• Ten States Standards – Section 2.6 - Dedicated standby power shall be required by
the reviewing authority so that water may be treated and/or pumped to the distribution system during power outages to meet the average day demand. Alternatives to dedicated standby power may be considered by the reviewing authority with proper justification.
• Ohio EPA – System Depressurization- Any disruption of a water distribution system
that results in a loss of continuous positive pressure of at least twenty pounds per square inch gauge at ground level at any point in the distribution system may allow contaminants to enter the system.

Electrical Service Outage at the Plant in 2014
• First Outage- About 10 hours- Utilized a County Generator to
Pump from Clearwell• Second Outage
- One Week Later- Utilize Generator Again
• Maintained System Pressure- During Each Outage- Ran Pump at Slow Speed- No Violations
• Realization that change was needed- Within a month, two generators
were rented

Lake Country decides to create a project, hires AECOMThe Project would include:
• Designing permanent back-up generator(s) for the Main and Raw Buildings• Consultation with plant personnel.• Review of existing drawings.• Survey of existing conditions• Determination of existing Main and Raw Building electrical loads.• A Memo/Report describing the existing conditions, proposed solutions and line
item cost summaries.• Presentation to the County Sanitary Engineer to determine what scope would
be included in the Construction Documents.• Develop Construction Drawings and Specifications.• Review all submitted Bids, offer recommendation.• Submittal review• On site inspection services throughout construction.• Punch lists

• Alternative #1: One Generator at the Main Building for both the Main and Raw Buildings- Not recommended due to reliance on the direct buried service feeders.- A 750kW generator is almost twice the cost of a 500kW.

Creating Construction Documents of Alternate #2
• Lake County determined that one generator sized to provide all loads in each of the buildings was sufficient.
• Updated order of magnitude cost estimate.• Phasing of Construction (need for Temporary Switchboards)• Replacement Main Service Panels located in same location as existing.• New outbuilding needed to house:
- Automatic Transfer Switch - Main Service Entrance Switch
• The project is currently under construction.
• Lake County has hired AECOM to perform the same work at their Aquarius WTP.
