SIMULATION ROLE: CONSTITUENT

•Constituents’ Role is to convince as many Senators and Representatives as possible to put constituents ideas on their list.

•Wait quietly & respectfully for permission to speak at other tables.

•Track progress of your proposal on the •Proposal Process Sheet. (Rubric).

SIMULATION ROLE: SENATOR

• Listen to each constituent.• Select 3-4 ideas.• Be sure that at least one idea from all constituents is represented.• Accurately represent ideas of the

constituents.• Pitch the selected ideas of your constituents

to your committee.• Help to craft the ideas into a proposal• Vote on the proposals

LOBBY IDEAS

• Constituents lobby/pitch/sell their ideas to Representatives. Try to get your ideas on as many lists as possible (be respectful).

• Senators and Representatives listen, and narrow the 9 or 12 ideas to 3-4 ideas.

• Senators and Representatives write the 3-4 ideas on index cards to take to their committees tomorrow.

• Review Process: Copy diagram on board

• Switch Roles: Two Committees• Senators• Representatives

• Select: Committee Leaders• Speaker of the House (can vote)• Vice-President (no-vote, tie-breaker vote)

• Select: A scribe to write proposal draft

CLASSROOM RULES

• 1. Assigned seats• 2. Bathroom• 3. Tardy rules• 4. Homework (amnesty)• 5. Test taking (No open book tests, generally tests

count as two grades, test retakes)• 6. No retakes on quizzes • 7. Gum chewing• 8. No food in class• 9. No cell phones or digital devices in class (laptops

from home, iPads, etc.)• 10.  No going to locker once students come to class

SIMULATION DAY 3DIVIDE AND CONQUER

• Write proposal drafts on 3-4 topics of consensus• Everybody in committee contributes ideas• Split class time:o 1st 15 minutes: divide by topic, complete

draft of topic. o 2nd 15 minutes: presentation, revisions,

and vote.o Last 20 minutes: come to consensus on

final draft (make compromises) Joint Committees agree on 3-4 proposals.

•Original House Reps and Senators: • Come to consensus on Three topics• Write final draft for “Congress” to vote on.
