28. Three fishery management plans developed and submitted to governments for their consideration in PY 3.
Jun 2012 (PY3) 80% The development of fishery management plans (FMPs) using an EAFM approach is a relatively new concept for most BOBLME countries. Therefore, the focus has been to training on EAFM and the Project has developed a comprehensive EAFM training package with partners. As a precursor to FMPs, management advisories were developed for the transboundary stocks of hilsa and Indian mackerel by a Regional Fisheries Management Advisory Committee that met in 2012. BOBME has been supporting the development of national plans of action (NPOAs) for sharks and is developing a regional plan of action (RPOA).
29. Two bi-national management plans for critical transboundary habitats submitted to respective governments in PY4.
Jul 2015 (PY7) 95% A management framework for Myeik Archipelago (Thailand and Myanmar) was agreed in PY2. However, the main thrust after that has been developing capacity in Myanmar to engender ownership and better collaboration between the two countries - Improving the information base and developing a functional network or coalition for addressing conservation and management of the Myeik Archipelago region with a range of partners.
In the Gulf of Mannar (India and Sri Lanka, bi-national workshops of
Page 26
stakeholders in the Gulf of Mannar were held to promote and support measures leading to improved conservation of resources and joint management (including formation of joint management mechanism or institutions). The Project also supported IUCN Sri Lanka initiatives on environmental awareness raising and capacity development in the area and collaborative research. However, progress is slow due to complex and highly sensitive issues between the two countries.
The strategic approach taken has been to start with technical consultations, develop capacity and provide a neutral forum for the two countries. Development of a management plan for the critical habitats for Gulf of Mannar will take much longer than that allocated in this Project.
Outcome 3: Increased understanding of large-scale processes and ecological dynamics and interdependencies characteristic of the BOBLME.
INDICATORS TARGETS Completed date Status Comment
Agreed to address key data gaps serving as barriers to improving understanding of large-scale oceanographic and ecological processes controlling BOBLME living marine resources.

Mar 2011 (PY2) 100% A BOBLME oceanographic working group meeting was held July 2010 and future collaboration discussed and a draft work plan developed. Priority areas for BOBLME included in the 2011 Annual Work Plan. Other major gap in knowledge including the lack of an ecosystem model for the BOBLME and lack of an understanding of the sub-regional ecosystem structure of the BOBLME ecosystem characterization) have been filled. Capacity development has been conducted/supported in a range of relevant area.
31. Regional MPA/fish refugia action plan completed in PY2.
Mar 2011 (PY2) 100% MPA working group formed and priority areas for future work were BOBLME included in the 2011 Annual Work Plan based on a workshop on the status of MPAs in the BOB. BOBLME has supported national work on MPAs and has also developed an interactive on-line MPA inventory of the Bay of Bengal (hosted on Reefbase website). MPA policy advisories produced.
32. Creation of partnerships and collaborative work implemented – ongoing PY1-5.
