ACTIVITIES OF THE CITY OF ZADAR IN THE FIELD OF ENERGY EFFICIENCY

In accordance with the 20-20-20 Plan City of Zadar formalized its policy of sustainable development and sustainable energy management by signing Energy Charter on national level and Covenant of Mayors on European level

SUSTAINABLE ENERGY ACTION PLAN OF THE CITY OF ZADAR (SEAP)

The long-term planning document that among others contains measures for increasing energy efficiency which will be implemeneted until 2020 to achieve the Covenant of Mayors objectives (reduction of CO2 emissions by at least 20% by 2020 at the administrative area of the City of Zadar)

Adopted by the City Council of the City of Zadar on 13 March 2014

It is composed of two parts - Baseline Emission Inventory (BEI) and the Sustainable Energy Action Plan

Measures in reducing CO2 emissions are divided into three sectors: Building sector Sector of Public lighting Traffic sector

Baseline Emission Inventory (BEI): Quantifies the amount of CO2

emitted due to energy consumption in the territory of the Covenant signatory in the baseline year

BEI is divided into two parts – the analysis of energy consumption and analysis of CO2 emissions as a result of energy consumption

2010 was set as the baseline

MEASURES FOR REDUCING CO2

EMISSIONS IN THE CITY OF ZADAR’S AREA

The implementation of all SEAP measures can reduce CO2 emissions by 29.51%, which allows prioritization in their implementation

In the building sector it is possible to reduce CO2

emissions by 22.28%, in the sector of public lighting by 0.78% and in the traffic sector by 6.45%

Therefore, emphasis in the SEAP implementation was placed on the building sector where the largest savings are expected

Sources of financing for the SEAP implementation include local/regional, national and European funding sources

SYSTEMATIC ENERGY MANAGEMENT IN CITIES AND COUNTIES IN CROATIA (SEM PROJECT)

Project is being implemented by the Ministry of the Economy, Ministry of Construction and Physical Planning and the United Nations Development Programme (UNDP Croatia), with financial assistance from the Croatian Environmental Protection and Energy Efficiency Fund and the Global Environmental Facility (GEF)

Project ended in October 2013

Project encourages implementation of EE and systematic energy management in all public buildings at the local and regional level

The main goal of the SEM Project is to create local expert capacities and implement process of continuous and systematic energy management, to introduce strategic energy planning and sustainable energy and other resource management at the local and regional level throughout Croatia

SYSTEMATIC ENERGY MANAGEMENT IN CITIES AND COUNTIES IN CROATIA (SEM PROJECT)

In the framework of the project:

EE info office and EE team was established

EE team was educated(all members have gained certification for the energy advisor)

Energy management Information System (EMIS) was established

Register respecitvely an inventory of buildings under the jurisdiction of the City of Zadar was established (those which bills are payed by the City of Zadar)

Employees and children in primary schools and kindergartens as well as employees of the City of Zadar and other institutions were educated

3 Energy Weeks were held

Numerous activities of education, promotion, public information and other awareness-raising activities were carried out

Establishment of EE info office and EE team of the City of Zadar

Signing of Letter of Intent of the City of Zadar for the implementation of Green Office activities in primary schools and signing of "Green Office" Policy for Eco Primary Schools Stanovi and Šime Budinić

ENERGY MANAGEMENT INFORMATION SYSTEM (EMIS)

ISGE represents the register of all buildings under the jurisdiction of the City of Zadar with following data: building area, year of construction/reconstruction, contacts, energy consumption (fuel, electricity, water), energy certificates, monthly bills, all the changes on the building or heating system that have been undertaken etc.

The database contains information on the energy consumption from 2007 until today and beyond for 53 buildings

EMIS enables systematic control of energy consumption and creates a basis for planning activities in order to reduce energy consumption

PROMOTING THE USE OF SOLAR ENERGY FOR NATURAL PERSONS IN THE CITY OF ZADAR

56 solar systems were installed in the period from 2010 to 2014

Solar systems were co-financed by National Environmental Protection and Energy Efficiency Fund and City of Zadar in the total amount of 135,764.00 euros

CO-FINANCING OF INCREASING ENERGY EFFICIENCY IN BUILDINGS 17 projects of increase the thermal

protection of the outer shell and/or replacement of existing and installation of new energy-efficient carpentry were co-financed

5 projects of procurement and installation of the stove on wood biomass were co-financed

Projects were implemented in the period from 2013 to 2014

Projects were co-financed by National Environmental Protection and Energy Efficiency Fund and City of Zadar in the total amount of 75,891.00 euros

USING THE SOLAR SYSTEM AND NATURAL GAS INTO A SINGLE SYSTEM FOR PREPARING OF DOMESTIC HOT WATER FOR THE SPORT RECREATIONAL CENTER VIŠNJIK

96 vacuum tube collectors have been installed on the roof of the swimming pool for hot water preparation

Existing boiler room was reconstructed to use natural gas as an energy source for heating

The estimated annual savings: 83,684.2 euros

Expected annual reduction of CO2: 223 t

Total value of the project: 353,056.58 euros

Co-financed by Environmental Protection and Energy Efficiency Fund in the amount of 160,552.5 euros respectively 36% eligible costs

CO-FINANCING OF RECONSTRUCTION OF EXISTING HEATING SYSTEM IN SYSTEM WITH NATURAL GAS FOR RESIDENTIAL BUILDINGS One pilot project was carried out

Headquarter ‘’Petrići’’ includes 11 residential buildings with a total of 439 flats with 1,500 people which used heavy fuel oil for heating

Reconstruction of boiler room for the use of natural gas as an energy source for heating in the headquarter Petrići was co-financed by the City of Zadar in the amount of 13,150.8 euros or 11% and by Environmental Protection and Energy Efficiency Fund in the amount of 43,626.76 euros or 39% eligible costs

Total value of the project: 95.000,00 euros

Expected annual reduction of CO2: 355.59 t

SAVINGS IN STREET LIGHTING

At 10 electric substations regulatory mechanism have been set which reduces the voltage supply from 24.00 to 6.00 in the morning (from 220-240V to 190 V) and thereby reducing the intensity of light

Achieved savings in energy consumption 25%

PRO-E-BIKE-Promoting electrical bicycles and scooters for delivery of goods and passenger transport in urban areas

Programme: Inteligent Energy Europe

The total value of the project: 1.3 million euros

EU co-financing in the amount of 1,000,000 euros

Duration of the project: April 2013 – April 2016

The project consortium consists from 10 partners from 7 European countries (Netherlands, Italy, Slovenia, Sweden, Portugal, Spain and Croatia)

Project coordinator: Energy Institute Hrvoje Požar from Zagreb, Croatia

The project aims at promoting electric bicycles and scooters in the field of delivery and passenger transport in urban areas

City of Zadar is involved as pilot city

Within project City of Zadar has developed the Action Plan of Promotion of Electrical Bikes and Scooters for Delivery of Goods and Passenger Transport, also an info days of this form of transportation promotion were carried out, the project was presented at the Energy Week and also promoted through the media and website of the City of Zadar

EU PROJECTS

FIESTA - Families Intelligent Energy Saving Targeted Actions

Programme: Inteligent Energy Europe

The total value of the project: 2,379,827.00 euros

EU co-financing in the amount of 1,784,870.00 euros

Duration of the project: October 2014 – October 2017

The project consortium consists from 19 international partners from Italy, Croatia, Bulgaria, Spain and Cyprus

Project coordinator: AREA Science Park from Trieste, Italy

City of Zadar is involved as partner

Project includes whole range of activities to promote energy efficiency in households and aims to implement specific measures for energy savings in 150 households in the City of Zadar, then establishing an Energy Help Desk for citizens, making guide for improving energy efficiency in households and similar documents as well as various educational (training of FIESTA advisors, workshops for schools, etc.) and promotional activities which aim to encourage households to use energy more efficiently
