Executive Summary
InSeptember2012,theSUNMovementStrategy2012–2015wasendorsedbytheSUNLeadGroup,creatinganimportantmilestoneinthelifetimeoftheSUNMovement.Animportantelementofthisstrategyistheresolutionacrossthemovementtopursuemutualaccountabilityfortheresultsofthemovementasawholeandthecontributionoftheindividualconstituentpartsthatmakeupthemovement.
Torealisethisambitionofmutualaccountability,acomprehensiveM&EFrameworkhasbeenadoptedtomeasureresultsofthemovementattheimpact,outcomeandoutputlevels.ThisM&EFrameworkhasbeenusedinmakingthefirstmeasurementofthestatusoftheMovementatallthreelevelsasofSeptember2012,andtherebyestablishingthebaselinefortheMovement.
TheresultsofthisfirstmeasurementaredescribedinthisbaselinereportwhichaimstoprovideacomprehensiveandaccuratepictureofthesituationacrosstheSUNMovementinSeptember2012.ThisbaselineismeanttoserveasareferencepointagainstwhichtocapturefutureprogressandachievementsacrosstheMovementintermsofimpact,outcomeandoutput.Assuch,thebaselinewillenabletheconstituentpartsoftheSUNMovementtobeaccountabletoeachotherandtomothersandchildrenatriskofunder-nutrition
ThereportreflectsdescriptivebaselineinformationconcerningthedesiredimpactoftheSUNMovementinlinewiththeWHAglobalnutritiontargetsandintermsofasetofagreednutrition-specificand–sensitiveimpactindicators.Inaddition,thereportreflectsbaselineinformationontheoutcomelevelintermsofbehaviouralcharacteristicsofthevariousconstituentpartsoftheSUNMovementatglobalandcountrylevels.Lastly,thereportreflectsbaselineinformationontheoutputlevelintermsofthecontributionoftwokeyentitiesintheMovement’sgovernancestructure,namelytheSUNLeadGroupandtheSUNMovementSecretariat.

CHAPTER 1
Introduction
1.1. The purpose of the Baseline Study
ThebaselineinformationpresentedinthisreportprovidesareferencepointforthemonitoringandevaluationoftheprogressandachievementsoftheSUNMovement.TheinformationisstructuredaccordingtotheSUNMovementM&EFrameworkdevelopedinconsultationwiththeSUNNetworksandpresentedtotheSUNLeadGroupattheirmeetingonApril10,2013.ItcapturesthestartingsituationoftheMovementatthetimetheSUNMovementStrategyandtherevisedSUNRoadMapwereapprovedinSeptember2012.
ThebaselineinformationcollectedandvalidatedbythevariousconstituenciesoftheMovementsetsthegroundforfutureM&Eactivities.ThisismeanttoenablemutualaccountabilityandlearningamongthevariouspartsthatmakeuptheMovement(CountryGovernments,Donors,CivilSocietyOrganisations,UNAgencies,PrivateSector,LeadGroupandSUNMovementSecretariat).InadditionitwillenabletheMovementtobeaccountabletotheindividuals,familiesandcommunitieswhoareatriskofunder-nutrition.
1.2. The methodologies used in the Baseline Study
Thebaselineprovidesameasurementofanagreedsetofindicatorsonnutritionacrosscountries(i.e.impactlevel),anoverviewofthecontributionsofthevariousconstituentpartsatglobalandcountrylevelsthatmakeuptheMovement(i.e.outcomelevel)andthecontributionsoftheLeadGroupandtheSMS(i.e.outputlevel).DifferentmethodshavebeenusedtocollectinformationforeachofthesethreelevelsallusingSeptember2012asthebaselinedate.
1. Secondarydatatoassessthestatusoftheagreednutritionindicatorsbycountry,region,ageandgenderforinformationonImpactlevel;
2. OutcomeMapping1usingexistingdatacomplementedbyasurveytocapturebehaviouralcharacteristicsoftheconstituentpartsthatmakeuptheSUNMovement,i.e.informationonOutcomelevel.
3. DatacollectedbytheSMStodeterminethebaselinesituationintermsofcontributions/servicesprovidedbytheLeadGroupandtheSMSatOutputlevel.

SUN Impact
ThischapterreflectsthebaselineinformationconcerningthedesiredimpactoftheSUNMovement,i.e.SUNcountriesdemonstratingsignificantreductionsinunder-nutritioninlinewithglobaltargetsestablishedbythe2012WorldHealthAssembly:
• 40%reductionoftheglobalnumberofchildrenunderfivewhoarestunted;
• Reducingandmaintainingchildwastingtolessthan5%;
• 30%reductionoflowbirthweight;
• Noincreaseofchildoverweight;
• 50%reductionofanaemiainwomenofreproductiveage;
• Increaseexclusivebreastfeedinginthefirstsixmonthsoflifeuptoatleast50%.
Inaddition,chapter2.2reflectsbaselineinformationonanagreedsetofnutrition-specificand-sensitiveindicators.
2.1. Baseline for impact in line with WHA global nutrition targets
ThebaselineinformationontheimpactoftheSUNMovementconsistsofcomparativedataacrossSUNcountriesonthefollowingindicatorsofnutritioninlinewiththeWHAglobalnutritiontargets(seecompositetable1onthenextpage);
• U5 Stunting –Thepercentageofchildrenunderfiveyearsoldwhoseheight-for-ageisbelowminustwostandarddeviationsfromthemedianoftheWHOChildGrowthStandards.
• U5 Wasting –Theproportionofchildrenunderfivewhoseweightforheightismorethantwostandarddeviationsbelowthemedianfortheinternationalreferencepopulationages0-59.
• U5 Over Weight –Theprevalenceofoverweightchildrenisthepercentageofchildrenunderage5whoseweightforheightismorethantwostandarddeviationsabovethemedianfortheinternationalreferencepopulationofthecorrespondingageasestablishedbytheWHO’snewchildgrowthstandardsreleasedin2006.
We define impact as the ultimate, final changes in the nutritional well-being of women and children worldwide towards which we strive to contribute with broad cross-sector and cross-agency coordination.

• Low-birth weight –Thepercentageofallbirthswithnew-bornsweighinglessthan2,500grams,withthemeasurementtakenwithinthefirsthoursoflife,beforesignificantpostnatalweightlosshasoccurred.
• 0-6 months Exclusive Breastfeeding–Thepercentageofinfantsofage0to5monthswhoreceivedonlybreastmilk,withnoothersolidsorliquids,includingwater.
• Anaemia 15-49 years–Theprevalenceanemiaamongwomenofreproductiveage(15-49years).
The impact baseline data are based on the findings of the most recent validated national survey (see reference in the last column of table 1). The current data sources include:
• Demographic and Health Surveys (DHS)
• Multiple Indicator Cluster Survey (MICS)
• National Family Health Surveys
• National Maternal-Infant Health Surveys (ENSMI)
• Nutrition and food security survey
• FAO Strengths, weaknesses, opportunities and constraints/threats (SWOC)
• Database of Joint Monitoring Programme for Water Supply and Sanitation (JMP)
• The State of the World’s Midwifery Report (SOWMR)

Inadditiontomonitoringimpactintermsoftheglobalnutrition-relatedtargets,country-levelimpactwillalsobemonitoredusingnationalnutritiongoalsaddressingcountry-specificcausesofunder-nutrition,suchasincreasedaccesstoaffordablenutritiousfood,cleanwater,sanitation,healthcareandsocialprotection.ThesegoalsareconsideredoutsidethescopeofthisMovement-widebaselinereport.
2.2. Baseline for nutrition-specific and nutrition-sensitive impact
InadditiontotheWHAglobalnutritiontargets,theimpactoftheSUNMovementismeasuredthroughasetofnutrition-specificand-sensitiveindicatorsacrossSUNcountriesasdescribedbelow.Thebaselinemeasurementsaccordingtotheseindicatorsarereflectedincompositetables2and3onthenextpages.
Nutrition-specific indicators (table 2):
• 4+ food groups (6-23) –Theproportionofchildren6-23monthsofagewhoreceivefoodsfrom4ormorefoodgroups.
• Children IYCF (6-23) –Theproportionofinfantsandyoungchildren(6-23monthsofage)whoareappropriatelyfed.
• Zinc treatment–Theprevalenceofchildrenwhoweregivenzincaspartoftreatmentforacutediarrhoea.
• 4+ ANC for pregnant women–Thepercentageofwomenaged15-49withalivebirthinagiventimeperiodthatreceivedantenatalcarefourormoretimesduringpregnancy
• De-worming (12-59) –Thepercentageofchildren(12-34monthsor12-59months)receivingde-wormingdrugschildrentoreducelossesofnutrients.
• Vitamin A (6-59)–Thepercentageofchildrenbetweentheagesof6monthsand59monthsreceivingatleastonehigh-dosevitaminAsupplementinthepastsixmonthspriortosurvey.
• Presence of iodized salt in household –Thepercentageofhouseholdswithatleast15ppmofiodinelevelinhouseholdsalt.

SUN Outcomes
3.1 Introduction: rationale and methodology
TheSUNMovementrepresentsanewtypeofmulti-stakeholdercollaborationinanefforttocreateamorecoherentandeffectiveresponsetounder-nutrition.Itbringstogether40countriescommittedtotacklingunder-nutritionandimprovingthelivesandfuturesofmothersandchildren.ItisrecognisedthattheMovementcanonlybeeffective
iftheconstituentpartsmakinguptheMovementdemonstrateanevolvingcontributiontowardsthiscollaboration.Inotherwords,theSUNMovementcanonlyprogressifthebehaviourandcontributionofitsmembersprogresses.Tomeasurethisprogressinmemberbehaviour,anOutcomeMappingmethodologyhasbeenused.MoredetailsabouttheuseofthismethodologycanbefoundintheM&Eframeworkdocument.
Thischapterpresentsthebaselineinformationintermsofbehaviouralcharacteristicsofthestakeholdersatcountrylevel:governmentsoftheSUNcountries,UNSystemDonorsandBusinessNetworks.
ThebehaviouralcharacteristicsoftheseactorsaredeterminedwiththeuseofProgressMarkers(PM)andorganisedaroundthefourSUNprocesses.ThePMsindicate
We define outcome in terms of changes in behaviour, relationships, activities, actions, policies and/or practices of key stakeholders that result from their association with the SUN Movement and that are needed to contribute to the defined SUN Movement impact.

SUN Outputs
4.1 Introduction to SUN Movement outputs
TheSUNMovementisstewardedbyahigh-level,multi-stakeholderLeadGroup,thatisexpectedtoexerciseaccountablestewardshipoverthemovement.TheLeadGroup’sresponsibilitiesaretoprovidestrategicoversighttotheMovement,promotecoherentandcoordinatedsupport,mobilizeresources,sustainpoliticalwillatnational,regionalandgloballevelsandensureaccountabilitythroughouttheMovement.TheLeadGroupmembershavebeenappointedbytheUNSecretary-GeneralinApril2012,basedontheirdemonstratedcommitmenttoequitablehumandevelopment.
