Council News

The world’s best cyclists will race through the streets of Bedford on Thursday 8th May when The Women’s Tour comes to the borough.

The Women’s Tour is the country’s first ever international stage race for women and will see the world’s very best cyclists racing wheel to wheel through the streets of Bedford.

The riders will race through rural and urban parts of the borough, offering excellent vantage points for spectators to line the streets and cheer on the riders.

The Women’s Tour in Bedford Borough is supported by Bedford Borough Council and sponsored by: University of Bedfordshire, Bedford BID and the Harpur Trust.

The new Bedford Bus Station is moving closer to reality as progress continues on the multi-million pound regeneration of the gateway to Bedford town centre.

The refurbished Allhallows multi-storey car park is expected to be completed this summer and the external scaffolding is now starting to come down, revealing the new external cladding and other visual improvements intended to give the multi-storey car park a new ‘lease of life’.

In addition, the demolition of the bus station building is continuing and more than half of the building has already been demolished and taken away.

Meanwhile, new artists’ impressions of the new bus station have been released this week. They feature a sleeker and more modern bus station building, which will provide much improved facilities for passengers.

Bedford Borough Council has allocated an additional £200,000 in Disabled Facilities Grants (DFG) to help people with disabilities to live in their own homes more comfortably and safely by making daily tasks easier for them as well as enabling better freedom of movement in and around their homes.

Each year, the Council provides around 200 adaptations to eligible residents of the Borough, spending in excess of £1 million per annum on essential facilities and adaptations

such as installing level access showers, stairlifts or ground floor accommodation.

Elizabeth Bowden, Disabled Facilities Grant user, said: “This grant has enabled me to get around my home, whereas before, I was only able to get around two rooms, so it has opened up my house to me again. When I was able-bodied it was fine, but now I am confined to a wheelchair, I couldn’t even get through the doorframes because they were not wide enough. Disabled Facilities Grants are marvellous, I can’t rate them highly enough.”

Kempston Park Indoor Bowls Club, 290 Hillgrounds Road, has been saved from closure. In early 2013 there was a chance the club would fold, however Bedford Borough Council have worked hard with a group of dedicated bowlers (members of the former Kempston Indoor Bowls Club) and it is to celebrate its 25th Anniversary, in April 2014.

The bowling club opened over two decades ago and at its re-opening, on 7th October 2013, it was re-named as the Kempston Park Indoor Bowls Club.

The facility has eight rinks, a bar area with seating for 150, a raised viewing facility behind the rinks,

a fully-equipped kitchen and a dining area, plus ample parking – and is host to regional and national competitions.

Cllr Doug McMurdo, Portfolio Holder for Leisure and Culture at Bedford Borough Council, said: “The club has had an excellent reputation over the years and offers facilities that are appreciated by many. Bowling is a source of exercise, entertainment and social cohesion for participants and members. It has been transformed by the efforts of many volunteers from the club and working in association with Bedford Borough Council.”

Kempston Park Indoor Bowls Club has attracted a regular flow of new members, having gone from 220 members to over 350 full members, since October last year.

“KickStart” is a short course funded by the Public Health team at Bedford Borough Council, in conjunction with NHS Bedfordshire.

Maternity Dietitian, Karen Vinter said: ‘We are really lucky in this area to have KickStart. It’s a fun and friendly group, designed especially for pregnant women with a BMI (Body Mass Index) over 25. We love supporting our ladies to have a healthy and enjoyable pregnancy.’

The courses have previously been a great hit with Bedford mums, who get to try free healthy snacks and gentle exercise designed for pregnancy.

Karen said: ‘Some women don’t like the idea of attending a group session, particularly if they have had a bad experience at a commercial group in the past. However, we offer something unique – realistic advice, with tips designed just for pregnant mums. We aren’t a weight

loss group; instead we focus on looking after yourself and your baby, by eating more healthily and keeping active.’

‘Best of all, we also get the chance to make new friends. Often our ladies swap numbers at the end of the course, which is lovely to see’.

MP COLUMN

How much has the internet changed your life? If you are one of those who entered upon your current employment before the creation of the world wide web, then, like me, you may have moved in a relatively short time from golfball typewriters and Tippex to megabits and Inboxes.

As a user of services, or a shopper, chances are that your life will have changed too, though you could still take evasive action. You don’t have to shop at Amazon!

But you do want the choice, and access to some vital local and national services is now assumed to be by internet only. Which is why the battle for access to Broadband in rural areas is so important.

Broadband speeds up access to the internet markedly, replacing old technology. But it requires fitting and the appropriate infrastructure if it is to come via telephone wires, the most popular way for most people. This has been harder in rural areas, where there are fewer customers and sometimes technical difficulties due to relative remoteness. But rural areas have the same needs as urban areas. My rural constituents not only need to access those vital services, but they are increasingly developing different patterns of working, either from home or small

units, so internet is not some fancy leisure luxury, but a necessity.

The Government developed a scheme to ensure that by 2015 90% of premises in the UK would have access to ‘superfast’ broadband, and, crucially, ‘universal access’ to standard broadband with a speed of 2Mbps. The roll out of this scheme is through co-operation between Government, local councils and more often than not, BT.

I have been arguing that whilst access to superfast broadband is good news, ensuring ‘universal access’ is even more vital for those who currently have little or no access now. I have been liaising with Parish Councils for information, and met with the Mayor recently to press its importance to Bedford Borough Council. I will continue to pursue this.

In the meantime I am also aware that people can access the internet in other ways, including wireless, which may be a better answer for some. I recently visited Stoddenworld in Upper Dean, who partner with Redraw Internet to provide a solution for rural areas, to see how that works, (though I am not advertising, other providers do exist!) The Government is also exploring how wireless can be a better answer, so all in all I hope that we will soon have that vital equality of access between rural and urban in Bedfordshire.

Over the past 9 years we have been fortunate enough to receive invitations to some of Bedford’s and it’s surrounding areas, most popular Restaurants. Generally the standard of food and the experience, has warranted praise and consequently when we are invited back, it is almost always received with relish.

In late March we were asked back to oneof our favourite eateries, Corner 5 Restaurantat Box End Park, situated between Bromhamand Kempston. Corner 5 is a family owned business run byJames and Hannah Barbour. Their staff havealways made a point of making us feel verywelcome and the Kitchen has never failed toimpress. Head Chef Sean Hazlett, formerly of the Sculpture Gallery at Woburn, never ceasesto surprise with his inventive dishes and useof unusual combinations of ingredients.

It is always a pleasure just to read the menu on arrival, to see what tantalising fusion of ingredients lay in store for that particular evening’s dining. Needless to say we were not to be dissatisfied with the choice of food on offer.

After a thorough scan of the menu, pre-dinner drinks and the obligatory olives in olive oil and

balsamic vinegar served with fresh bread, we managed to make a decision on the evening’s order of fayre, not an easy thing considering what was on offer.

We plumped for Italian Baked Figs – slow baked plump figs wrapped in salty cured ham stuffed with creamy blue cheese, served on a roasted pine nuts, wholegrain mustard and blossom honey salad – also – Curried Cauliflower Risotto – a fragrant Arborio rice risotto flavoured with a mild madras spice finished with creamed cauliflower, toasted pistachios and mini cauliflower bhajis.

Both starters were absolutely delicious – creamy rich risotto with just the right amount of heat and the crisp bhajis a delightful dish – the saltiness of the ham with the sweet figs, nuts and salad complimented by the mustard was great, two really well thought out dishes and a super way to kick off the evening. Starters range in price from £5.95 to £7.25.

It has always been a policy of Corner 5, which they are committed to, of sourcing local produce where possible, with an emphasis on using only the freshest ingredients possible. All the food is prepared and cooked to order which is always going to take a little longer than if it were pre-prepared,but the end result is worth waiting for.

Mains – we chose Chicken and Wild Mushroom Stroganoff – tender strips of

chicken with sautéed wild mushrooms, tossed in a piquant smoked paprika sauce, finished with double cream served in a crispy tortilla basket on a bed of mixed wild rice – along with – Barbary Duck Teriyaki – teriyaki marinated duck breast, served pink on a julienne of stir fried vegetables and pineapple, flavoured with chilli and sesame, complimented by dauphinoise potatoes and finished with a garlic and coriander dressing. Wow, we thought the starters were good, presentation of the dishes was top notch and taste excellent – tender duck with again just the right amount of heat, soft potatoes with crisp vegetables – really tasty – chicken and mushroom, a classic combination and with the creamy sauce contrasting with the crispy tortilla and smoked paprika, another truly mouth-watering dish.

Mains range from £13.95 to £17.95.

As always the desserts at Corner 5 are eagerly anticipated and although not having a huge selection, the choice is more than adequate and worth finding room for!

Our selection was English Custard Tart – classic baked custard tart flavoured with nutmeg spice complimented by a strawberry and basil coulis with vanilla ice cream – also – Chocolate and Caramel Ale Cake – a rich and indulgent chocolate and ale cake with salted caramel sauce soft whipped hazelnut double cream garnished with caramel glass.

Both desserts looked superb and tasted equally as good, the strawberry and basil coulis really good with the creamy custard tart and the rich chocolate and hazelnut double cream a real treat.

Desserts range from £5.45 to £8.45 for the cheese platter which is a meal in itself!

Once again we were very fortunate to sample the delights on offer at Corner 5 Bar and Restaurant and can highly recommend a visit, it would also be rude if we did not mention that the staff at Corner 5 are extremely pleasant, very helpful and make it a pleasure visiting Corner 5.

CONSUMER

They say that death of a loved one and divorce are the top two most stressful experiences in your life. Well number three must be moving house! Anyone who has moved will remember the stomach churning worry and the logistical nightmare that is buying and selling houses. However, there are some things you can do to not only make the process easier, but also demonstrate that you’re a savvy consumer.

When you decide that you want to move, assess the market. Is it a buyers or a seller’s environment? At the moment, property prices in most areas are increasing, which for sellers is great, but means buyers are having to dig deeper into their pockets to secure a deal. During tough economic times, property prices tend to fall which means a savvy buyer can bag a bargain.

Always get at least three good, reputable, local agents round to value your house. Ask them for a sensible price at which to market your property and ask them what they will do to get those prospective buyers through the door. Always establish their fee and NEVER agree to pay any money upfront. Always ensure that you pay their fee on completion of a deal and for goodness sake, haggle! If one of the agents is prepared to market the property for a 1% fee as opposed to the other two who want 1.5%, why would you even consider paying more? If they’re not prepared to reduce their fee, then they’re not hungry enough for their commission and will not try hard enough to find a buyer.

Generally it’s better to sell your property before you agree to buy somewhere. Ultimately until you know how much you can achieve for your property, you don’t really know how much you can afford to spend on another. You should stipulate to your estate agents though that any buyer will afford you reasonable patience while you find somewhere to buy.

Always employ the services of a totally independent mortgage advisor with access to all companies and who is prepared to recommend the best mortgage for you and NOT for them.

You will find that most estate agents will try to persuade you to use the services of their own conveyancing solicitor. I personally do not like the idea of this. To me, it’s a complete conflict of interest. You need a legal advisor who is completely independent and looking out for your interests, not someone who is under pressure from an estate agent to hurry up and complete a sale. My advice is to ask friends and family members who have moved recently to recommend a good conveyancing solicitor to you. Also, remember that you should get some different quotes for this service and never be afraid to haggle with them.

When it comes to you putting in an offer for the house of your dreams, you will need to again assess the market environment you’re working within. If the market is good and there are not many properties available, but lots of buyers competing, then it’s normally better to go in with a high offer on the basis that marketing of the property is ceased immediately. In a falling market, then a cheeky, low offer may just bag you a bargain.

One final piece of advice I would like to share with you, is to be open and honest with people. Be upfront with both your buyers and the vendors of the property you’re buying and treat them in the way you would like to be treated. Remember, once you’ve accepted a deal, to mess people around is utterly unacceptable.

Based in Northampton, Alliance Foster Care covers a wide area that includes Bedfordshire and Cambridgeshire. Working with local authorities and foster parenats, they provide supportive homes for children who have been taken into care within a time frame that can be anything from a few days to several years. They also run various events for carers and their families from activity days and trips out to pantomimes and coffee mornings.

Catherine Rose went to meet an experiencedfoster couple to find out about their experience.Lesley and Hugh Minty, who live near Bedford,have been fostering through Alliance Foster Care for a decade and are currently caring for two

small girls: sisters aged two and a half and four who have been with them since December 2013.

Having had four children of their own (now wellinto adulthood), their involvement with thecompany came about after Lesley’s mum diedvery suddenly and she felt that the time wasright for a career change. Previously working in a school, she had always warmed to children seen as challenging and a close friend suggested she might take to fostering. The friend worked for Alliance Foster Care so Lesley had an initial chat with them and “was sold”. “It was good to have a personal recommendation” says Hugh “and when our friend had a problem with her foster child’s school, we were veryimpressed that someone from Alliance Foster Care got there before she did.”

The couple went through an initial assessmentprocess which normally takes a few months but

despite having to answer lots of questions andsupply references, they did not find it daunting.Lesley says: “It was all very relaxed and it gave us an opportunity to think about our parenting, the impact on us and our children, and how we would approach fostering.”

At the time, the couple’s youngest daughter was eleven, and Lesley and Hugh were impressed with the fact that Alliance Foster Care goes to great lengths to include the foster family’s birth children in all their activities, even sending them a card and voucher at birthdays and Christmas. “The Birth Children’s Support Group means that their voices are heard” explains Lesley. Once the Minty’s had decided to go ahead, they attended an introductory training course ‘Skills to Foster’ which was based at Grafham Water and “included a nice lunch” says Leslie. There they met staff and four or five other couples who were starting out in fostering like themselves and who they have kept in touch with.

Alliance Foster Care offers a comprehensivesupport programme with regular support groupmeetings, activities during every school holidayand a 24/7 telephone helpline. Hugh and Lesliedescribe the agency as having “a friendly, inclusive atmosphere”. “You always see people you know at events as people tend to stay with the agency” says Leslie.

The Minty’s are short term foster carers whichmeans they are often called on for respite andemergency situations. Once, they had to take ina baby at short notice and Hugh needed to dash to the supermarket for emergency provisions. “You need to be flexible” says Hugh “as you can be caring for a child for three months or three years.” Their first fostered child was a girl of three and a half, who has now been adopted, followed by a boy who was also three and half when he came to them. They then looked after a brother and sister who

exhibited challenging behaviour and had come to them in an emergency.

Despite the fact they clearly have admirableparenting skills, Leslie and Hugh are never ontheir own as they are constantly working with the professional team surrounding the child which includes their support worker, teachers, health visitors, child psychologists and paediatricians. “Our support worker Harriet is brilliant” says Leslie. “She always goes above and beyond what is necessary.”

Alliance Foster Care also have someone in place whose job is to work alongside the foster parents and child’s school and will attend Personal Educational Plan (PEP) meetings if the child has special educational needs. There is an ongoing training programme with courses and workshops by specialists on everything from trauma and attachment to managing challenging behaviour. The training links into an appraisal system and there is an independent annual review which then goes to a fostering panel.

“It is not bureaucratic and very child focused”explains Hugh “with the emphasis on helping the child to grow and develop.” When asked about the rewards of fostering, Leslie doesn’t hesitate to say how she always feels valuedand explains how when their second child arrived, the couple have stayed in touch with their foster children. Leslie says: “I feel blessed and honoured that we can still be a part of these children’s lives.”

Divorce Urban Myths

There is a myriad of misinformation out there! If you are getting divorce advice from well meaning friends/ family you will probably find many people who believe the following statements about divorce and marriage to be true – they are not. For proper advice you should see a lawyer, even if it’s just to get the basic information to inform you in your negotiations.

We are common law husband and wife so I have the same rights as if we were marriedIf you are just living together you should be aware that there is no such thing as a common-law husband or wife. To protect your rights, you can get a “living together agreement”. In some cases, a Court might award a share in property to an unmarried ex partner, but there are very many cases where they will not award them anything at all, even if they have lived together for many years or have brought up children together. The law is very complicated and certain criteria have to be met before you can bring a claim.

My husband / wife can stop me getting a divorce In the vast majority of cases, one spouse wants to end the marriage and the other does not—at least at the onset. Sometimes the reluctant spouse stalls the process of a divorce in the hopes of a change of heart or out of spite. Good legal advice can ensure that the most appropriate ground for divorce is used to avoid the ex blocking the process. It is very rare that the divorce can be stopped, but it can be delayed to put in place arrangements for the financial settlement.

It is OK to deny ‘contact’ if the other parent does not pay child maintenance. This situation can arise where the non-resident parent falls behind in their payments and the resident parent punishes this failure by stopping them seeing the child(ren). The Court considers child arrangements to be entirely separate to financial arrangements ;child maintenance is not payment for the privilege of seeing their children. Stopping contact is blurring the line between the parents relationship with one other and each parents’ relationship with their child(ren) and has a strong negative impact on the children. It’s never ok to use money as leverage in this instance.

The wife always gets the house when a couple divorcesThere is no set rule in law that the wife gets the house, but children’s needs are given priority. The court will firstly secure a home for the children. In lots of cases, it is therefore the wife who stays in the house, although the husband may have a charge over the property so he gets his money when the children have grown up and it is sold.

Divorce is rarely easy; it is one of life’s most painful and dislocating experiences. However, the way the spouses handle themselves goes a long way in determining how the marriage ends. Start with advice from a qualified, experienced Solicitor.

Bedford Regatta will be celebrating its’ 150th anniversary on May 10th with a fun packed, exciting day of racing from 8.30am to 19.30pm. Crews from all parts of the country will be descending on Bedford’s picturesque

embankment to race side by side to win some of the sports most coveted silverware. Racing will take place in eights, fours, octuples and quads along the 1,200 metre course from the County to the Suspension Bridge.

Founded in 1853, the event is steeped in history and has enjoyed being at the centre of the town’s sporting calendar. To add to the ambience of the day, the committee of volunteers which represents all of the town’s rowing clubs has added a classic car fair to proceedings, with fine examples of British, American and European marques. A bright future for Bedford Cricket Club

It has been a turbulent ten years for cricket in Bedford, but under a new board and with new sponsorship, Bedford Cricket Club has discovered a new lease of life ahead of the new cricket season. Following the demise of Bedford Town Cricket Club in 2006, Bedford Cricket Club was formed although the journey since then has been up and down to say the least! While the junior section has performed well, the adult teams have struggled to attract new members, but now the future for cricket at The Bury, Bedford’s home ground just off Goldington Road, is as bright as it has been for a long time.

During the off season, M&DH Insurance has come in as the club’s headline sponsor, bringing in much needed funds, while the pavilion received a well-needed makeover during the Cricket Force weekend in April. In particular, the club finally has its long-awaited picket fence outside the pavilion.

Matters on the playing side also continue to improve. This season, in the junior section, Bedford Cricket Club will be running a Kwik cricket squad for children from 4 to 8, four

under 10 teams, two under 12 teams, two under 14 teams and an under 16 team.

Training and coaching for these squads occurs on a Monday and a Friday night every week through the summer. With the Under 10’s and Under 12’s being the existing county champions, this year’s junior squad has a lot to live up to! The club is also trying to put together a girl’s team for the first time. In the adult section, there will be four teams running this season, with a 1st XI and a 2nd XI playing on Saturday and a Sunday 1st XI and a development XI playing on a Sunday. The club also has great aspirations for the future, including building new changing room facilities, upgrading the bar and kitchen facilities and moving the adult teams up the league in order to keep its good junior cricketers at the club. It is also looking to turn the club into a local community hub where members of the local community can not only watch great cricket every weekend, but take advantage of the facilities at the club through the week and through the winter months too. It’s an exciting time to be a part of Bedford Cricket Club!

Each walk is led by a qualified member of Bedford Association of Tour Guides and covers a different aspect of the history and development of the town. These walks (which are suitable for local or visitor alike) all leave the Tourist Information Centre in St. Pauls Square at 11:00 every Sunday and last about one and a half hours. They have proved to be so popular in recent years that pre booking is now essential..

One of the most popular walks every year is entitled ‘’I Never Knew That’’ and this title was deliberately changed in recognition that this was the most commonly heard expression from Bedfordians ,(who may have lived in the town for many years), having enjoyed the walk and learned something new !

Do you know for example what is so unusual about the Statue of John Howard on the old Market Square, No, nor do many of the thousands of people who pass by it every single day.

Why is it that people stand and gaze at the statue of Sir William Harpur above the entrance to the Tourist Information Centre, especially as there are no known images of him anywhere in the world.so what is there must be the result of some artistic licence or another story!

Local school children have given their seal of approval to a brand new playground in the heart of Bedford.

The new playground is on the site of the former play area in the north east corner of the park and offers far more activities for children aged 3 and up. The Council constructed the improved facilities for children in the area using funding from nearby developments, and the playground has been shaped by extensive consultation with park users.

Speaking after the launch event, Mayor of Bedford Borough, Dave Hodgson, said: “The new Russell Park play area was designed and built following extensive public consultation and it was great to see so many children out enjoying the new facilities.

“The play area was designed and built on time and on budget and it provides even more opportunities for young people to enjoy themselves. I am sure it will prove to be a very popular site for young children.”

Councillor Sarah-Jayne Holland, Portfolio Holder for Community and Regulatory Services, added: “The former play area on Russell Park was 25 years old and despite still being very popular was ready for an upgrade.

“This brand new play area is a significant improvement on what was available previously and has also been opened well in time for what we hope will be a warm spring and summer in Bedford Borough, which includes the upcoming Kite Festival and River Festival.”

After fighting in France, Daniel Branwell has returned to the small town in Cornwall where he grew up. His mother has died while he was away and he has nowhere to call home. When he meets Mary Pascoe, an old woman with a smallholding in the edge of town, he makes a camp on her land and begins clearing and planting for the coming season.

But Daniel hasn’t come home alone. He’s brought the war with him in the shape of Frederick Dennis, his friend and the son of a local wealthy family, who died in a raid on the Western Front. A raid Daniel survived. Now Daniel and Felicia, Frederick’s sister who is herself a war widow, must find a way to live the rest of their lives without the person they loved the most.

With the 100th anniversary of the First World War now upon us there will be many books, both fiction and non-fiction, competing for our attention over the next few years. Few will be as beautifully written or as poignant as this novel. The tragedy of those who returned from the war, damaged forever by the horror they witnessed, is brought home to us in this simple story.

Bedford Borough Council is getting ready to host this year’s Bedford’s International Kite Festival on Saturday 24th & Sunday 25th May, in Russell Park, Bedford – and you’re invited!

Each year, this free event attracts thousands of visitors to Bedford and is a great day out for the family. The event showcases kites from the four corners of the globe including: America, Canada, Japan, China, Germany, France Holland and Belgium as well as flyers from across the U.K. The programme throughout the weekend will feature kites never seen before in the U.K and children’s and adults workshops in the kite marquee.Cllr Doug McMurdo, Portfolio Holder for Leisure and Culture at Bedford Borough Council, said: “The sky over Bedford will be filled with colourful displays as hundreds of people take part in this year’s festival; for all those who come along to see the kites on show. It is great entertainment for the whole family!”

A sample of just a few participants present on the day, include: Holland’s most famous kite makers, Bas and Sara Vreeswijk, from Holland, who make and design beautifully

appliquéd kites – each design is ‘a work of art’ and are amazing to see. Iqbal Husain, from Switzerland, who is renowned for his Centipede Kites – his ‘chicken complete with frying pans’ kite also lays and drops eggs!, he has another kite, of a cow’s head, (with 70 beef burgers for the body), plus many more amusing kites. Godfrey and Karen Gamble, from Australia, are Australia’s best-known kite makers, their ‘Meg’s Head’ inflatable, won best soft kite and best of show at the Festival of the Winds at Bondi Beach, in Sydney, and the duo will be displaying their beautifully decorated 3D kites. The Kite Festival is open on Saturday, from 10am – 6pm, and on the Sunday, from 10am – 5pm. The fun will spill over into the Bank Holiday Monday – with The ‘Battle of the Bands’ taking place in Russell Park, on 26th May, from 11am – 5pm. The prizes include a spot on the main arena music stage at Bedford River Festival.
