Dear Parents/Guardians:

The COVID-19 pandemic has thrown us into the most disrupted environment for teaching and learning in our lifetimes. Our schools are built upon a foundation of time-

tested practices. Children thrive on order and routine in school. It organizes their day, their thoughts and their expectations. It allows them to predict and plan for their own success,

as well. So it is routines that will come to our rescue yet again, even as these difficult times present distractions from our goal of learning.

In this booklet, you will learn what our new safety routines will be. The new routines are science-based protocols that provide multiple barriers to the COVID-19 viral spread, should the virus appear in a member of our school family.

We can only act upon the best guidance we have from health professionals. The safety measures we are implementing give us our best chance to keep everyone safe while holding school in our buildings. Therefore, they are all required. While there may be rare, individual exceptions, in most cases students who opt to come to school in our buildings must follow all safety protocols.

Families whose own situation makes the decision to learn from home the best for them will have the option of a high-quality eLearning program, taught by our own teachers, with a significant live-streaming component.

We are proud that we have come up with this model to allow for an “all in,” five-day-a-week schedule, using many layers of COVID-19 safety protocols. We can do this in Bay Village because our smaller student population (as opposed to some surrounding districts) lets us create smaller class sizes. We have added new classes by re-assigning some teachers (elementary Spanish, gifted, reading specialists, etc.) to teach regular classes and integrated their specialties into our curriculum through different models. We have also hired high-quality, long-term substitute teachers for the full year. Our high school

teachers are teaching an additional section to help keep class sizes smaller.

We hope this reference will answer many of the questions we have heard and know you still have. We are in this together, and together as One

Rocket Nation we will see our children and community continue to thrive!

THE RISK OF COVID-19 SPREAD INCREASES IN SCHOOL SETTINGS AS FOLLOWS:• Lowest Risk: Students and teachers engage in virtual-only classes, activities and events.• Increasing Risk: Small, in-person classes, activities and events. Groups of students stay together, with the same teacher throughout/across school days and groups do not mix. Students remain at least 6 feet apart and do not share objects.• Highest Risk: Full sized, in-person classes, activities and events. Students are not spaced apart, share classroom materials or supplies, and mix between classes and activities.State and local health officials are, for now, leaving school closing decisions to individual districts. We are working with area Westshore superintendents to develop criteria, perhaps sub-levels of Governor DeWine’s color-coded alert level scheme, when all the districts would close. Criteria for closing at the building level is also being discussed. Criteria could include changes in state alert levels, numbers of confirmed or presumed COVID-19 cases identified, or absence levels.

SCHOOLSThe Bay Village City School District is committed to providing the best learning options for students, while using the following strategies when feasible, practical and tailored to our community. As health alerts and the health of schools change, the BVCSD will flex its plans, and new logistics will be communicated based on guidance from the Cuyahoga County Board of Health.

STAGE 1This instructional plan will be used when there is low COVID-19 risk and it is safe for all staff and students to be in the buildings with minimal safety precautions or changes in schedule.

This plan will not be used at the beginning of 2020-2021.

STAGE 2*This instructional plan will be used when there is an increased COVID-19 risk and it is possible for all staff and students to be in the buildings with masks, hand washing, cleaning protocols and physical distancing. However, as county virus alert levels move from yellow, to orange and to various sub-levels of red, and as our own data on absence levels and local cases changes, we reserve the right to adjust our plans accordingly.

This plan will be used at the beginning of 2020-2021.

STAGE 3This instructional plan will be used when there is a high risk from COVID-19 (Ohio Purple Alert) and it is NOT possible for staff and students to be in-building. This will follow the same daily schedule as Stage 2 and will include real-time and asynchronous learning throughout the week.

The district has planned for a transition to Stage 3 eLearning if necessary during the year.

During a pandemic, there is NO SUCH THING AS ZERO RISK; therefore, all families need to choose between in-person/in-building instruction eLearning. Regardless of choice, ALL families -- with 24 hours notice -- must prepare for the possibility of All District eLearning if COVID-19 cases warrant such action. The District has thoughtfully planned and prepared for shifting to eLearning if necessary. This will be a continuation of our instructional plan rather than an emergency response as it was during Spring of 2019-2020.

The Bay Village City School District worked with Cuyahoga County Board of Health, Lorain Board of Health and other associations to develop this safety plan. Please read this plan carefully and agree to the ROCKET PLEDGE as part of your forms update in PowerSchool to confirm you have reviewed this information and chosen a learning environment for your child(ren).

*During Stage 2, families will have the option of attending school in our buildings with many COVID-19 safety protocols in place, OR attending school from home via a high-quality, remote learning program conducted by our own teachers.

Study carrels at Bay High School and Bay Middle School will be available at the end of the school day throughout the year until 3 p.m. Students will need to reserve these spaces through the office. More details will be available from the office.

Regarding Athletics, the district will be working closely with the Ohio High School Athletic Association and districts in our Great Lakes Conference to

determine how we can safely manage athletic programs during the pandemic.

SCHOOLSControlling Community Spread(Stage 2)PRACTICE AND PROMOTE HEALTHY BEHAVIORS THAT REDUCE THE SPREAD OF COVID-19• Stay 6 feet away from others.• Wear a face covering to keep from spreading the virus to others.• Wash your hands with soap and water, or use hand sanitizer with at least 60% alcohol if you don’t have

Physical DistancingThe more people a student or staff member interacts with, and the longer that interaction, the higher the risk of COVID-19 spread. Therefore, we are reducing class sizes so that distance can be more easily maintained. Schools have plans for full, in-building student attendance with desks kept to six feet apart. We will be using some nontraditional spaces for classrooms -- space in libraries, cafeterias and other areas to allow more distance with smaller class sizes overall.

• Maintain maximum physical distance from peers wheneverpossible.

• Follow all signage in the hallways and common areas.

SCHOOLSControlling Community Spread(Stage 2)

COVID-19 is highly contagious, and not everyone infected with the disease shows symptoms. We will use the term “face mask” as a universal term that includes a soft, cloth mask that adheres over the ears, or a soft cloth/scarf (double layer fabric, tight weave) that is around the neck and pulls up over the face. All students K-12 will be required to wear face masks. Face shields will be incorporated into specific learning activities for K-12. Face coverings make it more difficult for the students to spread COVID-19 to classmates and staff. Periods of “mask relief” will be carefully considered. Parents are asked to supply face masks and face shields for their students.

Cloth face coverings/masks should:

• Fully cover the mouth, nose and chin;• Fit snugly against the side of the face so there are

no gaps;• Not create difficulty breathing while worn; and• Held secure through either a tie, elastic, etc. to

prevent slipping.

All face coverings / masks shall meet the requirements of the appropriate dress code policies and/or codes of conduct.

The greater number of “barriers” we can plan to control the spread of COVID-19, the better. In addition to the important, primary barriers of face masks and physical-distancing desks, we will pay close attention to air ventilation and cleaning. We will also be following these important protocols:

• Parents will receive a daily student wellness check electronically prior to sending a student to school. Students with temperatures

over 100°F must stay home.•Use designated entrances and exits to school.

• Obtain a paper towel when entering the room to wipe any residual cleaner before

being seated (when age appropriate).• Students in grades 5-12 will clean

desks and seats at the conclusion of each class.• Students should carry a water bottle (labeled with their name) because water fountains will not be available for use.

COVID-19 SPREADS EASILY BETWEEN PEOPLE:The virus spreads through respiratory droplets that are released when an infected person talks, coughs or sneezes. It can also spread to hands from a contaminated surface and then to the nose or mouth, causing infection. People with COVID-19 report a wide range of symptoms, which can include: fever or chills, cough, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, new loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting and diarrhea. Symptoms may appear 2-14 days after exposure to the virus.

We pledge as a Bay Village Schools family, and as members of One Rocket Nation, that we will do our part to keep our community safe from the spread of the COVID-19 virus as much as possible. This way, we can keep our students and staff safe from the virus and keep our schools open.

We pledge to:

1. Assess for symptoms and STAY HOME when sick.

2. Wash and sanitize our hands to prevent community spread.

3. Practice social distancing and maintain six feet of space as much as possible.

4. Wear masks/facial coverings to protect others from the possibility of asymptomatic spread.

All students who opt for In-Building Learning during Stage 2 (when buildings

are open) must commit to our Rocket Pledge for consistent practice of COVID-19

safety protocols. This question will be part of the parent form sign-off process

available on PowerSchool July 23.

Additionally, we understand that sending our child(ren) to school to attend classes or attending extracurricular activities may expose them to COVID-19. We know this can happen despite all the purposeful and careful safety protocols that the Bay Village City Schools are implementing.

To demonstrate our Rocket pride, we agree to actively engage in monitoring our family’s health. We know the wellbeing of others hinges on us following the Bay VIllage City School District’s mitigation practices with fidelity.

If anyone in our family develops the symptoms noted in the

box below, we will seek medical advice. This may include being tested for COVID-19 and self-quarantining while the test results are pending and/or being evaluated by medical professionals. If anyone in our family tests positive for COVID-19, we agree to self-quarantine in a designated location until:

a) symptoms have resolved, and it has been at least 10 days since the start of symptoms and there is a negative COVID-19 test result;

b) timely report any known or potential exposures to COVID-19 to my child(ren)’s school; and

c) monitor for the following symptoms:
