1790—2010 - Celebrating 220 Years of Raising StarsTo raise young people who become “stars,” CYDC knows you must first raise trust, respect, expectations, self-worth, and ambition.

Throughout our 220th anniversary year, generous media outlets helped CYDC tell our powerful story. We hope you saw a billboard or television ad or heard a radio spot. In this Bi-Annual Report you will find program high-lights telling how staff and volunteers work with children who arrive hurt and afraid, so that they leave as young adults ready to succeed on their own. You will find reflections from early CYDC leaders and volunteers, and you will find the names of generous donors who make our work possible. We can’t raise stars without first raising support, so we thank you.

While much has changed in the 220 years since Charleston City Coun-cil first established the Orphan House, one thing remains the same – our commitment to “supporting and educating children in need.” There is no more rewarding and important work.

The Beacon, Charleston Emergency Shelter & Callen-Lacey Center for Childrenprovide shelter for 200 abused, neglected or abandoned children and runaway or homeless youth a year.

Oak Grove and Ledford Houseoffer long-term, nurturing homes for youth who cannot be placed in foster care or who have behavioral problems.

Bakker Career Centergives these young people tools for independence through career and life skills training and leadership opportunities.

Big Brothers Big Sistersprovides life-changing mentors for more than 300 children each year.

Horizon House’scounselors, in partnership with Charleston County School District and MUSC, help children change behaviors so they can return to their neighborhood schools.

The Freedom Schools®Program provides summer reading opportunities for 50 at-risk children each summer.

Our stars are the hundreds of young people who benefit from the educational support, career ex-ploration, life skills training, and mentoring of-fered through the programs provided by CYDC. Your support has enabled us to give young peo-ple a home and a safe nurturing environment in one of our residential programs. Your gifts have allowed us to give youth the gifts of self-assur-ance, job skills and a more promising future.

We are extremely proud to celebrate 220 years of caring for children. Through two centuries, our work has changed and evolved, but our focus on protecting their childhood and preparing them for adulthood has re-mained constant.

There are a few organizations in Charleston that can claim as long a history, but none with such a distinguished child-focused one as the Charleston Orphan House, now known as Carolina Youth Development Center.

We are proud to have served as Board Chairs during this critical time of service to children, and we have been privileged to work with dedicated volunteers on CYDC’s more challenging issues.

Like other nonprofits in the recent recession, we have faced declining state funding. On page 6, you will note our expenses slightly exceeded rev-enues, requiring us to dip into reserves. However, we are seeing signs of increasing awareness and support from new sources, thanks in part to heightened publicity surrounding our 220th Anniversary.

We join Barbara and her staff in thanking you for your contributions to Carolina Youth Development Center during the past two years. With your continued help, we will keep the tradition of saving our community’s most vulnerable children secure in the years to come.

FinancialsThe graphs below give only a snapshot of our financial activity over a two-year period. CYDC’s financial audits for both fiscal years resulted in un-qualified opinions. Program HighlightsDespite the fact that 2008 to 2010 has been one of the more financially challenging periods in CYDC’s 220-year history, our organization has never been stronger. We initiated new forward-thinking programs, retained ex-ceptional staff, and have seen our children excel as never before. Our ac-complishments include:

z Developing new Leadership for Life programs that augment the academic support and career training already provided at the Bakker Career Center.

z Taking ten ”graduating” Bakker Scholars on their self-planned “Transition Journey” to Washington, DC, in 2009 and Atlanta in 2010, rewarding their academic, career, and leadership achievements. .

z Implementing William Bridges’ Transitions Framework, a program developed and funded by The Andrus Family Fund of New York City, to ease the transition from foster and group home care to independent living.

z Initiating Aftercare, funded by The Duke Endowment, to track and support young people and their families after their departure from CYDC. .

z Opening the George W. Williams Center, named for the “Angel of the Orphan House” and his descendants, to improve facilities for behavioral health services.

z Working in partnership with The Duke Endowment and Cornell University to develop and test new methods of child care that focus on the individual child’s development, take into consideration the trauma experienced, and involve families.

z Receiving reaccreditation from the Council On Accreditation, after an intensive review that rated CYDC according to national best practice standards. CYDC has been con-tinuously accredited since 1986.

z Celebrating CYDC’s 220th Anniversary with outreach parties and the “We Raise” cam-paign, generously donated by Chernoff Newman.

z Applauding as our young people graduated high school, attended college, found jobs and transitioned to adulthood.

We Raise Trust.CYDC’s children often arrive in the dark of the night. They always arrive scared, uncertain of what went wrong and feeling very alone in the world. At the Callen-Lacey Center for Children, Charleston Emergency Shelter and The Beacon, they are always greeted by friendly faces and understanding counselors who help them unpack, relax and feel safe.

Opened in 1998, CLCC honors Dr. William H. Lacey and Mrs. Maude E. Callen, for their 50 years of selfless giving to the citizens of Berkeley County.

We Raise Self-Worth.Making academic headway through Freedom School’s summer reading program after struggling in school all year. Learning to control emotional outbursts that threaten to have you expelled from school, with the help of Horizon House counselors. These are first steps for many of our children in gaining a sense of their own self-worth.

We Raise Ambition.Big Cities open a child’s eyes to opportunities. That’s why CYDC rewards its Bakker Scholars with a trip they plan themselves. This year, the scholars visited Atlanta and the Martin Luther King memorial. Who better to instill hope and ambition than Dr. King?

220 Years of Community LeadershipAnniversaries are a wonderful time to look back and celebrate the leaders who have made this organization so successful. We honor the gentlemen who chaired the Charleston Orphan House’s Board of Commissioners from 1790 until the 1981 merger creating Carolina Youth Development Center. They created the first kindergarten in South Carolina and operated one of the best schools in the City. They saw it through the Civil War and the Great Depression.

We honor the men and women who have led CYDC since Richard Salmons initiated the 1981 merger of the Orphan House (then called Oak Grove), Horizon House (started in 1964 by the Junior League and chaired by Nella Barkley) and Big Brothers Big Sisters (started in 1976).

They have overseen national accreditation, the creation of emergency shelters, and the establishment of the Linda and Tony Bakker Career Center.

We thank them all for their leadership and service.
