Welcome! Welcome to the Western Family YMCA! We offer a Before & After School Enrichment Program, BASE, which is
licensed by the Department of Services for Children, Youth and Families of the State of Delaware. The following pages contain important information about our program. Please familiarize yourself with the material and keep this manual handy for easy reference. Our Mission Statement: The YMCA of Delaware is an Association of people of all ages, ethnic groups, and
religious affiliations that strive to cultivate the human potential, self-esteem, and dignity of all people. Our organization exists to develop and practice the Christian principles of love, caring, inclusiveness, justice and peace...and to enrich the emotional, physical and social life of individuals, families and our community. Annual Campaign: Each branch of the YMCA of Delaware sponsors an annual giving campaign known as the Annual Campaign. With your help, kids and families in need have the opportunity to participate in nurturing and value-based programs, such as child care and summer day camp. If you would like to make a gift, please call our
office at 302-709-YMCA. All contributions are tax deductible. Thank you for investing in the future of Delaware’s children. Our Philosophy: Our BASE program is in operation to increase the availability of quality child care in the
community. We believe that a quality Before & After School program should provide enriching experiences which facilitate a child’s cognitive, social, physical and emotional growth. We strive to meet the developmental needs of
each individual child by working in partnership with families to provide a warm, nurturing, loving, and safe environment. The YMCA strives to enable the building of self-esteem and helps to enhance the spirit, mind, and body of children. Children are given the opportunity to meet friends within a safe, structured environment during non-school hours. Y of Delaware School-age Program Goals
• To support and strengthen the family unit
• To help children develop to their fullest potential • To develop and strengthen the character values of caring, honesty, respect and responsibility • To improve interpersonal relationships: Learn to care about, communicate with and cooperate with family,
friends and significant adults in their life • To help children lead healthy lives: Learn ways to be active and to make healthy food choices. • In addition, the Y believes children should have free, unstructured time set aside each day for exploration
of their world. Under staff supervision, activities will be chosen by the children and take place both indoors
and outdoors for no less than one hour, weather permitting. • The program will be using the CATCH program (Coordinated Approach to Child Health) curriculum to plan
physical education time for children. Along with the physical component of CATCH we will also be using the CATCH heart healthy curriculum to teach children about healthy eating and lifestyles.

CATCH: Coordinated Approach to Child Health (CATCH) is a health program designed to help children and their families adopt healthy eating and physical activity behaviors. As part of our curriculum, CATCH is run
several times per week at our Before & After School sites. The students will engage in a number of stimulating and non-competitive games and exercises that are developmentally appropriate and FUN.
YMCA of the USA School Age Curriculum Framework: Second only to human relationships, a well-planned curriculum will help define a child's experience in a YMCA program. Curriculum affects all aspects of a program: its overall quality, parent perceptions, and the outcomes and benefits of the program on individual children. The YMCA
of the USA and Y’s across the country are adopting the YMCA School-Age Care Curriculum framework. The framework discusses the developmental stages of children and youth, describes YMCA beliefs and other frames of reference used in selecting and developing activities, connects the curriculum to the YMCA mission and goals, suggests core content areas, lists sample activities, details additional sources of activities for school-age children
and youth, discusses how to use the framework, and suggests how to develop, set up, introduce and evaluate activities. The eight YMCA core content areas are: arts and humanities, character development, health and fitness, homework support, literacy, science and technology, service learning, and social skills and conflict resolution.
Delaware Stars: Delaware Stars for Early Success is a Quality Rating and Improvement System (QRIS), which is a method used to assess, improve and communicate the level of quality in early care and education and school-age
settings. It establishes quality standards for programs and provides technical assistance and limited financial support to programs involved in Stars as they engage in quality improvement efforts. Delaware Stars is designed as a voluntary system that expects programs to work on improving quality by moving up the Star Levels.
YMCA Staff: The majority of our staff members are college students pursuing degrees in Early Childhood, Elementary/Secondary Education, Recreation/Physical Education, Child Psychology, and other fields of study. Y staff provide a safe and nurturing environment for children, while implementing age appropriated activities. The following are required of all staff to ensure that children receive a high quality experience.
• Background Checks
• Fingerprinting
• Delaware Adult Abuse Check
• YMCA New Staff Orientation
• Child Abuse Prevention Training
• CPR Certification
• First Aid Certification
• Annual Child Development Training (Minimum of 9 hours)

Before and After School Enrichment Policies & Procedures
Absences: If your child is registered for the morning session and will not be attending on a day he or she is
scheduled to attend, please notify the school site phone on or before the morning of the absence. If your child is
registered for the afternoon session and will not be attending on a day he/she is scheduled to attend, please notify the school site phone on the day of the intended absence. Children who do not report to the YMCA program at dismissal could cause a safety concern. If the child has attended school, does not report to the program and we have not received notice of the absence, we will check with the school office for changes in dismissal. If necessary, the child’s parent or emergency contacts will be called to verify the child’s location. For the safety of all, we cannot allow children to go anywhere outside the program area unless notified by a parent or authorized guardian (i.e. – helping a teacher, extracurricular activities, etc.).
Abuse Policy: Staff accused of abuse or neglect will be investigated, and if found guilty, will be terminated from the YMCA of Delaware. Administration of Medication: In order for our staff to administer medication, a parent permission form must be filled out indicating the name of the child, date of birth, allergies, doctors’ name and phone number, pharmacy phone number, name of medication, time when given, route of administrating, expiration date, start date, end date
and reason for medication. For maintenance medications, such as inhalers, this form must be completed each
month. This form and all medication must be given to your child’s site staff for safe keeping. All medications are dispensed by certified staff and recorded on the medication form. For the safety of all children, please do not leave any medication in the children’s bag. Topical creams and sunscreen are considered medication and cannot be applied by a child or left in their bag. Never send in bottles or
food with medication in it. All prescription medicines must be in your child’s name with a current prescription label stating the dosage, times, and type of medication. For medications that are not administered orally or topically, families will need to work with the program director to determine what accommodations are able to be made that are within the safety limitations of the site.
Babysitting: The YMCA of Delaware employees are NOT permitted to babysit or transport YMCA of Delaware participants at any time. Cancellation Procedure: Parents must submit to the Youth Development Center (YDC) office a written notice 10
days prior to the requested cancellation date in order to cancel a child from the program. Unused tuition will be credited to your account with proper notice.
Character Development: Consistent with the YMCA mission, all staff, program participants and members are invited and encouraged to accept, practice, and demonstrate the four values that help define a strong and value-centered individual. The YMCA of the USA identifies these values as Caring, Honesty, Respect, and Responsibility. By incorporating these values into our lives, we set a positive example for our impressionable youth.
Child Abuse Reporting Policy: Safety and well-being are top priority at the Western Family YMCA. Our staff are required by Federal Law to report any suspected incidents of child abuse to the Department of Youth & Family Services. We will work with the family to ensure the safety of the child. Children will be observed on arrival for unusual symptoms of neglect or abuse. Staff are trained to recognize signs of neglect and abuse. Confidentiality: Your child's records are confidential. The staff will not share your child's records with anyone without written parental consent. Parent has access to their child's records at any time and may request additional
relevant information be added to the records. Community Resources: Community resources are distributed in each of the site mailboxes. All resources are handed out to parents or displayed on the parent board. (i.e. newsletters, articles, policy changes). Drop-off: Each parent or authorized guardian is responsible for signing in and signing out each child to the program. Photo identification must be presented each day when signing out a participant.
Dual Language: Dual language learners refer to youth whose primary language is not English. The YMCA welcomes all children and their families. The director and the staff will work to learn key phrases and simple conversational words to make communication easier with children and families we serve. Appropriate learning opportunities will be made available in a safe and caring environment.
9
Food: Children may bring breakfast from home if parents wish them to eat breakfast at the program. If your child attends a school where breakfast is served, your child may take part in the breakfast program. The YMCA provides a healthy afternoon snack. Please let us know if your child has food allergies or special needs.
Homework: Time to complete homework is offered Monday through Thursday for 20-30 minutes each day. During this time, children will be able to begin working on their homework. Staff will work with children to provide them with as much basic instruction and support as possible. If homework is not completed within the given time frame, children are permitted to continue working their homework during the program’s open center time. Inclusion: The YMCA of Delaware child care programs welcomes all children and their families. We follow the
YMCA of the USA’s values of caring, honesty, respect and responsibility to guide and nurture the children in our care. We respect and value input from parents and encourage families to share information about their child and culture. We will use the information to provide appropriate learning environment for all, as applicable. In addition, if your child has an IEP/IFSP, we request that you provide a copy to the director of the program. It is beneficial to meet with the parent/legal guardian to review the plan and work together to ensure that the guidelines are understood. We are determined to provide a safe and secure environment where all children are respected and
valued in an atmosphere conducive to learning and making friends. Late Pick-up: Parents must pick up their children by 6:00 PM. If a parent is unable to pick up the child by 6:00
PM, the parent should notify an individual designated for emergency pick up. YMCA staff will attempt to contact the child’s parents and/or emergency contacts by 6:00 PM. A late pick-up fee of $20 for every 15 minutes will be given for all pick-ups after 6:00pm.
Fees: 6:01-6:15 = $20 6:16-6:30 = $40 6:31-6:45 = $60 6:46-7:00 = $80
*Purchase of Care participants are excluded from this Late Pick-up fee but will have child care services suspended and possibly terminated due to repeated late pick-ups.
Literacy: Literacy is a core component in YMCA school-age program and is just one way we help support a child’s success in school without extending the school day with academic activities. Literacy includes life skills such as reading, writing, speaking, gathering information, using information, thinking critically, understanding others and expressing oneself.
Lost & Found: If your child is missing anything, please inquire with the Site Coordinator as soon as possible.
Remember to label everything. Unclaimed items are given to charity after a reasonable period of time. Please note:
We strongly encourage parents not to send their child to school with money, jewelry or other valuables. We are not responsible for any lost items.
New participants: If you would like to set up an appointment for you and your child to visit the school site or meet the YMCA staff prior, please contact Jennifer Reid at 302-453-0123 x7103. Non-Discrimination Policy: It is the policy of the YMCA of Delaware to never discriminate against anyone based
on race, color, national origin, gender, age, sex, pregnancy, marital status, sexual orientation, gender identity or expression, religion, creed, disability, veteran’s status, or any other category protected by state and/or federal laws. Parent Conferences: Staff observe and document children’s activities on a regular basis. Parent conferences will be offered on an as needed basis with the parent able to request a conference at any time during the year. A
parent conference request form can be requested from the Site Coordinator or from the director. Parents also have the opportunity to “opt” out of a parent conference if they feel one is not necessary.
Parent Communication: Keeping an open line of communication to parents is an important part of the BASE program. We provide parents with weekly and monthly site specific and YMCA newsletters, news boards at each site, incentive boards & emails. Parents are encouraged to call the program director with any praises or concerns.
Parental Involvement: Parents are invited and encouraged to join scheduled family events. Information will be provided in advance regarding these events.
Parents/Guardians Roles & Responsibilities
• Timely payment of all program fees • Student drop off is no earlier than 7am. Pick-up no later than 6pm • Authorized person’s signature upon arrival and dismissal on provided sign in/out sheet. • Treat YMCA staff and participants with respect and dignity
10
Pick-up Authorization: Only those individuals authorized on the child’s enrollment form may pick up a child. If you would like to add someone to the authorized pick-up list please contact the Youth Development Center (YDC)
office in writing 24 hours prior to pick-up.
Pool/Swimming: All children 14 years of age and younger must be swim tested by YMCA lifeguard, documented, and wristbanded in accordance to the pool guidelines. Any swimmer who requires the use of a flotation device may only use a coast guard approved PFD for assistance. A YMCA counselor will accompany the children in the water or on the deck of the pool at all times.
Schedule Change Request: Parents must give 10 days prior written notice to the Youth Development Center office to change a child’s schedule in the program. *schedule changes are based on program availability
School Transitions: Morning procedures vary throughout the school district. Please check with school officials and/or YMCA Staff during the first week of school. In the afternoon, children attending the program are dismissed from their classrooms and report directly to the YMCA’s designated after school area. Children should bring all of their belongings including outer clothes, lunch boxes, books etc. Children will NOT be permitted to re-enter classrooms to retrieve any forgotten items unless approved by school and program officials.
Staff to Student Ratio: We adhere to a ratio of one staff to fourteen children. Safety and supervision are first
and foremost in our Before & After School program.
Supplies/Personal Items: Children need shoes and clothing that is appropriate for athletic activities (sneakers, not sandals). The YMCA provides all sports equipment and other materials needed for projects. Please DO NOT bring electronic games, cards, toys, etc. unless instructed by the site counselors. The YMCA is NOT liable if these types of items are brought to the program and disappear or become damaged. Red Clay students that have been provided Chrome Books by the district are allowed to use them during
homework time only.
Transition Procedure: We recognize that changes in schedules can be stressful for both parents and children. For this reason, we provide opportunities for families to get to know us prior to starting our program during the school year and into the summer. Orientations for new and returning families coincide with the school’s open house/back to school night or walk through to give parents and students the opportunity to visit the area care is provided and participate in examples of activities. The school will notify us of the scheduled date and time. Families
signing up after the open house can discuss the program with the director and if time permits, a staff member from the Y school site can call the student’s family prior to their start date. The staff introduces themselves and asks you
about your child’s likes, interests or concerns, and answers any questions you have about the program. We encourage families to visit and participate in activities with their child. We also invite our families to participate in our community/family events. As the school year comes to an end, the Y will provide information about summer activities for families and inform them about camps and classes the Y offers. Students completing our program will be given information about our older youth programs as well.
Termination: A child's participation in the program may be terminated if:
• His/Her behavior is chronically disruptive or poses a danger to him/herself, others, the program or school.
• He/She is expelled from school.
• His/Her health examination form is not returned within one month after entering the program
• If payment is not received by the 5th of the month your child will not be permitted to attend and will be terminated from the program until payment is made.
• He/she is picked up late (after 6:00pm) excessively.
Youth with Identified Disabilities: If your child has an IEP/IFSP, we request that you provide a copy to the director of the program. Upon receiving the IEP/IFSP, the director will schedule a parent meeting to review the plan and discuss ways to accommodate your child’s needs. We will use the information from the plan to provide
appropriate learning opportunities in an environment conducive to learning.
11
Emergency Preparedness
In the event of an emergency situation, Western Family YMCA has outlined a response plan for each individual school site. A copy of this plan can be obtained at the Y program on site. Please know that we will attempt to
notify you, so it’s important to keep your emergency contact information up to date.
Evacuation / Relocation
1. If the emergency is confined to the immediate area at the elementary school site, e.g. fire, and the children
cannot stay on the premises, the children will be taken to a nearby location. The children and staff will
remain at this location while you or your emergency contact is notified of the situation.
2. If the emergency is more widespread, encompasses a larger area such as the neighborhood due to an
environmental threat, e.g. flood, and the children cannot remain in the immediate area, they will be
transported to location approximately 2 miles from the school. The children and staff will remain at this
location while you or your emergency contact is notified of the situation.
3. Children will be transported by YMCA van or authorized Bus Company.
Notification
1. We will repeatedly try to call you as soon as the children and staff are safe. If we cannot reach you, we will
call your emergency contacts. During emergencies, children will only be released to you or your
emergency contacts.
2. Information about the event can be found on WDEL or the YMCA of Delaware website www.ymcade.org.
Emergency Supplies / Shelter-in-Place
If we need to shelter in place, we will remain in our classrooms.
1. First aid supplies are located on site.
2. Emergency food and water is located on site.
Participant Behavior Policy & Disciplinary Action Plan The YMCA of Delaware expects all participants to conduct themselves in a manner that reflects the character values of caring, honesty, respect, and responsibility. Any participant whose conduct is inconsistent with these values will
be subject to disciplinary action, up to and including termination of his/her YMCA membership. The YMCA of Delaware reserves the right to take disciplinary action based on what it deems to be appropriate in any given situation. This policy is not all-inclusive and other issues may result in disciplinary action. All past disciplinary
actions will be taken into consideration when addressing any violation. The YMCA of Delaware reserves the right to change, alter, or abolish policy at any time. Forms of Disciplinary Action May Include: Verbal Warning:
Remind the participant of the YMCA’s expectations and rules. Let them know of the rule or conduct they have violated. State what the next step of discipline will be if this action continues. Examples of violations: not following rules in a timely manner, rough play, or disruptive behaviors. Time Out: Remove the participant from the current activity, 1 minute/year of age. Remind the participant of the YMCA’s
expectations and rules. Let them know of the rule or conduct they have violated. State what the next step of
discipline will be if this action continues. Example of violations: multiple verbal warnings or disrespectful towards other participants or staff. Written Notice: A formal notice is documented on the participant’s behavior. The parent/ guardian is notified of this documentation and a future action plan is arranged. Examples of violations: reoccurring violations, foul language, or unwillingness to participate in the program.
Suspension: The participant is not permitted to attend the program for a time set by the YMCA Director. Examples of violations: repeated written notices, running away, fighting, bullying, threatening, or theft.
12
*School Suspensions: Any child who is suspended from his/her school will not be permitted to attend our program during the duration of the suspension. Termination:
Participation in the YMCA of Delaware’s program is terminated and the participant is not permitted to return for the duration of the program’s year. Examples of violations: previous suspension, possession of a weapon or illegal drugs, sexual misconduct, or any gross levels of violation. It is the expectation of the YMCA of Delaware that all program participants follow the YMCA’s core character values of caring, honesty, respect and responsibility. Repeated violations may result in suspension from the program. This policy includes all parents/guardians and anyone listed on the participant’s authorized pick-up list.
Medical Info
Food Allergies:
Food allergy issues are reviewed with the child’s parent. • Signs will be hung in rooms where kids with food allergies eat with specific instructions for that child.
• Parent permission to post names on site will be received via permission slip.
• A list of food allergies is posted by the cabinet and is available for parents who provide snacks. • If a child has food allergies requiring separation from others at snack, they are placed at a separate table. Usually there are several children at the separate table that need a different snack so they do not feel segregated. Policy on Allergic Reactions: We screen children as they arrive each day so we are aware of any visible rashes or allergy symptoms. Parents are alerted to any changes staff notice via written and /or verbal notification.
Epi-pens are stored with all medication in a secured storage area. They must be labeled with the prescription indicating the child’s name and correct dosage. During times of transition and during scheduled activities all first aid kits and medications must be carried with staff in a portable and secured bag or container. These items must always be kept out of the reach of children.
Illness
If your child becomes ill during the course of the day, it will be the parent’s responsibility to pick up the child. If a child is sent home due to illness, he/she may not return for 24 hours unless you have a note from a doctor stating
it is safe for the child to return. Parents may not send a child to the program if the child has the following:
• strep throat which has not been treated by an antibiotic for a minimum of 24 hours.
• any rash or acute onset associated with fever or symptoms of illness.
• an oral temperature of 100 degrees or greater, the child must be fever free for 24 hours before returning to the program.
• persistent vomiting and/or diarrhea in the 24 hours prior to coming to the program.
• diagnosed with a contagious disease (Chicken Pox, Hand Foot & Mouth, Lice, Ringworm, Pinkeye, etc.) the child will require a statement from the doctor indicating that the disease is no longer communicable upon return to the program.
A staff member will notify the parent of a child's illness. If a parent cannot be reached, the child's emergency
contact will be notified to pick up the child. It is expected that the child will be picked up as soon as possible. Until the parent arrives the child will be excluded from activities with other children and will rest quietly under the supervision of a staff member. A child may return to the program after 24 hours if free of above illnesses.

School’s Out Program
(Teacher in-service days and school closings)
For most days that schools are not open, we offer separate care at Western’s Youth Development Center (YDC). We follow the Red Clay and Christina School District schedules & closings. Child must be enrolled in the Before & After School Enrichment (BASE) program for the current school year in order to participate in any In-Service days, Holidays or Inclement Weather days. Additional registration form & daily fees are required in order to attend. School sites cannot accept any forms or payments. Parents must submit everything through the Youth
Development Center (YDC) office & registrations are processed on a first come, first serve basis.
In-Service days & Holidays are days that schools are scheduled to be closed. Care is offered at the YDC from 7:00am – 6:00pm for an additional fee of $40.00/day (POC participants excluded). Your child will be busy with age appropriate games, sports/fitness, CATCH, arts & crafts, swimming (optional), team and character building activities, and recreational indoor/outdoor play. Parents must supply their child with a lunch, a drink, swimsuit & towel (if swimming). Separate registration form & daily fees are due by registration deadlines in order to attend and space is limited. For families who register and later wish to cancel their in-service
registration, we require a 3 business day written notice. With proper notification, families will have a credit applied to their account for future use. Purchase of care participants who cancel without proper notification may be ineligible to register for future in-service days. Inclement Weather days are days when schools are unexpectedly closed due to inclement weather. Care is possibly offered at the Youth Development Center from 8:00am – 6:00pm for an additional $40.00/day (POC participants excluded). Care will be determined by the branch depending on the weather conditions at the time.
Your child will be busy with age appropriate games, sports/fitness, CATCH, arts & crafts, team and character
building activities, and recreational indoor play. Parents must supply their child with a lunch, a drink & no swimming will be available. Separate registration form & daily fees are due at sign-in and space is limited. Unexpected School Closing Procedures * If Christina School District schools are delayed, the YMCA is not permitted to offer morning care.
* If Red Clay School District schools are delayed, the YMCA Before Care begins at 9:00am. The child must already be registered for morning care in order to participate & no additional fees are required. * If schools close early unexpectedly or cancel after school activities, the YMCA After Care will be cancelled & parents must pick up their child at the school at the designated dismissal time. All correspondence will take place via email and text alert.
* If schools are closed for the day due to inclement weather, The Youth Development Center will possibly offer care at the YDC from 8am-6pm (depending on weather conditions).
*If the school adds additional days to the end of the school year due to excessive inclement weather closures, the YMCA program will not charge additional fees.

Allergy vs. Food Avoidance
In our efforts to keep your child safe, we have established a “No Nut” policy. We ask
parents to read labels and not bring in anything that “may contain nuts” or “may be processed in a facility that may contain nuts”. Snacks must be in the original,
unopened container for us to serve the snack. We also ask that parents provide the
original ingredient labels for ingredients in home-made snacks. Our Team will read labels and return any items provided, that we feel may not be in line with our snack
policy. If you have noted a Food Allergy please provide us with information on what type of reactions your child may have, so that we may better care for your child as
quickly as possible! Every child that has been identified as having an allergy or food
avoidance will have their name posted in the classroom for immediate reference.
Allergy: We make every effort to insure children with food allergies are keep safe.
We ask that you please fill out the attached FOOD ALLERGY ACTION PLAN and if your child has an epinephrine pen (EPI Pen) that the additional Release of Liability and
Waiver be signed and returned immediately!
Food Avoidance: Should your child/family have a food avoidance list, we will also make every effort to help your child avoid these foods. However, children are curious
and occasionally take a snack from another child. Please let us know if we should expect a physical reaction or symptom from your child, so that we may keep them
safe. If your Food Avoidance/preference list is extensive, we ask that you please provide a piece of fresh fruit or fresh vegetable each day for your child, that your child
is not the snack person.
All parents should note that throughout the year every class does have special occasions where food is a part of the celebration. We cannot ask every family to avoid
all allergy or food preferences. All foods except nuts may be available. You are asked
to help or be available during such occasions should your child need your guidance.
Please sign and date that you have read and understand the above policy.
