Captain’s Message I was happy to meet with the community at the Summer by the Bay event at Bayview park / MLK pool. I had a nice day playing games and spending some time with the youth from the Bayview district. I plan to attend as many events in the Bayview as possible. Thanks for including the police at the summer play day.

As we move forward I hope to get to meet and talk to most of the Bayview residence. In addition, there are still a lot of summer events we can participate in, such as the 8th Annual Circus Festival, BMagic Backpack giveaway and finally, I hope to see everyone at the National Night Out on August 6th.

"We, the Police and the Community, need to work together for a safer and better Bayview for everyone."

Officer Nick Birco #612

On July 26, 2006, Officer Birco was murdered in the line of duty by fleeing robbery suspects in the Bayview District. At the time of Officer Birco’s death, he acted courageously in attempting to apprehend the robbery suspects and protect the community. Officer Birco was only 39 years old when he died and his lighthearted personality is deeply missed.

With over 2,300 different telephone numbers listed to access local government services, many people did not know what number to dial to reach the appropriate department. Now you can connect to city services with only two numbers to remember: 911 for emergencies and 3-1-1 for everything else.

Before 311, over 50% of calls to the 911 center were not emergency related. 311 relieves 911 operators from these non-emergency calls. If a catastrophic emergency such as an earthquake occurs, 311 operators will be able to provide accurate information to assist during the recovery. In the unlikely event the 911 facilities becomes inoperative, the 311 call center will function as a back-up.

Dispose of Unwanted and Expired Medication at Bayview Station

There is a new secured bin at Bayview Station where you can dispose of unwanted and expired medication at any time of the day or night. The bin will accept any type of prescription and off the shelf medication except for: Herbal Remedies Vitamins Supplements Cosmetics Other personal care products Compressed Cylinders Aerosols Inhalers Medical Devices Sharps Illicit drugs Iodine containing medication.

When disposing the medication, please leave it in the original container with your personal information crossed out or removed. You can also place the medication into a clear plastic zip top baggies. Contact the front desk officer and inform them that you want your medication dispose of. The officer will assist you. Please note that once an item that had been disposed of inside the bin, we cannot retrieve it. So make sure your ring, cell phone or anything of value is not accidentally disposed of.

Incidents of Interest

Discharging Firearm July 17th, 2019 – 2:28 pm- Oakdale Ave. and Quint St. (SFPD 190518165) Officers responded to the address for a ShotSpotter call. Officers found four shell casings. Robbery July 18th, 2019 – 3:25 pm- 1800 Block of Palou Ave. (SFPD 190521293) The victim came to Bayview station to report that he was robbed. The suspect showed the victim a gun and took his cell phone. Discharging Firearm July 19th , 2019 – 12:16 pm- Espanola St. and Beatrice Ln. (SFPD 190523374) Officers responded to the address for a ShotSpotter call. Officers found twenty three shell casings. Discharging Firearm July 21st, 2019- 1:18 am-1400 Quesada Ave. (SFPD 190527310) Officers responded to the address for a ShotSpotter call. Officers found seven shell casings.

Crime Definition

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.

(Felony battery) is the use of force or violence upon the person of another that causes serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact with another person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

Definition of

Suspicious Activity

Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur.

Examples of Suspicious Activity:

- An individual peering into vehicles, to try, and locate any valuables left unattended.

- An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence.

- An individual checking front doors of residences to locate any unattended packages or individuals following delivery trucks to see where the truck is dropping off packages.

Police Reserve Program

The Police Reserve Officer Program is comprised of community members, such as yourself, and retired

police officers who wish to volunteer as a Reserve Police Officer. These officers supplement the full-time

officers in a variety of duties throughout the Department. This program is ideal for individuals who have an

established career but always wanted to experience being a Police Officer. Reserve Officers can enjoy

the best of both worlds; maintain their chosen career while helping to police an internationally known

city. There will be a Level lll Reserve Police Academy starting on September 23, 2019 and it will conclude

on December 4th. The Reserve Academy takes place on Mondays and Wednesdays from 6pm to 10pm

and all day on Saturdays from 8am to 5pm. The cost for the Academy is 1765.00. This is the minimum

requirement to be a Level lll Reserve in the state of California. This is a volunteer position with great

training opportunities and experiences seldom seen. The Level lll Academy is 168 hours long.
