BICYCLE ADVISORY COMMITTEE (BAC) Minutes for the Meeting of

January 3, 2019

1. CALL TO ORDER/SELF INTRODUCTIONS/ CONFIRM QUORUMThe meeting of the STA’s Bicycle Advisory Committee (BAC) was called to order by ChairMike Segala at approximately 6:00p.m. at the STA in Conference Room 1.

2. APPROVAL OF AGENDAOn a motion from Barbara Wood, and a second from Nancy Lund, the BAC unanimouslyapproved the agenda with items being rearranged. (7 Ayes)

3. OPPORTUNITY FOR PUBLIC & STAFF COMMENTSKarin Bloesch provided a flyer regarding the Solano County Pedestrian Safety Symposiumand invited all BAC members to attend the event. Mrs. Bloesch explained STA was awardedan $85,000 grant from Office of Traffic Safety to provide pedestrian workshops throughoutSolano County. Mike Segala asked if any data of pedestrian incidents will be from UPRRRailroad System. Karin Bloesch answered she doesn’t believe so but that there is a list of the1,068 collisions. David Belef asked if there’s any data of the effectiveness of the HighIntensity Activated Crosswalk (HAWK) throughout Solano County. Karin Bloesch answeredthat the newest HAWK was installed in the Fall of 2018 and data hasn’t been collected yet.

Neal Iverson asked about STA plans lined up against the heat map. Karin Bloesch answered the consultants have not reached this step yet but once finished will be a discussion item. Mike Segala asked if the HAWK system data will be part of the discussion at the Safety Symposium. Karin Bloesch stated that HSIP projects included HAWK systems so STA will be able to talk about what the cities are doing as far as implementing more crosswalk systems. The safety data determined the locations for the HSIP projects. Mike Segala encouraged BAC members to attend the Safety Symposium to inquire further about any pedestrian questions. Cory Peterson mentioned Caltrans decision for the Active Transportation Grant Funding Source. Solano County submitted four projects: Fairfield’s West Texas Road Diet, Vallejo’s Bluff Trail Project, STA’s Safe Routes to Transit Project, and Rio Vista’s Airport Road. Mr. Peterson added that the grant funding was extremely competitive with the lowest score being funded of 90/100. One of the Solano County projects scored 85. David Belef asked how scores can be improved in the future. Cory Peterson replied debriefs can be requested from CalTrans and Metropolitan Transportation Commission.

4. CONSENT CALENDAR

A. Recommendation: Approve STA BAC Meeting Minutes of November 1, 2018. On a motion by Nancy Lund, and a second by Neal Iverson, the BAC approved the minutes of November 1, 2018. (7 Ayes)

Quinten Voyce and David Belef nominated Mike Segala as BAC Chair. On a motion by Jim Wheeler and a second by Barbara Wood, the BAC assigned Mike Segala as Chair. (7 Ayes) Nancy Lund and Barbara Wood nominated Quinten Voyce as Vice-Chair. On a motion by Barbara Wood and a second by David Belef, the BAC assigned Quinten Voyce as Vice-Chair. (7 Ayes)

B. 2019 BAC Overall Work Plan Recommendation: Forward a recommendation to the STA Board to adopt the 2019 BAC Overall Work Plan.

Jim Wheeler suggested adding the task to add the potential changes of the Top Ten Bike Rides to the STA website. Mike Segala suggested adding changes to the Solano Yolo Bike Links Map and David Belef brought up adding a phone app version of the map. Nancy Lund asked if there are funds to change how the maps are published (i.e. city by city) Cory Peterson answered there are Air Quality funds that need to be spent in 2019 and the goal is to further discuss changes to the bike maps and to have them ready by Bike Month. Mike Segala suggested a special meeting to discuss the maps in February 2019. On a motion by David Belef, and a second by Nancy Lund, the BAC approved the 2019 BAC Work Plan. (7 Ayes)

8. INFORMATION – DISCUSSION A. Solano Active Transportation Plan: Goals & Policies

Cory Peterson gave an overall Active Transportation Plan Update which included public outreach events and the interactive map with over 1,000 individual lines and points submitted. Mr. Peterson shared photos from the public outreach events. Toole Design Group continues to work on the GIS data collection and existing conditions analysis, processing sidewalk mapping data into a single GIS shapefile, and producing an Existing Conditions report. Cory Peterson provided an attachment of Proposed ATP Goals and Policies which included Solano Countywide existing goals and policies of the Bicycle Transportation Plan, Pedestrian Transportation Plan, and the Safe Routes to Transit Plan and a general plan from each city. The STA Countywide Bicycle Transportation, Pedestrian Transportation, and Safe Routes to Transit Plans, along with General Plans from each local jurisdiction, were reviewed and compared with the Shasta Regional Transportation Agency’s GoShasta Regional Active Transportation Plan and the Contra Costa Transportation Authority’s Countywide Bicycle and Pedestrian Plan. Recommended values and goals included access, equity, health and safety, quality of life, environmental stewardship, collaboration and invest in our values. Cory Peterson stated that all cities have complete street policies required by OBAG 2 in regards to David Belef’s question about BAC potential presentations to cities that do not have updated general plans about the BAC’s recommendations and Quinten Voyce’s question regarding future developments and housing. Neal Iverson asked if the proposed goals and policies can assist with the active transportation priority projects. Cory Peterson answered it will be a consideration for the next fiscal year.

B. May is Bike Month Events Planning Triana Crighton invited the BAC members to help plan for Bike to School Day and Bike to Work Day in May 2019. David Belef said that he has spoken with Mel Orpilla, Congressman Mike Thompson’s Representative and Rochelle Sherlock about a tentative Community Bike Ride in Vallejo on May 11, 2019. Mike Segala suggested filming bike rides throughout Solano County with an action camera (like GoPro) to showcase what biking is like in all cities. Karin Bloesch and Cory Peterson asked the BAC members for the input on the best areas to bike since they are more familiar with their cities and community and also good contacts for their cities to put on successful city bike rides and a Solano County Bike Ride. David Belef mentioned tentatively having an event with

booths and food after the Vallejo Bike Ride and asked what the involvement will look like from Solano Transportation Authority. Karin Bloesch and Cory Peterson answered that STA will help in coordinating, marketing and staffing the events. Jason Riley suggested utilizing digital billboards in each city for marketing. David Belef mentioned at the April 23rd, 2019 City Council Meeting that Mayor Sampayan will proclaim May as Bike Month for the second year in Vallejo and invited BAC members to attend. Mike Segala asked David Belef to send the proclamation to Triana Crighton to send out to each BAC member so that each city can model after the May is Bike Month proclamation. Quinten Voyce asked about the outcome of Bike to School Day in 2018 since it was a rainy and cloudy day. Karin Bloesch replied that Bike to School Day has grown each year but the community is less involved compared to Walk to School Day. Mrs. Bloesch mentioned Browns Valley Elementary in Vacaville had over 200 students bike to school on B2SD, the largest B2SD event by a school in Solano Safe Routes to School history. She added that advertisements and incentives are provided for schools by Solano SR2S but some schools don’t have sufficient bike storage and that school staff determines the coordination of their B2SD event. Mike Segala asked when the energizer stations will be established. Karin Bloesch answered that Amy Antunano will return to work in February to determine the stations. Triana Crighton asked BAC members to continue to think about what routes would be best for their communities and that further discussion on Bike Month will be continued at the March 2019 BAC meeting.

C. FY 19-20 to FY 21-22 Funding Priorities Triana Crighton and Cory Peterson provided an attachment of the STA Funding Strategy and Priority Projects for Active Transportation which serves as a guideline for the next three fiscal years. Mr. Peterson confirmed the funding priorities will become an action item at the March BAC meeting with TDA Article 3 recommendations. Ms. Crighton stated she will make corrections to the attachment provided and will send out to BAC members.

9. COMMITTEE MEMBER COMMENTS AND FUTURE AGENDA TOPICS David announced that Vallejo with funding from the Recreation District has installed nine bicycle repair stations throughout Vallejo Parks. Nancy Lund mentioned Mike Thompson wanting to put together a questionnaire regarding a festival on Mare Island. Mike Segala suggested for 2019 and moving forward, for any BAC members that serve on other committees to provide 1-page reports at BAC meetings. Cory Peterson mentioned bike and ped counts will be done and discussed in a future BAC meeting.

10. ADJOURNMENT The STA BAC meeting adjourned at approximately 8:00 p.m. The next meeting of the STA BAC is on Thursday, March 7, 2019.

Background: The Bicycle Advisory Committee (BAC) operates under a set of bylaws that were created by STA and are amended and adopted by the committee members. The bylaws play an important role in defining the roles of the BAC, duties/responsibilities, membership terms, and more. The last time the BAC Bylaws were revised and approved was March 2008 through a joint BAC-PAC Bylaws Update Sub-committee. The sub-committee had their first meeting in December 2007, brought edits for approval to their respective committees in January and February 2008, and then brought the new bylaws to the STA Board of Directors in March 2008 for final approval.

Discussion: The bylaws should be routinely checked for needed updates. As it has been over ten years since the last update, the BAC should review the current by-laws and discuss any needed updated. This will include looking over the duties and responsibilities in particular. This is an opportunity for the committee to refine their roles and discuss and desired changes related to definitions, terms, and conditions.

SOLANO TRANSPORTATION AUTHORITY BICYCLE ADVISORY COMMITTEE BY-LAWS

ARTICLE I. NAME OF ORGANIZATION

The name of this organization shall be the Solano Transportation Authority Bicycle Advisory Committee (BAC), hereafter called the BAC.

ARTICLE II. AUTHORIZING AGENCY

The Solano Transportation Authority (STA), as the Congestion Management Agency (CMA) of Solano County, pursuant to California State Transportation Control Measure (STCM #9), adopted by the Metropolitan Transportation Commission (MTC) on November 28, 1990, MTC Resolution No. 2179, Revised, authorizes the establishment of the BAC and shall approve all appointments to the BAC, the BAC by-laws, and all amendments to the BAC by-laws.

ARTICLE III. PURPOSE

Section 1. Duties/Responsibilities The BAC shall act to advise the STA on the development of bicycle facilities as an alternative mode of transportation. The BAC shall review and prioritize Transportation Development Act (TDA) Article 3 bicycle projects, Solano Countywide Bicycle and Pedestrian Program (SBPP) projects, and participate in the development and review of comprehensive bicycle plans.

Section 2. Review Process The BAC review process shall ensure that bicycle projects within the seven (7) Cities (Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, and Vallejo) and County of Solano promote and encourage bicycle use for: commuting, shopping, and other personal trips; reducing motor vehicle trips; reducing motor vehicle miles traveled; reducing motor vehicle congestion; increasing safety and access to transit; and promoting health and air quality benefits.

ARTICLE IV. MEMBERSHIP

Section 1. Representation The BAC shall be composed of bicycle enthusiasts who live or work in the Cities and County of Solano. The BAC shall include: one representative from each of the seven (7) Cities (Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, and Vallejo), the County of Solano, and one (1) member at large for a total membership of nine (9). Members of the BAC shall be approvedby majority vote of the STA Board of Directors. Preference should be given to non-electedcitizens and who are not employed by member agencies. Each representative shall be a residentof the jurisdiction they represent.

Section 2. Voting Members Voting privileges are vested exclusively in the BAC members or their alternates. Voting members of the BAC shall be the aforementioned nine (9) members representing the incorporated Cities, the County, and community at large as stated in Article IV, Section 1. Each member of the BAC shall have one (1) vote, however, an individual may be appointed to both the BAC and the Pedestrian Advisory Committee (PAC); in such a circumstance, the Member shall have two votes when the committees meet together. If the Member is attending a meeting as the representative of one committee only (such as may occur for meetings of sub-committees or ad hoc committees), then the Member will have a single vote in that instance. Section 3. Non-Voting Members Non-voting members of the BAC may consist of representatives from each jurisdiction’s planning and public works staff, MTC, Caltrans, and the public at large. Section 4. Appointments Appointments to the BAC Board shall be derived from an eligibility list provided by each jurisdiction and appointed to the BAC by the STA Board. To provide for staggered terms, each member shall be appointed for a period of up to three (3) years per term. Jurisdictions may appoint an alternate. Section 5. Vacancies If and when vacancies occur, they must be filled according to Article IV, Sections 2 and 4. Section 6. Role of STA Staff The STA shall, under direction of the STA Board of Directors, provide staff and organizational support to the BAC. ARTICLE V. OFFICERS Section 1. Elected Officers The elected officers of the BAC shall be the Chair and Vice-Chair. Section 2. Election of Officers The BAC shall, at the last meeting of each calendar year, nominate and elect the Chair and the Vice-Chair for one (1) calendar year term. No officer shall serve more than two (2) consecutive terms in a given office. Section 3. Role of Chair The Chair shall preside over all BAC meetings, coordinate the meeting agendas with STA staff, represent the BAC’s actions to appropriate agencies or designate a representative(s) to do so, and have general direction and control over the activities of the BAC. Section 4. Role of Vice-Chair The Vice-Chair shall assist the Chair in the execution of the duties of the Chair office. In the absence of the Chair, the Vice-Chair shall preside over the meetings, and when so acting, shall have all the powers of the Chair.

Section 5. Vacancy in the Office of Chair In the event of a vacancy in the office of the Chair, the Vice-chair shall be elevated to the office of Chair for the remainder of the calendar year term, and the BAC shall nominate and elect a new Vice-chair. ARTICLE VI. MEETINGS Section 1. Meetings/Attendance The BAC shall hold a regular meeting at least once a calendar year quarter and as necessary to fulfill the mandate of Article III, Sections 1 and 2. Members of the BAC that do not attend three scheduled meetings in succession and do not contact staff to indicate that they will not be present is considered to be an ‘un-contacted absence’ which may have their position declared vacant by the STA Board. Absence after contacting staff is considered a ‘contacted absence.’ Contacted absences and un-contacted absences shall be documented in the minutes of each meeting. If a BAC member has missed a combination of four contacted and un-contacted absences in any one-year period, he or she will be sent a written notice of intent to declare the position vacant. If there is no adequate response before or at the next scheduled meeting, and based upon a recommendation from the BAC, the position may be declared vacant by the STA Board. Section 2. Special Meetings The BAC may convene special meetings as necessary to conduct its business. Section 3. Public Process All meetings shall be posted public meetings conducted in compliance with the Brown Act. Section 4. Definition of a Quorum A quorum shall consist of the majority of the then appointed BAC members of the Cities, the County and member at large. Section 5. Actions Actions of the BAC require a quorum and the majority vote of the voting members present. ARTICLE VII. SUBCOMMITTEES The Chair may establish subcommittees or special task forces when they are deemed necessary to carry out the BAC’s mandate. ARTICLE VIII. PARLIAMENTARY AUTHORITY The BAC shall use “Robert’s Rules of Order” as a general guide for meeting procedures when they are consistent with the BAC by-laws. When applicable and consistent with STA Board policies, the BAC may use any rules of order the Committee may adopt.

ARTICLE IX. ADOPTION AND AMENDMENTS TO THE BY-LAWS Section 1. Adoption of the BAC By-laws Adoption of the BAC by-laws will be by a majority vote of the STA Board of Directors. Section 2. Amendments to the BAC By-laws The BAC may take action, by two-thirds vote, to propose amendments to the by-laws at any regular meeting of the BAC, provided that the amendment has been submitted in writing for the BAC to review prior to voting. Suggested amendments to the BAC by-laws by the BAC shall be forwarded to the STA Board of Directors via the STA Technical Advisory Committee (TAC). Section 3. Background: For over a decade, STA has developed a bike map for Solano County. This map serves as the only bike map in the county, as individual cities do not maintain a bike map for public use.

Every year the bike map gets minor updates by STA staff, and new updates are printed in time for Bike to Work Day in May. Funding for the map has historically come from the Bay Area Air Quality Management District (BAAQMD) and Yolo-Solano Air Quality Management District (YSAQMD). All iterations of the map are currently optimized for print. This year the map, funded by BAAQMD, will work on showcasing the various bike routes within Solano County – focusing on individual cities.

Discussion: At the special BAC Map Update meeting held on February 6th 2019, the present BAC members reviewed the current Yolo-Solano BikeLinks Map and suggested favorable changes regarding graphic design, convenience, and content. The committee decided to utilize the same graphic creator as the Top Ten Bikes and Hikes Brochures to maintain a graphic consistency. Two weeks prior to the March 7th meeting, BAC members received an e-mail requesting they come to the March meeting with suggested routes prepared for their respective cities in order to expedite the creation process. STA hopes to have the new updated brochure ready for May is Bike Month.

Background: The Solano Transportation Authority (STA) purchased eight portable automated counters (four bicycle and four pedestrian) in March 2015 for the purpose of collecting continuous volume count data throughout Solano County and the seven cities.

Volume count data will be collected and used primarily for competitive grant applications, to collect before-data for funded projects, to collect after-data to help evaluate the effectiveness of implemented projects, and to assist the STA Bicycle Advisory Committee (BAC) and the STA Pedestrian Advisory Committee (PAC) in prioritizing future projects. Counters are available for use on a first-come-first-serve basis.

Discussion: STA staff, in coordination with member agency staff members, has deployed automated counters at 18 locations in the last three years (2015-2017). Over 110,000 trips were detected. Counters were actively in use for over 1,000 full days. In 2018, the counters were used at 5 locations, on Lopes Road in Fairfield, on Curtola Pkwy in Vallejo, and on the Mare Island Causeway in Vallejo.

BAC Member News & Updates:BAC members may use this segment to update the other committee members on bicycle-related work they have been doing outside of the committee, such as other committees they are involved in, bicycle events taking place in their city, or other related news.

May is Bike Month:As confirmed at the last meeting, May is Bike Month will be used to kick-off a community biking “series”, which will be led by BAC members within their respective cities. These rides will begin and May and may bleed into following months depending on BAC member’s availability. Dave Belef had indicated a preference for Saturday May 18th for the Vallejo community ride. Lawrence Gee had indicated a preference for Saturday May 4th for the Suisun City community ride. The BAC members who have not yet indicated a preference should discuss and decide on dates within May and/or June to hold their community bike rides so STA may start creating promotional items. There will be a county-wide bike ride on Saturday, May 11th aimed at more serious riders.

STA conducted an internal May is Bike Month meeting on Thursday, February 21st. The meeting briefly went over Bike to Work Day, Bike to School Day. And overall events for the month. Triana Crighton provided bike count data to help inform staff on the best locations to set up energizer stations.

BAC Field Trip:A Google Survey has been sent out to the BAC members by the time of the March meeting. Please fill it out so we can begin planning our field trip(s)!

Online ResourcesTriana has started to explore the use of online platforms such as MapMyRide and Strava to promote the Top 10 Rides – BAC members’ feedback pending, Triana will continue to explore ways to make resources readily available online.

BAAQMD TFCA Grant Call for ProjectsSTA’s Call for Projects for TFCA funds closed on February 22nd – STA received five applications. Staff has yet to meet internally to discuss all the submissions. Project reports are not due to BAAQMD until May 31st. On STA’s end, applicants may anticipate news on whether or not STA will forward the project for funding recommendation by Mid-March; around the same time STA will find out the exact funding amount available to the agency by BAAQMD.
