Earlier this year, the United States Senate favored Minnesota and the nation by voting to confirm the Honorable Wilhelmina M. Wright’s appointment to the United States District Court for the District of Minnesota.
Judge Wright’s background, educa-tion, and experience make her extraordinarily well qualified to serve on the federal bench. She attended Yale and earned her law degree from Harvard, and then went on to clerk for the legendary Damon J. Keith on the Sixth Circuit. After a time in private practice in Washington, D.C., Judge Wright came to Minnesota where she served in the United States Attorney’s Office.
In 2000, Judge Wright embarked on her judicial career when she was appointed to the Ramsey County District Court by Governor Ventura. She was subsequently appointed to serve on the Minnesota Court of Appeals and, thereafter, Governor Dayton appointed her to the Minne-sota Supreme Court where she was the first African American woman on the Court.
Judge Wright’s connections to the Second District bench remained strong even while serving on Minne-sota’s appellate courts. She has regularly attended Ramsey County’s Bar Memorial, as well as investitures for the new district judges appointed to serve in Ramsey County.
Judge Wright’s path from the Second District to Minnesota’s federal district court is a distinguished yet by no means singular contribution by the Ramsey County bench to the federal
bench. As so many will recall, the legendary Edward J. Devitt served on the Ramsey County Probate Court from 1950-1954 before he was appointed to the federal district court by President Eisenhower.
Judge Devitt was a native of St. Paul, where he had grown up in Dayton’s Bluff and attended Van Buren Elementary School with his lifelong friends and future United States Supreme Court justices Warren E. Burger and Harry A. Blackmun. A decorated veteran of World War II, he was elected to the U.S. House of Representatives in 1946 where he joined other freshman legislators such as John F. Kennedy and Richard M. Nixon. However, as a Republican from St. Paul’s eastside, it had been quite a feat to have been elected, and it was no surprise that he was defeated by the Democratic candidate, Eugene McCarthy, in the next election. His brief political career gave way to a lengthy and productive career on the bench.
Thought of by many as the “Judge from Central Casting,” Judge Devitt not only looked the part but also served as a model for the federal judiciary. He authored the Ten Commandments for the New Judge, a copy of which is given to every new
federal judge. His first command-ment was “Be Kind” and the second commandment was “Be Patient.” The Devitt Award is presented annually to federal judges for distinguished service. He served as chief judge of the federal district court from 1959-1981, and remained on the court until the time of his death in 1992. Judge Devitt was a great friend to, and much beloved by, just about everyone in Ramsey County—both lawyers and nonlawyers alike—which was evident at his funeral at the St. Paul Cathedral which was standing-room only.
Prior to Judge Devitt, the Second District’s first contribution to the federal district court was the Honor-able John B. Sanborn, Jr., who was the first native-born Minnesotan to serve on the federal court. His father had been a general during the Civil War, an Indian commissioner, and a prominent lawyer and state legislator. His mother was part of Minnesota’s famous Rice family (as in Rice Park). Following his graduation from the fledgling St. Paul College of Law (precursor to today’s Mitchell Hamline School of Law), Judge Sanborn served in all three branches of state government: first as a member of the Minnesota House of Representatives; then as the Insurance Commissioner and later as a member of the Tax Commission; and finally as a member of the Ramsey County District Court from 1922-1925.
Judge Sanborn was appointed to the federal district court by President Coolidge in 1925. He earned great respect for handling more than his share of the docket during difficult times for the district court. In 1931, President Hoover appointed him to

the United States Court of Appeals for the Eighth Circuit. Judge Sanborn’s first law clerk on the federal court was Judge Devitt’s boyhood friend, Harry Blackmun, who was then just a recent Harvard Law School graduate, and who Judge Sanborn would later endorse to succeed him on the Eighth Circuit when he took senior status in 1959.
In all, Judge Sanborn’s entire judicial service spanned some 42 years, from 1922 until the time of his death in 1964. He had followed his cousin, Walter H. Sanborn, on the federal circuit court and the two Sanborns were known as the “Hands of the Eighth Circuit” in a flattering reference to the illustrious cousins Learned Hand and Augustus Hand of the Second Circuit.
The Second District can take great pride in its judges who have gone on to serve Minnesota on the U.S. District Court, from Judge Sanborn, to Judge Devitt, and now Judge Wright.

This February we occupied a sobering few minutes in the headlines, called out for troubling levels of depression and anxiety, as well as our disproportionate rate of problem drinking. The attention springs from a study recently conducted by the ABA Commission Lawyer Assistance Programs and the Hazelden Betty Ford Foundation. Knowing the importance of this work, we partnered with the researchers to ensure that your voice would be heard. So the results hit home, quite literally —data for this study was gathered in part from attor-neys right here in Ramsey County.
The study, published in the Journal of Addiction Medicine, reports that 21 percent of licensed, employed attorneys qualify as problem drinkers, 28 percent struggle with some level of depression and 19 percent
demonstrate symptoms of anxiety. The study found that younger attorneys in the first 10 years of practice exhibit the highest incidence of these problems.
The report rightly questions the profound consequences of attorney impairment. Our work touches on every level of private and public concern, and we are entrusted with people’s most intimate and crucial affairs. But while the privilege of such responsibility is fantastic, the burden is immense. We have felt the crushing pressure of dead-lines, client expectations, and the potential for disastrous results. We have lost nights and weekends to desperate pleas for help in the face of legal impossibility. We bear our clients’ worries and fears, day in and day out. But we are not seeking the help we need.
Attorneys are not reaching out because they are afraid others will find out. Fears about privacy and confidentiality abound. But while concern about stigmatization is real, private help is available. We are fortunate to have access to excellent confidential resources and assistance here in Minnesota.
If you are concerned about your-self or a colleague, do the right thing and please reach out for help. We owe it to our clients, to our families, and to our profession to treat these concerns seriously and confront them bravely.

THE LIBRARY SHELF: TAX LAWThe body of U.S. tax law is vast and complex, which is why you should know about the specialized tools the Ramsey County Law Library offers to help you find tax code, regulations, or case law that you need.
WestlawNextWith our WestlawNext subscription, identify and locate the cases you need at the Law Library and then email them to yourself for future reference. Access a wide range of Tax Court decisions as far back as 1924.
From there, consider the resources in our tax room:
Federal Tax Research: Guide to Materials and Techniques (9th Ed.) [KF 241 .T38 R5 201]This book identifies and explains the various tax authorities, as well as resources available to access them, and how to use those resources. Both electronic and print resources are covered, along with benefits and drawbacks of each. Model problems are offered at the end of each chapter.
2016 U.S. Master Tax Guide (99th Ed.) [KF6289.Z9 U8 2016]This annually-published guide has fast and reliable references to all pertinent federal taxation changes that affect 2015 tax returns. The inside cover reference chart has tax facts and dollar amounts allowed for various deductions and exemptions. Expla-
nations of federal income taxes for multiple tax scenarios are also provided. It is also cross-referenced to other tax reference tools, including CCH’s Standard Federal Tax Reports. (See below.)
Standard Federal Tax Reporter (CCH) [KF6285.C67]This massive twenty-six volume set presents a comprehensive collection of federal income tax information, including full text of all proposed, temporary and final federal income tax law regulations, as well as full text of federal administrative rulings and documents.
Tax Management Portfolios (BNA) [KF6289.A1 T35]
These spiral-bound pamphlets discuss numerous key tax subjects, with each one covering a specific, narrow set of issues. The scope is very broad, covering such subjects as income, estates, gifts and trust taxes, state sales and use and property taxes, plus foreign income taxes for over 30 countries.
We have other resources, including the Minnesota State Tax Reporter and the Federal Excise Tax Reporter. Also, don’t forget IRS.gov, which offers not only helpful information but federal tax forms for downloading.
