Government Excellence is New Focus of Baldrige Award• On October 5, 2004, President Bush
signed into law H.R. 3389, expanding the prestigious Malcolm Baldrige National Quality Award Program to include federal, state, and local government; not-for-profit organizations, and quasi-public organizations.
