AANNIIMMAALL SSCCIIEENNCCEE CCOOMMMMIITTTTEEEE

The purpose of the Animal Science/Forage Committee is to actively pursue opportunities to

provide sound educational activities in which MACAA members may advance their knowledge,

understanding, expertise and practical applications in the areas of forage, livestock and dairy

production and marketing.

Numerous Animal Science and Forage opportunities were made available to aid in the

developmental training of MACAA members over the past year. Some of these educational

programs included the Spring and Fall Artificial Insemination Schools, Agribition Sale, BCIA Bull

Sale, MAFES Production Sale, Mississippi Cattlemen‘s College, Mississippi State Fair, Dixie

National Livestock and Horse Shows, Sunbelt Ag Expo, Forage demonstrations and field days,

Forage and Grassland Annual Conference, Southern Pasture and Forage Crop Improvement

Conference (Florida), Southern Ag Annual Conference, South Stocker Conference, Research

Station Field Days, Animal/Dairy Science Program Updates, County and Area Producer Meetings,

Annual Dairy Field Day, Mississippi/Louisiana Dairy Management Conference, Board Sales,

including the Homeplace Producers Sale and Cattlemen’s Exchange Producer Sale and other In-

Service Training opportunities for Extension personnel to aid them in dealing with issues

encountered by their livestock and dairy producers.

Outreach: four in-service trainings, 35 invited presentations, 10 county cattlemen’s meetings, and

16 forage field days. Over 2,500 producers attended this events. The forage program has also

assisted with 63 on-site farm visits and indirect consultation through 233 phone calls and 219

emails.

Publications: five peer-reviewed referred publications, six extension publications, 14 abstracts, 10

newsletters, seven radio interviews, four MAFES variety testing bulletins, two research reports,

two popular press articles, 18 interviews and three TV highlights.

Research Support: forage research has a much diversified program that includes both, small plot

and on-farm studies to develop basic and applied management practices that be used as channels

for technology transfers to forage and livestock producers. The areas of research include native

grasses, nutrient management, hay production, grazing management and animal production

systems. There was over $300,000 generated to support the forage research and outreach activities

that are offered to producers across the state.

As a result of the History Committee meeting held in Grenada, MS and an election by the Board

of Directors of MACAA, Steve Winters and Jimbo Burkhalter were appointed to the History

Committee and were placed in the 2015 Program Book.

Throughout the year, Steve Winters and Jimbo Burkhalter have monitored the Life Member List

and kept it as current as possible with changing addresses and phone numbers. As we receive

notice of the death of one of the Life members, we document it and apply it to our “Deceased

List” in all respect that they may be remembered.

We have on hand, Program Books dating from 1991 – 2015. If there are any prior to 1991, we

have no knowledge of their existence. Please let us know if you have any earlier than 1991.

We will be requesting money to cover postage at the next Board of Director meeting which will

allow us to correspond with the Life Members and keep them abreast of the activities of

MACAA. Namely the State PIC and the Annual Agents conference.

We will also request enough copies of the Program Book so that we may send all of the Life

RECOGNITION and AWARDS COMMITTEE

The Mississippi Association of County Agricultural Agents was eligible for two Distinguished

Service Awards (DSA) and three Achievement Awards (AA based on our 2015 membership under

NACAA guidelines. The number of DSA’s and AA’s selected each year is based on 2% of our

association’s membership as of Feb. 15 of the previous year. This was an NACAA policy change

as of 2012.

The Distinguished Service Award (DSA) is presented to members who have served at least10

years as a member of the Extension Service and the MACAA. The winners are selected by their

peers and must be approved by the MSU-ES Director. They are held in high esteem by their

fellow members for their service in planning and delivering quality educational programs.

Achievement Award (AA) winners are selected by their peers for outstanding early career

programming. The winners must be current MACAA members with less than 10 years of

employment with the Extension Service. NACAA policy requires that all DSA and AA winners

attend the NACAA AM-PIC in the year of their approval, to be showcased before a national

audience during formal ceremonies for the prestigious awards. Exemptions are only extended for

extenuating circumstances.

The following DSA and AA winners were selected in October 2015 and will be recognized at the

NACAA Annual Meeting to be held in Little Rock, AR July 24-28, 2016.

NACAA Scholarship policy:

Member vestment will be $40 to qualify for up to $1,000 scholarship and a vestment of $100 (an

additional $60 contribution to the scholarship fund) to qualify for an additional scholarship award

from $1,001 to $2,000 (no more than $1,000 in any one year will be awarded).

As of 2015, six agents have taken advantage of the NACAA Scholarship Awards. Currently,

Mississippi has 49 members who have contributed to the scholarship fund; 47 over $40; 2 under

$40. Amounts less than the $40 minimum make that agent ineligible for scholarships.

Nicholas Simmons applied and received funds to attend the Sunbelt Ag. Expo held in

Moultrie, GA during Oct., 2015.

The NACAA Scholarship Fund is managed by an educational foundation whose purpose is to

oversee funds generated for the express purpose of making it available to members for various

educational opportunities. In 1983, the fund was incorporated as a non-profit corporation. The

Foundation funds are invested in mutual funds and are managed daily in an account by Raymond

James. The board uses about 3% of the investment for scholarships. The Education Foundation is

separate from NACAA. Proceeds from the NACAA scholarship auction, donations and other

fundraising activities such as ticket raffle, logo knife or pen sales, etc. go into the Foundation kitty.

At the Sioux Falls, SD Conference this year, the silent and live auction, donations, and raffle ticket

sales generated $14,966 for the fund (subject to final audit).

Gary Bachman was recognized at the NACAA Annual Conference in Sioux Falls, SD for his

$100 - $249 contributions to the Scholarship Fund as of July, 2015.

RESOLUTION

WHEREAS, the Mississippi Association of County Agricultural Agents has determined that a

resolution in recognition of the Presidential Citation Award for 2015, the MACAA

ENDOWMENT FUND TRUSTEES: RONNIE JONES, PERRY LEE, TIM PEPPER, AND ED

WILLIAMS is in order, and

WHEREAS, the recipient of this award has imparted genuine support, dedicated service,

outstanding leadership and unlimited encouragement to the MSU Extension Service, and various

other areas of this association and

WHEREAS, the recipient of this award has provided invaluable assistance with promoting youth

involvement in agriculture related programming and projects and agent participation in MACAA,

as well as volunteering tirelessly to the promotion and support of extension programming.

WHEREAS, the Mississippi Association of County Agricultural Agents is honored to present its

2015 presidential citation award to the MACAA ENDOWMENT FUND TRUSTEES for faithful

service to MACAA related programs.

Dr. James "Jamie" R. Carpenter (1933-2015)

Dr. James "Jamie" R. Carpenter, of Starkville, MS passed away, surrounded by his family on

June 3, 2015. He was born August 21, 1933 in Macon, MS to David and Annie Carpenter.

He married Henryse "Ressie" Cox of Charleston, MS on October 23, 1954. He graduated from

Mississippi State University then enlisted in the United States Army where he served in

Virginia and Landstuhl, Germany as a medical helicopter crew chief.

Jamie and Ressie returned to Mississippi where he worked with Mississippi Cooperative

Extension Service in Carthage and Gloster, MS. In 1962 Jamie, Ressie and their three children

moved to Starkville where Jamie continued working with Mississippi Cooperative Extension

Service. During this period he also attended Louisiana State University and graduated with a

doctorate in 1973. Throughout his service he worked in several leadership positions and retired

as the Director of Mississippi Cooperative Extension Service in 1988.

He has been a member of the First Presbyterian Church of Starkville since 1963 where he has

been an elder, long-time member of the Tuesday Men's Prayer group and has served in

numerous other areas in the church

Jamie and his wife Ressie shared a love for traveling and spent much time traveling throughout

the United States in their motorhome, oftentimes bringing their grandchildren to such places as

the Grand Canyon, Oregon coast, Idaho, California, Washington, Maine, and Nova Scotia.

Jamie was also very much a family man and made numerous trips back and forth between

Mississippi and Alabama visiting his children, grand-children and great-grandchildren. They

enjoyed boating, skiing and especially fishing and Jamie also enjoyed hunting. Jamie was

well-known for his generosity and gentle, kind-hearted ways. His soft-spoken voice and

welcoming smile was loved by many.

In addition to his parents, he was preceded in death by his brother, David Carpenter, his son

James "Jay" R. Carpenter Jr. and his daughter Kelly Louise Carpenter. Jamie is survived by

his wife, Henryse "Ressie" Cox Carpenter, daughter , Chris Carpenter of Trussville, AL, and

daughter –in-law Leigh Caudill Carpenter of Huntsville, AL. Grandchildren include Kelly

Melissa Tillman (James), Ashley Pritchard (Brent), Sumer Jones (Matt), and Jamie Leigh Suns

(Steve) all of Trussville, AL, Katie Cummings (Caymran) of Fredricksburg, VA, Daisy

Harbin (Josh) of Huntsville, AL, Chris Carpenter (Katie) of St. Louis, Missouri, Whitney

West Dillard (John) of Morris, AL, Bailey West (Claire) and Mackie McFerrin of Tupelo,

MS. He is also survived by eleven great-grandchildren.

The visitation was June 6, 2015 at Starkville First Presbyterian Church at 9:30 with funeral

service following at 11:00. Burial immediately followed at Starkville Memorial Gardens.

Murray E. Collum (Elmo) (1948-2015)

Funeral services for longtime Mississippi State University Extension Service employee Murray

Elmo Collum were held on Thursday, July 23, 2015 at Wilson and Knight Funeral Home.

Burial followed at Odd Fellows Cemetery.

Mr. Collum, 67, died Sunday, July 19, 2015, at North Mississippi Medical Center in Tupelo

after a brief illness.

A member of numerous professional and civic organizations, he was particularly proud of his

efforts in coordinating an annual meeting of National Association of County Agricultural

Agents hosted in Jackson, Mississippi, which was attended by more than 2,500 county

Extension Service personnel from across the nation and spread among 13 venues across the

area.

He was especially proud that the conference was conducted without expense to the state or

MSU Extension Service.

Mr. Collum traveled the state weekly and was a pesticide application certification specialist

with the Extension Service, in cooperation with the Bureau of Plant Industry and Mississippi

Department of Agriculture and Commerce, for more than 27 years.

During the last dozen years of his career, he also led emergency management efforts for the

MSU Extension Service and Mississippi Agriculture Forestry Experiment Stations, helping

develop with the cooperation of the Mississippi Board of Animal Health, for which he was

always on call to assist the state veterinarian, and Mississippi Department of Agriculture and

Commerce damage assessment tools and teams to canvas areas impacted by disasters.

He also trained and coordinated MSU employees that worked in response teams during the

Deepwater Horizon incident that affected the Mississippi Gulf Coast.

Mr. Collum also helped train MSU Extension Service personnel and first responders across the

state in the National Incident Management System Incident Command System, with particular

support of Technical Large Animal Rescue training classes for the agriculture support

personnel in counties with large animal production capabilities and food system support

infrastructure.

During the state's response and recovery from Hurricane Katrina ten years ago, Mr. Collum

coordinated MSU efforts to help the agricultural producers of the state as well as the residents

of affected counties needing assistance with companion animals and farm livestock and

infrastructure rebuilding.

He also worked in support of local emergency managers and county Extension Service staff

and educators as a part of his MSU Extension Service emergency contact duties with the State

Emergency Operations Center during numerous weather related events in north Mississippi,

including Chickasaw County, Smithville and Louisville tornadoes, natural gas pipeline

malfunctions in southeastern Mississippi, and the 2011 flooding incidents in the Delta.

A 1966 graduate of Greenwood High School, where he was a three sport, athletics letter

winner, Mr. Collum was a member of First Baptist Church of Greenwood. He was preceded in

death by his parents Maebelle Henderson Collum and William Elmo Collum.

He is survived by sisters, Gloria Collum Correro and husband John, and Linda Collum Davis

and husband Muse, who will conduct services, all of Starkille; an uncle, Murray Collum of

Brandon; five nephews and nieces, Kim Correro Fandel of Tupelo, Chris Correro of Madison,

Eliska Davis Counce of McKinney, Texas, Dr. James Muse Davis III of Atlanta, and Will E.

Davis of Omaha; eight great-nephews and great-nieces, Peyton, Jonathan and Drew Fandel,

Jace and Mae Mae Correro, and Jack, Jonah and Juliet Counce.

Memorials may be made to the Infinite Impact Campaign of the Mississippi State University

Foundation on behalf of the Mississippi State University Extension Service and Mississippi

Agriculture and Forestry Experiment Stations.

Louis Crawford (1932-2015)

Louis Lafay “Hot” Crawford, 82, of Tylertown, died March 7, 2015, at his residence.

Visitation is 5 to 8 tonight at Tylertown United Methodist Church and will continue Monday,

March 9th from 10 a.m. until services there at 11. Burial will be in Tylertown Cemetery. Bro.

Glen Martin and the Rev. Linda Fox will officiate. Jones Family Funeral Services of McComb

will handle arrangements.

Mr. Crawford was born Aug. 5, 1932, in McComb, the son of Luther and Mary Davis

Crawford.

He was a graduate of Enterprise School, Southwest Mississippi Community College and

Mississippi State University. He served in the U.S. Army, taught at Osyka school, worked for

Rehabilitation of the Blind and served as County Extension Agent in Walthall County with the

Mississippi State University Cooperative Extension Service for more than 30 years. He was a

member of Tylertown United Methodist Church and was a Mason. He also had been a

member of numerous community organizations in Walthall County.

Mr. Crawford was instrumental in beginning the Walthall County Dairy Festival, which is still

held annually. He also served on the board of the Southwest Mississippi Community College

Alumni Association and was named Alumnus of the year in 1987. In 1990, he was named to

the Mississippi Cattlemen’s Association Hall of Fame. He also served as president of the

Mississippi Association of Agricultural Agents in 1978.

Mr. Crawford was preceded in death by his wife, Annette Woodward Crawford; and two

brothers, W.L and Grady Crawford.

He is survived by his sons, Shelby (Shelley) Crawford of Huntsville, Alabama, Shep (Beverly)

Crawford of Woodville, Stacey (Trudy) Crawford of Tylertown and Stewart (Leslie) Crawford

of Madison; a sister-in-law, Annie Mae Crawford of Gillsburg; and numerous other relatives

and friends.

Pallbearers will be Shelby Crawford, Shep Crawford, Stacey Crawford, Stewart Crawford,

Shea Crawford, Bryce Crawford, Cameron Crawford, Chase Crawford and David Merrill.

Honorary pallbearers will be David Caire, Phil Nugent, Conrad Mord and David Shivers.

Memorials may be made in Mr. Crawford’s memory to the American Cancer Society or to the

Alzheimer’s Association.

O’Farrell Parker (1919-2015)

O'Farrell (O.F.) Parker passed away at his home in Starkville on Saturday, September 5,

2015 at the age of96 surrounded by his family. Visitation will be held on Tuesday,

September 8, from 12 p.m.- 2 p.m. at First Baptist Church located in Starkville, Miss. with

the service to follow. Burial will be held at Memorial Garden Park Cemetery in Starkville.

He was born May 20, 1919 in Lawrence, Miss. to Floyd and Cordie Parker. He married

Doris Young on April3, 1946. He is survived by his wife of 69 years, son, Mike Parker

(Jerene) of Ackerman, and daughter, Janet Jones of Madison. He is also survived by three

granddaughters, Lauren Jones of Baton Rouge, and Michaela and Michelle Parker of

Ackerman. Parker is also survived by one brother, Glen Parker of Kosciusko, and his nieces,

nephews, and numerous friends. He is preceded in death by his parents, six brothers - Selby, Otell, Jarvis, Emmitt, Elton, and Wallace, and one sister- Minnie Ola.

Outside of spending time with his wife and family, he loved spending time in his garden,

going to the woods to check on his tree farm, and grafting plants and trees. He could be

found almost every morning drinking coffee with his friends at a local bank. Parker was an

avid fan of Mississippi State athletics, especially football and basketball and passed on his

love for MSU athletics to his three granddaughters.

He graduated from Newton High School, attended East Central Junior College, and

graduated with a degree in Agriculture from Mississippi State University in

1945.

Parker served as an Assistant County Extension Agent in Greene and Neshoba counties for

four years before moving to Starkville as a county agent. He served in that capacity for 21

years. The city of Starkville and Oktibbeha County proclaimed O.F. Parker Day in June of

1974 in honor of his service. Following his retirement, he was elected Tax Assessor and

Collector where he served for eight years. He later served as election commissioner for many

years. He was also instrumental in the management for the Memorial Garden Park Cemetery.

He served on the board of directors up until a few years ago and continued to serve on the

cemetery's executive committee until his death.

As a result of his service to Oktibbeha County community, he was rewarded numerous

honors. His honors include: the Coveted Distinguished Service award from the National

Association of Agriculture Agents, Chamber of Commerce Agriculture Businessman of the

Year, the Oktibbeha County Tree Farmer of the Year in 1982, Lifetime Membership MSU

Alumni from the Oktoc Community Club, and the NARFE Meritorious Service Award. He

was also a recipient of the Book of Golden Deeds Award.

Parker served as Secretary Treasurer of the Oktibbeha County Cattlemen's Association for

24 years. He was the president of Mississippi Association of County Agricultural Agents and

a member of the PHO Chapter of Epsilon Sigma Phi Extension Fraternity. He was also a

charter member ofthe Ag 100 Club. Parker also served on the Board of Directors of

During his 62 years in Oktibbeha County, he was a member of the Agricultural Club, Forest

Farmers Association, Cattlemen's Association, and National Association of Retired Federal

Employees. He was also a member of First Baptist Church Starkville and the Businessman's

Bible Class.

Ray M. Sartor (1926 - 2015)

Ray M. Sartor, 89, passed peacefully Monday, April 6, 2015. He was born on February 20,

1926, to John Douglas and Mary Elma Smith Sartor in Hamilton. He was County Agent with

the Mississippi Cooperative Extension Service for Union and Tippah Counties for many years.

After his retirement, he founded Ray Sartor Realty and worked as a real estate broker until his

health failed. After serving his country in the Army, the National Guard, and the Army

Reserves, he earned the rank of Brigadier General. Mr. Sartor was also active in his

community, serving as chairman of the Board of Trustees for Blue Mountain College and a

member of the Ripley Rotary Club. He was also a faithful active member of First Baptist

Church.

Services were held at 11 a.m. Thursday, April 9, 2015, in McBride Funeral Home Chapel with

Dr. Jack Bennett officiating. There was a graveside service at 4 p.m. Thursday, April 9, 2015,

at Center Hill Baptist Church Cemetery in Hamilton. Visitation was April 8, 2015, from 5 until

8 p.m. and Thursday, April 9, 2015, from 7 a.m. until service time at the funeral home.

He is survived by his wife, Janice Springer Sartor of Ripley; three daughters, Sandra Sartor

Ford (Jackie) of New Albany, Cherie Sartor Humphrey (Stacy) of Seminary, Martha Ray

Sartor of Little Rock, Ark.; one sister, Irene Sartor Kennon of Atlanta, Ga.; six grandchildren,

Mark Ford of Magee, Daniel Ford of Memphis, Tenn., John Peter Ford of Starkville; Adam

Ray Humphrey (Kendra), Kate Cates (Brett), Alan Humphrey (Kimberly), all of Seminary;

five great-grandchildren, Annalyn, Stacey, Caleb, Addison and Bryce.Mr. Sartor was preceded

in death by his parents; three brothers, Clyde Aubrey Sartor, Johnnie Sartor and William Smith

Sartor. Pallbearers will be his grandsons and grandson-in-law.

Luther Swords (1928-2015)

ARIZONA — Luther Clark Swords, 86, died March 24, 2015, in Arizona. Services are 2 p.m.

Monday at Calvary Baptist Church with Dr. James Towery officiating. Burial will follow at

Shady Grove Cemetery in Union County. Visitation is Monday from noon-2 p.m. at the

church. Robinson Funeral Home in West Point is in charge of arrangements. Mr. Swords was

born Sept. 17, 1928, in Union County to the late Lois Massey and Hubert Swords. He was a

veteran of the U.S. Army Air Corps. He graduated from Mississippi State University and was

formerly employed with Cooperative Extension Service in Clay County. He served as the 4-H

youth agent and as a county agricultural agent.

In addition to his parents, he was preceded in death by his son, Frank Swords; sisters, Sarah

Patrick, Adeene Browning; and brother, James Swords. He is survived by his wife, Alice

Swords of West Point; daughter, Sandra Donour of West Point; brother, Roy Swords of

Delaware; sisters, Serene Threatt of Oxford, Lila Hiten of Langle, Oklahoma, Willodean

Montanez of Whita, Kansas; and three grandchildren. Pallbearers will be Thomas Langford,

Marcus Taylor, Jamie Towery, Saad Tabet, Carl Shirley and Bobby Thompson.

He was a member of Calvary Baptist Church.

Gerald Tyson Taylor (1932-2015)

Gerald Tyson Taylor passed away peacefully in Starkville, MS on September 28, 2015 at

12:45 a.m. Gerald was the son of Tom and Vera Taylor and was born on June 28, 1932 in

Mantachie, MS. He attended Mantachie Grammar School and Mantachie Junior High School

prior to attending and graduating from Itawamba Agricultural High School in Fulton, MS.

He later graduated from Itawamba Junior College with a degree in Agriculture and also holds

two degrees from Mississippi State University which include a BS in General Agriculture

and a MS in Dairy Sciences.

Gerald began his professional career with the Cooperative Extension Service in July, 1954

as the Assistant County Agent of Clay County in West Point, MS. He served two years in

the US Army from 1954 – 1956 serving with the famous 3rd Infantry Division and was

honorably discharged with the rank of 1st Lieutenant.

Gerald retuned to the Extension Service as the Assistant County Agent of Union County in

New Albany, MS before joining the MSU Extension staff in January, 1960 serving as an

Assistant Extension Dairyman. He led an outstanding 4-H dairy program for Mississippi for

20 years. Under his leadership, Mississippi had 9 National Dairy winners and 2 alternate

National Dairy winners. Gerald always said that he was blessed with a job and with fine

young people who made his work more fun than a job.

Following retirement from Extension Dairy Science in 1985, Gerald avidly followed MSU

sports. He was a founding MSU Baseball Foster Parent and traveled with his Bulldogs near

and far including trips to Hawaii to cheer on the Diamond Dawgs. Other than MSU Football,

Basketball and Baseball, Gerald also loved First Baptist Church in Starkville.

He was preceded in death by his wife of 61 years, Gale C Taylor; his parents, Tom and Vera

Taylor, and also a brother and two sisters. He is survived by one sister, Imogene Comer of

Fulton, MS; one son, Steve Taylor (Margaret) of Starkville, MS; three daughters Tina T

Fawver (Todd) of Wichita, KS, Tammy T Killgore (George) of Smyrna, TN, and Rita T

Willman (Bob) of Aurora, NE. Grandchildren include Loren Scarbrough, Josh Taylor

(Lynn), Chelsea Taylor, Nathan Fawver and Zach Fawver. He had three great grandchildren:

Sophie Taylor, Hayes Taylor and Zoey Gordy.

Visitation will be held from 12:30 – 2 p.m. at Welch Funeral Home on Wednesday,

September 30, 2015. Services will also be held at Welch Funeral home beginning at 2:00

p.m. Burial will follow at Memorial Gardens.

Dr. Ronald Delane Walker (1941 - 2015)

Dr. Ronald Delane Walker, 74, died July 11, 2015, at UAB Highland Hospital in Birmingham,

AL.

Ron Walker was born at home in Bailey, MS, on March 30, 1941. He was the firstborn child of

Bernice Covington and Spencer Elias Walker. The family moved to Kosciusko, MS and he

soon had a baby brother, Anthony Covington Walker. He graduated from Kosciusko High

School in 1959.

Ron served in the United States Marine Corps from June 1960 to June 1964 when he was

Honorably Discharged. As a Marine he was a bandsman with the Marine field bands where he

played trombone. Ron pulled hard duty as a Marine, being stationed in both Hawaii, and

Southern California.

On August 28, 1965 he married the love of his life Barbara Ann Jordan.

Having a lifelong love of music, he earned his Bachelor of Science Degree in Instrumental

Music and a Master of Music Education which he used in his career as a Band Director at

Brookhaven and Carthage High Schools and Lipsey School, also in Brookhaven.

In 1975, he moved his family to Starkville and attained his Doctor of Education Degree. After

earning his Ed. D., Dr. Walker chose to remain in Starkville and Mississippi State where he

worked at the Mississippi Cooperative Extension Service until his retirement.

Mr. Walker was in the Famous Maroon Band while an undergraduate at Mississippi State, and

continued with his trombone as a member of the Famous Maroon Alumni Band, and the

Starkville Symphony Orchestra. Ron was also a talented actor, performing in several Starkville

Community Theatre productions. He was very dedicated to the community, Starkville and

Mississippi State, and was an active and past member and board member to several

organizations, including; Kiwanis Club, the American Legion, Salvation Army, Starkville Area

Arts Council, Friends of the Library, and Bulldog Club.

Ron Walker had numerous friends of all ages and from all walks of life, he will be greatly

missed by all who knew him. A staunch supporter of MSU athletics, the Bulldog home games

will surely never be the same in his absence.

Ronald Delane Walker was a wonderful and loving husband, father and grandfather. He is

survived by his wife of 50 years, Barbara Ann Jordan Walker, his son, Ronald Bart Walker,

daughters; Stacy (Michael) McNichol, Kimberley (Sean) Swisher, and Daphne (Marshall)

Nabors, and grandchildren; Cash McNichol, and Olivia, Elias, and Ruth Swisher.

George G. Weaver (1930 - 2015)

Mr. George G. Weaver, 84, passed away on Thursday, February 19, 2015. He graduated from

Mississippi State University. He worked as 4-H youth agent, Stone County Agricultural Agent

and Extension County Administrator for Stone County until his retirement. He was active with

Mississippi County Agents Association and RHO Chapter, Epsilon Sigma Phi and the National

Honorary Extension Fraternity. He was an active member of the Wiggins Presbyterian Church.

He served in the Rotary Club, Stone Cattlemen's Association, Stone County Forestry

Association, Stone County Farm Bureau, Mississippi Forestry Association and American

Legion and was a Navy Veteran of the Korean War.

He is survived by his wife, Janet D. Weaver of Wiggins; two daughters, Deborah (Tom) White

of Madison, Mississippi, Eleanor (Sid) Lott of Wiggins, Mississippi; two sons, Garvin Weaver

Jr. of Wiggins and Harry Weaver (Sue) of Upland, California; six grandchildren, Jennifer Lott

Kaufman (Gary), Jeremy Lott (Kera), Erin White Sullivan, Matthew White, Chris Zulhlke,

Danielle Weaver and two great grandchildren, Regan Carriere and Riley Kaufman. Visitation

was from 12-2 p.m., Monday, February 23, 2015.

Services were at 2:00 p.m., Monday, at Moore Funeral Service with burial to follow in

Wiggins City Cemetery.

Carl G. Wilbourn (1934-2015)

Carl G. Wilbourn, 80, of Scobey, passed away February 14, 2015 in Memphis. He was born

to Lacy Wilbourn and Linda Tribble Wilbourn June 14, 1934 in Yalobusha County. He was

a retired County Agent for Leflore County.

Carl is survived by his wife, Marie Schmitz Wilbourn of Scobey, Son Carl G. Wilbourn,

Jr. of Olive Branch, Daughter Carla Marie Wilbourn (Paul) Sheffield of Inverness, Sister

Carline Sykes of Memphis, Nieces Felicia Terrell and Cindy Iverson,and Grandson Daniel

Sheffield.

Carl was preceded in death by his parents and Daughter Laresa Gayle Wilbourn.

There will be a visitation with the family on Monday, February 16, 2015 from 5:00p.m. until

8:00 p.m. at Garner-Harper Funeral Home in Grenada. A funeral service, led by The

Reverend Jim Nunnelee and The Reverend Danny Aldridge will be held Tuesday, February

17, 2014 at 2:00 p.m.in the chapel of Garner-Harper Funeral Home in Grenada.

Elmo Cullum suggested that we look at setting the awards funded and talk with Farm Bureau

and other groups or organizations to see if they would sponsor the financial portion of the

awards.

We will form a sub-committee to look for funds for the awards program. The committee chair will

be Andy Braswell.

Reid and Elmo were asked to get a budget on how much we could spend this year. Elmo said

about $9,400.00 this year.

Reid and Dr. Byrd will also get together to look at the finances.

Nick Simmons asked did we have letterhead to use when requesting donations. Dr. Byrd said that

we would look at getting one out for the use in requesting donations.

Jimbo Burkhalter gave a report on the History Committee held September 20, 2014. We talked

about looking into putting some of the retirees on a financial management group.

1. Approve minutes of October 29, 2014 meeting

Dr. John Byrd asked for a motion to approve the minutes. Elmo said that their needed

to be some correction that listed the MACAA Endowment Investment Committee as

follows: Elmo Collum (Chair), Ronnie Jones, Perry Lee, Tim Pepper, and Ed

Williams. If one these members passed away the member would be replaced by a

retired member of the MACAA. This committee shall always have five members.

This will need to be added to the handbook.

A motion was then made by Jimbo Burkhalter to accept the minutes as corrected.

This motion was seconded by Anita Webb.

2. Letterhead

Letterhead was discussed by Dr. John Byrd. He stated that a letterhead will be made

available for the board member to use when requesting a donation.

Dr. John Byrd asked for our thoughts on the revisions suggested to the handbook.

After a long discussion it was determined that if the Secretary and Treasure was

separated it would require a change in the by-laws. It will have to be voted on by the

members. It was then decided that the treasure position would be appointed by the

incoming president each year. Dr. John Byrd also stated that we need to make sure that

open communication be maintained with the MACAA Endowment Investment

Committee.

Jimbo made a motion that the Secretary Position be a listed the Secretary Position and

the Secretary-Treasurer be eliminated. This motion was Seconded Dr. Keith Crouse.

Motion Passed

Dr. John Byrd noted that he will send this information with a description to the entire

membership before annual conference for a membership vote.

Discussion for the PIC began with all agreeing that the PIC would be held in Starkville on

date. Dr. John Byrd gave a list of topics that would be potential topics for in-service

It was noted that these topics or something similar would be offered.

3. Tours

Discussion for tours began with it being suggested that we have to different tour options.

It was decided that we would have to see what was available before the tours was put

together.

4. Registration Fee

David Carter made a motion that the registration fee be $50.00 for the Summer PIC. This

Motion was seconded by Dr. Keith Crouse. Motioned Passed.

5. Mississippi is the highlight state for the Sunbelt Expose in October of2015. This was

discussed.

6. 2016 PIC

It was suggested that the 2016 PIC be held in Natchez, Mississippi and that it be held as a

joint PIC with LSU. David Carter said that he would look into this joint PIC and let us

know how we needed to plan.

JCEP/PILD CONFERENCE

APRIL 12-15, 2015 – ALEXANDRIA, VA

The Joint Council of Extension Professionals (JCEP) held its annual Public Issues and

Leadership Development (PILD), Conference in Alexandria, Virginia during April 12 – 15,

2015. This is a summary of the topics and events that took place during this conference.

The MSU-ES personnel attending included: John Byrd & Charlie Stokes (MACAA), Lionel

Hinds (MAE4-HA), Liz Sadler (MAEFCS) and Eddie Smith (Epsilon Sigma Phi).

On Monday, April 13, the Conference began with a general session and welcome. Topics and

workshops were presented based on the theme of the conference “Imagining Extension – Eyes on

the Future”, some of the presentations were:

Is it Lobbying or Advocacy?: How to Communicate Programmatic Impact to

Stakeholders.

“Imagining America: Extension Reconsidered.”

Communicating on the Hill.

Dr. Sonny Ramaswamy with the National Institute of Food and Agriculture (NIFA) also gave an

overview and update.

Tuesday, April 14, the day began with a variety of breakout session topics. I participated in

“Social Media Marketing Maps” & the “Southern Region Extension Climate Academy”. These

were followed by a great presentation from Dr. Barbara Chamberlin from New Mexico State

University. The title of her presentation was “Learning Takes More Than a Google Search:

Technology in Extension’s Future”.

Wednesday, April 15, the Mississippi delegation participated in the Hill visits and had several

successful visits with Congressmen and Legislative staff members, all of which I am proud to

report were very familiar with Extension.

This was a great opportunity to focus on building leadership along with the professional

development opportunities and also advocating for excellence in the Extension profession and as

an officer of MACAA.

MACAA PRESIDENT’S REPORT

MACAA has been an important organization for Extension professionals in the Magnolia state

since 1936. The objectives (paraphrased) established when this organization was formed are still

valid today: provide educational opportunities for members; encourage professional

performance; be cooperative and loyal; improve effectiveness of Extension Service; fulfill the

mission of the land grant system. It is our responsibility to ensure we fulfill these objectives in

our roles as Extension employees. This year has flown by. Seems like the older I get, the faster the years pass. I had the privilege

to attend the PILD with leaders of our sister organizations in Washington, DC earlier this year.

While I was not overly impressed with the entire meeting agenda, it was a good opportunity to

meet and interact with Extension representatives from other states and get to know some of our

own colleagues better. PILD is a great opportunity to thank our elected officials in Washington

for the support they provide. Aside from a singular glitch when one of our colleagues tried to

convince security he was supposed to be in a meeting with other Mississippians at the White

House rather than the Capitol, all went well. MACAA was well represented at NACAA. A

special thanks for Dr. Martin for providing financial travel support for voting delegates and AA

and DSA winners to travel to Sioux Falls. I have heard many positive comments about the

program, educational tours, food that were organized by those agents in South Dakota as well as

the beauty of the state. This year MACAA membership was at a level that Mississippi had 5

voting delegates and 3 AA winners. As long as we keep our membership level up, we can

maintain those numbers of voting delegates and award winners. We need to make sure we recruit

the Extension Associates that have been hired to strengthen our membership even more. As we move toward 2016, I also want to thank you also for the effort and professionalism that

has gone into the “routine and mundane” part of your work. Specifically, developing the

Extension Plan of Work. Tasks like this are certainly not the enjoyable parts of our positions, but

are essential to ensure state and federal funding continues for Extension to fulfill its function. I

understand and agree with the email I received that it often seems that activities like Plan of

Work, annual evaluations, promotion packets, staff evaluations, award nominations, etc. come in

landslides. Remember some of these tasks are dictated by University administration deadlines,

so don’t blame the Director. I want to thank you, the MACAA members for all you do not only for the people of Mississippi,

and the Extension Service, but also for this, your, organization. You have elected an outstanding

slate of officers to help move MACAA forward. Charlie Stokes, Anita Webb, Andy Braswell,

what a great leadership team to move MACAA in the right direction. These individuals will

represent our organization and state as they travel to PILD, JCEP and NACAA. They will need

our help, both to complete the tasks of MACAA and to solicit funds for travel and awards. Low

interest rates have suppressed the income generated by the MACAA Endowment. While it is

invested and is providing a good return for this economy, it will not provide enough. We need to

continue to look for local support.

Lastly, I’ve often told people I have the best job in Mississippi. As a weed scientist I try to help

people get rid of problems. What’s not to love about helping someone get rid of a pest? I get to

work with great people that enjoy what they do. I know you have the same view about the

majority of the tasks you do for the citizens of your county, area and state. Keep up the good
