To realize the vision, the government of Bali is planning to improve human resource quality through capacity building, increasing education and health quality. It moreover sets out to developing a good environment for the people and for enhancing its economic potentials. Bali’s main economic is tourism-related industries. Its 716 km long coastline provides a beautiful scenery and many beaches. The beauty of the beaches in Bali is a powerful magnet for foreign and domestic tourists and investors. In 2015, more than 4 million foreign tourist arrived directly in Bali. This was an increase of 6,24% from 3,76 million foreign tourist in 2014. Presently, there are approximately 281 one star to fve star hotels in Bali. Beside tourism, Bali is also rich in fshery and agricultural resources. The fshery industry in Bali has great export potential, as the production of fsh in Bali (228.873 tons in 2015) is very high while the annual local fsh and sea food consumption of 30 kg/capita is considerably low. Furthermore, in 2015 the total land used for agriculture in Bali was 353.802 ha. It includes paddy felds, estate crops, woods, grassland, state forests, and ponds. To use this land more effciently, the government of Bali is supporting innovation in the feld of agriculture. For example, it is developing a new method called ‘system of rice intensifcation’ (SRI) for farmers to better cope with the risk of weather anomalies, which can lower the production of the agriculture sector. Moreover, the system addresses the shortage of land by revitalizing irrigation systems and using better rice seedling. In 2015, GRDP of Bali was USD 1,3 billion with the largest contributions coming from tourism (22,82% of GRDP), the agriculture, horticulture, and fisheries sector (14,92%), and the transportation

and storages sector (9,28%). The Province contributed 1,52% to the national GRDP in 2015. The Bali’s economy growth fluctuated between 2014 and 2016, but always remained above 6% and thus, above national growth. In 2014, the economic growth was 6,47%, but declined to 6,12% in 2015 only to yet climbed again to 6,24% in 2016.

International trade of Bali is comparatively small. In 2015, total exports reached USD 498,68 million, while imports reached USD 131,93 million leaving a trade surplus of USD 366,75 million. Top export destinations were the United States of America (Export value of USD 112,31 million), Singapore (USD 41,26 million) and Australia (USD 41,02 million). Main exported commodities were fish and shrimp (USD 101,28 million), jewelry (USD 65,04 million), apparel (USD 59,23 million), wood and products of wood (USD 50,52 million), furniture and lightning (USD 43,89 million), meat and fish preparation (USD 21 million) and knitted goods (USD 19,2 million). The main goods imported to Bali were machinery (USD 32,6 million), mineral fuels (USD 32,4 million), electrical equipment (USD 15,6 million), and jewelry (USD 9,9 million).

Actual expenditures of the government of Bali were USD 37,02 million in 2015. Indirect expenditures such as personal costs, grants and funds for the districts and cities accounted for 69% of the overall actual expenditures.

In 2014, the average expenditure per capita per month in Bali was USD 81, but it decrease to USD 77 in 2015, of which of 61,77% were spend on food consumption and 38,23% on non-food consumption. As for food consumption, expenditures for delicatessen products had the largest share in expenditures (32,06%), while for non-food consumption, expenditures for housing (25,67%) were highest.

While, the domestic investment reached USD 35,7 million in 2016 as most domestic investment targeted the hotel and restaurant sector, which received 87% or USD 31 million of domestic direct investment, followed by the housing, industrial estates, and offices sector with USD 2 million, while the remaining investment went to trade and reparation sector.
