Hi Julie, We refer to Council’s information request and subsequent associated meeting, emails and phone calls with Council officers in which agreements have been reached on addressing the matters raised for this application. The table below outlines the applicant’s formal response to the information request. Information Request Item Response
1) Council requires the general layout (particularly road alignment) to be reverted to the previous layout for the following reasons:
Agreement has been reached with Council officers on a revised layout addressing their concerns. Please refer to the attached Proposed Allotment Layout Plan 116428‐02‐G dated 13/09/2013.
a) The road names and connections are not logical in the new layout;
Council to advise preferred road names
b) The treatment and access of the Sewer Pump Station is not appropriate;
Addressed by revised layout. Please refer to the attached Proposed Allotment Layout Plan 116428‐02‐G dated 13/09/2013.
c) The landscaping at the front of Lots 1‐3 and the alignment of Lot 3 is not acceptable; and
Addressed by revised layout. Please refer to the attached Proposed Allotment Layout Plan 116428‐02‐G dated 13/09/2013.
d) The lots hiding the open space linkage to the west is not a desirable planning outcome.
Council officers agreed park frontage lots could be maintained subject to increasing the number of lots fronting the park and providing example house plans for the lots which address both the street and park for streetscape appearance and casual surveillance. The number of lots have been increased to 8 lots, including 4 x 10m wide lots and 4 x 15m wide lots. Please refer to the attached Proposed Allotment Layout Plan 116428‐02‐G dated 13/09/2013. Example house designs for these lots are attached. It is requested Council condition design criteria for the subsequent development of houses on these lots. The following design criteria is suggested: ‐ Lots 25, 26, 28 & 29 (10m wide lots) ‐ Road frontage setback –min 4.5m, except for garage ‐ Garages setback ‐ min 6m from road frontage and recessed at least 1m behind the building line; ‐ No double bay garages; ‐ Front door and windows of a bedroom or living area overlooking the street for natural surveillance (living area preferred); ‐ indoor & outdoor living areas overlooking the park for natural surveillance; ‐ Zero lot line of side boundaries

The attached example house plans for 10m wide lots comply with this criteria. Lots 23, 24, 27 & 30 (15m wide lots) ‐ Road frontage setback – 4.5m, except for garage ‐ Garages setback ‐ min 6m from road frontage and recessed at least 1m behind the building line; ‐ Front door and windows of a bedroom or living area overlooking the street for natural surveillance (living area preferred); ‐ indoor & outdoor living areas overlooking the park for natural surveillance; Council may also want living area windows to overlook the adjoining drainage reserves for Lots 23 & 30. The attached example house plans for 15m wide lots comply with this criteria.
2) In addition, the revised layout is to provide for an increase in allotment numbers or alternative housing forms such as unit lots or terrace housing as previously advised. The project must achieve at least 12 dwellings per hectare or more in this location. Some lots are too big and a full range of lot sizes and housing form is not evident.
Agreement has been reached with Council officers on a revised layout addressing their concerns. Please refer to the attached Proposed Allotment Layout Plan 116428‐02‐G dated 13/09/2013. ‐ An increase in total number of residential lots is proposed from 27 to 30 at a density of 11 dwellings per hectare, which is considered reasonable for the subject site considering the design constraints (infill lot within area of traditional lots sizes; lot shape and width, existing road access points & earthworks, lengthy drainage reserve and park frontages, existing drainage easements, stormwater management requirements, existing sewer pump station, existing sewer main location); ‐ An increase in the number of lots fronting the park from 6 to 8 including 4 x 10m terrace lots and 4 x 15m wide lots. ‐ An increase in the number of lots on the balance area from 21 to 22, with an additional lot being picked up around the sewer pump station; ‐ The nomination of 3 corner lots for duplex with the potential for a number of other lots to be developed for duplex, which would increase density to 12 dwellings per hectare The wide variety of lots sizes and types shown on the amended proposal reflects the afore‐mentioned site constraints, with largest lots adjoining existing residential areas and smallest lots closest to areas of open space.
3) Show a pedestrian connection and linkage from the estate to the Jane Creek reserve and a footpath connection for the full length of the subject site western boundary parallel to Jane Creek.
Agreement has been reached with Council officers on the general location of the footpath which is shown conceptually on the revised layout. Please refer to the attached Proposed Allotment Layout Plan 116428‐02‐G dated 13/09/2013. More detailed plans of the footpath have been included on the attached updated engineering drawings by Owen Consulting.
4) Provide a 15m by 15m lot for the Sewer Pump station and appropriate access in accordance with the attached recommended standard layout A1‐26095 (attached).

5) The existing sewer pump station is proposed to be upgraded by Mackay Water and Waste in the 2014/15 financial year from a 100mm dia to a 165mm dia main on almost the same alignment. Detailed design work is already nearing completion. Contact Kelly Drobek of Mackay Water and Waste on 4961 9053 and obtain the latest design plans for the rising main realignment and plot this on the revised plan of development

to determine any impacts for any lots such as dwelling setback and infrastructure clashes. In the event impacts are identified Council proposes that the construction of the new alignment should occur in conjunction with the construction of this estate. In all events, the future route must be shown on all plans of development.
6) Provide a standard road reserve width of 15m throughout the subdivision. The retaining wall bordering Road 1 must be within the drainage reserve and external of the 15.0m road reserve.

7) Show the area north of the road containing the retaining wall on the northern boundary as future drainage reserve to be amalgamated with the existing drainage reserve lot

Dear Sir / Madam,
Please find enclosed the Preliminary Engineering Design Plan, which supersedes the previously lodged preliminary design drawings 2012-DA-001-007, and correspondence in response to the Council Information Request dated the 9th August 2013.
1. Council requires the general layout to be reverted to the previous layout...

3. Show a pedestrian connection and linkage from the estate to Jane Creek reserve...
Please refer to the RPS Group Proposed Allotment Layout 116428-02 and to the attached Owen Consulting drawing 201287-DA-100-A which reflects the above requirement.
4. Provide a 15m by 15m sewer pump station and appropriate access in accordance with the attached recommended standard layout A1-26095.
Please refer to the attached Owen Consulting drawing 201287-DA-100-A which reflects the above requirement. The vehicle crossover is 5.5m wide at the nominal kerb line to allow appropriate turning paths for an Isuzu model service vehicle as requested by MRC.
5. The existing sewer pump station is proposed to be upgraded by Mackay Water and Waste in the 2014/15 financial year from a 100mm dia to a 150mm dia main on almost the same alignment. Detailed design work is...
Please refer to the attached Owen Consulting drawing 201287-DA-100-A which reflects the above requirement. Owen Consulting has liaised with Kelly Drobek (MRC Planning and Development Asset Officer) resulting in the coordinated layout allowing for vehicular access, EROS pit, future 150mm diameter sewer rising main and water services. There is no impediment with the installation of appropriate fencing and gates to the existing sewer pump station within the development.
6. Provide a standard road reserve width of 15m throughout the subdivision. The retaining wall bordering Road 1 must be within the drainage reserve and external of the 15.0m road reserve.
Please refer to the attached Owen Consulting drawing 201287-DA-100-A. The 13.5m wide road reserve nominated for proposed Road 2 is suitable in accordance with MRC’s road hierarchy guidelines. The retaining wall bordering proposed Road 1 is situated within the drainage reserve upon amalgamation as requested in Item 7.
7. Show the area north of the road containing the retaining wall on the northern boundary as future drainage reserve to be amalgamated with the existing drainage reserve lot.
Please refer to the attached Owen Consulting drawing 201287-DA-100-A which reflects the above requirement.
8. The sewer alignment in Lot 4 is not acceptable as this will impact on dwelling construction. Provide an alternate construction.
