Please find enclosed herewith site inspection report of Commercial project namely "JMD IT Park Megapolish" at Sohna road, Gurgaon mentioned above which was monitored by the undersigned on 3,d July, 2014. Salient ,<eatures about the non­compliance of different environmental Safeguards are given below:­

1. Latest monitoring reports in respect of Ambient Air Quality, ground water quality and levels, domestic effluent at inlet of STP and treated water at outlet of the STP and f\!oise levels near DG sets are yet to be submitted.

2. Updated copy of 'Consent to Operate' under Air & Water Acts is yet to be submitted. -Latest physical and financial progress about CSR activities is yet to be informed.

Park "Mega polish" at Sohna Road, Gurgaon, Haryana. The project will comprise construction of 1 block (stilt + 13 floors) with 3 basements. Total plot area is 40,683.068 sq. meters. Total built up area (including basement area) as indicated is 1,28,765.708 sq. meters. Total water requirement will be 522 KLO and 346 KLD of waste water will be generated. The STP will be installed for the treatment of sewage generated from the IT Park (capacity-350 KLD). The treated waste water will be used for flushing, HVACIOG set cooling, horticulture purpose and unused waste water will be discharged in public sewer. The solid waste generated (1425 kg/day) will be segregated into biodegradable and non­biodegradable waste. The recyclable solid waste will be handed over to authorized vendors for recovery of recyclables material and biodegradable waste will be sent to Municipal Waste Disposal site for proper disposal. The parking space proposed for parking of cars is 1355 cars.

PART-II STATUS OF COMPLIANCE

& PART-Ill

DETAILED MONITORING REPORT

It is proposed to construct a JMD I T Park "Megapolish" at Sohna Road, Gurgaon, Haryana. The project will comprise construction of 1 block (stilt + 13 floors) with 3 basements. Total plot area is 40,683.068 sq. meters. Total built up area (including basement area) as indicated is 1,28,765.708 sq. meters. Total water requirement will be 522 KLD and 346 KLD of waste water will be generated. The STP will be installed for the treatment of sewage generated from the IT Park (capacity-350 KLD). The treated waste water will be used for flushing, HVAC/DG set cooling, horticulture purpose and unused waste water will be discharged in public sewer. The occupation of the commercial complex is yet to be started.

The compliance of different conditions is given below:­

(A) Specific Conditions: 1. Construction Phase

The compliance of conditions/sa.feguards laid down in the Environment clearance letter to be complied durillg construction phase were monitored dUI'ing last mOlliloring in March, 2009. The cOllslruction phase is already over' and the project is in operational phase now. Hence, the compliance status of the conditions laid down in Operational Phase and General cOllditions is being given below:­

It is informed that 6 no. of DG sets having 1500 kva capacity and 6 DG set having 1000 kva capacities have been installed with acoustic enclosures for back up power to the IT Park Project. It is also been confirmed tllat stacks of adequate heights i.e 40 meters have been provided to the DG sets. 1.1·0 I~I of diesel will be kept in storage for which the license from Chief Controller 0 Explosive is being obtained. It is further

. assured that the waste oil from DG sets will be kept separately and the same Will be disposed off through auction to the registered recyclers only.

(i i) Ambient noise levels should be controlled to Partially complied ensure that it does not ei(ceed the prescribed standards both within and at the boundary of the proposed complex.

The noise levels at different spots was monitored by an outside approved lab namely Eko Pro Engineers Pvt. Ltd., Ghaziabad in February, 2010 indicating the noise levels within the permissible limits of the EPA Rules. The monitoring results are placed in the file. The PA has been asked to get the noise level monitoring done from time to time.

(i ii) Weep holes in the compound walls shall be provided to ensure natural drainage of rainwater

in the catchment area during the monsoon period.

The project authorities have informed that no weep holes are required in the compound walls as the IT Park building is located in developed sector and nowhere any blockage of rainwater is there.

(iv) The installation of STP should be certified by an Complied independent expert and a report in this regard should be submitted to the Ministry before the project is commissioned for operation.

Total domestic sewage will be treated through Sewage Treatment Plant (STP) of 400 KLiday. The STP has been installed with UV system but the same is not operational so far. It is promised that the certification from the independent expert will be got done only after 100% occupancy of the project and then forwarded to this office. The treated water

will be llsed for toilet flushing with the 11CIp of dual plumbing line and rem3ining water for cooling and horticulture.

The project authorities have informed that g,·ey and black water will be treated in the same STP and then the treated water will be used for toilet flushing with the help of dual plumbing line and remaining water for cooling and horticulture.

For disinfection of waste water ultra violet Complied radiation shall be used in place of chlorination.

The project authorities have provided Ultra Violet system with the STP to disinfect the treated water.

--­(vii) Rain water harvestinq for roof run- off and surface Being complied

ru n- off, as plan submitted should be implemented. Before recharging the surface run off, pre-treatment must be done to remove suspended matter, oil and grease.

The PA have established six number of Rainwater harvesting pits with desilting chambers. The recharge pits are being cleaned regularly. The PA has been asked to allow only roof top run off into the recharge pits and not the domestic effluent at any cost.

(viii) The solid waste generated should be properly Assured to comply collected and segregated before disposal to the City Municipal Facility.

The project authorities have been complying this condition satisfactorily during operational phase. The solid waste collection, management and disposal practice being adopted does have following aspects:­

>- Collection of solid waste from different canteens and common rooms. >- Segregation of recyclables, reusable, biodegradable organic waste, non­

biodegradable organic and inorganic waste. >- Local body will take out remaining waste for disposal of common landfill site.

The project authorities have assured to comply this corlditiol1 in due coulse of lime. The ground water quality was last monitored by an approved lab namely Eko Pro Engineers, Ghazibad in February, 2010 indicating 211 the results within the permissible limits. The PA has been asked to measure the levels of the ground water also.

Energy conservation measures conforming to energy conservation norms incorporating details about building materials & technology and R & U factors etc. have been taken in the design of Megapolish IT Park. It is informed that solar light in common areas, CFL in basements and toilets, reflective glass and recycling of effluent etc. will be adopted in the buildings. Detailed Energy Conservation Plan adopted by PA in this project is yet to be sUbmitted. The PA has been asked to get the Energy audit done in respect of the energy conservation measures in the building in due course of time.

It is infor-med that the NOC flom HSPCB, Fire Safety Department, Civil Aviation Department and the license from Director, Town 8, Country Planning have been obtained. The license from the Petroleum & Explosive Safety Organization, Ministry of Commerce and Industry for the storage of Petroleum is being obtained for keeping 40 1\1 of diesel in store. The approval from Ministry of Environment & Forests under the Forest (Conservation) Act, 1980 is not required as no forest land is involved in the project. The State Forest Department, Haryana has issued a certificate to the effect that the plot area is not covered under Aravalli Notification. It is planned that the general maintenance and other basic infrastructure facilities of the IT Park "Megapolish" will be maintained by M/s JMD Ltd. itself for some time and then the property will be handed over to any other -party/Association. Hence, PA has been asked to enter into MOU with all the buyers, if the general maintenance of the Residential colony is handed over to any Association or private parties.
