What’s New for 2022

Blue Shield Access+Blue Shield Access+ reenters 8 Bay Area counties: Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, Sonoma, and Solano.

CalPERS PPO plansPERSCare, PERS Choice, and PERS Select, will transition to two plans, PERS Platinum and PERS Gold.

> PERSCare will transition to PERS Platinum. Retains the same 90/10 benefit design, and network as PERSCare/PERS Choice.

> PERS Choice will transition to PERS Platinum. Offers a 90/10 benefit design, and retains the network of PERSCare/PERS Choice.

Open Enrollment is September 20, 2021 to October 15, 2021, with your benefit choices being effective January 1, 2022.

Dependent EnrollmentThe following documentation is required to add your dependents to your health plans. Please send documentation to [email protected], (510) 464-7618 (fax), or BHQ-04.

> Spouse: Copy of county issued Marriage Certificate and Social Security Number.

> Children: Copy of Birth Certificate/adoption paper work and Social Security Number.

> Registered Domestic Partner: Copy of California Declaration of Domestic Partnership and Social Security Number.

> Non-Registered Domestic Partner: Domestic Partner Affidavit Form and Social Security Number. Contact Benefits for forms.

Student VerificationEmployees are required to verify the full-time student status of dependents, age 19-22, enrolled in dental and/or transit pass.

What’s required? Official school schedule with the following information:

> Child’s name

> Name of college

> Number of units (must be at least 12 units or full-time status)

> Current semester/quarter

Please include your name and employee number on the schedule.

Deadline: October 15, 2021

Failure to verify will result in cancellation of coverage, effective January 1, 2022.

Dependents will remain on your medical and vision until the age of 26, no matter their student status.

2022 Open Enrollment

Making Open Enrollment ChangesEnroll or make changes to your benefits using Employee Self Service:

> Log into https://ess.bart.gov

> Click Main Menu > Self Service > Benefits > Benefits Enrollment > Select Button

> Click on the plan you want to change and Click Edit

> Select your new plan or Waive

> Scroll down. Click the Update and Continue

> Review your selection and cost

> Click Update. Click Elections

> Scroll down. Click Save and Continue

> Repeat above steps if necessary

> Read the important information and Click Submit

> Click OK

> Elections will process overnight. To review click on Main Menu > Self Service > Benefits > Benefits. Change the “As of” Date to 1/1/2022 and click Refresh

Medical InsuranceEach person’s health care needs are different. BART has partnered with CalPERS who offers the following medical plans to its members:

Defaulting of BenefitsWhat happens to my benefits if I do nothing? If no action is taken during Open Enrollment, you will default to the same benefits you had in 2021 and will not have elections for dependent care and health care FSA accounts.

IMPORTANT NOTE: Unless you have a qualifying life event, you will not have another opportunity to change your benefits coverage elections until the next Open Enrollment in 2022. Please review your elections carefully prior to the close of Open Enrollment on October 15, 2021.

Dental Coverage

Dental InsuranceBART’s dental plan is administered by Delta Dental of California. Employees and enrolled dependents will have access to both the Delta Dental PPO and Delta Premier networks. The annual maximum is $2,000 per person each year.

Full-time employees are provided dental coverage at no cost.

Part-time ATU employees have the option to enroll in dental coverage at a cost of $132.33 per month.

You can visit any licensed dentist and receive coverage under the plan, but you will usually save more when you choose a PPO dentist. If you can’t find a PPO dentist, Premier dentists are your next best option. Here’s how the dentist networks compare:

How Pre-Treatment Estimates WorkTo help members understand costs before they are incurred, Delta Dental provides free pre-treatment estimates, which are sometimes referred to as pre-determinations or pre-authorizations. These estimates give patients an approximate idea of how much a dental treatment will cost overall, and how that cost will be split between the member and Delta Dental. Estimates are most typically requested for costly procedures such as crowns, wisdom tooth extractions, bridges, dentures and oral surgery.

4 Easy Steps To Get a Pre-Treatment Estimate

1. Discuss dental procedure with dentist.

2. Dentist submits a treatment plan and X-rays to Delta Dental.

3. Delta Dental reviews the documents and your benefits.

4. You receive a cost estimate from Delta Dental.

VisionVision Service Plan (VSP) is a PPO with more than 4,000 providers in California and 22,000 nationwide. Two plans are available to employees and eligible dependents — Basic Plan and Enhanced Plan. Both plans allow for one exam every 12 months. See the chart below for an overview of both plans.

Full-time employees receive the Basic Plan at no cost. The Enhanced Plan is $26.08/month.

Part-time ATU pay $12.52/month for the Basic Plan and $40.58/month for the Enhanced Plan.

Enrollment in or cancellation of Enhanced Vision plan is not available during this year’s Open Enrollment. Enrollment and cancellation will be allowed next year.

There is no option to cancel coverage early.

Health Care FSA Carryover: A maximum of $500 of unused funds will be rolled over to 2022.

Flexible Spending Accounts (FSAs)BART offers two types of Flexible Spending Accounts (FSAs) — a Health Care Flexible Spending Account and a Dependent Care Flexible Spending Account. These accounts allow you to set aside pre-tax dollars to pay for certain out-of-pocket health care or dependent care expenses. Expenses for children age 13 and older are not eligible for reimbursement in the Dependent Care FSA.

How FSAs Work1. Each year during the Open Enrollment period, you decide how much to set aside for health care and/or dependent care expenses.

2. Your contributions are deducted from your paycheck on a before-tax basis in equal installments throughout the calendar year.

3. Pay for expenses using your health care spending account card or submit a claim for reimbursement*.NOTE: The spending account card can only be used for health care expenses. It is not available for dependent care.

You must actively re-enroll in either FSA Plan each year. You are not automatically re-enrolled.

Protect Yourself from Risk

Disability InsuranceIf you are out of work for an extended period of time due to a non-work related injury or illness, Disability Insurance is designed to replace a portion of our income, and help you maintain your lifestyle.

Short-Term Disability Insurance Short-Term Disability Insurance replaces a portion of your income if an injury or illness forces you out of work for an extended period of time. BART provides basic Short-Term disability coverage at no cost to Full-time employees. Once you have exhausted all of your sick hours and out of work for at least 7 days or more due to your disability, you will receive 66 2/3% of your base earnings for up to a maximum of $1,357 per week of disability benefits. Part-time ATU and part-time Non Rep employees can purchase Short-Term Disability Insurance.

Long-Term Disability InsuranceBART also provides Long-Term Disability Insurance to protect your finances when your disability continues beyond the period covered by the Short-Term disability plan. This benefit is also fully paid for by the District and enrollment is automatic. Full-time employees are eligible to purchase buy-up Long-Term disability coverage.

BPMA/BPOA are not eligible for Short and Long-Term coverage through the District.

Guard Your Finances

Life Insurance OptionsA common reason people buy life insurance is to replace income that would be lost at the death of a wage earner. As employees experience new life events, such as buying a home, changing marital status, or having children, their financial needs may change. Therefore, it is important to periodically review your life insurance coverage.

To determine the right amount of life insurance coverage for your family, use Securian's Life Insurance Needs Calculator.

BPMA/BPOA are not eligible for life insurance through the District.

Basic Term Life and Accidental Death and Dismemberment Insurance BART provides eligible employees with Basic Term Life and AD&D coverage at no cost to you and enrollment is automatic.

> Basic Term Life: Benefit amount is 2 times your annual base salary.

> AD&D: Benefit amount is 2 times your annual base salary.

Supplemental Life and Accidental Death and Dismemberment InsuranceYou may also choose to purchase Supplemental Life Insurance coverage in addition to the District-paid benefit.

Available supplemental coverage level is either 2 or 3 times your annual earnings, based on union affiliation.

> Cost: The cost of your Supplemental Life Insurance is based on your annual salary rounded up to the nearest thousand. The cost will be deducted from your paycheck monthly.

> Additional Life: Rounded annual salary X (multiply by) $0.223 / (divided by) $1,000.

> Voluntary Life: Rounded annual salary X (multiply by) $0.445 / (divided by) $1,000.
