Unapproved plot owners to be penalized By Our Staff Reporter Tamilnadu Govt. is contem- plating levying penalties on unapproved plot owners who have not submitted regular- ization applications by Nov. 3. As per the communication received from the office of the Commissioner of Municipal adminsitration, owners who submit the applications within six months of Nov. 3, will have to pay 10% regularization charges as penalty. For those submitting it in the 6-12 month period, the penalty will be 25% and for delay of over one year, the pen- alty will be 50%. There will no changes in the rate of development charges as specified in the Government Order dated Oct. 22, 2018. No new plots will be consid- ered for regularization after Nov. 3. and such cases will come under the mainstream of layout approval. The government had intro- duced the scheme in May, 2017 for plot owners to regula- rize unapproved layouts and plots. Unapproved plotowners to be

Tamilnadu Govt. is contem-plating levying penalties onunapproved plot owners whohave not submitted regular-ization applications by Nov. 3.

As per the communicationreceived from the office of theCommissioner of Municipaladminsitration, owners whosubmit the applications withinsix months of Nov. 3, will haveto pay 10% regularizationcharges as penalty.

For those submitting it inthe 6-12 month period, thepenalty will be 25% and fordelay of over one year, the pen-alty will be 50%.

There will no changes in therate of development chargesas specified in the GovernmentOrder dated Oct. 22, 2018.

120 Amarambedu villagersattend medical camp

NEET applications closeon Nov. 30

National Testing Agency (NTA), which began acceptingapplications on Nov. 1 for National Eligibility cum EntranceTest (NEET) 2019, will close its online application counter onNov. 30. After submitting the application online, candidatesmust pay the application fee within a month.

There is no change in application fee this year.While reserved category (SC/ST/PwD/OBC and Transgender)

students must pay 750, others are charged 1,400.The NTA has clarified that candidates should pay service or

processing charges as applicable besides GST while submit-ting the fee. The agency has earmarked 15 days (Jan. 14 to 31)to make corrections in application particulars.

The exam will be held from 2 p.m to 5 p.m on May 5, 2019 andresults will be released on June 5. This year, the exam was heldin the morning which caused difficulties for rural applicantssome of whom missed the exam as they could not reach thecenter on time.

Meanwhile, private coaching centers have intensified train-ing and some have begun conducting revision tests.

Corporation contractordamaged EB cables whileclearing blockages in thestorm water drain inPeriyar Road, nearHabibullah Roadjunction on Nov. 18.

The cables got dama-ged when the workersused a JCP vehicle tobreak open the slabscovering the drains.

According to the nearby residents, there was power outage in the surrounding area for morethan 3 hours before it was temporarily restored by the EB workers.

A EB worker told Mambalam Times, that the damaged cables can be replaced only after thestorm water drain work is completed.

CMDA should seek public opinion for re-classification of landSir, The Chennai Metropolitan Development Corporation Authority (CMDA) from time to

time issues re-classification notification for lands based on the application made by owners toconvert from residential to commercial, institutional to commercial, agriculture to commercialand so on.

In T. Nagar, the re-classification of land use has become such a quiet affair that no one knowshow the residential area turns into commercial overnight.

The re-classification is supposed to be done after due verification of the land and the documents,suitability of the site, accessibility, compatibility with the adjoining developments, impact on theenvironment and more. However, the residents living in the vicinity of the property and thepublic in general remain unaware of the re-classification until some construction activity is startedin the plot. Re-classification of land as commercial in any area, more particularly in a residentialarea will have a significant impact on the environmental and the civic resources and infrastructure.

If the CMDA’s re-classification has not evoked any public opinion thus far, it is mainly becauseof poor dissemination of information. Residents will definitely react if they come to know of achange in the land use that could impact their living. So, in order to ensure total transparency,the CMDA, besides inserting advertisements in dailies, must also install a notification board onthe plot to seek the views of the nearby residents.

meeting before, accosted me and said he used to be my colleague at work.He introduced himself as Rajendran, and asked me to recall names of co-employees. When I

mentioned a few names, he said he was a relative of one of them. He then started pleading thathe and his family were stranded in Chennai and begged for some money which he promised to return after reaching hishome town. My wife immediately cautioned me against giving any money and advised me to move on. The strangerparted once he realised that the game was up. On reaching home, when I contacted my colleague, he said he did not haveany relative by the name Rajendran. Anna Varsity introduces exam,revaluation reformsBy Our Staff Reporter

In the aftermath of the revaluation scam, Anna University hasintroduced a slew of examination reforms, including distribution ofanswer keys, striking out of blank pages and cross-checking 30% ofevaluated answer scripts, the university told the Madras High Courtrecently.

G. V. Uma, former Controller of Examinations, and other facultymembers were suspended for their alleged role in the said scam.Besides an ongoing Directorate of Anti-Corruption and Vigilance(DVAC) probe, an internal committee formed to probe the scam foundthat answer scripts of students were manipulated in evaluationcenters. Answer scripts provided to students contain 44 pages.Students involved in the scam left the last few pages of the scriptsblank and scamsters filled these pages with relevant answers duringevaluation. According to the new assessment schedule introduced bythe university, students must strike out all unwritten pages of theanswer scripts and exam hall supervisors have been told not to acceptanswer scripts with blank pages.

Also, a proposal has been made to remove the front page of answerscripts which contains the student’s registration number beforehanding them over to the evaluating faculty.

In its affidavit submitted to the court, Anna University saidanswer keys for all the subject question papers were provided tofaculty so that the number of students applying for revaluationcomes down. Besides this, the chairman of the evaluation centershould cross-check at least 30% of answer scripts evaluated byexaminers and the number of examiners under a chairman has beenreduced from 17 to 10 now, the university submitted.

Further, answer scripts with a difference in the original and re-evaluated score of more than 15 will be scrutinized, the affidavit said.

A 40-day deadline has been set for the Controller of Examinationsto finish the re-evaluation process and release the results via websiteand text messages.
