    Welcome home

    Andermatt, Einsiedeln, Engelberg, Stoos... and also the ice rinks in Lucerne and Zug: Central Switzer-land offers limitless possibilities for winter sports. The enthusiasm of the local population for winter sports also knows no bounds.

    Regional interest in winter sports will focus atten-tion on the Winter Universiade, and students from all over the world will be welcomed with the hos-pitality that has made Central Switzerland inter-nationally famous.

    Winter sports have a long tradition in the region. As early as 1900, daring pioneers from throughout Europe met in Central Switzerland to indulge their passion for skiing.

    This tradition continues today. Central Switzer-land and the Swiss University Sports Federation would like to extend a hearty welcome to the win-ter sportswomen and sportsmen from all over the world: welcome home.

    Central Switzerland is one of the seven greater regions of Switzerland. It includes the independent cantons of Lucerne, Uri, Schwyz, Obwalden, Nidwalden and Zug. The urban centre of the region is Lucerne.

    Central Switzerland regards itself as the cradle of the Swiss Confederation, and is home to many young and dynamic educa-tional institutions. It is located in the mid-dle of the Alps, and features many modern holiday destinations with a long tradition of winter sports. Central Switzerland is a place where winter sports enthusiasts can enjoy the beauty of sport on snow and ice.

    LucerneThe canton of Lucerne is the larg-est canton in Central Switzerland, and also has the largest population: 400,000. The cantonal capital Lu-cerne plays a central role, with influ-ence that extends beyond cantonal borders. For tourists, the canton of Lucerne combines the classic char-acteristics of Switzerland: city, lake and mountains.

    City and countryside, urban density and rural open spaces: Lucernes contrasts are charming, and make a significant contribution to the high quality of life enjoyed in the region. More than 26,000 companies in the canton provide jobs, ranging from farms to family-run workshops and industrial corporations. The compet-itiveness of these businesses is sup-ported by close networking between the commerce, science, and educa-tion sectors. This network has set it-self the clear objective of successful innovation and knowledge transfer.

    The canton by the Gotthard moun-tain range is one of the founding cantons of the Swiss Confederation. The variety of its landscape is fasci-nating: from the gentle slopes of the Urnersee lake to romantic valleys and the glistening snow fields of ma-jestic 3000-metre-high mountains. The canton attracts winter sports enthusiasts with its unique scenery and a diverse range of activities: well-maintained sledding and win-ter hiking trails, snowshoe trails, and attractive ski and snowboard pistes. Small, charming ski resorts such as Ratzi may be found in the canton of Uri and also more well-known resorts such as the Skiarena Andermatt-Sedrun, which is one of the largest ski regions in Central Switzerland.The range of activities offered in summer is no less impressive. The

    Swiss Path, a 35-kilometer hiking trail with spectacular scenery, in-vites hikers to enjoy stunning views of the Urnersee lake. The path starts at the historic Rtli meadow, and circles the lake via Seelisberg. Every Swiss citizen owns five millimetres of the trail. Also within the canton are five of the most beautiful moun-tain passes in Switzerland. A jour-ney over one of these passes is an unforgettable experience whether by car, horse-drawn carriage, steam train or bicycle. The alpine views, mountain air and the fascinating myth of the Teufelsbrcke (devils bridge) have astonished many visi-tors.Culturally, Uri is known beyond its borders as the birthplace of the fa-mous national hero William Tell. His depiction in the novel by Friedrich Schiller influenced Swiss history, and led to the creation of many Wil-liam Tell monuments in the lower cantonal region.The mountainous canton of Uri has an area of 1077 square kilometres and a population of about 36,000.

    Schwyz

    The canton of Schwyz is also one of the founding cantons of the Swiss Confedera-tion, and lends its name to the country of Switzerland.

    Schwyz has many areas of outstanding natural beauty: wide plains, steep rock faces, gently rising hills and high alpine regions. The canton offers a broad range of leisure and holiday activities, particu-larly in winter. In addition to alpine and nordic skiing, numerous other activities such as snowshoe hiking, sledding and airboard riding are available.

    Visitors to the canton can expect to see ancient customs and centuries-old tradi-tional skills still practised today, as well as many world-renowned cultural sites.

    The canton of Schwyz has a population of about 153,000, with the local economy comprising mainly small and medium- sized businesses. The canton is a particu-larly attractive location for the headquar-ters of international companies, and for businesses in the finance and medical technology sectors.

    Obwalden

    Obwalden is at the heart of Switzerland: the geographical centre of the country is locat-ed on the lggi-Alp mountain in Obwalden. In addition to picturesque mountain scen-ery, the canton borders Lake Lucerne and includes the Alp-nachersee (a side arm of Lake Lucerne) and five other lakes.

    Obwalden is not just the geo- graphical centre of Switzer-land, it has also played a central role in its history. The cantons of Obwalden and Nid-walden formed Unterwalden,

    one of the founding members of the Swiss Confederation along with Schwyz and Uri. The current population of Ob-walden is about 37,000.

    The Titlis region of Engelberg in Obwalden features the highest glacier excursion point and the largest ski and snowboard are-na in Central Switzerland. Un- usually, Engelberg is an ex-clave: the Engelberg district belongs to Obwalden, but is separated from the rest of the canton by the canton of Nid-walden.

    Nidwalden

    Nidwalden has a population of 42,000. It borders Lake Lucerne to the north, and is surrounded in all other directions by high ridges and moun-tains. Its favourable location makes tourism an important component of the local economy. The proximity of Lake Lucerne and the mountains al-lows a broad range of leisure and holiday activities to be offered in both summer and winter. A 40-kilometer- long waterfront zone from Hergiswil to Buochs attracts visitors to admire picturesque villages such as Kehrsi- ten-Brgenstock and Ennetbrgen.

    The mountains of Nidwalden are home to unique destinations for visitors: the adventure mountain of Klewenalp, the flower mountain of Stanserhorn with its famous and unique open upper deck cable car, the Titlis glacier, the alpine foothills of Bannalp, and fash-ionable Brgenstock with the highest exterior elevator in the world, leading to the Hammetschwand lookout point and the summer bob run in Wirzweli.

    Zug

    The canton of Zug has an area of 239 square kilo-metres, making it the small-est canton in Central Swit-zerland. Its central location connects the greater region of Central Switzerland with the metropolitan area of Zrich. The cantonal capi-tal and largest urban centre is the city of Zug.The canton of Zug has ap-proximately 500 residents per square kilometre, a rel-atively high population den-sity when compared to the rest of Switzerland. The to-tal population in 2014 was 120,100.For many years, the canton of Zug has been rated top of location surveys, a tes-tament to the high quality of life and favourable eco-nomic environment preva-lent in the region.

    The availability of a qual-ified workforce, political and financial stability, and attractive company and personal tax rates have also contributed to Zugs posi- tive ratings.In 2014, about 30,000 companies and some 103,000 employees were registered in the canton of Zug. This is well above the national average, underlin-ing the importance of Zug as a business centre.

    Host City Lucerne

    The city of Lucerne is located at the heart of Cen-tral Switzerland. Its attractive surrounding land-scape of Lake Lucerne and the northern alpine peaks have made the city a popular tourist desti-nation for the last two centuries and attracts vis-itors from all over the world throughout the year.

    The world famous Kapellbrcke (chapel bridge) with its water tower, the Spreuerbrcke (covered bridge), the Museggmauer (ancient fortification wall), and several historic churches all contribute to Lucernes impressive urban landscape. The Kunstmuseum (art museum) and the Rosengart collection are popular destinations for culture enthusiasts. High-quality concerts such as the famous Lucerne Festival held at the Kultur- und Kongresshaus (culture and convention centre) and historic monuments such as the Lwendenk-mal (lion monument) also have wide appeal. Visi-tors can satisfy their curiosity at the Verkehrshaus der Schweiz (Swiss Museum of Transport) and the unique Gletschergarten (glacier garden).

    About 250,000 people live in and around Lu-cerne. The city offers a comprehensive range of educational institutions: Lucerne University, Lucerne University of Teacher Education and the specialised polytechnic colleges all contrib-ute to the lively spirit of innovation and enthusi-asm found in the local population. This spirit is promoted by Lucernes 150 sports associations, and Lucerne Regatta brings a world-class rowing event to the city centre every year.

    Swiss University Sports Federation

    The Swiss University Sports Asso- ciation (SUSA) was founded in 1932. In 1943 all universities in Switzerland had at least one sports professor, and in 1949 the SUSA (now SUSF) joined the International University Sports Federation FISU.

    The Swiss University Sports Fed-eration comprises representatives of university sports associations, who liaise between Swiss university sports organisations, national sports federations, and members of Swiss Olympic (the governing body of Swiss sports associations). The SUSF is the central organisation which man-ages competitive university sports at national and international level. The SUSF has administered Swiss univer-sity championships and international university competitions since 1932. Athletes are selected and trained for European and World University Championships and Universiades in more than 30 different sports. Swiss athletes have won 30 medals at the last three Winter Universiades, and 13 medals at the last three Summer Universiades. Swiss students have won 26 gold, 26 silver and 16 bronze medals at the WUC since 2008.

    The SUSF works closely with Swiss Olympic and the relevant sports fed-erations to establish selection criteria and concepts for student participants in various international university competitions. The SUSF thus helps to promote elite sports at universities and universities of applied sciences. Excellence in body and mind the FISU motto means support for the most talented students in combining elite sports and academic studies.

    To promote health and personal de-velopment in the university commu-nity, the 16 SUSF member university sports associations encourage reg-ular physical activity. They also de- velop strategies which consider people and their surroundings in a changing society. More than 180,000 students have access to university sports in Switzerland. Some 54 % of them practise sport on a regular ba-sis.

    The members of the Swiss University Sports Federation are the University Sports Organisations of: Basel, Bern, Fribourg, Geneva, Lausanne, Lu-cerne, Neuchtel, St. Gallen, Ticino, Zurich, Chur, Magglingen, the Uni-versity of Applied Sciences and Arts Northwestern Switzerland, Bern Uni-versity of Applied Sciences, the Uni-versity of Applied Sciences and Arts Western Switzerland, ZHAW and the Swiss Academic Ski Club (SAS).

    The Swiss University Sports Federa-tion has its headquarters at St. Gallen University, and is currently concen-trating on two major projects:

    the bidding procedure for and organisation of the 30th Winter Universiade 2021 in Lucerne Central Switzerland

    Which dates do you propose to host the Winter Universi-ade (including the opening and closing ceremonies), and what is your reason for this choice?

    GENERAL CONCEPT

    The cantons of Central Switzerland are bidding collectively for the Winter Universiade in 2021, as Central Switzerland offers ideal conditions for hosting this multisport event. The region features numerous highly modern and easily acces-sible competition venues, all located within a short distance of the host city Lucerne. The Winter Universiade would take place between the end of January and the beginning of February, the best dates for climatic conditions and sched-uled ideally to avoid conflict with the Carnival (a large-scale cultural event in Central Switzerland) and the Lauberhorn Ski World Cup in the Bernese Oberland.

    We are therefore planning to host the Winter Universiade 2021 between the 20th of January and the 6th of February 2021. The dates on which the eleven event days will be held have not yet been determined, as these will be subject to conditions presently unknown. Of crucial importance to schedule planning is the availability of existing infrastruc-ture such as Lucerne University premises, hotels, and facil-ities at the competition venues.

    Also important is the date of the Lucerne Carnival, which will commence on the 11th of February 2021. The school holidays are coordinated with this date, and will start on the 6th of February 2021. The Winter Universiade must be concluded by the start of these holidays. The dates of in-ternational winter sports events in Switzerland are also sig-nificant. We intend to hold the Winter Universiade after the Lauberhorn Ski World Cup races, which have been sched-uled provisionally from the 15th to the 17th of January.

    PopulationCentral Switzerland has a population of about 750,000 and includes lively cantons and metropolitan areas offering cul-tural and commercial attractions with international appeal. The world-famous concert hall in the Culture and Conven-tion Centre (KKL), and tourist attractions in Lucerne such as the legendary Kapellbrcke (covered footbridge) and the Lwendenkmal (lion monument) are just some examples. Central Switzerland also offers a broad range of cultural ac-tivities, including museums, theatres, concert venues and festivals. The residents of Central Switzerland are tradition-ally hospitable, enthusiastic and cosmopolitan.

    The population statistics predict a gradual rise in the num-ber of residents until 2021.

    Number of Universities and StudentsCentral Switzerlands University of Applied Sciences, Lu-cerne University, and the teacher training universities of Lucerne, Schwyz and Zug are all located in Central Swit-zerland, making the region a popular place to study for over 11,000 students. Hosting a Winter Universiade will promote the further development of Central Switzerland as a young and dynamic centre for education.

    Size and Geographical FeaturesThe host city of Lucerne is the centre of the greater region of Central Switzerland, which cov-ers an area of over 4400 km2 more than a tenth of the total land area in Switzerland. Lucerne is centrally located, and its unique situation on the shore of Lake Lucerne makes it ideal as a base for excursions to the competition venues in the central Swiss Alps. Central Switzerlands out-standing infrastructure has made it almost pre-destined to host a major sporting event such as the Winter Universiade: ice rinks, football stadi-ums and the numerous winter sports resorts are indications of the regions commitment to sport.

    World famous ski resorts such as Engelberg of-fer sports enthusiasts and visitors in search of winter sun the ideal environment for sporting activities and relaxation. The region features a large number of modern and well-equipped winter sport resorts. FIS alpine sports events are held regularly at Stoos (canton Schwyz) and Melchsee -Frutt (canton Obwalden). The Zug ice hockey team plays in the first national league, and national and international biathlon compe-titions (Military World Championships 2006) are held in Andermatt/Realp (canton Uri). The ski arena Titlis-Engelberg offers the best conditions for ski and snowboard competitions.

    These winter sports resorts can be reached in less than an hour from the host city, and most of them in about half an hour. Not only are the dis-tances to the competition venues short, Lucerne itself is a compact and pedestrian friendly city that will provide a homely atmosphere for all par-ticipants. World class events are as much a part of the city as the romantic ambience of the Lake Lucerne shoreline. The Lucerne and Central Switzerland countryside offers many places for an unforgettable visit: lake and mountain views, and historical and contemporary technology such as railways, which make the countryside accessible. Lucerne lies at the heart of Central Switzerland and may be reached easily from all directions including from Zrich airport, which is only about an hour away. Traditionally, Lucerne has been a central european gateway to the south: when the new alpine railway link (NEAT) opens in 2016, the travelling time from Lucerne to Milan will be only two hours.

    How would you work on the Winter Universiade Master Plan? Please specify your analysis method, timeline, as well as the name of the com-pany with which you would develop the Master Plan.

    The competitions will be prepared and carried out by the authorities, the Organising Committee and the FISU, work-ing in close cooperation with one another.

    In September 2015, the regional authorities formed the as-sociation Winter Universiade Lucerne-Central Switzerland 2021. The Executive Committee of this association com-prises members o f the cantonal governments and the Lu-cerne City Council, who will collectively organise the Winter Universiade 2021. The Executive Committee is the govern-ing body of the Winter Universiade, and will make strategic decisions relating to event preparations and execution. It will appoint an Organising Committee, which will be respon-sible for the implementation of strategic objectives and will submit regular reports to the Executive Committee. Selected tasks, for example the creation of a master plan, may in-volve assistance from specialist companies if the know-how required is not available within the Organising Committee.

    The political system in Switzerland is characterised by con-cordant policies and the multiple party system, ensuring a stable political landscape. It guarantees that decisions such as those relating to the Winter Universiade will be im-plemented rigorously, even after new elections have taken place.

    If the bid is successful, the current Bid Committee will be restructured in the spring of 2016 to form an Organising Committee. Within this Organising Committee the critical branches will be combined and supported by a secreteriat. The selection of the secretariat is dependent on the Exec-utive Committee. The appointment of this office will be in accordance with the legal requirements.

    The Lucerne-Central Switzerland bid is based on the idea that the fewest possible permanent structures should be built for the Winter Universiade. Practically all the compe-tition facilities already exist, and only require adaptation for the Winter Universiade by 2021. Local Organising Commit-tees will be formed for all the competition venues, with their activities coordinated and monitored by the overall Organ-ising Committee. Test events in all disciplines are planned between 2019 and 2020: details of these competitions will be prepared in 2017 and 2018.

    Can you give a general description of the political structure in your country at national, regional and local levels?

    POLITICAL ASPECTS

    Switzerland is a federal directorial republic. The power of the state is divided between the federation, the 26 cantons (six of which form Central Switzerland), and 2,324 munici-pal authorities. Cantons and municipal authorities have ex-tensive powers and their own sources of income. Decisions affecting the whole of Switzerland are always made with the participation of the cantons. The federal system allows the diverse regions of the country to function in unison. Swit-zerland has four languages and highly varied geography, so this political system is an important prerequisite to regio- nal coexistence. The federal parliament has two chambers (Volkskammer and Stndekammer), with elections taking place every four years. The representatives of the Volkskam-mer (National Council) are elected using a proportional voting system. Every canton sends two representatives to the Stndekammer (Council of States). Unlike many other countries, members of the Bundesrat (Federal Council) are elected by parliament and not by the people.

    At the next political level are the 26 cantons. They were originally states which formed a federation in 1848, and in so doing have relinquished some of their sovereignty. Ac-cording to the federal constitution, all cantons are equal, and in comparison to other countries enjoy a high degree of autonomy. Health care, education and culture are some of the policy areas in which the cantons are largely free to act independently. In Switzerland, sport is generally considered to be associated with education and culture. The federal government and the Federal Office of Sport have formed a unit to administer and promote sport. Every canton has its own constitution, parliament, government and courts of law. Parliaments and governments are elected by the people.

    About a fifth of the Gemeinden (municipal authorities) also have their own parliaments, particularly cities such as Lu-cerne. Around four fifths of these authorities still use the system of direct democratic decision at municipal assem-blies, in which all residents entitled to vote may participate. This means the people are not represented by delegates, but instead make decisions and elect the executive commit-tee directly. The extent of municipal autonomy is decided by the individual cantons, and thus varies considerably. The

    federal and cantonal governments comprise five or seven members with equal powers who administer their departments independently, forming the gov-ernment. Each member is elected for a four-year period. Presidents are elected for one year, and in this time are considered Primus inter pares, the first of equals. They are also primarily responsible for representative obligations.

    The system of government in Switzerland is char-acterised by concordant thinking and the mul-tiple party system. The regular elections cause changes, but never to an extent that an entire gov-ernment or ministerial committee is replaced. This system has had a stabilising effect on the political landscape and has led to improved continuity of government. Decisions taken by earlier govern-ments are not overturned after an election, but instead implemented rigorously.

    Can you describe the gene-ral opinion of the candidate city regarding the project of hosting the Winter Universi-ade? Are students informed and involved in the project?

    LEGAL ASPECTS AND PUBLIC OPINION

    Considerable interest in hosting the Winter Universiade 2021 has been expressed by the Central Switzerland can-tons and the city of Lucerne. The political authorities of the region and the host city have made several clear indications that the Winter Universiade 2021 is an interesting and im-portant project for the region and Lucerne. The universities of Central Switzerland, specifically Lucerne University, the Lucerne University of Applied Sciences and Arts and the teacher training universities of Lucerne, Zug and Schwyz, are already integrated into the bid committee. The admin-istrative director of Lucerne University is a member of the bid committee, and submits regular progress reports to the Rectors Conference of the Swiss Universities.

    The Rectors Conference has already expressed written in-terest in the hosting of a Winter Universiade. Student in-volvement at the appropriate time will be ensured by the numerous measures outlined in chapter 16.2.

    Do any laws, customs or regulations exist in the can-didate city or country which could limit, restrict or inter-fere with the organisation of the Winter Universiade in any way?

    No laws or practices are currently known which could hin-der the Winter Universiade or prevent it from taking place. The creation of a Board of Trustees including representa-tives of the regional political authorities ensures that the as-surances given will be binding.

    The Executive Committee of the Board of Trustees is com-prised exclusively of regional authority representatives. The only processes currently undefined are those relating to the construction of temporary or permanent facilities. This is expected to be the case in the biathlon event and the snow-board and freestyle skiing event, as the facilities at Ander-matt/Realp and Engelberg will require improvements before the Winter Universiade 2021. The necessary porcedures will be carried out in good time.

This board is an independent legal entity under swiss law, and will be accountable for the planning and implementation of the Winter Universiade 2021.     IMMIGRATION AND CUSTOMS PROCEDURES

    Switzerland has been an associated state of the Schengen Agreement since the 12th of December 2008 and is thus part of the Schengen Area. Short stays of a maximum of 90 days within a period of 180 days fall under the terms of this agreement. Depending on nationality, visitors will require a Schengen Visa to enter Switzerland or the Schengen Area. An overview of ID and visa regulations by country may be found with this URL:

    In general, visitors requiring a visa must apply to the diplomatic or consular representative of Switzerland in their country of residence. The application must include travel documents, proof of travel health insurance and other doc- uments relevant to the purpose of the visit. We will provide a letter of invitation if this assists the application.

    The State Secretariat for Migration (SEM) may waive visa re-quirements if this lies in the national interest. The waiving of visa fees for Winter Universiade participants is currently the subject of negotiations with the State Secretariat for Migra-tion (SEM). All efforts are being undertaken to produce a favourable result for Winter Universiade participants.

    What kind of vaccination is required to enter the coun-try? Please submit a list of the countries concerned by these specific health and vaccination rules.

    At the present time, there are no vaccination requirements for visitors entering Switzerland.

    Can you guarantee that customs formalities will be facilitated for the event? Could you specify your regulations concerning the import of special products and equipment required by accredited persons to carry on their duties at the Winter Universiade: e.g. firearms and ammunition for athletes, photographic and audio-visual equipment, medical equipment, computer equip-ment, etc.?

    The Federal Customs Administration (FCA) supports the application of Lucerne Central Switzerland to hold the Winter Universiade in 2021. On the condition that athletes, officials and associations comply with the general customs regulations and the relevant instructions given by the FCA, fast and efficient customs clearance procedures will be guaranteed.

    Customs facilitations based on international and national legal provisions will be granted for the temporary import of personal as well as sport equipment. Technical material and professional equipment for accredited media representa- tives and the organising committee will also be covered by the facilitations regarding temporary admission.

    Duties (e.g. customs duties, VAT) will be payable for i mported material supplied by sponsors / national or worldwide partners, i.e. consumer goods, publicity materi-al, goods for sale, food and beverages and pharmaceutical material. The import of certain types of goods is restricted and will only be possible under certain conditions (bans and restrictions).

    The FCA has declared that should Lucerne Central Swit-zerland be chosen to host the Winter Universiade in 2021, necessary measures to facilitate the import, use and export of goods will be taken, in compliance with international customs conventions, Swiss law and in full coordination with the International University Sports Federation (FISU).

    6.2.

    The Winter Universiade is scheduled to be an eleven-day event. The opening ceremony will be held on the first day, and the eleventh day will feature the closing day celebra-tions. The exception to this timetable is the Mens Ice Hock-ey tournament, which is scheduled to start a day in advance of the opening ceremony (Day -1). Specifically, the opening ceremony is planned to be held between January 23rd and 27th 2021 - as outlined in chapter 1.1, the exact date can not be specified at this stage.

    Can you guarantee you will be able to recruit sufficient sports organisation person-nel and technical officials to ensure the smooth running of the Winter Universiade? What sources will be used and what steps have already been taken?

    We are assured of support by the Swiss sports associations in general. Written assurances of support by the associa-tions Swiss Ski, Swiss Ice Hockey, Swiss Curling and Swiss Ice Skating have already been made. These organisations will provide advice and technical personnel (race directors, referees).

    In addition, we plan to work closely with local sports asso-ciations at the competition venues. Volunteers to help run the events will be recruited from the associations of the rel-evant sport. A considerable proportion of the volunteers will be students or members of the Swiss Academic Ski Club (SAS). We would like to point out that Switzerland has a long tradition of hosting sports events. Experience has shown that public willingness to volunteer is widespread, especially for winter sports events. Voluntary work in Switzerland is a respected and valued tradition. Swiss Olympic, the National Olympic Committee, has created Swiss Volunteers, a plat-form dedicated to volunteer work in Swiss sport. According to the organisations statistics, 735,000 volunteers carry out 73 million hours of work every year.

    The following list describes the experience and circum-stances of the individual competition venues in more detail.

    Stoos, Canton Schwyz, Alpine Skiing

    Stoosbahnen AG, the ski clubs of Morschach and Goldau, and the Stoos cooperatives have jointly held several national and international alpine ski competitions. Qualified person-nel and problem-free event hosting are guaranteed.

    Einsiedeln, Canton Schwyz, Cross-Country Skiing

    Einsiedeln Ski Club and the cross-country skiing centre in Studen/Ybrig have experience of organising and conduct-ing national and international cross-country skiing events. Sufficient numbers of qualified officials will be recruited for the events of the Winter Universiade 2021. Einsiedeln Ski Club holds the Einsiedeln Ski Marathon every year, attract-ing over 500 participants.

    Realp/Andermatt, Canton Uri, Biathlon

    Realp/Andermatt is home to a national performance centre of the Swiss skiing association Swiss Ski. National teams from all over the world train here using the facilities of the army base ASSA. In addition to regular national champi-onships, the military world championships took place here in 2006. The Swiss Biathlon Championships will be held

    in the Urserental valley in March 2016. In Realp/Andermatt, there are strong ties between the army, the community and the ski club. Events are usually organised by the Gotthard-Andermatt ski club and affiliated associations from the region, with active support from the community and the army base Andermatt-Realp. A local organising committee will ensure that competitions in Realp/Andermatt will be carried out smoothly.

    Engelberg, Canton Obwalden, Snowboard,

    Freestyle Skiing, Curling

    A coordinated team of experts with experience of politics, tourism, commerce and sport work at the internationally famous ski resort of Engelberg. On the one hand, the local authorities and the Titlis lift companies create facilities and pistes for thou-sands of visitors; on the other, the Central National Performance Centre based in the monastery vil-lage prepares the best young Swiss athletes for a career in international sport. The excellence of the work done by the centre is demonstrated by the successes of its students: in particular the snow-boarder Jonas Bsiger and the freestyle skier Kai Mahler are world class athletes.

    The annual hosting of the FIS World Cup Ski Jumping event in mid-December demonstrates that the organisers have the know-how to stage large sports events. The local organising commit-tees as will be formed for the Winter Universiade comprise representatives of local ski clubs, the Titlis lift companies, Engelberg Sport High School and the Engelberg tourist board.

    Zug, Canton Zug, Ice Hockey

    The Bossard Arena in Zug is home to the ice hockey team EV Zug (EVZ), which plays in the top national league. The Ice Hockey U18 World Championships were held in Zug and Lucerne in 2015. The local organisers have proved on many occasions that they are capable of managing large events and important regular games with large at-tendance figures. We have been assured of sup-port by the local associations.

    Short Track Speed Skating

    Major events are held at the Lucerne Ice Sports Centre on a regular basis. The most recent was the U18 World Championships in 2015, which as mentioned took place in Lucerne and Zug. The local organisers are willing to support us in the figure skating competitions. Switzerland does not yet have experience of hosting short track speed skating events. The signals from the Ice Sport as-sociations, however, are positive to adopt this com-petitive sport in Central Switzerland.

    Can you guarantee that you will provide the top-quality sports infrastructure and conditions in accordance with the FISU Minimum Re-quirements and those of the international sports federa-tions? Please provide further details in your candidature files.

    6.5.

    We will ensure that the ice rink and ski piste surfaces are of the quality demanded by the Minimum Requirements and the federations. Switzerland has a long tradition of ac-tive participation in alpine skiing, cross-country skiing, bi-athlon, snowboarding, freestyle skiing, ice hockey, curling and figure skating events. All these sports hold regional, national and international competitions in Switzerland, as shown in Table 4.

    Stoos, Canton Schwyz, Alpine Skiing

    The competition venue Stoos will meet infrastructure re-quirements when the new feeder lift and the improve-ments to bring all competition courses to World Cup stand-ards have been completed. When finished, the feeder lift will be the steepest funicular railway in the world, and from 2017 will transport guests to the car-free mountain village of Stoos. All ski pistes in Stoos are equipped with snow cannons, and may also be sprayed with water for optimal preparation. Facilities already exist for television produc-tions, and may be modified for HD quality coverage. The resort is also planning to invest in hotel infrastructure in the coming years.

    Einsiedeln, Canton Schwyz, Cross-Country Skiing

    Nordic ski sport has a long tradition in Einsiedeln. The Schwedentritt in Einsiedeln is a homologated cross- country ski trail which can be adapted to meet the re-quirements of the Winter Universiade. Artificial snow and snow depots will ensure that sufficient quantities of snow are available for the competitions. A stadium suitable for the requirements of the Winter Universiade could be con-structed in the start and finish area.

    Realp/Andermatt has extensive experience of hosting training days and competitions in both winter and summer. Cross-country ski trails of sufficient length and quality will be made availa-ble. The number of permanently installed targets needs to be increased from the current ten to the thirty required by the Winter Universiade. Alter-natively, thirty mobile targets may be provided at Andermatt for the duration of the Winter Univer- siade. Other infrastructure could be created using container-based solutions to provide an optimal working environment.

    Engelberg, Canton Obwalden, Snowboard,

    Freestyle Skiing, Curling

    Plans have already been drawn up to supple-ment the existing courses for Alpine and Nordic Skiing by constructing a Freestyle Park for snow-boarding and freestyle skiing. The requirements of the Winter Universiade 2021 will be met of-fering modern infrastructure. The curling events can take place in the Sporting Park Engelberg ice stadium.

    Zug, Canton Zug, Ice Hockey

    The Bossard Arena offers facilities of the highest standards. This ultra-modern stadium was built in 2011 and regularly hosts games of the top ice hockey league in Switzerland. All the required in-frastructure, for example for television coverage, is available and equipped with the latest technol-ogy.

    Lucerne, Canton Lucerne, Figure Skating,

    Short Track Speed Skating

    The Ice Hockey U18 World Championships were held at the Regional Ice Sports Centre in Lucerne in 2015. Investigations have confirmed that the stadium is ideally suited to host figure skating and short track speed skating competitions.

    Can you guarantee that you will organise test events prior to the Winter Univer-siade? Please present your general plan on dates and levels of the test events.6.

    It is in the interests of the Bid Committee (later the Organis-ing Committee) to hold test competitions in all disciplines in advance of the Winter Universiade. These events will allow the ice and snow sports venues to be tested under compe-tition conditions. They will also serve to train event directors, referees and volunteers, and to test the equipment used.

    The test competitions have not yet been planned in detail. However, we can guarantee that they will be carried out in all disciplines between 2019 and 2020. Initial discussions at the venues have already taken place. The current status of the project is shown below.

    Stoos, Canton Schwyz, Alpine Skiing

    There is interest in hosting the Swiss Elite Championships in Stoos in one of the years preceding the Winter Universiade 2021. These competitions will be carried out to the high-est standards, and considerable public interest is expected. The Swiss Elite Championships were conducted here suc-cessfully in 2010. The new funicular railway due to open in 2017 will transport athletes, officials, guests and spectators directly to the finish area.

    Einsiedeln, Canton Schwyz, Cross-Country Skiing

    In conjunction with Swiss Ski, the local organisers are willing to conduct test events in the years preceding the Winter Universiade. Discussions with Swiss Ski Disciplines Director Hippolyt Kempf, the Olympic Nordic Combination gold med-allist in Calgary 1988, have already taken place. The level of competition will be determined in conjunction with Swiss Ski. Except for the annual Einsiedeln Ski Marathon, no large events have been held in Einsiedeln in recent years. The local organisers are keen to promote Nordic ski sports: ski jump facilities were opened in 2005, and the organisation of the Summer Grand Prix shows the local commitment to ski jumping. Einsiedeln also intends to become known as a competition venue for cross-country skiing.

    The Swiss Biathlon Championships will be held in Realp in the spring of 2016. It is intended to bid for further competitions in the coming five years. Sup-port by Swiss Ski is assured. The competitions in question will be coordinated with preparations for the Winter Universiade 2021, and will take place one or two seasons before the Universiade.

    Engelberg, Canton Obwalden, Snowboard,

    Freestyle Skiing, Curling As the Freestyle Park facilities have not yet been constructed, no bids for national and international competitions have been submitted. At the Winter Universiade 2021, Engelberg will provide a Free-style Park installation for snowboard and freestyle skiing events. As with other competitions and championships (for example FIS World Cup Ski Jumping), a local Organising Committee will con-duct the Universiade test events, ensuring that the venue is optimally prepared for the competitions of the Winter Universiade 2021. The organisation of the FIS World Cup Ski Jumping event every year in demonstrates Engelbergs ability to carry out large international sports events perfectly. The Swiss Ski Instructors Championships in 2012 was a particu-lar highlight of recent years: 1,200 ski instructors competed in the disciplines giant slalom, snow-board cross, cross-country skiing, Telemark sprint, big air ski and snowboard, and snowboard slope-style. This large-scale event will take place again in the coming years.

    We are confident of being able to organise a curling test event in 2019 or 2020.

    Zug, Canton Zug, Ice Hockey Lucerne, Canton Lucerne, Figure Skating,

    Short Track Speed Skating

    The test competitions in the ice hockey, figure skating and short track speed skating events are still in the planning stage. Appropriate test com-petitions are to be held in each discipline in the years leading up to the Universiade 2021. Follow-ing initial talks with the relevant national associa-tions and organisations. We are confident of being able to organise attractive and representative test competitions.
