We’ve probably missed out on $10,000 that we would have earnt. “I’ve been the president for around 15 years and in that time we’ve only had two race meetings washed out before this year and this year we’ve had three. This is an exceptional year,” Mr Banks said. Also, about $60,000 in prizemoney has not been distributed in 2010 as a result. The Barcoo Independent reported last week that the Barcoo Amateur Race Club was set to receive a bill for about $28,000 to ensure their facilities met a set of minimum standards.

FROM THE MAYOR’S DESKI ATTENDED the District Disaster Management Group meeting in Longreach on Tuesday, November 16. The long range forecast for summer 2010/2011 has indicated the strong possibility of continued heavy rainfall and several cyclones. To ensure residents are prepared for prolonged isolation there will be promotional material distributed to households. So far this year the effects of continual rain have resulted in minor to moderate runs in the Barcoo River with no inundation of residences. Our SES volunteers are always ready to assist in these unpredictable weather events. I can’t thank them enough for their efforts in keeping our communities safe.

I was impressed with the Blackall State School presentation night where principal Jason Smith gave a public account of the school’s year and students received awards for their scholastic achievements throughout the year. Congratulations must go to Dux of the school, Bonnie Lawrence. The school farewelled the senior students as they take the giant steps into life after

school. We wish them well as they build on the strong foundations and look for the broad horizons of the future.

I also attended a Water Directorate meeting in Longreach where the first steps were taken to form a water alliance of the RAPAD group of Councils. This group is similar to the Outback Regional Roads Group (ORRG) which has worked well for all.

I would like to extend our condolences to Del Wheelhouse and former Mayor Les Wheelhouse and their extended families on the death of Gwynne Stockwell. Our close knit communities will give support and comfort as they come together in this time of sorrow.

One of the best in AustraliaBLACKALL’S 5 Star Supermarket has shown yet again that it’s one of the best out of 250 stores across Australia.

The local franchise had picked up a number of awards in a recent competition involving all SPAR and 5 Star Supermarkets/Handimarkets in the country.

They won the Store Standards Excellence Award and Store Marketing Excellence Award.

In 2009, the Blackall store received awards for marketing, store presentation, food safety and the big prize of the Store of the Year award. SPAR Australia general manager of marketing, merchandise and retail operations

Geoff Gale said the Blackall store was consistent in exceeding the criteria, which included store presentation, cleanliness, marketing, occupation, health and safety and customer service.

“To get one of these awards is fairly prestigious,” Mr Gale said.

“Our operators at Blackall are one of the elite few,” he said.

Blackall 5 Star Supermarket manager Lea Mansell said it was a real team effort and they were all excited by their win.

“I think shoppers appreciate the neat and tidy store and we’re friendly, and it’s not just because it’s Blackall and you know everyone here, but I think it’s important to treat your customers in a friendly way,” she said.

THE Blackall-Tambo Regional Council has agreed to call in private contractors in order to use up its entire works budget for the 2010-2011 financial year.

The council was allocated $7 million, which must be spent in this financial year.

Works officer Paul Martin said without using contractors, the council would only be able to complete some of the projects.

“A lot of work was delayed earlier in the year because of the wet weather and assuming there were no more delays, the council will only be able to complete $5 million worth of work,” Mr Martin said.

Chief executive officer Ken Timms said a lot of work still needed to be done and he recommended hiring contractors to complete it. Councillors resolved to do so.

The Queensland Government Department of Transport and Main Roads has supplied a fully fittedout multi seat vehicle, which is wheelchair enabled for use as a taxi within this region.

The Blackall Tambo Regional Council feels that a business or a community group would be betterplaced to operate this service.

The successful operator would be required to meet;

An annual license fee of approx $72.

Annual motor vehicle registration and relevant insurances.

All regular maintenance costs of the taxi.

The successful operator would be required to provide a reasonable range of taxi services to thewhole region.

The successful operator would be required by the Queensland Government to obtain an OperatorAccreditation to demonstrate their fitness to operate a taxi service.

Drivers of taxis in Queensland are required to hold a taxi drivers accreditation. The course toobtain this can be done externally in Blackall or Tambo.

This taxi will have a wide operating range and no taxi meter is required. There are maximum taxifees that can be charged but no minimum.

THE Tambo Multi Purpose Centre is a regional winner in the Queensland Carers Australia 2010 Carer-Friendly Business Awards.

Winning the award for “Great Service Provider” of the National Respite for Carers Program was an exciting achievement for staff at the Tambo centre.

The Carer-Friendly Business Awards recognise businesses in the community that have demonstrated an understanding of the needs of unpaid family carers by implementing policies and procedures that help make life a little easier for carers.

The National Respite for Carers Program (NRCP) is one of several initiatives designed to support and assist relatives and friends caring at home for people who are unable to care for themselves because of disability or frailty.

The Multi Purpose Centre is a buzz of activity on Wednesday and Thursday mornings with centre-based care taking place. In-home respite also takes place with support workers going into the homes to allow the carers to take a break. Day trips to other towns are also organised. Special activity days to celebrate Carers Week, Seniors Week and Disability Week are also held throughout the year.

The Tambo Multi Purpose Centre works closely with members of the community and community agencies at local, regional and state levels to assist families looking after members or relatives who need help to continue to live in Tambo or who are waiting for a place in a nursing home or aged care residential facility.

The centre also provides information for the general public about aged care services and support services that are available at all levels. The NRCP program is vital to the community as it assists to look after the health and well-being of carers with the comfort of knowing that their dependants are being well looked after during their absence.

Waste levy could affect Blackall tipTHE Blackall, Winton, Barcaldine and Longreach refuse tips have been flagged as potential dumping grounds for people seeking to avoid the State Government’s proposed waste levy, the Blackall-Tambo Regional Council meeting was told recently.

The towns lie in an area identified as the “levy zone buffer” which, while not in the immediate levy zone (Eastern Queensland and the Mt Isa district), could still be impacted by the proposal.

The levy brings Queensland in line with other states by charging a $35/ton fee for anyone dumping industry wastes into landfill, rising to $50/ton for low-hazard waste and $150/ton for high-hazard waste.

It only applies to waste generated in the levy zone yet the government acknowledges that waste could be transported outside this zone by people trying to avoid the fee.

This means the four Central Western councils may be forced to install infrastructure such as weigh-bridges, security cameras and fencing at the tips so they can collect the levy and prevent illegal dumping.

Regional Council environmental health officer Kerry Graham said the new regulations could cost ratepayers dearly.

“At the end of the day, the cost of this is going to be much more than just upgrading the facilities,” he said.

“The cost of waste is enormous and the council is not in a position to man it permanently so we’ll probably just put up a sign.”

Mayor Jan Ross (pictured above) said the manufacturers selling their products with excessive layers of packaging should be paying for its waste management.

The Department of Environment and Resource Management said there would be funding available to help get the tips “levy-ready” but not for ongoing monitoring costs.

The council resolved to investigate the funding opportunities available.

The levy will apply from July 1.

Woolscour steams aheadREPORTS presented at the annual general meeting of the Blackall Woolscour Association Inc highlighted another busy and successful year at the Blackall Woolscour. Despite a slow start to the tourist season, caused by the prolonged wet weather at the beginning of 2010, visitor numbers recovered to total 10,291 by the end of October.

At the meeting held on November 6, Bob Harvey was re-elected as president with Bob Wilson and Julie Darbey taking the positions of vice president and treasurer. Louise Goodman was elected as secretary. All current members of the committee were re-elected and are joined by Trethella Smith and Lynette Davidson. Barry Muir and Simon Campbell were renominated as patrons of the Woolscour. The guides, steam operators, volunteers and work camp crew were thanked for their huge contribution to the running and maintenance of the site. Special mention was made of the many talents of Bob Wilson who does a great variety of work at the Woolscour including camp oven meals. All present acknowledged the dedication of site supervisor Annette Richardson and the many extra hours that she volunteers. The range of activities being held at the Woolscour continues to expand. This year’s activities included Australia Day celebrations, birthday parties, weddings, student and special group tours. It was noted that the budget has had to be trimmed as this year visitors did not spend as much on merchandise. Diesel for the steam and rising electricity costs were noted as large budget items. Issues affecting the preservation of the building and improving promotion of the Blackall Woolscour were discussed. – Christine Campbell

Metka’s artwork on exhibit in TamboTHE rain held off for the opening of the latest exhibition of works by Metka Skrobar in the Grassland Art Gallery on Sunday, November 14.

A crowd of about 50 art enthusiasts enjoyed the relaxed afternoon luncheon and sales were brisk as the clouds gathered; one work called “Storm Clouds Approaching” aptly mirrored the afternoon’s skyline. After a successful exhibition when the gallery was opened in November 2009, Metka and her husband Karl were keen to return.

Entitled “Beneath Earth and Sky”, this new exhibition boasts a variety of works depicting nature with light, colour and imagination.

Using her versatile and subtle techniques, Metka is able to portray the unique beauty she sees when viewing the Australian landscape.

Purchasing a work named “Mulga Country” caused Tambo Arts Council member Trish Arden to exclaim how she wished she could view their mulga property with such kind eyes. “The colours are exquisite,” she said.

The opening of ‘Beneath Earth and Sky’ coincided with the 50-year birthday celebrations of the Tambo Arts Council Inc. and rounded off the weekend’s festivities; the exhibition will be on display from Monday to Friday 8.30am to 4.45pm until December 17.

VIRGINIA Wacker, Blackall’s newly appointed community development officer, describes herself as almost a local.

Having lived on local properties since December 1991, Virginia first became involved with Blackall Community Services when it was a pilot project known as Barcoo Family Care Centre in 1992. Fully funded by the Department of Communities and managed by the Blackall-Tambo Regional Council, Virginia’s role is to enhance the quality of life for families and individuals within the council boundary by providing access to a variety of human services. This includes the provision of confidential support, advocacy and referral services.

In addition, she will work in partnership with others in the local community to coordinate community events and celebrations such as Australia Day, the Christmas Light Competition and the Christmas Eve Mardi Gras. Virginia welcomes suggestions and ideas for future programs, events and celebrations. “People make communities and who better to enhance the quality of life of a community than the people already living here,” she said.

MEMORIES of librarian Monica Bailey were at the forefront of the Blackall State School’s annual presentation night, held last week.

Mon, as she was known, was an institution in the school’s library for many years and all knew of her battle with myeloma.

Both the Parents and Citizens Association and the student council honoured her legacy, the P&C with P-3 reading development material, while the student council donated a modular presentation system with “all the bells and whistles”.

According to spokesman Dylan Dolinski, Mon wanted to liven the library up. “This will certainly do that,” he said. Dylan also reported that the student group had raised awareness of organisations such as Jeans for Genes Day and Daffodil Day, raising money for the causes through “red day” barbecues.

For the P&C, over $10 000 has been made this year, assisting over 80 students to attend school camps to places such as Charleville, the Gold Coast, Longreach and Brisbane.

Principal Jason Smith said that community involvement had been one of the keys to the school’s success, especially the business partners who had offered work experience places.

He said the vision for 2011 was to continue to ensure students had every opportunity to succeed, adding that it could only be done with parental support.

Successes were celebrated by many students during the evening, especially by school dux Bonita Lawrence. Bonnie was also awarded an ADF Long Tan leadership and teamwork award and the Shirley Harlow Memorial award.

Fellow Year 12 student Robyn Leek received a RAPAD skilling award and the Blackall branch of the Isolated Children’s Parents’ Association award for a student going on to further study.

Robyn hopes to continue her pharmacy studies at university next year.

Dylan Dolinski was awarded the Caltex All-Rounder prize as well as the Year 11 ADF leadership prize.

In Year 10, Aimee Blucher was a fellow ADF awardee and also received the Blackall branch Liberal National Party incentive award.

Cheree Dougall was presented with the Donna Neville Memorial award for a Year 10 student. Other RAPAD skilling awards went to Cory Kangan in Year 10 and Sara Aspinall in Year 11.

Brisbane School of Distance Education awards given out for high achievement went to Year 10 graphics student Chelsea Hayward and Year 12 maths student Hamish Heard.

Two of the school’s long serving personnel were honoured during the evening when a 15 year service award was made to Lollipop Lady Shelly Haughton and a 25 year award was presented to groundsman Bruce McPaul.
