[Buena Park] Mayor ArtBrown spent years pushing fora commuter train station
combined with nearby housingin his community. hes facingthe prospect that high-speed rail may plow rightthrough his beloved
project. Plannersrecommend looking intomoving a station for Metrolinkand Amtrak because itscurrent site is on a curve,
which would force high-speedtrains to slow down.

What do all of those cities have in
common?I No significant fixed guideway

Key questions:
I Is TOD at high-speed rail
stations feasible, especially insmall to mid-sized cities?I If so, how does it differ fromtraditional TOD?

I HSR serves more of a regional
marketI Most land uses ultimately arecloser to those of airportsthan downtowns
Overall Guiding Principles
8/7/2019 Baldwin presentation for dist
17/36
Land Use Hierarchy
Traditional TOD:
I Residential focusI Ideally mixed with
parking/intermodal
access close inI Retail/restaurants
as demand
warrantsI Office/commercial
uses as appropriate
HSR TOD:
I Parking/intermodalaccess top priorityI Commuter
retail/fast foodI Office/commercialI HotelsI Residential might
be lowest priority

Parking
Traditional TOD:
I 100-500 spacesI Should be mixed
with other uses if
possibleI Starts out at
surface, shifts to
structure asdemand increases
HSR TOD:
I Parking is firstpriorityI 1,000 spaces?
5,000? 10,000?I Structure
elevated or
underground

Intermodal Access
Traditional TOD:I
HorizontalcirculationI Focus on
neighborhoodconnections(feeder bus)
I Walking radiusfocused on mile
HSR TOD:I
Vertical circulationI Focus on regional
connections (light
rail/commuter rail,regional bus)I Walking radius
expanded to mile or more dueto infrastructure

Residential
Traditional TOD:I
Mix of housingtypesI Highest density
closest to platformI Growing emphasis
on affordable
housing
HSR TOD:I
Possibly secondaryemphasisI Probably not the use
that is closest to theplatformI Higher density
I Subsidies required foraffordable housingcould limit its use?

Retail/Restaurants
HSR TOD:I
Commuter focusclosest to platformI Regionally oriented
retail/restaurants inother nearby areas toserve commercial uses
Traditional TOD:I
Some commuteremphasisI Neighborhood
oriented to serveresidents
8/7/2019 Baldwin presentation for dist
22/36
Office/Commercial
Traditional TOD:I
Not always highestpriorityI Develops as
appropriate and asmarket demands
HSR TOD:I
Hotel could be highemphasisI Office use could also
be important asregional employmentcenter
IRental car centers?
