    Bangko Kabayan (BK), formerly Ibaan Rural Bank (IRB), celebrates its 50th year this month in festive optimism to celebrate growth but more than that, half a century of unwavering commitment to uplift businesses and lives. This same commitment has prevailed from its beginnings as a rural bank servicing Ibaan, a fourth class landlocked municipality of about 50,000 people, to its present ex-panded reach to other municipalities in Batangas.

    Doing well by doing good is a mantra that has always governed BK. Its officers and staff believe that sincerity and people-centered caring are the best approaches to winning the hearts and trust of clients and building a rela-tionship meant to endure.

    Last June, Bangko Kabayan received its fifth consecutive EAGLE award for its outstanding performance in micro-finance. The RBAP MABS initiated EAGLE award recognizes rural banks for outstanding performance in the following areas: Efficiency, Asset quality, Growth of mi-crofinance services, Liability structure and Earnings from the microfinance operations or EAGLE.

    Beginnings and trials In August 1957, Bienvenido Medrano and then newly-retired Auditor General Manuel M. Agregado set out to realize their dream of running a viable business that would also help improve the lives of the farmers and merchants in their town. Ibaan was then a fifth class municipality.

    As a rural bank, IRB grew its resources and loans through rediscounting funds from the Central Bank. However, business floundered in the 70s in the wake of massive de-faults from farmer-beneficiaries of Masagana-99 and Baka-hang Barangay.

    IRB managed to survive the grueling 70s through focused remedial management and sale of foreclosed assets, even as it built up resources through an aggressive deposit cam-paign .

    This crisis taught us that in order to survive, we needed to strengthen our deposit base as well as re-examine our lending policies. This experience made us more collateral-conscious, precisely because our defaults came from the largely unsecured directed lending programs, says Bangko Kabayan president Francis Ganzon.   • Page 2 NEWSNEWS BK Turns 50, continued from page 1...Recovery and spiritual impetus IRB embarked on a rehabilitation program which focused on instilling professionalism, ethics and people-centered service.

    It took almost 10 years to effect a turn-around from 1978 to 1986. By the 1990s, IRB regained its full status as a rural financial institution. The second generation of the original founding fathers was now running the business. Enriched by experiences of the past, they set their sights on turning IRB into a premiere player in the rural banking industry.

    This was also the time when officers of IRB became in-volved in the practice of a business philosophy known as the Economy of Communion (EoC). As a business para-digm that anchored itself in the principle of sharing, EoC took the welfare and well-being of each customer or client as the focus of the enterprise.

    From 1991 to 1996, eight branches were established in various municipalities of Batangas Calaca, Cuenca, Mab-ini, Nasugbu, Rosario, San Jose, San Juan and San Pascual. The thrust then was to strengthen deposit generation.

    Change of name, new challenges By its 40th year in 1997, IRB was ready to expand to com-munities outside of Batangas, thus necessitating a change of name: Bangko Kabayan.

    When the Asian financial crisis hit the country in 1997, many of Bangko Kabayans clients defaulted on their loans. Almost 50% of our loan portfolio became real es-tate assets and we had to once again reexamine our direc-tions and face the question of which sector we were really meant to service, Ganzon recalls.

    A previous strategy to build a strong deposit base had proved itself a wise move. Fortunately, by this time, we had established a stable base of deposits and were spared the more serious problem of illiquidity that plagued many financial institutions, causing not a few of our colleagues in the industry to close down or go into receivership, the BK president adds.

    Microfinance The success of Bangladeshs Grameen Bank in providing microfinance and innovative technology to fight poverty and provide the poor with access to credit had inspired the world with a new way of uplifting the poor.

    The Grameen concept is very consistent with the princi-ples of EoC so we decided to give it a try, says Bangko Kabayan managing director Teresa Ganzon. We tested the group-type of microfinance through a corporate foun-dation we had established a year earlier. Upon seeing it

    could be viable, we adopted the same as a regular bank product in 2001. Then a year after, we became a pilot bank in Region 4 for the MABS technology of individual micro-finance and with these two products, we were encouraged to service this underserved sector of the market, she adds.

    From a previous heavy reliance on collateral, Bangko Ka-bayan now had to make itself efficient in credit assessment based on cash flow. We had to invest more in people and technology and had to now manage numerous small transactions, Ganzon says.

    But BK President Francis Ganzon said that dedication to the EOC philosophy of sharing proved to be a key factor. It helped in facilitating our understanding of the true na-ture and needs of our marginalized clients such that this helped us develop product and services adopted to their needs, the BK president says.

    BK found itself growing its client base by 700%, from a little over 1,000 clients built throughout its 44 years of op-eration to its present base of 10,000 clients. Of this total, 86 % are micro and small enterprise entrepreneurs.

    From 2001, when BK adopted the microfinance as a regu-lar product, it has disbursed over P500 million and gener-ated P52 million in additional savings accounts.

    Microfinance encourages savings and we learned that what most poor people need is a system which allows them to save small amounts as low as P20 in the bank. This allows even the most disadvantaged to not only make a living but also discover their capacity to save, Ms. Teresa Medrano-Ganzon, Managing Director of BK, says. BKs microfinance operations has helped employ more than 50 young people as account or credit officers in the past five years and provided another 20 jobs to others as supervisors, bookkeepers and new tellers.

    But the real success story of Bangko Kabayan is found in the lives of the many small enterprises and the marginalized people it has helped and continues to help. Doing well by doing good is cer-tainly a good mantra to live by, Ms. Ganzon said.

    Bangko Kabayan recognized its outstanding MSME clients on the occasion of its 50th anniversary, as a way of giving tribute to the spirit of entrepreneurship that has formed the base of its successful loans pro-grams through the years.

    There were four MF clients who received the Natatanging Entreprenyur Award and seven SME clients who received the Huwarang Negosyante Award. Two institutional partners were also recog-nized in the gala cocktail affair in Hotel Pontefino last August 24, 2007, as part of BKs 50th Anniversary Celebration.

    Among the BK Natatanging Entreprenyur awardees are two who likewise were nominated to and selected as finalists in the Citigroups 2007 Micro-entrepreneur of the Year awards (MOTY).

    Virginia Dimayuga and Alan Geron both of Batangas province are the first two BK clients who have qualified and won in the regional level of the prestig-ious annual awards now on its fifth run in the Philip-pines. The program is held in association with the Citigroup Microentrepreneurship Awards, which is was held this year in 30 countries. (Full story to follow in next TINIG issue.)

    The success stories of these awardees are testimonies to the Filipinos entrepreneurial ability, dedication to work, and selfless sharing with others who also aspire to live a life of dignity and self-reliance.

    Virginia Dimayuga 42-year- old proprietress of Edna & Rebeccass Ba-nana Chips and Coated Peanuts at Barangay Tingga Itaaas

    She started in in 2001 using 1 kilo of peanuts and half a kilo of brown sugar. In 20004, she became a member of Bangko Kabayans KAPITAN microfinance program with an initial loan off P4,000. Today her annual sales reach P1.7M a year with a profit of P605,960 per annum. Key to her success is her ability to listen to customers and willingness to improve her products. Apart from providing sources of income to her neighbors and other members of KAPITAN, she has put up a back-yard biogas facility to take care of the waste produced by 160 fatteners she is growing for SIDCI, a local cooperative engaged in swine production.

    Alan Geron 34-year-old owner of a bakery in barangay Bataan in San Juan

    Inspired by success stories of other entrepreneurs, Alan started his bakery business in 2003 with a capital of P40,000 which he later expanded to in-clude a grocery extension that sells feeds and rice. Now em-

    ploying 11 people, his business averages P 5.8 million in annual sales and nets a profit of P 3.43 million a year. Alan embodies the traits of a hardworking, daring but responsible entrepre-neur and has acquired a reputation for being a successful but humane and socially responsible entrepreneur. He has demon-strated his trustworthiness as a creditor, from being a group solidarity member to going beyond the level of an individual microfinance buyer while maintaining his loan repayment re-cord to an impeccable 100%.

    New Image, New OutlookNew Image, New Outlook

    Theres always something special in celebrating 50 years its a golden milestone that reaffirms ones raison detre and longevity as well as it speaks of a huge sense of accomplishment.

    For Bangko Kabayan, the celebration is made more complete with its new logo that captures the banks vision of a leading value-driven rural financial institution known for its excellent, personalized and relevant financial services to the small and micro entrepreneurs of Batangas.

    We decided to retain the initials BK in the new logo so were not losing equity and we added sunrays to represent hope, light, growth and increased outreach as we expand to saturate the province, says BK marketing manager Tina Ganzon, a member of the third generation now involved in running Bangko Kabayan.

    She notes that the logo, which has evolved from the original 1957 emblem when the bank was still known as Ibaan Rural Bank, uses warm green and yellow hues friendly colors that seem to reassure the clientele (micro, small and medium entre-preneurs, OFWs and depositors) that BK is their kasosyo sa kabuhayan. The new logo heightens focus on the local entrepreneur who, she says, is the strongest catalyst for wealth and employment generation in the countryside.

    Most of all, this new logo best captures our unique core value our faith in Divine Providence thus serving as a constant re-minder to our employees.

    Ang Bangko Kabayan ay matagumpay na ipinagdiwang ang kanyang ika-50 taong pagkakatatag noong Agosto 19, 2007 sa sangay nito sa Poblacion, Ibaan, Batangas. Ang pagdiriwang ay itinampok sa tatlong bahagi: una, ang Grand Caravan; pangalawa, ang Banal na Misa; at ang pangatlo naman ay ang Fun Day.

    Ang Grand Caravan o motorcade ay hanay ng mga sa-sakyan mula sa mga ibat ibang sangay ng BK sa lalawigan ng Batangas na naglalayong mapalawak ang kamalayan at maipagmalaki ang katangi-tanging karansan ng Bangko sa loob ng 50 taong tapat at magiliw na paglilingkod. Itoy nagsimula sa ganap na 6:00 ng umaga at nilahukan ng ma-higit 200 taong kawani nito na lumulan sa mahigit na 50 sasakyang kasama sa Caravan.

    Samatala, ang Banal na Misa ay ginanap naman sa Parokya ng Santiago Apostol sa Ibaan sa ganap na ika 11:00 ng umaga. Ito ay pinangunahan ni Arsobispo Ramon Ar-guelles at pinaunlakan rin ng iba pang pari tulad nina Fr. Alfredo Piad, OSJ, Fr. Junie Maralit, OSJ, Fr. Jorge De Chavez, OSJ, Fr. Romeo Pornel, OSJ, Fr. Dan Novis, OSJ, at Fr. Stephen Lo. Ang nasabing misa ay dinaluhan ng mga kawani, Board of Directors, mga dating em-pleyado, mga stockholders at mga kliyente ng BK.

    Nagkaroon rin masayang salu-salong pananghalian sa Villa Franca Resort sa Bago, Ibaan, Batangas. Kaagad naman pinasiyaan ang Fun Day Activities na kinatampukan ng pagpasok ng mga hand painted banners. Ang nasabing banners ay bahagi ng paligsahan ng mga kawani sa bawat sangay at departamento ng BK. Nagbigay naman ng mga mensahe sina Liza V. Mercado at Teresa M. Ganzon.

    Bukod sa BK Chorale Group at BK Dance Troupe nagbi-gay rin ng angkop na awitin sina Aedel Florisse at Aubrey Vallerie B. Caraan (kapwa mga anak ni Florence Caraan OIC ng Rosario Branch) na If We Hold On Together. Kasabay ng kanilang awitin ay ipinapakita sa screen ang mga larawan ng Ibaan Rural Bank, mga tagapagtatag sa pangunguna ni Bienvenido Medrano, mga dating land-mark ng Ibaan at mga aktibidades ng Bangko na tunay naman nagbigay lugod sa mga manunuod.

    Bahagi rin ng pagdiriwang ang pagpapalabas ng video footage at ito ay nahati sa dalawang bahagi una, Ang paglingon sa nakaraan at karanasan ng Bangko ang pan-galawa, ay ang Patutunguhan o ang mga direksiyon kaka-harapin ng Bangko Kabayan. Binigyang pagpupugay rin sa selebrayon ang Microfinance Department, ang mga Account Officers, at mga Branch Managers sa pagkamit ng ikalimang EAGLE Awards (2001 to 2006) na ipinagka-loob ng RBAP at MABS.

    Kaalinsabay rin nito ay binigyang parangal rin ng pa-munuan ng Bangko ang mga kawani nito ng Service Award sa mga naglingkod ng mahigit na 10 taon sa bangko (See Page 10). Isa rin sa pinakatampok na bahagi ng pagdiriwang ay ang paggagawad ng BK Choice Awards. Ang mga kawani ng BK ang bumoto sa kanilang BK Choice at ang mga nagwagi ay nakatanggap ng cash prize na P3,000.00.

    Bangko Kabayan Holds Its 50th Anniversary Gala By: Frances Bathan

    After a long time of preparation, the most awaited night had comethe Gala night. It was held last August 24, 2007 at Hotel Pontefino, Pallocan West, Batangas City, where some of the BK family members gathered together to witness the launching of the new corporation. The Board of Directors, Branch Managers and other members of Management Com-mittee were all present. BK awardees, outstanding Microfinance clients and other valued clients were definitely part of the celebration as well. They were all recognized for their contributions that made the success of Bangko Kabayan possible. Strategic partners and representatives from other rural banks also came to celebrate with us. It was a big event for Bangko Kabayan as we were graced by the presence of distinguished guests: Congressman Hermilando Mandanas, Vice-Governor Mark Leviste and Secretary of Finance Margarito Teves.

    The revelation of the new BK logo, accompanied by the BK Choir and the Lahing Batangan dance troupe, was one of the highlights of the night. There were also audio visual presentations of BKs 50-year history and BK Into The Future. Con-gressman Hermilando Mandanas gave the closing remarks and led the toast to the future.

    To all the officers and staff of Bangko Kabayan led by your president and my good friend, Atty. Francis Ganzon distin-guished local officials, partners and friends from the rural banking community, clients, guest, good evening.

    First of all, I would like to greet Bangko Kabayan on its 50th anni-versary. Having reached this mile-stone in your corporate history is a

    big feat considering how highly competitive the banking industry has become

    As compared to previous years where the industry suf-fered heavily from bankruptcies, numerous bank closures and governance issues, the rural banking industry has achieved a positive turnaround.

    In the first quarter of 2007, it registered a high 17.4 percent in loan portfolio as it expanded by P11.9 billion to P80.4 billion from P68.5 billion in March 2006. Total deposits also increased by a significant 22.3 percent to P95.5 billion. Aggregate resources of rural banks grew by 22 percent in the first quarter of 2007 to P132.6 billion.

    The industry's NPL ratio also moved down more than a half percent to 11.07 percent from 11.63 percent three months earlier.

    The recent Bangko Sentral directive allowing rural and co-operative banks to invest in unrelated business is a wel-come development as it will enable to clean up your books. The BSP has also allowed member institutions of the RBAP to invest in ATM networks to be able to enhance its service to the public. As of December 2006, there were 6,867 ATMs nationwide, but only 73 are run by rural banks. Joining the ATM consortium will help you in better reaching out to your markets and even expanding your cli-ent base. Apart from facilitating bank transactions, the de-livery of financial services to your clients in the countryside will also be more cost-efficient.

    All these positive developments contribute to a more con-ducive environment for the creation of a creation of a stronger and more stable rural banking industry. As one of the largest rural banks in the province and recognized lead-ers in the industry, the challenges are also bigger for Bangko Kabayan. Let me enumerate some of them:

    First is complying with the stricter reporting requirements under the new accounting system. The industry's readiness to comply with the stricter reporting requirements is a clear manifestation of the strong growth of the rural banking industry in the country. More importantly, it gives a strong impetus for smaller rural banks to consolidate.

    Second is adopting new lending approaches to beable to intensify support to farmers and fisherfolk, microfinance and SME clients. We are pleased to note the partnership between the UP Institute for Small Scale Industries and the Philippine German Small and Medium Enterprise Devel-opment that aims to institutionalize SME finance training among rural and thrift banks. This is expected to encour-age more banks to intensify lending to SMEs on the basis of business viability and making collateral requirements only a secondary consideration in providing loans.

    Third is utilizing alternative banking channels to meet our clients growing banking needs. The information technology revolution has paved the way of the introduction of new electronic banking products, systems and solutions. One option work looking into is mobile banking as a way to reduce high financial transaction cost (which are often passed on to our clients).

    And last is positioning yourself as the lead source of micro-credit not just in your province but the whole Southern Tagalog region. Although your branch network is presently limited to the province of Batangas, you can expand your reach in microfinance by being aggressive in financing the needs of the poorest borrowers not just in Batangas City but also in nearby provinces like Mindoro, Quezon and Bicol. We need more banks like you who will put their trust on the hard work, skills and strong will of these bar-rowers to succeed.

    In doing so, we will not only be able to succeed in our goal of expanding our credit outreach. More importantly, we will be able to provide more opportunities and a chance of a better quality of life for our people.

    I believe this is the same vision that guided Ibaan Rural Bank 50 years ago. As your bank turns another leaf in its colorful history, I hope you will continue to affirm your commitment to excellence not just for yourselves but more for the people you have vowed to serve.

    There is an old adage which goes, Make service not suc-cess your priority, and success will follow. I believe that if you continue to provide quality and devoted service to your clients, you will continue to reap the kind of success that has brought Bangko Kabayan to where it is now.

    This year, Ibaan Rural Bank Foundation Inc. started its Additional Skills Training (AST) Program for our microfinance clients who are interested in knowing more about their existing businesses and for those who are willing to learn an additional skill to start a new livelihood activity. This is part of IRBFIs Business Development Services (BDS) Project. The foundation links our clients with insti-tutions that offer training and capacity building seminars in order to match the needs of our clients with the right providers.

    The first seminar on poultry and hog raising was held in Balang last June 17. This was facilitated by Dr. Michael Mendoza from B-MEG. There were 18 participants.

    Last September 13, a seminar on meat processing (tocino and long-ganiza) was given by the Office of the City Veteri-nary and Agricul-tural Services (OCVAS) to 60 participants from different centers in Batangas. It was

    a whole day seminar, and all the participants intently listened to the Ms. Del and Ms. Toti from OCVAS as they demonstrated the proper way of preparing tocino and longganiza.

    The third semi-nar was a Basic Shiatsu and Re-flexology Semi-nar, which was held in BKs Training Room last September 24. It was facili-tated by Ms. Sam and Louie Maglante, who were also referred to IRBFI by its contacts from OCVAS. The group enjoyed the session immensely because of the teaching methods (mostly hands-on and practical) used by the speakers. Sana maulit muli Sayang, kakaunti ang nakadalo. Na-miss nila ang 40% of their life Ipagpatuloy ang magandang nasimulan These were just some of the positive comments that we received from the participants.

    What are existing problems and how can we solve them? Some employees are not informed that they have salary de-ductions because of not registering to the scanner. Usually, employees ask the HR Dept about the salary deductions (tardiness, absences, undertime) after receiving their pay slips. However, every employee is supposed to be informed about the deduction during their branchs monthly meetings. If there are further clarifications, please dont hesitate to ask for HRs assistance.

    Another problem is the submission of the TRP without the Permit to Leave (for those who have Official Business out-side the bank). The Permit to Leave serves as a supporting document and helps in validating the stated reason in the TRP. Please dont forget to attach this document. Depart-ment heads and branch managers are also reminded to check the reasons stated in the TRP before signing.

    What are the ways to remind ourselves of the TRP?Using logbooks or table calendars can help an employee track down where he/she is on a particular date and time. Department Heads/BMs should also have their own tracking system to countercheck the reasons stated in the form.

    Use check marks to official business trips that are already supported by a TRP and indicate the date when you filed the said form.
