of the Azerbaijan Tunnelling Association
Dear Colleagues and Partners,
Azerbaijan Tunnelling Association (AzTA)
is pleased to invite you to join the Baku
International Congress «Tunnelling and
Underground Infrastructure in Urban Areas» in
Azerbaijan from 10th to 11th September 2012.
This event is organized by the Azerbaijan
Tunnelling Association (AzTA) under the auspices
of the International Tunnelling and Underground Space Association (ITA)
and of partnership French Tunnelling and Underground Space Association
(AFTES). Azerbaijan and other new states have a lot of major infrastructure
projects including the construction of great underground structures for the
coming years. We intend to organize this conference which will provide the
opportunity to present all these new projects of urbanization, the prospects
of tunnels and underground structures in the region. With in this context
other topics such as security, new methods of operation and construction,
technical innovation in the implementation of the underground structures in
urban areas will also be discussed.
Dear colleagues, we are pleased to provide the opportunity to discover
the capital of the Republic of Azerbaijan, a country of warm friendly eastern
hospitality. The country located on the crossroads of key economic and
cultural ways of Eurasia and Baku is a bridge linking the East with the West.
Baku plays a key role as one of the largest political and economic centre of
the Caucasian region.
I look forward to seeing you and it is my pleasure you invite to visit Azerbaijan!

Azerbaijan Tunneling Association was created in 1992
just after the independence of the Azerbaijan and became
the 59th member nation of ITA. The AzTA includes 14 collective members.
The objectives are :
the underground engineering theme,
many related fields(technical, scientific, standards, industrial, economic,
legal, administrative and social),
partnership organizations, and forging contacts with public and private
bodies(consulting engineers, universities, research laboratories, contractors)
for exchanging information concerning underground structures.
Infrastructure in Urban Areas” is first event organized by AzTA.
Founded in 1974 by the initiative of nineteen Nations, the International
Tunnelling and Underground Space Association (ITA) which aims are:
- to encourage the use of the subsurface for the benefit of public,
environment and sustainable development;
- to promote advances in planning, design, construction, maintenance
and safety of tunnels and underground space, by bringing together
information thereon and by studying questions related thereto;
Since then, ITA has considerably developed. Any independent nation,
may through the medium of a National Organization become an ITA

Corporations and individuals (as far as they fulfill the conditions) can
member”. ITA gathers 280 Corporate or Individual Affiliate Members.
The General Assembly, which met annually, resolves all questions
concerning the organization and conducts of the affairs of the Association;
it shall approve the budget of receipts and expenditure, and appoint and
organize all Committees of the Association; it shall decide on the admission
of new adhering national Organization and of the new affiliate member.
The General Assembly is host by a Member Nation at the occasion of the
yearly World Tunnel Congress.
AFTES -French Tunneling and Underground
Space Association
Member of the ITA
Founded in 1972 as a non-profit organization, the French Association of
Tunneling and Underground Space (AFTES), aims to :
- associate, with an ongoing commitment, owners, engineering firms,
research and training centers and contractors, architects, urbanists,
equipment manufacturers, teachers,
- mobilize our industry in order to share and develop our common
knowledge,
- keep informed and support all stakeholders in technical, contractual,
social, environmental matters,
- promote the use of Underground Space and support all actions to make
it known,
- improve visibility of AFTES’ actions and works including its national and
international influence,
- help enlarging the know-how of French engineering and contracting
firms know-how
- keep developing technical input and doctrine elaboration, in line with key
needs of our members and including even higher technical intelligence,
- attract and involve more young people in AFTES and in the underground
business.
AFTES, more than 790 members, is headed by a Board of Directors (36
directors) and run by an Executive Council (11 members) assisted by a
secretariat and supported by Committee.

in the oral presentations. At the end of each session, delegates may put
their to the session’s speakers.
Publications
Delegates will be supplied the Proceedings of the Congress (summary
and digital media) on arrival. These will include all the communications
selected, whether or not have been presented in sessions.

This day is devoted for visiting to Gobustan reserve. Gobustan is an open-air museum
with littered Neolithic rock drawings. You can see a lot of drawings made by Stone Age
folks on the rocks, which reflect the daily life, especially as they were hunting and liked
boogie. Their dances are thought to have been accompanied by the melodious strains
of the Gaval-Dashy (Tambourine Stone) - a rock that has a deep, resonating tone when
struck.
The well-preserved sketches display ancient populations travelling on reed boats; men
hunt antelope and wild bulls, women dance. The famed Norwegian anthropologist Thor
Heyerdahl returned many times to Azerbaijan between 1961 and his death in 2002 to study
the site, which he argued to be evidence that modern-day Scandinavians migrated north
through the Caucasus in prehistoric times. He found similarities in the drawings to those
found in Scandinavia, particularly some in Alta, Norway. According to Icelandic Sagas,
written in the 13-th century, the Norse God Odin (Wotan) migrated from the Caucasus in
the first century AD.

Azerbaijan Airlines
Azerbaijan Airlines (AZAL, Az rbaycan Hava Yollar in Azerbaijani) is part of the
Azerbaijan Hava Yollari Closed Joint Stock Company, the biggest Azerbaijani
airline and national flag carrier. Headquartered in Baku, it is a member of the
International Air Transport Association (IATA).
The airline’s base airport, the Baku Heydar Aliyev international airport, is located 20 km
north-east of Baku. Azerbaijan Hava Yollari operates passenger flights to countries of
Europe, the CIS, Middle East and Asia. In 2014, after purchasing new Boeing aircraft for
long-haul flights, the airline plans to open regular flights to destinations in North America
and South-East Asia. As a national flag carrier, Azerbaijan Hava Yollari holds an important
place in the international aviation community and a leading position in the CIS. Azerbaijan
Hava Yollari is also a regional and CIS leader for the number of new aircraft.

The Heydar Aliyev International Airport
The largest out of the 6 international airports in the country, the Heydar Aliyev
Airport is located 25 kilometers to the north of Baku. Cards and cash (Azerbaijani
manats, US dollars, euros and Russian rubles) are accepted.
Besides the Heydar Aliyev Airport, airports in Nakhchivan, Ganja, Zaqatala,
Lankaran and Qabala are currently operating, each of them having the status
of an international airport.

TX4 make London Cabs may be ordered anytime at *9000. The fare is 70 qapik
per 1 kilometer for the distance of 10 km., 40 qapik per kilometer for the distance
up to 20 km., and 20 qapik per kilometer for the distance exceeding 20 km.
Meanwhile 189 taxi service is also available.
The Baku Subway
Two subway lines with 23 operating stations are currently functioning in the city. The
entrance to subway is by cards, the fare for one time ride is 20 qapik. Icherisheher,
Sahil and May 28 stations are located amidst the downtown, whereas Koroghlu is
close to the Heydar Aliyev International Airport.
National Currency
Manat is Azerbaijan’s national currency. At the moment, 1, 5, 10, 20, 50 and 100
manats bills are used in the country.
The banknotes have 4 levels of protection. The first security level elements for
general population are the same for all types of banknotes and located in the
same place. These indicate the banknotes’ face value together with the word

VISA PROCEDURE
Note: The visa support is given as a part of accommodation package and it is free of charge.
If the visa support is ordered without accommodation it will be subject to 60 per person.
Citizens of the most CIS countries do not need visa to enter Azerbaijan
(except Turkmenistan, Kyrgyzstan).
Citizens of Turkey has simplified visa entry procedure. The visa is granted
upon arrival at the Baku Airport.
Citizens of Israel taking direct flight of AZAL (Azerbaijan Airlines) from Tel-
Aviv can obtain visa on arrival to Baku Airport.
Citizens of other countries need to obtain visa in one of the nearest
Azerbaijani diplomatic missions abroad before traveling to Azerbaijan. The
Letter of Invitation (LOI) from the organizer should be obtained to apply for
the visa. Issuing of LOI takes 1-2 working days. See the list of Azeri diplo-
matic missions abroad on pages 4 – 6.
Citizens of the most Asian, Pacific Ocean Islands and African coun-
tries should have the Visa Support Letter (VSL) from the Ministry of Foreign
Affairs of Azerbaijan when applying to visa. Please, note that the VSL to
these nationals is provided selectively.
Proceeding of visas in the Consulate takes up to 10 working days (please,
confirm with the correspondent diplomatic mission).

The Republic of Azerbaijan is
located in the eastern part of the South Caucasus, at the western coast of the
Caspian Sea, with Baku as the capital city. The country features rich and bountful
nature with wildlife varying a lot among its major areas like Nakhchivan, Sheki
Zagatala, Qusar, Lerik, Shamakhy, Shusha, Aghdam, etc.
Azerbaijan is a geographic concept. The origin of the country’s name is bound
with the cult of fire professed by the majority of this area’s inhabitants since times
became the signature element of the peninsula of Absheron where Baku is located.
The source of this flame were rich deposits of natural gas running upon the surface
and nurturing this flame. The last surviving natural wonder of this kind, Yanar Dagh
(the Flaming Hill), may still be found in Baku’s suburb of Muhammadli, whereas in
Surakhane, the whole shrine of fire-worshippers, Atashgah, was erected atop of
never extinguishing fire torches. It was this phenomenon of natural fire and the cult
of worshipping it that won Azerbaijan its name of the Land of Fire.
The structural formation of Azerbaijan’s political system was completed by way of
the acceptance of the new Constitution of Azerbaijan on November 12th, 1995.
The constitution established Azerbaijan as a democratic, constitutional, secular
and unitary republic. The Republic of Azerbaijan is ruled by the people. The
sovereign duty of the people of the Republic of Azerbaijan is to determine its future
fate and the form of independent and free ruling. The power in Azerbaijan is divided
into the legislative, executive and judicial powers. Each of them acts in accordance
with the constitution and legislative acts. The president is the head of the state.
The legislative power is held by Milli Majlis. Executive power is carried out by
the president, while the judicial power is held by the courts of the Republic of
Azerbaijan. To January 15, 2010, population of the Republic of Azerbaijan was
estimated at 9 million.

ABOUT BAKU
Baku is a historical city located on the
west side of the Caspian Sea and the
south of Absheron peninsula. Baki is
often named the city of winds. The city
features a dry subtropical climate.
The overall area of Baku is 2130
square kilometers and it consists of 11
administrative districts. Old Baku was
once a center of trade and oil production. The history of oil production and its
spread to the surrounding areas dates back to the period of the Babylonian
Empire.

The oil and gas Baku was so famous
about were the reason of the appearance
of a unique Fire temple built as a
Zoroastrian shrine to worship spectacular flames more than 2,500 years ago over
gas seepage in Surakhane, one of Baku’s oil rich suburbs. With dissemination of
Islam in the area, the temple was used by the Indian Zoroastrians viewing Baku
with its eternal flames as a sort of Mecca. Alexander Dumas the Father found 3
last worshippers in the shrine during
his voyage to Baku in 1859. Today,
Atashgah, the Temple of Fire is cherished
as a museum. Inscriptions in Sanskrit
featuring the place are considered to be
rare findings. Deeply-rooted traditions
of worshipping fire in Baku provide one
of the explanations of the city’s name.

Along with being known as The City of
Winds (Baadiye-Kubiden), the origin of
Baku’s name is oftentimes explained as
Ateshi-Baqavan, i.e. The Place of Fire
(Atesh), the House of Lord (Baqavan).
Interestingly enogh, the wind and the fire
remain the major features distinguishing
Baku to this very day.
Being a bridge between the East and
the West, Baku had been captivating
the world for centuries as an intersection of various cultures and civilizations.
Maintaining close economic and cultural ties with the Central Asia and the Middle
East, as well as other areas through marine and caravan trade, Baku was known as
the major exporter of oil and salt since the times immemorial. A recognized urban
settlement since the time of its foundation, Baku grew into a significant cultural
and commercial hub in the following
centuries, with the image, layout and
development pattern of its own.
The spirit of contemporary Baku is very
attractive indeed. For the city with a rich
and eventful history is in the meantime
a vibrant and dynamic metropolitan
area today dotted with modern-style
high risers, museums, theatres, concert
halls, a lengthy waterfront promenade area (the Boulevard), beautiful parks,
restaurants equally proficient in national and universally accepted cuisine, as well
as recreational areas.
In the meantime Baku’s social and public life is extremely flamboyant. Important
international conferences, festivals,
exhibitions, and business and sporting
events, held in Baku, increase the
regional significance of Azerbaijan’s
capital. The Bakuvians are the greatest
asset of the city. The hospitality and
openness of the city’s residents leave an
indelible impression for anyone visiting
Baku.

GREAT BAKU PROJECTS
Baku subway extension program for 20 years
The project of Baku subway construction was already studied in 1932. But the beginning of Second World War slowed down the realization of this project. Today Baku subway is consisted of two lines. According to the new program the construction of 3 more lines are scheduled which will serve the entire city. By decree of March 18, 2011 of the Presi-dent of the Azerbaijan Republic a development program for the next 20 years was set up. This program consists of increasing the number of stations till 76.Thus we have a challenge to build 53 new stations, 119km of tunnels for 5 independent lines.

Baku White City
“Baku White City” project is one of the major urban-planning projects carried out in Azerbaijan in respect of Decree of the President of the Azerbaijan Repub-lic, Ilham Aliyev, entitled to “Comprehensive action plan for improving the ec-ological conditions in the Azerbaijan Republic during 2006 - 2010” and accord-ing to the order of the Ex-ecutive Power of Baku City dated June 11, 2007.
The project provides resto-ration and development of the eastern part of the city centre (Black City) with the territory over 221 hectare into the new modern cen-tre of Baku affording addi-tional opportunities for at-traction of investments.
“Baku White City” Master-plan considers creation of 10 universal urban dis-tricts, which will offer the best conditions for life, work, recreation and enter-tainment to its residents.
