J0 Section J Overview

J0.1 Background on Energy Efficiency In response to concerns over global warming, the Australian Government announced in July 2000 that agreement had been reached with industry and State and Territory Governments to adopt a two-pronged approach to reducing greenhouse gas emissions from buildings. The first approach was the introduction of mandatory minimum energy performance requirements through the Building Code of Australia (BCA), and the second approach was the encouragement of best practice voluntary initiatives by industry. Industry was supportive of this two-pronged approach, taking the view that building-related matters should be consolidated in the BCA wherever possible. Given the importance of the energy performance of buildings to overall national greenhouse gas emissions performance, the Australian Building Codes Board (ABCB) and the Australian Greenhouse Office signed a Memorandum of Understanding to jointly develop the BCA Energy Efficiency Provisions. The Energy Efficiency Project was endorsed under the National Framework for Energy Efficiency (NFEE), an agreement between all Australian Governments established to improve energy efficiency. The objective of NFEE is to unlock the significant economic potential associated with increased implementation of energy efficiency technologies and processes to deliver a least cost approach to energy efficiency in Australia.

J0.2 Introduction This report describes the compliance of the proposed alterations and additions with the energy efficiency requirements as specified by Section J of Volume One of the Building Code of Australia 2014 and NSW Subsection J(A). The review is based on the Deemed-To-Satisy (DTS) method of verification. No assessment is made of the Class parts of the building including the ground floor student entry. The ground floor office is a change of use so the Class 5 parts must meet BCA 2014 in full. The report is based on the drawings by True North Architects (following table) and additional information received from the client.

J1 Building Fabric

J1.1 Application of Part Because of its intended use, the office is considered a conditioned space. The envelope applicable in Part J1 is the boundary between the conditioned area and the adjacent non-conditioned areas. Hence the floor, roof/ceiling and some external/internal walls is the envelope applicable in Part J1. J1.2 Thermal Construction General It is important that the building is constructed in a manner that achieves a thermally effective building envelope. Clause J1.2 contains a broad range of requirements that apply to insulating the building fabric. Test reports complying with the appropriate Standard may be required to confirm insulation levels.

J1.2 (a) Integrity of the Insulating The installation of insulation must comply with the requirements of the BCA and AS/NZS 4859.1 and be installed so that the insulation abuts or overlaps adjoining insulation other than at supporting members; and forms a continuous barrier with ceilings, walls, bulkheads, floors or the like; and not affect the safe and effective operation of services.

J1.2 (b) Installation of Reflective Insulation Any reflective insulation must be installed with the correct airspace; be close fitting to any door or window opening; be adequately supported; and adjoining sheet of roll membrane must be overlapped not less than 50 mm or taped together.

J1.2 (c) Installation of Bulk Insulation Bulk insulation must be installed so that it maintains its position and thickness other than where it crosses roof battens, water pipes, electrical cabling or the like.

J1.3 Roof and Ceiling Construction The roof and ceiling above the finance manager/accounts/lobby/kitchenette is not part of the envelope as there is conditioned space (Class 3) above. The roof/ceiling of the meeting room/toilet/facility manager area must achieve a Total R-Value of 4.2 down in accordance with BCA 2014 Table J1.3a for a roof with a solar absorptance more than 0.6 (i.e. dark). For example, metal deck/aircell insulbreak 65/air space/140mm R2.5 bulk/plasterboard gives a total R-Value of 4.3 which exceeds the minimum required.

J1.4 Roof Lights The strip roof light over the meeting room must comply. The roof light area should not exceed 1.6m2 in which case the maximum U-Value is 3.4 and the maximum SHGC is 0.34.

J1.5 Walls The external walls that are part of the envelope must have a Total R-Value of 2.3 as required by BCA 2014 Table J1.5a - Climate Zone 5 – where the surface density is not less than 220 kg/m2. The non-external wall between the facility manager/toilet and the bin room must have a Total R-Value of 1.8 as required by BCA 2014 Table J1.5b - Climate Zone 5. The wall between the finance manager room and the student entry is not part of the entry assuming that the student entry is a conditioned space. The following table describes possible wall systems:

J1.6 Floors The floor of the ground floor is a slab on ground without an in-slab heating or cooling system so no minimum Total R-Value is required in accordance with BCA 2014 Table J1.6.

J2 External Glazing

J2.1 Application of Part This part applies to the elements forming the envelope.

J2.4 Glazing Refer to Appendix I – Glazing Calculator. Other than the existing window which is assumed to be have a Uw of 7.0 and SHGCw of 0.70, all windows have a Uw of 4.7 and a SHGCw of 0.63 which is typical of single lowE clear. Window performance details are available from http://www.wers.net/ Note: the Uw and SHGCw specification is for the window including glass and frame.

J2.5 Shading Refer to Appendix I – Glazing Calculator. Shading is due to the shading shown on the drawings.

J3 Building Sealing

J3.1 Application of Part This part applies to the envelope of the building.

J3.2 Chimneys and flues Not applicable as no chimneys or flues.

J3.3 Roof Lights A roof light must be sealed or capable of being sealed when serving a conditioned space or a habitable space in climate zones 4, 5, 6, 7 and 8. This roof light must be constructed with an imperforate ceiling diffuser or the like installed at the ceiling or internal lining level; or a weatherproof seal; or a shutter system readily operated either manually, mechanically or electronically by the occupant.

J3.4 Windows and doors

A seal to restrict air infiltration must be fitted to each edge of a door forming part of the envelope of a conditioned space.

J3.5 Exhaust fans Any miscellaneous exhaust fans such as bathroom exhaust fans serving a conditioned space must be fitted with a sealing device such as a self-closing damper.

J3.6 Construction of roofs, walls and floors The ceiling, walls and floors of the office must be constructed to minimise air leakage. Internal linings are to be close fitting and sealed at edges or sealed by caulking, skirting or the like.

J3.7 Evaporative coolers The design does not include evaporative coolers.

J5 Air Conditioning and Ventilation Systems

The following section describes on the broad requirements for air-conditioning of the office. The mechanical services supplier or consultant should confirm Section J compliance based of the system specified.

J5.2 Air Conditioning and Ventilation Systems The air-conditioning system must be capable of being deactivated when the part of the building served is not occupied; and where the system has motorised outside air and return dampers, the dampers must close when the system is deactivated. The mechanical consultant should ensure that supply and return ductwork, if any, is sealed and insulated in accordance with BCA 2014 Specification J5.2 Note that additional requirements apply if the air conditioning system provides the mechanical ventilation and has a cooling capacity over 35 kWr or airflow is greater than or equal to 1000 l/s.

J5.3 Time switch If the selected air conditioning system is not less than 10kWr or the ventilation system has an air flow rate of more than 1000 L/s, a time switch in accordance with Specification J6 is required. Such a time switch must be capable of switching on and off electric power at variable pre-programmed times and on variable pre-programmed days.

J5.4 Heating and cooling system Systems that provide heating or cooling for air-conditioning systems must either conform with Minimum Energy Performance Standards (MEPS) or be insulated in accordance with BCA 2014 Specification J5.4. Additional requirements apply for package air-conditioning equipment with a capacity of not less than 65 kWr.

J5.5 Miscellaneous exhaust systems The compliance of any miscellaneous exhaust systems such as kitchen exhaust systems should be confirmed by the relevant consultant or supplier.

J6 Artificial Lighting and Power

Section J6.2(b) applies to the artificial lighting in the building. Note that these specifications supersede any shown on the drawings. Refer to Appendix II – Lighting Calculator. Based on the assumptions in the lighting calculator, the aggregate permissible lighting Illumination Power Load (IPL) is 1.22 kW. Provided the aggregate design Illumination Power Load is less than this amount, then the design complies. The design IPL is 0.78 kW based on the design assumptions in the lighting calculator (refer to the brown cells). The required artificial lighting should be confirmed with a suitably qualified person. These requirements do not apply to emergency lighting, signage and display lighting in displays and lighting of a specialist nature. Note that while Section J specifies maximum Illumination Power Load, BCA Section F4.4 and AS/NZS 1680.0 specify minimum levels of illumination.

J6.3 Power Control The artificial lighting must be operated by a switch or other control device. A switch must be in a visible position in the room or space being switched or in an adjacent room or space from where the lighting being switched is visible. The above do not apply to emergency lighting in accordance with Part E4.

J6.4 Interior decorative and display lighting Any new interior decorative and display lighting must be controlled separately from other artificial lighting and by a manual switch for each area other than when the operating times of the displays are the same in a number of areas in which case they may be combined. Where the display lighting exceeds 1kW a time switch in accordance with Specification J6 is required.

J6.5 Artificial lighting around the perimeter of a building Any new artificial lighting around the perimeter of the building must be controlled by a daylight sensor or a programmable time switch. When the perimeter lighting load exceeds 100W, the light source efficacy must not be less than 60 Lumens/W. The perimeter lighting used for decorative purposes such as facade and signage lighting must have a separate time switch in accordance with Specification J6. Such a time switch must be capable of switching on and off electric power at variable pre-programmed times

and on variable pre-programmed days. It must also be capable of limiting the period the system is switched on to between 30 minutes before sunset and 30 minutes after sunrise is determined or detected including any pre-programmed period between these times; and being overridden by a manual switch or a security access system for a period of up to 30 minutes, after which the time switch must resume control.

J6.6 Boiling water and chilled water storage units Power supply to any new boiling water or chilled water storage unit must be controlled by a time switch in accordance with BCA 2014 Specification J6. Such a time switch must be capable of switching on and off electric power at variable pre-programmed times and on variable pre-programmed days. It must also be capable of being overridden by a manual switch or a security access system that senses a person's presence, overrides for a period of up to 2 hours, after which if there is no further presence detected, the time switch must resume control.

J7 Hot Water Supply

J7.2 Heated Water Services Any new heated water supply system for food preparation and sanitary purposes must be designed and installed in accordance with Part B2 of NCC Volume Three – Plumbing Code of Australia.

J8 Access for Maintenance & Facilities for Monitoring

J8.2 Access for Maintenance NSW J8.2 Access for maintenance must be provided to all services and their components including time switches and motion detectors; reflectors, lenses and diffusers of light fittings; and heat transfer equipment.

J8.3 Facilities for energy monitoring A building with a floor area of more than 500 m2 must have the facility to record the consumption of gas and electricity.
