
Bid information remains encrypted till opening of bids.
Bids cannot be opened by any means.
XML Bulk Upload on CPP Portal http://eprocure.gov.in/cppp/user
The primary objective of the Central Public Procurement portal is to provide a single
point access to the information on all the procurements made across various Central
Govt Ministries/Departments, PSUs .
Many Organisations use either their own eProcurement system or software of a third
party Service Provider.
In such cases all the tender information along with their corrigendum and Award
details has to be pushed on the CPP portal on a regular basis.
NIC has facilitated this process thru XML upload facility.
Each organisation has to get registered for this activity.
Registration for XML & Data Transfer
Method
BULK XML Upload – The user has to create the XML as per the
requirement specified in the document (available in CPP Home Page)
• Registration of the concerned tendering organization in the CPP portal.
• Registration is a one time activity to authorise user for data transfer.
• Registration form is to be filled up (available in CPP Home Page) and sent
• On approval of the same, the user will be permitted to carry out the XML
transfer.
• At the time of XML transfer, the user credentials are verified and only
valid users are permitted for data transfer.
• A test run is carried before moving to live data transfer.

Number of retendering have come down.
Tenders are finalized at lower costs.
The number of RTI, Vigilance cases after the implementation
of e-Tendering have come down.
Tender Cycle Time reduced to around 30-45 days from 3
months.
Usage of Digital Signature Certificates (DSC’s)
DSC is issued to an individual, not to the Post/ Designation. Owner
to keep it safely and avoid misuse by others.
If retired, this has to be returned back to the concerned department.
If transferred to another dept, the DSC can be continued to be used
in the new dept.
After validity period is over, the DSC has to be renewed without fail
and Token not to be initialized.
DSC’s comes with a validity of 2 to 3 years
Users are requested to keep a copy of encryption certificate in their
mail or any other storage for future purpose.
