FOREWORD
Dear congress participants,
In the entire history of the Federal Republic of Germany, vocational education and training has never faced such major and diverse challenges at one and the same time. Ongoing digitalisation of the world of work, the rapid changes being brought about by technological advancements, competition with the higher education sector to acquire high-ability learners, demographic trends and not least the need to integrate the refugees having arrived in Germany since 2015 – VET is being confronted with an increasing demand for further development.
What response is vocational education and training able to offer to these challenges? What pioneering programmes, projects and initiatives are in the pipeline? What design concepts need to be developed for practice in order to be able to continue presenting vocational education and training as an attractive and flexible option? And what types of research and academic research services are necessary if we are to provide the policy makers with the data and knowledge to facilitate appropriate decisions?
Faced with these issues, there is no doubt that we must take stock of where vocational education and training will be heading over the coming years. We want to conduct this analysis of the current situation today, together with you, at our BIBB Congress in Berlin, the theme of which is “Learning for the future: VET of tomorrow – experience innovations”.
German trade and industry is geared towards export. Vocational education and training is essential in this regard and has always proved its worth whilst showing a capacity to change and adapt. VET has much to offer and is well positioned in overall terms. For this reason, rather than being perceived as risks, the multifarious current challenges need to be viewed as opportunities to continue promoting the attractiveness and reputation of VET.
Here in Berlin, our aim is to discuss the future direction of vocational education and training in Germany with you – the decision makers from the areas of science, policy making and practice. We want to provide you all with pointers for the future path, and our desire is to jointly use our BIBB Congress to send out a clear signal relating to the importance and ongoing development of vocational education and training over the coming years.
We are very pleased that our congress has attracted such significant interest in this area and welcome you to Berlin. Our hope is that the opportunity to share experiences and views on such a wide-ranging and extensive basis will contribute both to your ongoing work as well as to benefitting and strengthening initial and continuing vocational education and training in Germany.

Forum I Vocational Education and Training 4.0 – initial and continuing training in the digital age
Increasing digitalisation of the world of work is creating a wide range of challenges for the vocational education and training system. Digitalisation is bringing about a shift in technologies, products, work processes, business models and ultimately in the tasks performed by skilled workers and is also helping to accelerate the pace of change. The focus for vocational education and training extends beyond different skills needs and the further development of occupations to include questions as to the way in which training should be structured in the future and aspects such as training for education and training staff, suitable forms of teaching and learning, the use of digital media, modernisation of the concept of the regulated occupation, the relationship between VET and academic education, the development of the quantitative skilled worker requirement and finally also the future significance of Vocational Education and Training 4.0.

This forum will look at how this transformation process is being shaped. Effects being exerted on the (vocational) education system by digitalisation and possible options to enhance the attractiveness of vocational education and training will both form objects of discussion. Research results and specific examples from practice will be presented in various formats opened up for debate.

Forum II Learning venues with a future: cooperative and digital
The learning venues of the vocational school and the company are the central characteristic of the dual system and serve the purpose of imparting employability skills. They are supplemented by inter-company vocational training centres, which perform important training tasks in the craft trade sector in particular.
This forum will focus on vocational education and training practice at the various learning venues and on their stakeholders, VET staff. Questions related to the potential and prerequisites for successful cooperation between learning venues will be discussed against the background of challenges such as growing heterogeneity of trainees and the increased requirements brought about by ongoing digitalisation of learning and work processes.
Another topic to be addressed will be the use of modern forms of teaching and learning and the associated didactic and methodological requirements. For this purpose, speakers will present relevant practical examples of the deployment of digital media in vocational education and training, innovative train-the-trainer approaches and results from programmes and pilot projects on the structuring of attractive VET. A final panel discussion will explore the prerequisites for areas of potential offered by successful cooperation between learning venues.

Forum III Work-based learning – occupational competence in Europe and the world
The concept of work-based learning has increasingly found its way into vocational education and training policy over recent years. International and European organisations recognise the necessity for vocational education and training of consideration and shaping of learning within the work process. The starting point for this development is the realisation that countries which have dual VET structures in place are particularly successful in structuring the transition from school to the world of work and in integrating young people into the labour market. In many vocational education and training systems, vocational schools can at the same time also be identified as increasingly assuming a coordinating role in the structuring of company-based learning alongside their function of imparting professional and methodological competences. In addition, work-based learning has undergone further methodological and institutional development onto higher qualification levels within the area of initial and continuing vocational training provision.
The aim of the forum is to debate the various work-based learning models both nationally and internationally with regard to the acquisition of occupational competences from the point of view of the companies providing training and the vocational schools. Discussions will be based on national and international research results and examples from practice. The objective is for participants to debate the factors which foster competence acquisition within the scope of work-based learning by considering the commonalities and differences between the models.

Forum IVSchool, and then what? Dual vocational education and training – preferences and reality
The question regarding the “attractiveness” of vocational education and training is one that has been posed for more than 25 years. Even today, no answer appears to have been found. Public debate sheds light on a variety of aspects. How attractive is vocational education and training and for whom? Why are fewer and fewer young people enthused by vocational education and training? How can companies obtain enough young employees and skilled workers? And, how can the effectiveness of a VET structure that acts as the key pillar of the German economic system be strengthened in overall terms? These and other issues will be discussed from various perspectives.
The first day will take the ideas young people associate with adult life as its starting point and focus on the expectations they have of a programme of vocational education and training. The second day will mainly concentrate on the significance of VET for securing a supply of skilled workers. The aim of the final discussion is to address the issue of how the attractiveness of vocational education and training can be increased.

Forum V Migration and integration – the contribution of vocational training
One in five persons living in Germany have a migrant background, and more than half of this group hold German citizenship. For the young generation, cultural diversity is part of the daily reality of school, training and work. Migrants are also strongly represented in the group of entrepreneurs. Twenty per cent of persons setting up a company in Germany have foreign roots. Since 2015, hundreds of thousands of people have also fled to Germany to seek protection from war, violence and intimidation. This will form the background for debate within the forum on the challenges and opportunities of integration into vocational education and training. The latest status of research and successful initiatives and projects will be presented. With regard to practice, the main emphasis will be on the question of what instruments can be used by local governments, companies and schools, i.e. across the educational system as a whole, in order to improve and support integration.

Forum VIHealthcare and nursing: perspectives for vocational education and training
The Nursing Act has introduced a new and generalist form of nursing training. This will enable those who complete it to work in all areas of care, including general nursing, paediatric nursing and geriatric nursing. The new training programmes will begin in 2020. The forum will start with a keynote address on the future of nursing and on the growing significance of this field of employment in terms of implementing the new nursing training. This will be backed up with specific examples from practice. The healthcare professions are being subjected to considerable change and are becoming increasingly important. The influence exerted by digital technologies on organisational processes and on interaction of skilled workers with customers is also rising within this occupational field. On the second day, an introductory presentation on continuing training approaches in this area of employment will serve as the basis for a presentation of selected examples from practice related to digitalisation in the healthcare professions. The forum will conclude with a panel debate, during which current and future challenges and perspectives for vocational training in the healthcare and nursing sector will be discussed.
