NEW YEAR 2018 MESSAGE FROM PAM PRESIDENTDear PAM members,

I take this opportunity to wish everyone a prosperous 2018, and to update our members of the various programmes and initiatives that have been implemented in 2017 and the new initiatives for 2018 which are now taking place within PAM Council and Committees.

The official opening of our very own new PAM Centre on 19th July 2017 became the main event of the year along with a more extensive Kuala Lumpur Architecture Festival and many other engaging events including public exhibitions at public places such as at The Curve, Publika, and One Utama. Events such as Manifest Historical Exhibition, Merdeka Jubilee Architecture Symposium, Merdeka Dialogue, Semarak Biru Autism Awareness Programme, Arts Exhibitions, and Sculpture Exhibition were all open to public and were well received. We are encouraged to see big crowds attending these events which brought members of the public, graduates and students closer to PAM.

Beside engaging the public through architecture and arts, our Heritage Talk, Heritage Trails and Photo Hunt programmes stimulate public interest in heritage and conservation, besides creating new ways for PAM to heighten public appreciation on the importance of heritage and culture.

The Professional Practice Committee, through LAM-PAM dialogue, Professional Practice Forum, Focus Group in Dealing with Construction Permit (FGDCP) and various government engagements focuses on pressing issues in architecture practice. Slowly but surely, the path to a better architectural practice in Malaysia is being cleared.

For the upcoming year 2018, we intend to have more initiatives to strengthen our institute so we can serve our members better. PAM Academy will be launched as the centre of excellence to conduct trainings and courses, while the usual Design

Lecture Series, Professional Lecture Series and Technical Talks will be conducted free of charge under CPD Committee. In publication, we are introducing a new format of Architecture Malaysia (AM) and members will receive our newsletter, Berita Akitek, with improved contents in the current month of the news edition without delay.

Architecture students should look forward to the new PAM Silver and Bronze Medals Awards which will be announced this year. The new awards will have distinctions in each category. On practice, KPKT has agreed to appoint PAM to facilitate the process of revamping OSC procedures and developing the OSC manual for six selected local authorities. In keeping up with the needs of the industries, the new PAM Contract 2018 will be launched in 2018.

More initiatives and programmes will be announced in 2018 as significant progress are made. I must thank all our members for giving the opportunity to PAM Council and Committees to serve in achieving the objective of PAM.

A Forum on housebuyers’ rights were jointly organised by Persatuan Guaman Hartanah Malaysia (HartaGuam) and ABIM at Kajang Seminar Hall on 9th December 2017 evening.

PAM President, Ar. Ezumi Harzani was invited as one of the speakers at the event. Other speakers who spoke at the forum are Mr. Salkukhairi Abd Sukor (Deputy President HartaGuam) and Mr. Roshan Karthikayan (Legal officer at Tribunal for Homebuyer Claims). The forum was moderated by Mr. Mohd Fadil Mohd Yusof.

The forum discussed on legal and technical issues on the purchasers’ right when purchasing a house from developer. Among the issues and solutions discussed at the forum are:

1. Under the standard Sale and Purchase Agreement (S&P), which applies Schedule G and H of Housing Development (Control and Licensing) Act 1966, there are no provision to authorise a Purchaser to terminate the S&P for any delay by the Developer in delivering the house, unless, if it has been declared by Ministry of Housing (KPKT) confirming that the housing scheme has been abandoned.

2. A Purchaser is entitled to claim for Liquidated Damages (LD) for the delay in delivering Vacant Possession (VP) by the Developer. The claim can be submitted by the purchaser or his lawyer upon the issuance of notice of Vacant Possession by the Developer. When a buyer received a notice of VP which is delayed from the original date, the Purchaser is advised to immediately submit the LD claim, preferably before accepting the Vacant Possession.

3. If the Developer fails to pay the LD during the vacant possession notice period of 30 days, the Purchaser may claim from the lawyer for the LD to be paid out of any money held by the lawyer.

4. A purchaser shall not be liable for the late payment charged by the developer if the delay is due to the developer’s own failure to submit a complete document to enable the financier to release the progress payment. For houses purchased with Government loan or public services housing financing, the Purchaser shall not be liable for the progress payment delay not exceeding six months for any payment stage pursuant to the Third Schedule in S&P.

5. The developer shall repair and complete any rectification of defective works within 30 days from the date of receipt of the notice of defects from the Purchaser. If the Developer fail to do so, the Purchaser may repair the defective works himself and the cost of repair shall be deducted from the 5% stakeholders money witheld by the lawyer as a stakeholder. However, the Purchaser must obtain a quotation for the repair cost from the contractor they intended to engage and shall allow the Developer the opportunity to repair the defects within 30 days prior to engaging his own contractor.

6. There are two types of defects for a newly completed house after handing over of vacant possession. Those are ‘patent’ defects which may be discovered during the Defect Liability Period (DLP); and ‘latent’ defects which are defective works or non-compliant of construction works that are concealed and not visible during the construction or DLP. The time limit for defect liability period only applies to patent defects, while there is no limit applicable to defect liability period for latent defect. Hence, for latent defects, even after the expiration of DLP, the Purchaser may still claim against the developer when such defect is discovered.

7. The issuance of Certificate of Completion and Compliance (CCC) process requires strict procedures before it can be issued by the Architects. Twenty-one certifications through Form G1-21 involving Engineers, Land Surveyor, Landscape Architect, Main Contractor, registered electrical contractor and the licensed plumber; who need to first complete and certify their respective works prior to CCC certification by the Architect. The local authority engineering department and technical agencies are required to inspect and issue the clearance letters that the works have fulfilled the required conditions before the CCC can be issued.

8. There is no doubt that there are a few "naughty" architects who issue CCC without proper inspection and certification. Such practice is an offense under the Architects Act, in the event of such occurrence, affected party may lodge a complaint with the Board of Architects Malaysia (LAM). If found guilty, the architect may be liable for fines or imprisonment which may result in their practice license as an architect will be suspended.

9. Developers can not apply for extension of construction period or postponement of VP from KPKT after S&P was signed. If the extension is granted after S&P was signed, it can be challenged through the legal process.

10. Claim for ‘Tribunal for Homebuyer Claims’ can also be made for sub-sale property from the first buyer if it is still within the DLP, not just for the house sold by the Developer. However, the tribunal will not respond to the claim made against abandoned development or the property which was not purchased from a licensed developer.

The monthly meeting of Mesyuarat Jawatankuasa Perancangan Bandar was held on 12 December 2017 at 10.00 a.m. at Majlis Bandaraya Petaling Jaya head office. The meeting was chaired by the Mayor of Petaling Jaya, Dato' Mohd Azizi bin Mohd Zain. PAM was represented by Ar. Lam Kok Liang. Other attendees at the meeting were the MBPJ Councillors, ADUN, Head of Planning Department and Engineering Department, MBPJ officers, MIP and IEM representatives.

The meeting discussed the following matters:i) The new walkway connecting MRT stations in PJ; ii) Demolition of illegal business on MAIS land;iii) It was informed that the report on fire incident at Tropicana project is still not ready, however, a stop work order has been

issued. The cause of fire at the workers cabin has not been ascertained. The workers cabin has been relocated away from building;

iv) GreenRE was presented at the meeting by GreenRE representatives. The meeting concluded in principle to accept GreenRE as a rating that can also be used besides GBI as condition for planning incentives;

v) Approval for outdoor advertisements on billboards, pedestrian bridge and gantries, light boxes, uni-poles, etc.;vi) The proposal for additional PJ City Bus routes to Desa Mentari and to review the viability of adopting trackless tram system for

public transportation; andvii) The relocation of the Sungai Buloh nursery ground to Kg. Cempaka as affected by DASH highway.

The World Urban Forum (WUF) is the World’s Premier Conference on Cities. It is a non-legislative technical forum convened by the United Nations Human Settlements Programme (UN-Habitat) since 2002. The Forum is hosted in a different city every two years, to examine the most pressing issues facing the world today: rapid urbanization and its impact on cities, communities, economies, climate change and policies.

A unique feature of the World Urban Forum is that, it is one of the most open gatherings on the international stage. It brings together government leaders, community organizations and individuals to open dialogues and discussion on the fundamental need to rethink on the type of city we all want to live in this home planet - a city that is good, people centered and capable to manage the shared resources we have globally. The forum is an avenue to share and explore new solutions to the numerous challenges that confront today’s cities and a platform for cities to renew their pledges and conviction to take measures in making differences to the lives of the billions of people in today’s world cities and for our future generations.

By 2030, 5 billion of the world’s 8.5 billion population will be living in cities and the scale of population in cities shall be 3 fold more than what is was in 1950. Where sixty seven years ago, the largest city in the world was New York with a population of 12 million, however in 2030, Tokyo will be the largest city with a population of 37 million and 7 out 10 of the world’s largest city will be in East and South Asia.

Hence, the theme of WUF9 sets to explore the many opportunities that cities has as the epicentre for sustainability, where urbanization and high concentration of people provides large efficiency benefits and generates many opportunities at different scales and levels as they serve as important production and services centres. Cities are centers of knowledge and innovation where it’s many urban issues facilitates creative thinking and encourages development of innovation urban solutions and new technologies, as they also provides the opportunities for learning, sharing and community interactions.

WUF9 shall be the first large scale forum after the adoption of the New Urban Agenda and the 2030 Sustainable Development Agenda. The New Urban Agenda sets a roadmap for building better cities, that serves as engines of prosperity and centres of cultural and social wellbeing while protecting the environment and addresses climate change. The Agenda also providers guidance for achieving the Sustainable Development Goals and providers the underpinning for actions to address climate change.

WUF9 will set the stage for the 1st reporting on the implementation of the Agenda that will be instrumental in contributing to the global mobilization and advocacy for the common vision on sustainable urban development and advancing on the achievement of the 2030 Sustainable Development Goals. The forum aims to provide a platform to incorporate the inputs of multilateral organizations and stakeholders into the reporting of the implementation of the New Urban Agenda.

WUF9 is open to a wide range of experts form every walk of life. Participants at the Forum includes representatives of national, regional and local governments, parliamentarians, non-governmental organizations, community-based organizations, professionals, grassroots, research institutions and the academic community, private sectors, multilateral finance institutions, foundations, media and related United Nations organizations, other international agencies and all interested individuals.

POST DISCUSSION NOTES ON THE APPOINTMENT AND REMUNERATION OF KLAF2018 DIRECTOR

On 1 November 2017, PAM announced among others, the appointment of Kuala Lumpur Architecture Festival 2018 (KLAF2018) director. Subsequent to the announcement, we have received several inquiries regarding the director’s appointment. On 2 December 2017, we have conducted a special briefing session to address the enquiries from our members. In view that the enquiries were also circulated to many members and some of the members who raised the queries and concerns did not attend the briefing session, we would like to report on the following clarification made during the said briefing session for the benefit of all:

Q: Why KLAF2018 director was appointed by PAM Council without open tender?

Answer: As already clarified in the PAM announcement on the appointment of the KLAF Director for 2018, taking into consideration of the time constraint, the appointment of KLAF2018 director was required to be done immediately through direct appointment to enable KLAF team to commence with the fund raising which involve engaging and negotiating with the corporate partners for sponsorship and also to plan the programmes and activities for KLAF2018. Most of the corporate partners are required to prepare their 2018 financial budget and allocation for sponsorship before end of 2017. Therefore, we need to approach our sponsors and partners before end of 2017.

KLAF2017 director has successfully curated the event for 2017 spending ten months expressly working on KLAF, which has resulted in KLAF2017 to be one of the most successful editions with an ambitious expanded programmes consisting of numerous exhibitions, projects and events. As such, PAM Council has decided to appoint the KLAF Director 2017 to continue to be the director for KLAF2018 since he has done a commendable job for KLAF2017 and PAM Council has the confidence that he will deliver another successful KLAF for 2018.

‘Direct appointment’ has always been the usual method in selecting the KLAF director or convener for DATUM since its inception in 2003. While it has been suggested many times during previous councils, the methodology has never been implemented. This year, PAM Council has decided during the Council Meeting on 1 November 2017 that the selection of KLAF Director 2019 would be done through an open call process. We hope to receive submissions from our members who are interested to contribute as the KLAF director before the closing date of 15 January 2018.

Q: Why does PAM need to spend RM100,000 for KLAF Director?

Answer:The allocation of RM100,000 is a re-investment from part of the surplus that Pusat Binaan Sdn Bhd ( PBSB - a subsidiary company wholly owned by PAM) made from KLAF2017 project. PBSB needs to reinvest some of the surplus from the current financial year to generate better profit in the upcoming year for the benefit of PAM members. The allocation does not come from PAM membership subscription as misperceived by some of our members. For members information, membership subscription is barely enough to cover the secretariat and administrative cost of PAM and its four chapters.

We observed that for KLAF2017, there were a lot of works involved, and our in-house team led by the KLAF director implemented many programmes and worked almost full time for the duration of approximately ten months on the planning and implementing of KLAF2017, which are well beyond the normal duty expected as a PAM council Member. We also observed that we have a better control on the in-house KLAF team and the team has the advantage of working together at PAM, and are able to quickly respond and make a fast decision in their preparation for artworks, exhibitions, publications, lecture and many other preparation for events. Previously, prior to 2017, the KLAF director usually appoints third parties or another company to carry out the preparation works for KLAF which sometimes cost more money. The planning and works for KLAF2018 have now started and we anticipate the workload would demand even more time commitment beyond PAM’s Council duty in order to take KLAF2018 to even greater success. As such, PAM Council decided to allow an honorarium of RM10,000.00 per month for ten months to KLAF2018 director for his time, effort and contribution.

As presented during the briefing session, the fund received by PAM alone is insufficient to cover the Institute’s administrative and operation cost. PAM has to depend on other income to support its activities in serving the needs of members. This year, we have increased the secretarial and administrative subsidy for all PAM Chapters, and we also contributed RM144,000.00 to chapters to conduct their CPD seminars. This is to encourage engagement with members and member participation at chapter level.

Starting from next year, all CPD Lectures, Design Lecture Series and Technical Talks organised by PAM will be free of charge to members. Please accept it as a token of appreciation from the Institute to its members. Beside that, PAM will also continue with other activities to expand the knowledge, study and practice of architecture and to promote the advancement of the profession. These activities require additional funding from PAM, where through our subsidiaries we need to invest in events such as KLAF and DATUM to generate our income.

Q: Can PAM Council members be paid for doing works for PAM?

Answer:Under PAM’s constitution and bye-law, there is no expressed provision that states that PAM council could not be paid for doing projects. Contrary to that, there is actually a provision under Clause 8.24 of PAM Constitution which states that PAM Council has the power to invest any monies and profits accrued from its business activities and shall be applied for the furtherance, promotion and execution of PAM’s objective. Any person delivering services to the Institute shall be entitled to receive in good faith remuneration or expenses or both.

“ 8. 24 Investment of Moneys The Council shall, unless otherwise directed by any deed or trust, have power to invest any fees, surplus income,

funds, donations or endowment in any of the following investments: (a).. (b).. (c).. (d).. (e)(i).. (e)(ii) All moneys and profits accruing to the Institute from participation in any business shall be applied solely

towards the furtherance, promotion and execution of the objects of the Institute and no portion thereof shall be paid by way of dividend, bonus or profits to any member of the Institute, provided that nothing herein expressed or contained shall prevent the payment in good faith of remuneration or expenses or both to any officer or servant of the Institute, or other person or persons for services actually rendered by him or them to the Institute. “

Q: Is there any precedent case where a PAM Council member was paid to do additional works?

Answer:The current PAM Council wishes to rebut the accusation by a few members that there was no precedent case for a PAM Council Member to be remunerated for additional task beyond his normal duty as a Council Member.

Generally and principally, PAM Council members are not paid any remuneration for executing their duties as a Council Member. However, PAM or its subsidiary companies do pay honorarium to any person contributing beyond his/her normal duty as a Council Members to the organisations and there are quite a few precedents in the past.

To quote an example, in 1997, PAM Council approved payment of RM30,000.00 fee to a Council Member to complete the drafting of the PAM1998 Contract. There were also additional payments made to the said Council Member to conduct seminars on PAM1998 Contract at PAM Chapters. There was no announcement made to members at that time, which was probably the reason why members are not aware of such precedent. Through our finding, there are also several similar cases over the years and as such, this charge is not accurate.

PAM Council made the decision for appointment of KLAF2018 Director and for the honorarium to be paid to the Director during PAM Council meeting according to the provision of PAM Constitution and By-laws. Hence, the announcement for the appointment of KLAF2018 Director was made to inform our members and the budget for the honorarium was publicly declared based on the principle of transparency.

It is deeply regretted that a number of members have spread negative rumours that the decision were linked to conflict of interests and corrupt practices. PAM Council decided to be more transparent and made such announcement to inform members, and to receive genuine feedbacks from members. We hope our members will take the opportunity to give constructive comments and not spread baseless accusation against our Institute or individual persons.

Conclusion

At the briefing session, we appreciate the feedbacks and constructive comments received from members, and we are glad that members who attended the briefing session are well informed and satisfied with the explanation given by PAM Council. We wish to stress that PAM Council is guided at all times by PAM constitution and bye-laws. In order to be transparent in our dealings and decisions, we have decided to announce the appointment and the honorarium to members.

A workshop to determine the format for as-built plans in applying for the Certificate of Proposed Strata Plan (CPSP) was conducted at the Geospatial Services & Technology College, Wisma LJT in Taman Melawati on 20th December 2017.

The whole day event which started at 9.00 am and ended at 4.30pm was organised and chaired by PEJUTA. PAM Council member, Ar. Ahmad Ridha Razak attended the workshop as PAM representative from Professional Practice Committee. Other key participants in this workshop were representatives from Persatuan Jurukur Tanah Berlesan (PEJUTA), JUPEM, JKPTG, Majlis Perbandaran Kajang and Majlis Perbandaran Selayang.

The main objective of the workshop was to come up with a standard guideline on the preparation of as-built plans in respect of CPSP submission for strata title application. This is pursuant to the provision in the Strata Title Act under Section 6 stating that as-built plans for the purpose of Certified Propose Strata shall be prepared by Architect or Land Surveyor.

Participants of the workshop agreed that the content of the as-built plans for the purpose of CPSP submission to Local Authority shall carry sufficient information related to planning approval but it need not be as detailed as for building plan approval submission. The contents prepared must also be in compliance with the requirements of the Strata Title Act. PEJUTA was given the task of coming up with a final draft guidelines on the basic requirements to prepare the as-built plans for CPSP submission.

Of note to members, the workshop also agreed that the as-built plans for the purpose of CPSP submission is different than the as-built plans used for construction. This matter will be discussed in a separate workshop to be determined later. PAM members will be informed when the information on as-built plan preparation guidelines are ready.

The Local Government Department (JKT) of Ministry of Housing and Local Government (KPKT) conducted a three-days workshop on OSC 3.0 User Manual from 4th to 6th December 2017 at JKR Centre of Excellence for Engineering and Technology (CREaTE), Alor Gajah, Melaka.

The objective of the workshop is to enhance the technical knowledge and understanding of local authorities personnel towards the application of OSC 3.0 User Manual. JKT has received several reports of recurring issues related to the implementation of OSC 3.0 which were often brought up for discussion during the Focus Group in Dealing with Construction Permits (FGDCP) meetings.

The workshop was officiated by Tn. Hj. Zamri Bin Salleh, Deputy Chief Secretary (TKSU) of KPKT and facilitated by the officers from Development Control Division of JKT, OSC officers, Ar. Sharina Intan Abdullah, Ir. Bashir Ahmed Maideen and PAM representatives, Ar. Ahmad Ridha Razak and Ar. Thirilogachandran. The workshop were attended by the local authorities from the capital cities from each state in Malaysia and technical agencies outside of Selangor. A separate session was earlier conducted for the local authorities and technical agencies from Selangor.

The workshop was organised by JKT to discuss the salient differences in practice by different local authorities and technical agencies in different state.

These differences were noted as points of important issues to be analysed in each locality and state to find a solution how to standardise the practice to be streamlined with OSC 3.0 Manual. Streamlining and standardisation of processes and procedures is important in improving delivery process related to planning permission and building plan approval process.

During the workshop, local authorities and technical agencies were grouped according to their area of works such as planning, building, engineering and utility services to discuss and elaborate issues related to OSC 3.0. The specific requirements of OSC 3.0 in each state were listed down by the respective locality in setting out the baseline. Subsequently, improvement to the process were made from there. The list of procedures in DCP were also used for comparison analysis, where the finding will be used to find a solution in standardising the procedures in selected localities. The standard procedures shall then be incorporated in the new OSC user manual.

Through FGDCP, PAM will continue to engage JKT in achieving the long-term objective to have a standard procedure in dealing with construction permit in every locality. Our main objective is to have a standard procedure in the OSC 3.0 manual which shall be applicable in every local authority and technical agency in Malaysia.

In one of the Community Information Service Session which Ar. Sunny Chan has attended, he felt quite disturbing to note that some members on the panel went beyond answering the queries and tend to give a “lecture” to the public who has come to PAM to seek assistance or advice.

The panel members’ advice and view should be limited only to the subject matter relevant to the questions raised. He explained that, he has experienced that, in most instances, the members of public do not give a true and full facts of their case which could discriminate themselves. There are also instances where a panel member provides incorrect advice, but it would be inappropriate for the other panelist to correct him during such sessions.

Nevertheless, Ar. Sunny Chan has made the following suggestions: • The Inquiry Form should indicate a time of commencement and completion of each interview to record the duration of

each session; • Advice should be limited only to the subject matter raised; and• A time frame of 10-15 mins for each query is suggested. If there are multiple queries by the public, the session should

not go beyond 30 mins.

He recommend the following in the sessions that he has attended:

Session 1: “Advice on Local Authority submission requirement to obtain CCC”

i. Engage an Architect registered with LAM which is licensed to provide architectural consultancy services;ii. The Architect shall be responsible to advise the inquirer the correct procedure from submission stage to obtaining

approval for the renovation works all in accordance with the requirements of UBBL; andiii. To inform the inquirer that a selected Form G1 to G21 are required to be certified by the relevant parties and to obtain

clearance from various technical agencies. Forms G which are not relevant, shall be certified “not applicable” by the PSP and to be submitted together with Form F.

Session 2: “Many defects in the Building, such as roof leaks, sub-standard specifications, outstanding damages were not repaired, design issues (no access for repair to water leaking from the apartment units to corridor, lifts not up to standard”).

i. To distinguish and advise the inquirer the different between defective works, poor workmanship or a design problem;ii. If the works do not comply with works specifications, the Purchasers may seek professional advice by engaging a third

party to determine whether the works comply to works specification or not; iii. On non-attendance to defects by the Developer, the Purchasers must be aware of their rights by referring to the S&P and

be aware of the time frame for reporting defects, request for attendance and the time frame for the Developer to rectify the defects. Some could be re-occurring defects; and

iv. To instruct the S&P lawyer to withhold the balance of 5% Retention Fund.

Session 3: “Architect’s scope of services and payment terms / progress claim.”

i. To refer to LAM’s Architects (Scale of Minimum Fees) Rules 2010: - Part II, Architectural Consultancy Services, Rule 7, 8, 9, 10, 11 & 12 for Basic Services of Architects Services for

description of works to be engaged. - Part III, Scale of Minimum Fees for Basic Services, Rule 23 on fees and Rule 27 on Stage Payment.ii. Advice given by the panel member to include Letter of Release is not necessary.

It is hoped that these explanation would assist other members in giving advice to the member of public in a more orderly manner.

PAM was invited to a strategic session workshop on risk-based inspection and Ease of Doing Business 2019 from 8-10 December 2017. The workshop was held at The Gurney Resort Hotel and Residences, Penang and was attended by Ar. Thirilogachandran and Ar. Ahmad Ridha Razak from Professional Practice Committees as PAM representatives. Other agencies who attended the workshop were KPKT, MPC, SPAN, SYABAS, IWK, BOMBA, DBKL and several other technical agencies.

Malaysia Productivity Corporation (MPC), which acts as the secretariat for the Focus Group on Dealing with Construction Permit (FGDCP), organised and facilitated the workshop. The objective of the workshop was to discuss on ways in moving forward to improve Malaysia’s World Bank Ease of Doing Business (EODB) ranking. Our country’s EODB ranking and all the initiatives related to it is monitored by PEMUDAH, directly under the Prime Minister’s Department.

One of the indicator components that contributes to the EODB ranking is in Dealing with Construction Permit. Currently Malaysia is ranked 11th out of 190 countries in

Dealing with Construction Permit, with 14 construction permit procedures. A country’s ranking improves by having fewer number of procedures, a shorter time (in days) and lesser cost.

It was identified that our ranking is affected by the process of inspection during construction which comprised of nine procedures. SPAN, IWK, SYABAS and BOMBA were called upon to reform the inspection process, potentially by going towards risk based inspection. Participants were separated into three groups. One group looked into reforming the inspection process by SYABAS and BOMBA for EODB 2018, while participants of the second group looked into reforming the road and drainage inspection by the Engineering Department of DBKL for EODB 2019. The third group discussed the potential future changes on related regulations that may affect dealing with construction permit.

Putrajaya Corporation hosted the Putrajaya Light & Motion Festival (LAMPU) 2017 from 28 until 31 December 2017 at Dataran Putrajaya, Presint 3 Putrajaya.

LAMPU 2017 is a "Vitalizing Putrajaya" programme that is in line with Greater KL's National Key Economic Activity (NKEA) in establishing and marking Putrajaya as a spot in World's Lighting Industry.

Putrajaya is the only city in Malaysia that has introduced a modern lighting administration facility known as Putrajaya Lighting Masterplan.

PAM as a Smart Partner with Putrajaya Corporation shall collaborate on two events:• The International Conference and 3R Lighting Sculpture Competition• In conjunction with LAMPU 2017 Festival, the LAMPU 2017 International Conference was held on Thursday, 28 December

2017, at Seri Melati Hall, Perbadanan Putrajaya Complex, Presint 3 Putrajaya.

The objective of the LAMPU 2017 Conference is to act as an exploration platform for knowledge sharing and deliver Innovative Lighting Technology in Creative Presentation Forms, using the latest lighting concept models such as Projection Mapping, Holograms and Virtual Reality. The aim is to move towards a more advanced and futuristic approach. The theme of this year’s LAMPU is “Step Into Another World".

The 3R Lighting Sculpture Exhibition ( Reuse, Reduse, Recycle ) was held on 28 until 31 December participated by PAM members ( AR RAD Architects , Johari & Hashim Charted Architects, ZsR Architect & one of PAM Graduate Member. Ar. Adrianta Aziz (Chairman of PAM CPD & DLS Committee) represented PAM to coordinate LAMPU 2017 with Putrajaya Coprporation.

ARCASIA ACYA ROUND TABLE MEETING IN CHIANG MAIThe first round table meeting for ARCASIA Committee on Young Architect (AYCA) was held in Chiang Mai, Thailand on 13 and 14 December 2017. PAM Council member, Ar. Ridha Razak, who is also the recently appointed Deputy Chairman of AYCA represents PAM to the first round table meeting.

The first round table meeting, which is also known as Stormathon 1.0 was chaired by Ar. Tan Tzue Hann a young member of SIA. The meeting was attended by ACYA country representatives from India, Pakistan, Sri lanka, Bangladesh Nepal, Thailand, Malaysia, Indonesia, Philippines, Myanmar, Laos, Vietnam, China, Hongkong, Japan and Korea. ARCASIA President, Ar. Jahangir Khan and Honorary Secretary Ar. Ramiz Baig also attended the event in Chiang Mai.

President Jahangir shared the vision and direction of ARCASIA with the ACYA members at the meeting, followed by presentations by the members countries presentations of their youth initiatives. The Stormathon 1.0 workshop session is summarised as follow:-

• A discussion was held to consider opening ACYA members up to the age of 45 years-old, but the committee finally decided to maintain committee membership for members age 40 and below.

• The Committee accepted the issue on constant change of ACYA representative as beyond their control and leave it to their respective institutes to select their representative. However, a mechanism need to be set up to update ACYA on the changes promptly.

• Ar Hann and Ar Ridha presented the strategic plan for ACYA covering scope of promotion, development of youth and exchange of ideas.

• Ar Ridha reported to the committee that various communication platform has been set up such as ACYA email, ACYA Drop Box (containing information on ACYA, meeting reports, country reports etc.) and ACYA Whatsapp chat group.

• ACYA Branding – All committee members agreed that Ar Aung from Myanmar to host an ACYA logo competition in Maynmar.

• ACYA E-Questionnaire was presented and ready to be distributed to all countries for survey.

• Country matrix shall be compiled by Ar Ridha Razak.• Future programmes of ACYA include: online bulletin,

online competition, research, leadership workshop, ACYA forum and Pecha Kucha.

PAM Awards – The Awards and Competitions Committee thanked the PAM Awards 2018 Convener, Ar Mel Soong and Co-Convener, Ar Malek Hassan for accepting their respective appointments.

The Heritage and Conservation Committee reported that the PAM-PPAG Architectural Ideas Student Competition: Viewing Boardwalks and Shelters for Monuments at Sungai Batu Archaeology Complex prize giving ceremony will be held on 10 February 2018.

The Continuing Professional Development Seminar (CPD) Committee had rebranded the PAM CPD Seminar names as follows:

The Housing and Urban Wellbeing Committee informed that the courtesy visit to MPSJ which was scheduled to be held on 28 December 2018 has been postponed.

The PAM Awards Committee proposed to publish the PAM Awards Book 2018 in Berita Akitek.

The Education Committee will be organising a Symposium for Academician in June 2018.

The ARCASIA ACPP Committee Meeting and ARCASIA ACPP – IIA Professional Practice Forum will be held on 9 – 10 February 2018 in Calcutta, India. The Indian Institute of Architects (IIA) will be hosting the meeting and the forum. Ar Saifuddin Ahmad will be representing PAM to the forum.

The ARCASIA Office Bearers Meeting will be held on the 18th – 20th January 2018, and at the end of March 2018 in Japan.

The Professional Practice Committee will be circulating again the revised draft of PAM Contract 2018 Review to Council Members for comments. The briefing of PAM Contract 2018 to members and stakeholders is scheduled to be held on 17 January 2018.

PAM Strategic Planning – Ar Lillian Tay Wai Fun suggested to distribute the PAM Strategic Planning paper to PAM Members during the next AGM in April 2018.
