Who Needs Measurements?Who Needs Measurements?

Page 3: BETTER WORK AND STANDARDS PROGRAMME (BEST)

Prehistoric people didn’t have measurement standards – but they

measured subjectively(time, distance, …)

Page 4: BETTER WORK AND STANDARDS PROGRAMME (BEST)

But over Time ……………people started farming

Page 5: BETTER WORK AND STANDARDS PROGRAMME (BEST)

.. and developing permanent settlements

Page 6: BETTER WORK AND STANDARDS PROGRAMME (BEST)

So, they needed a system of measurement…

Page 7: BETTER WORK AND STANDARDS PROGRAMME (BEST)

• The Science of Measurement (Metrology) is ancient• The standard unit of length in ancient Egypt was the

length of the Pharaoh’s forearm plus the width of his palm (523.5 mm)

• It was used since at least 2700 B.C.• Master standards in granite, working standards as wooden

sticks• Recalibration of sticks at each full moon• Missed calibration was punishable by death!• Achieved accuracy of 0.05% over a distance of 230 meters

ANCIENT METROLOGY (EGYPT)

Millions to Measure, David M. Schwartz

People used their feet or hands to measure distance. But measuring in hands and feet could cause confusion. . .

You, my boy, areFour feet tall.

My dadSays I amFour feet tall.

No way!I am three feet tall.

The Convention was signed in Paris in 1875 by representatives of

seventeen nationsArgentina; Austria-Hungary; Belgium; Brazil;

Denmark; France; Germany; Italy; Peru; Portugal; Russia; Spain; Sweden and Norway; Switzerland;

Turkey; United States of America; Venezuela.

As of 8 May 2012, there are 56 Member States of the BIPM, and 34 Associate States and Economies of the General Conference

REMAINING ISSUES TO BE RESOLVED IN THE INTERNATIONAL SYSTEM

o Regulators worldwide accept accreditation by National Accreditation Bodies, which are ILAC MRA signatories

o Regulators worldwide accept traceability to National Metrology Institutes, which have their calibration and measurement capabilities in the BIPM MRA database (accessible via the internet)

STEPS TO INTERNATIONAL RECOGNITION OF TEST AND CALIBRATION RESULTS

o NML-BSTI obtains international recognition for the national measurement standards and its calibration and measurement capabilities (CMCs) through the CIPM MRA Participation in international comparisons Accredited quality system through ILAC MRA

signatory CMCs in BIPM MRA database

o BAB obtains international recognition through the ILAC MRA

o Test and calibration laboratories in Bangladesh obtain traceability from NML-BSTI

o Test and calibration laboratories in Bangladesh obtain accreditation from BAB

OBJECTIVE

To contribute to economic growtheconomic growth and poverty poverty reductionreduction by supporting Bangladesh to take advantage of global market opportunitiesglobal market opportunities

THE “BETTER WORK AND STANDARDS PROGRAMME”(BEST)

Page 26: BETTER WORK AND STANDARDS PROGRAMME (BEST)

SPECIFIC OBJECTIVES

Better Quality Infrastructure (BQI)

To strengthen overall national quality conformity

Better Fisheries Quality (BFQ)

To strengthen the national quality infrastructure for fish and fish products

Better Work in Textiles and Garments (BWTG)

To strengthen overall competitiveness in the textile and ready made garment sector.

Page 27: BETTER WORK AND STANDARDS PROGRAMME (BEST)
Page 28: BETTER WORK AND STANDARDS PROGRAMME (BEST)

Ministry of Industries (MOI)•Supported MOI on formation and functioning of the proposed inter-ministerial core group on a national quality policy – prepared TOR, draft policy, proposal on establishing a quality cell in the ministry etc.

Better Quality Infrastructure

Page 29: BETTER WORK AND STANDARDS PROGRAMME (BEST)

Bangladesh Accreditation Board (BAB)• Completed review and assessment of current status• Continued in-house training and systems development• 4 practice assessments done• Discussions with Malaysia on joint assessments• Upgraded and trained on IT infrastructure• Workshop for external assessors on BAB procedures • Pursued formal approval of NORAD / NA project

Better Quality Infrastructure

Page 30: BETTER WORK AND STANDARDS PROGRAMME (BEST)

Laboratory Accreditation • 35 laboratories assessed, advised on needed

improvements, and trained on ISO 17025• Cooperating with ICDDR,B to assist clinical testing

laboratories to prepare for accreditation• Microbiology and chemistry experts advised the

relevant laboratories

Better Quality Infrastructure

Page 31: BETTER WORK AND STANDARDS PROGRAMME (BEST)

Bangladesh Standards & Testing Institution (BSTI)

• IT infrastructure upgraded and staff trained • Advised on business planning, modern

management methods and provided training• Standards Wing adopted new quality manual • National IEC Committee formed; standards and

Codex committees planned

National Metrology Laboratory - BSTI• Continued training and systems development• Purchasing equipment to expand scope, develop

regional laboratories and create mobile units• Cooperation agreement with the National

Metrology Institute of South Africa• Staff trained in Malaysia and India and attended

Asia Pacific Metrology Programme meetings• New IT equipment installed, and LAN extension

completed
