Best practices paper onOrganic WasteManagementFinal Report

1. IntroductionBest practices paper on organic waste management, will provide guidance forPenang to reduce SLCPs through environmentally sound management of organicwaste. This paper captures some of the good examples of organic wastemanagement already implemented as well as painstakingly compiledthroughout the years.

The Best Practices materials include manuals, PowerPoint presentations of variouscommunity projects and video clips developed for dissemination to the public tocreate awareness and education. These can be easily downloaded and sharedas reference materials locally or globally.

The Best Practice Compilation will continue to grow in time and these will bedocumented and uploaded onto the http://www.pgcaringsociety.com.my/website provided by courtesy of the webmaster under the auspices andguidance of Hon. Mr Phee Boon Poh, Penang State Minister for Caring Society,Welfare and Environment.

The Solid Waste management unit itself visited four (4) best practices sites inorganic waste management by zero waste communities were visited anddocumented by the Solid Waste Management Unit. They are as follows:

1.1. Taman Pandan Apartments Environment Resource CentreThis project is at the initiative of the Taman Pandan Residents themselves headedby Ms Loh Poh Chen. It is run by a committee consisting of Taman PandanApartment dwellers. Activities include recycling activity, composting and small

scale farming. It is one of the pioneers in zero waste management and a venuefor many local and foreign visitors.

Food waste is deposited by participating apartment dwellers at the organic foodwaste corner with collection bins. Other bins are for collecting recycled items suchas paper and plastic containers. The food waste is transported to a compost sheda distance away to be composted naturally and the final product is sold.Proceeds from the sale is channeled back to pay for repairs and purchase of toolsneeded. This center also produces plastic bags made from recycled plasticbillboard advertisements for sale as one of its activities.

1.2. Bayan Baru MarketThe City Council of Penang Island (MBPP) in 2011 with the assistance of its serviceprovider “Ecogen” embarked on a pilot project in this market to convert foodwaste into bio-liquid soil enhancer to be used by farmers for their crops. This isgood for the environment, as these food waste would be diverted from endingup in the landfill at Pulau Burong. The bio regen process utilizes microbes to breakdown food waste in holding tanks. The process starts with participating stallholders in the market. Participants store food waste which will be collected by thecity council workers and sent to a section where the food waste is grinded andmixed with microbial culture (Bokashi). This is then channeled to a holding tankand left for natural decomposition. After 28 days of decomposition, the endproduct is a bio-liquid soil enhancer collected by the agent for agricultural use.

1.4. Penang Hill ProjectPenang Hill Corporation as the sole authority on development of Penang

Hill was tasked with finding a solution for the growing food waste generated aswell as sewage produced with the increased in number of daily visitors to the hill,following an upgrading of train services. Indah Water Konsortium, the sewagetreatment consortium is unable to construct a treatment plant because suitableland is insufficient. Tankers are unable to do ascend the hill to carry out desludgingworks because of the steep terrain. A solution was found through implementingthis project.

Food waste is collected by council workers from the stalls of the hawker's complex.The treatment for the breakdown of food waste is similar to that employed by theBayan Baru Market. Here, the decomposed food waste is mixed with sewagefrom the hawker's complex for further decomposition in tanks until it is completelybroken down and safe to be released into the environment, successfullyachieving near zero waste with a standalone system.
