Chancellor, DUHS I Chairman Procurement Committee on 31 st March 2018 at 11:30 a.m. to

Meeting started with recitation from the Holy QURAN. Chair welcomed the participants and

then commenced the proceedings. Forum was apprise that the Notice Inviting Tender (NIT)

No. DUHS/DP/2018/-37/40 Dated 10 March 2018 was hoisted on the DUHS and SPPRA

websites at Sr. No. 37271 I SPPRA ID No. 2147483647 and the same was published on 13

March 2018 in 3 widely circulated leading dailies of English, Urdu and Sindhi languages viz.

Daily Dawn, Daily Jang and Daily Ibrat.

The participants were informed that:

Following 03 bidders purchased the bidding documents:

2. Mis. Vorson (Pvt) Limited, Karachi.

3. Mis. Al Huda Multipurpose (Pvt) Ltd., Karachi

The receipt of bids was closed at 11:00 a.m. local time on 31 March 2018 as scheduled. Outof three (03) firms which purchased the bidding documents, two (02) bidders submitted theirbids.

It was briefed to the participants that initially, only the Technical Bids I Proposals will beopened and evaluated in a manner prescribed in advance, without reference to the price andreject any proposal which does not conform to the specified requirements. Financial Bids IProposals of technically qualified bids shall be opened publicly at a time, date and venueannounced and communicated to the bidders in advance. Financial Bids I Proposals foundtechnically disqualified I non-responsive shall be returned un-opened to the respectivebidder(s). Accordingly, prior to evaluate bid in depth, preliminary examination of the bidswas made by the procurement committee.

Bidders were informed that the detailed technical evaluation will be carried-out andcommunicate to all the bidders, and thereafter Financial Bids will be opened in presence ofthe bidder's representatives.

MINUTES OF THE FINANCIAL BID OPENING MEETINGHELD AT PROCUREMENT DIRECTORATE

DOW UNIVERSITY OF HEALTH SCIENCES (OJHA CAMPUS), KARACHION 11 APRIL 2018 AT 11:00 A.M.

A meeting was held under the chairmanship of Prof. Dr. Muhammad Masroor, Pro-Vice

Chancellor, DUHS I Chairman Procurement Committee, on 11 April 2018 at 11:00 a.m. to

open and evaluate the financial bids for the "Procurement of PET Bottles I PC Bottle with

Printed Labels (Ref No. DUHS/DP/2018/37)".

BIDDERS WITH NAME OF REPRESENTATIVE

Meeting started with recitation from the Holy QURAN. Chair welcomed the participants and

then commenced the proceedings. It was informed to the forum that Technical Bids were

opened on 31 March 2018 for the above said tender, where out of three (03) firms which

purchased the bidding document, two (02) bidders submitted their bids. The bid submitted by

Mis. Fine Star Industries (Pvt) Ltd., Karachi was technically qualified with the marks I point

score of 91. Whereas bid submitted by Mis. Vorson (Pvt) Limited, Karachi was contrary to

the clause 2.1, clause 11.1(a), clause 22.1 and 24.3 of Instructions to Bidders of bidding

document, therefore, rejected as non-responsive bid.

As per the agenda, Technically Qualified offers were taken into consideration by the

committee exclusively. The rates quoted by the bidders were read aloud along with amount of

requisite bid security attached by the bidder. Each rate in the original bid was confirmed by

the committee and recommendations were made, which were documented in the Bid

Evaluation Report (BER).

The meeting ended with the vote of thanks to the chair.
