Game Meat Processing closed until 2012
Blackalls kangaroo processing
plant has been closed once again
after the wallaroo quota for the
year was met.
Wandering geese cause drama for residents The Blackall Golf Clubs
local geese have taken toroaming the town with
several Shamrock Streetresidents saying this is
causing problems.Bev Johnstone, Gretchen
Hayman and Del Wheelhouseare amongst those affected
by the wandering geese.Complaints include
gardens and paths strewn
with faeces, grass pulled out
by the roots, terrorised dogs
and small children and trafcdisturbances.
Bev said she has betweenseven and nine geese in herbackyard on a daily basis,
but the most that have beenin her backyard on any one
occasion was 20.Bev said she was constantly
cleaning up after the geese,
while her dog suffered the
disadvantage of having hiswater drained by the visitingbirds.
Im not a whinger, but
enoughs enough, Bev said.Bev said she also felt that
the geese caused a signicanttrafc hazard with two tothree vehicles having to slowfor the geese daily.
They nearly caused an
accident the other day with
an oil tanker, Bev said.He had to swerve really
close to the fence to get away
from them.Approximately 150 geese
live at the golf course,
alongside wild ducks, brolgas, kangaroos and various otherwildlife species, with variousmembers of the public feeding
the birds on the grounds.continued on page 3
Geese living at the Blackall golf course have been
causing problems for some local residents.
Blackalls kangaroo processing
centre has fallen quiet over thepast seven weeks after the wallarooharvesting quota set for Queenslandfor 2011 was lled.
Game Meat Processing general
manager Don Church said the
fullment of the quota meant thatit wasnt viable to keep running theBlackall plant, as it made up themajority of the product processed.
We thought there would be enough
to continue until the end of the year,
Mr Church said. Its no good to us to have that part
of our business sitting idle, he said.Next year the wallaroo harvest
quota is set to more than double
from approximately 240 000 to over500 000.
The plan is to open up after the
new quotas start, Mr Church said.Mr Church said the plant was likely
to remain closed for the remainder of
the year.In July, when the plant reopened
days after announcing its closure,
then general manager Rex De Vantier
said the decision would be reviewedwithin six months.
When asked to conrm a reopeningdate for the plant, Mr Church said he
could not comment on the matter.
I cant conrm or deny decisionsthat are not made by me, Mr Church
said.Mr Church said in addition to the
procedural changes, Game Meat
Processing were continuing to work
on upgrading the Blackall plant.Theres a contractor out there at
the moment working on drainage,
Mr Church said.Weve spent a substantial amount
of money.
When asked if the plant wouldreopen at full capacity next year, Mr
Church declined to comment.

Work is proceeding on the Barcoo
River Bridge at Gillespie withlarge pylons having been drivenand heavy rock walls installed atthe base of the reinforced pylons
and along the river banks as wellas the approaches to the bridge.
Main Roads ofcers have assuredme the bridge will be able to be
used with controlled trafc owsin the event of the sidetrack beingaffected by a ow in the river. While it is not as good as being
completely restored this approach
will ensure a nancial disaster isaverted.
Waratah Coal held an information
meeting in the Blackall Club on
the afternoon of November 10. I
have gathered the meeting wasnot well advertised and few peoplewere present. However it was aninteresting meeting in as much
as those who did attend havebeen able to listen and give theiropinions on some of the issues
which the presentation raised. Asthis project is one of ve plannedto come on line in the foreseeable
future there is denitely going tobe ow on effects for both Blackall
and Tambo. One can only trustthat the positives of such effectswill out weight the negatives whichwill undoubtedly arise.
At the General Meeting ofCouncil on November 9 a letter
was received drawing our attentionto a growing ying fox colony onthe Barcoo River. On November11 an inspection revealed a largesh kill in the waterhole behindthe Blackall Golf Course. Allefforts were made to contact the
relevant government body, theEnvironmental Planning Authority(EPA) to report the conditionsprevailing on the Barcoo. Wehave been assured verbally thatthe ying foxes are not causingthe pollution or the sh kill.EPA ofcers are investigating theoccurrence. Please keep clear ofthis area of the Barcoo River. The Blackall Tambo Regional
Council was able to listen to an
update of mining exploration beingcarried out by Coal Bank. BrucePatrick assured us there was no
appreciable coal close to the town
of Blackall. Exploration is tocontinue with agreements being
negotiated with landholders.Council has undertaken to
support an application for funding
through the National Rural and
Remote Health Infrastructure
Program to construct a facility
including exercise and consultingrooms to support the deliveryof Allied Health programs byvisiting professionals at theBlackall Aquatic Centre. TheBlackall Tambo Regional Council
contribution will be 50% of thecosts of the project should the
submission be successful. The recent dry storms have again
given landholders res aplenty tocontend with. The Blackall TamboRegional Council has again been
able to assist though deployment
of staff and machinery when
requested. We certainly thank ourstaff for their efforts in assisting in
the containment of these res.On a lighter note it was great to
receive a certicate of appreciationfrom the Blackall Dance Group,
for councils assistance for their
recent concert Alice ThroughTime, a most enjoyable production
which featured a cast of Blackalldancers. On behalf of Council, thank you so much.
It was indeed a pleasure to be
present at the presentation night
for the Blackall State School. The program was a reection ona very full year for the school with many sucessful students
receiving awards for excellencein their studies. It was also timeto say farewell to Principal Jason
Smith and his family. Jason hasbeen an exceptional leader of theBlackall State School and we wish
the Smith family every good wishfor the future.

FROM THE MAYORS DESK
Congratulations to the
graduating Year 12 students at
Blackall State School this week. Iremember all too well the mix of
joy and uncertainty that this time
brings and want to encourage
them in their future endeavours.
Its a wide world out there as therecent graduates are probably well
aware, with the future stretching
before them full of possibilities and
potential. I want to urge them all to
follow their dreams relentlessly.
Sometimes a little bit of courage
and determination is all you need
to build the future that you want.
Taking risks may well be terrifying,
but you never know how something
may turn out unless you try.
Dont miss next weeks

President of the Blackall Golf Club
Les Williams said the geese did not
in fact belong to the golf club and
had gradually accumulated overthe past decade with residents
leaving domesticated geese at thegolf club grounds.
It comes back down to the
question of who is responsible for
the geese, Les said. They dont belong to the golf
club and theyre treated as wild
animals.Les said the population had
been reduced by half last year in a
controlled cull.Luckily the geese havent reared
any young for two years, Lessaid.Les said dry conditions meant
that the geese had started
wandering in search of greener
pastures.When theres been good rain
and a good body of feed, theyre
very happy to stay at the golfcourse, Les said.
Les said although he and other
members have heard anecdotalcomments about the geese, the
club has yet to receive a formalletter of complaint.
If people want to get something
done, they need to put it in writing
so it can be taken to a meeting,
Les said. There have not been any formal
letters of complaint in the last two
years.

Regional zine tour bringsworkshops to Blackall
Blackall youth got a taste of DIY publishing last Sunday at a
zine workshop held at the Blackall Memorial Hall as part of a
regional tour by the team from Toowoomba based zine, Bizoo.
The regional tour celebrated the launch of retrospective zine
book Bizoo: The Best, The Worst and the Trash that NeverMade It.
Zines are self-published mini magazines usually reproduced
via photocopier and the Blackall workshop participants were
soon at work with typewriters, scissors and paper to produce
their own print creations.
The workshops were run by Bizoo editor Jeremy Staples and
Eloise Quinlivan, owner of the Smell Like Zines distribution
store in Toowoomba.
The afternoon also included using a Japanese gocco printer,
a barbecue lunch, and a mini zine fair.
Jeremy Staples for Bizoo gives Blackall youth some tips on zine
making at Sundays workshop.
Bonny Lawrence was rediscovering the typewriter to help make her
own miniature zine.

For the second year in a row a day of empowerment
for older boys has been well received at the BlackallState School. Titled Dream Extreme, the day-long program
for students from Years 7 to 12 took place onMonday.
It consisted of a mixture of games, talks, a boot
camp and motivational DVDs and was completedwith a ag raising ceremony.
Its a non-confrontational way for the boysto have a range of experiences without beingknocked, principal Jason Smith said.
Outcomes include having the students talkpositively, form new friendships, and know thatothers are there for you.
Ultimately its underpinned by our school valuesof tolerance, inclusiveness, care and compassion.
Its what we want them to do in everyday life, bea good citizen. The idea has received public recognition in
Education Queenslands newsletter and a letter tostudents from EQs director-general.
Guest speakers this year included Guy Elliott,
Brother Terry Kingston and Constable JoeyAbbott, along with a health and well-being talkfrom guidance counsellor Janelle Dickson and a
grooming tent run by Pam Suhr.Mr Elliotts message of sacrice and giving things
up to achieve goals tted in well with the BroncosDVD message of Dream, Believe, Achieve.

Tambo encounters more television troublesTambo residents are set to face
more digital television dramas, with an application by council to
rebroadcast rendering residents
ineligible to access the Satellite
Subsidy Scheme (SSS). The problem was discussed
at the November meeting of theBlackall Tambo Regional Council
with mayor Jan Ross expressingdisappointment in the actions of
the digital switchover taskforce. The community wanted us to
apply for a licence, so we did, Cr
Ross said.Cr Ross said the application for
a licence was no guarantee that
council would in fact be able to
rebroadcast in Tambo. No one knows how much all this
is going to cost, Cr Ross said.
A further communication issuewas raised by CEO Ken Timms inregards to the national broadband
network (NBN), saying that it islikely Tambo will have to rely onsatellites for their internet access
as well.Blackall is down for an optic bre
cable, but that doesnt necessarily
mean there will be optic bre toevery house, Mr Timms said.
Mr Timms explained that there
were multiple options regarding
the further implementation of
the system in Blackall such as
underground cables or a wirelesssystem.
Tambos not on the optic brelist, so guess what? Its another
satellite on the roof and theres no
other option, Mr Timms said.Councillor Sally Cripps said
communications bodies were
increasingly marginalising rural
communities.Theyre treating Tambo
residents in the same way as
rural properties rather than as acommunity, Cr Cripps said.
Mr Timms said he believed thatthe satellite internet system would
be inferior and that council could
investigate other options.
When I was out at Bedourie
where they use these kinds of
satellites for phones, as soon as a
cloud came over, you got nothing,
Mr Timms said.
Council could look at some type
of proposal where we could get the
optic bre to Tambo.
Cr Cripps said she thought
that the NBN committee
were disadvantaging small
communities, as well as families
using the internet as a part of
School of Distance Education.
We should be making sure that
we can get what we want, rather
than what they want to give us,
Cr Cripps said.
Councillor Peter Skewes said
the optic bre system also had
signicant limitations.
The sad thing is that optic bre
cables have a use by date, Cr
Skewes said.

Electoral changes recommended The recent electoral change
commission has maderecommendations that the Blackall
Tambo Regional Council should
be an undivided electorate witha further recommendation for an
increased number of councillors. In the lead up to the next local
government elections in March2012 councils were able to makeformal applications for reviews of
their electoral structure, proposing
certain changes. The council proposed an increase
from four councillors to six, as well
as changing the electoral area to be
undivided, both of which actionshave now been recommended bythe change commission.
A report on the proposals hasbeen forwarded to Minister for
Local Government Paul Lucas.

The Blackall Woolscour continues
to go ahead despite a very difcultyear, with 2011 being a hard yearfor all the businesses along the
Matilda Highway that count on
the tourist dollar for their income. With the Woolscour having huge
buildings from 1908 (with workingmachinery and history intact), thereis always constant maintenance
and further restoration work
needed, so the tourism business
is vital to protecting this uniquenational asset into the future.
While the balance sheet shows
a community organisation worth
$2.2M, making it a top community
asset, this is not the same as thecash ow needed to keep the sitepreserved as an essential part ofBlackalls social and economic
history said site supervisorAnnette Richardson.
The effort of the committee in
cutting costs and lling gaps hasbeen extraordinary this year, and
it is amazing that the scour hasbeen able to do better than a loss
or break-even and return a small
prot.At the AGM on November 6, Chair
of the Committee Mr Bob Harveymade special mention of the unpaid
overtime and extra work put in
by Annette Richardson and BobWilson, in working every possibleavenue to raise extra funds fromcatering and cutting costs, and by
doing jobs themselves.Special mention was also madein the reports presented of the
volunteer work of the steam men,Peter Dallas, Brian Warren, Slim
Murray, Glen and Bob Harvey, and all the guides as well as the
contributions of the Blackall
Tambo Regional Council and the
WORK camp for their support.Of course there are more than
just the usual volunteers, Annette
said.We get some wonderful constanthelp from people like Julie Darby,
Jess Eagle and others but we
could always use more helpers so
the load is spread. The AGM re-elected the same
willing band to take the Woolscour
forward, with Bob Harvey asPresident, Bob Wilson as Vice
- President, Julie Darbey as Treasurer, Annette Richardson
as the Secretary, and the rest ofthe committee being Leila Harvey,Keith and Jean Dendle, RobertStockwell, and Lynette Davison.
