FinanCe seCtor in the eConomy

During the First Quarter of 2009, the group Finance, insurance, real estate and Business Services Sector, which includes the Banking Sector witnessed a growth of 36.0% to contribute Qr10,389 million to Qatar’s gross Domestic Product (gDP), compared to Qr7,639 million contributed during the first quarter of 2008.

the group Finance, insurance, real estate and Business Services Sector made the largest contribution to gDP among the non-oil and gas Sectors contributing 14.7% to overall gDP. this sector increased by 16.2% in 2008 and has seen an over threefold increase in its contribution to gDP over the past five years to reach Qr37,019 million in 2008, from Qr9,925 million in 2004.

the Qatari government has initiated a number of measures in support of the Banking Sector, as highlighted below:

• in october 2008, Qatar investment authority (Qia) announced its willingness to subscribe for an increase in the capital base of Qatari banks of 10-20%. the first phase amounting to 5% has already taken place for all Qatari banks, with the exception of QnB, with a second 5% subscription to take effect by year-end 2009.

currency ratings to aa-, from a+, the Short-term Foreign currency ratings

to a1+ from a1, and the outlook on the Fcr has been put on Positive.

• on June 23rd, 2008 capital intelligence (ci) raised Doha Bank’s Long-term

Foreign currency ratings and Financial Strength rating to a, from a-.

• on July 28th, 2008 S&P revised its outlook on commercialbank to Positive

from Stable.

• on September 2nd, 2008 Fitch upgraded ahli Bank’s Long-term rating to a-,

from BBB+, and the support rating to 1, from 2. the outlook is Stable.

• on September 9th, 2008 capital intelligence upgraded ahli Bank’s Long-term

rating to a-, from BBB+, and the support rating to 2, from 3. the outlook is

Stable.

• on February 19th, 2009 S&P revised its outlook on commercialbank to

Stable from Positive.

• on February 23rd, 2009 Moody’s placed the Qatari Banking System on

negative outlook.

Credit FaCiLities - may 2009

total credit facilities declined by 2.7% during the first five months of 2009 to Qr236.3 billion, compared to Qr242.9 billion as at year end 2008. in 2008 total credit facilities increased by 51.3% to reach Qr242.9 billion, up from Qr160.6 billion in 2007. in 2008, credit facilities to all sectors increased substantially.

contrary to the decline in Public Sector Deposits during the first five months of 2009, Private Sector Deposits increased by an overall 11.1% to reach Qr135.7 billion. Deposits by both Personal and companies and institutions increased.

average interest rates

the weight average interest rates on credit facilities witnessed an increase during the first four months of 2009 as compared to 2008, with rates on overdraft up to 9.18% from 8.04%. rates on loans across various maturities also increased.

on the other hand, rates on customer deposits declined for demand deposits while increasing for savings and term deposits. interest rates for deposits up to six months increased to 4.24% compared to 4.04% for 2008.
