SUBJECT: BEHAVIORAL HEALTH CARE SERVICES (BHCS) FY 2011-12 MASTER CONTRACTS (AOD)

RECOMMENDATIONS:

1. Approve the FY 2011-12 renewal of Behaviora! Health Care Services (BHCS) master contracts with the twenty-seven Community Based Organizations (CBOs) listed on Attaclunent A for Alcohol and Other Drug (ADD) Secondary Prevention and Treatment servlces;

2. Approve the execution of interim contracts while the contracts and exhibits for provisions of services for amounts and time periods noted above are being negotiated for each CBO in amounts not to exceed those listed on the attached, totaling $18,537,658 for AOD Secondary Prevention and Treatment services - AOD Primary Prevention services are being submitted on a separate board letter on the June 28, 2011 Agenda;

3. Approve the waiver of SLEB requirements for the four providers that are for profit: Addiction Research and Treatment, BAART Behavioral Health Services, Lifeline and Successful Alternatives for Addiction and Counseling Services (SAACS); and

4. Authorize the Director of BRCS and/or her designee to negotiate and execute master contract exhibits on your behalf and submit originals to the Clerk of the Board for filing.

SUMMARY/DISCUSSION:

BHCS requests approval to negotiate the renewal of master contract exhibits with the CBOs listed on Attacrunent A to provide uninterrupted services until new exhibits are negotiated.

Your Board has traditionally approved this request to allow the department some flexibility in the time frame required to negotiate contracts.

SELECTION CRITERIA AND PROCESS:

There is no County agency or department to provide the recommended services. At the time of writing this board letter documentation of the original selection for these providers could not be found. The providers are community based organizations that hold master contracts with the County for purpose ofproviding essential services important to the mission ofBHCS. Nine of the organizations listed on the attachments are certified SLEB vendors and their certification numbers are noted in Attachment A; some ofthese are non-profit CBOs that have elected to become certified SLEB vendors. Fourteen of the organizations listed on the atfachments are exempt from the small, local, emerging businesses (SLEB) provisions due to their status as a non-profit CBo. Addiction Research and Treatment, BAART Behavioral Health Services, Lifeline and SAACS are for profit providers of methadone treatment. Complying with the SLEB requirement that twenty percent ofservices be sub-contracted to a SLEB would adversely impact the delively of client services. BHeS requests that the Board allows these providers to continue service delivery under the current contract requirements. Each fiscal year, these contracts are rolled over in order to ensure continuity of service for those in need in the community.

FINANCING:

Funding for these contracts is included in the Behavioral Health Care Services FY 2011-12 budgets. There is no increase in net County cost.
