Parish Council finances
•Barrowby Parish Council is committed to openness and
transparency in the conduct of its business.
•We see our role as serving the community that elected us to
the best of our ability.
•Over the last year a number of Saturday morning events
have been held to consult with parishioners about the issues
that concern them and to explain the priorities and work of
the Parish Council. These open mornings will continue.

Parish Council finances (cont)
• Ultimately, it is the Council’s aim to encourage
consultation on spending plans in advance of
the annual exercise of setting the precept for the
following year’s expenditure.
• This means that parishioners should be able to
have an influence on the decisions about how
much money the Council has to spend and the
priorities it should adopt for the following year.

Why did Lincolnshire County
Council do this?
• It’s was about money saving in the library
provision
• Aim to reduce the mobile library service and look
at a more cost effective activity
• Referred to as “Community Hubs” because it
reduces the issues regarding existing staff
redundancy
• In theory – it could enhance the supply of local
services if communities take up the idea.

• A complaint was submitted that suggested
that the Lincs County Council review
process had not been properly conducted.
• As a result of this complaint, a judicial
review took place which upheld the
complaint and so the review process has
to now recommence.
• Dates for this are still to be confirmed.

Things to consider
• We do not want to materially change the
Reading Room – just increase it’s role in
the village.
• No decisions on the go ahead will be
made until we understand all the details of
any grant
• LCC need to successfully navigate the
Judicial Review.

What else is planned?
•Correct the issues with the clock faces (again)
•Seeking grant funding to install a telephone line to be able to
implement broadband use to allow internet access for Reading Room
users.
•Continue with the defibrillator training rollout (2 sessions held so far).

What is a defibrillator or AED?
A defibrillator is a computerised
medical device delivers an
electrical current through the chest
which aims to shock the heart back
into a normal rhythm allowing it to
pump again.

Is there a need?
• Sudden Cardiac Arrest happens around 140,000
times a year in the UK, making it one of the UK’s
largest killers – equivalent to a jumbo jet crashing
every day!
• The potential for saving a life is dependent upon
time, the faster medical help can be attained, the
better the chance of survival.
• Clinical studies suggest you have less than 5
minutes from the event to save the life, this
• decreasing by up to 23% per minute.
• In rural areas it takes time to get medical help, so
Community Public Access Defibrillators (cPAD) have
a very important part to play in helping save lives in
rural communities.

De-fibrillator roll out • Four have been bought will the help of grant aid.
• Plan is to place them in the areas that best reflect
the density of population.
• They need to be highly visible.
• Likely sites – Reading Room, Westry Corner,
Hedgefield Road and the bus shelter on High
Road.
• Two training courses have been held for residents
- more will be organised.

What has been happening?
•Review of play equipment to meet village needs
•Decision to not proceed with fencing options at this time
• Now registered as a “ Village Green” , based on the fact that If you can prove
that local people have used the land without secrecy, force or permission for at
least 20 years for lawful sports and pastimes, you can apply to register the land
as new green. This will protect it from development for ever and preserve it for
use by local people.

What has been happening?
• Two consultation meetings held.
•Outline planning permission granted earlier this year for 3
bungalows in keeping with the existing properties.

Adamstiles – the early years!
• 1972 David Charles Homes Ltd purchase the land to build houses in Hurst Crescent and Adamstiles.
• 1975 As the build was nearing completion the company went into liquidation.
• 1978 An overgrown and untidy area was reported.
• 1979 Land purchased in conjunction with SKDC

Adamstiles - the early years
• 1983 Site was levelled and seeded.
• 1993 Letter of complaints to PC noting
football being played, “making life hell” and
“gangs of youths”!
• 1994 PC wrote to SKDC – SKDC would
resist the “loss of the land” and would not
put play equipment on the Willows.
• Ongoing issues with anti-social behaviour

Next steps
• The sale of the land was tendered to 3
estate agents – Escritt, Barrell & Golding
looked the best offer so selected.
• Sales particulars included caveats
regarding site security etc.
• Offers closed on October 18th 2014.
• Offer received which will be considered by
the PC on Monday November 3rd.

Looking forward
• The Parish Council recognises this need
and is keen to pursue a strategy whereby
match funding is secured to allow
investment over a 2-3 year period to
ensure that the provision of play
equipment is improved not only the
Adamstiles but also on Steven’s Gutter
(the village green).

What’s been happening?
Burial Ground
•Developing plans to create a rose garden to manage additional
demand for burial space.
•Soil bin constructed to help with onsite soil storage to support the
aesthetics and practical management of the grassed area.
•Significant site management including tree and shrub maintenance.
•Implementation of ICCM standards

BIG feedback relating to the Parish
Council • The vast majority of the respondents (349) do
not look at the Parish Council website for information and a significant number were unaware that the Parish Council even has a website (246).
• Whilst only 52 respondents said that they looked at the Parish Council website for information, 325 respondents (60%) said that they looked at the parish notice boards for information.
• There is clearly a strong demand for information - 94% of people who responded want to know what is happening in

BIG report
• In terms of Parish Council activities, we sought to find out about the level of knowledge and trust in spending.
• It is clear that the vast majority of respondents do not understand how the Parish Council spends the Council Tax precept and a similar proportion do not know the Parish Council's spending priorities.
• Despite this self-confessed lack of knowledge, a large number said that they did not agree with spending priorities

Other activities
Royal British Legion
• A number of meetings have been held to see if there is
interest in a collaboration between the Barrowby
Memorial Hall and the RBL.
• Agreement in principle to pursue further.
• The plan would be to build community building that
would meet the needs of both organisations as well as
the wider community.
• Parish Council helping to facilitate these discussions.
• Further meeting to be held later this month.

Other activities
Road Maintenance / Speeding
• Still a major issue in the village.
• Church Street is due to have new kerbing installed and
to be resurfaced week commencing 10th November
2014. (has been delayed before).
• Meeting with Mark Heaton of Highways planned for
November 19th to review car parking issues related to
the school opening and closing times.
• Discussions being held with Lincoln Road Safety
Partnership regarding illuminated signs etc to reduce
speeding issues in the village.

Planning applications
• Plans recently received for the Greenacres development
of nine houses.
• Application from Belectric to build a Solar Farm at
Pasture Farm, Gonerby Lane, Allington. Information
meeting held at the Reading Room on 7th October.
• AD plant application in Sedgebrook recently approved.
