SPEAKER’S REPORT:

• Senate Budget for FY 2011-2012o Senate has approved their budget; we are not sure if the Student Body President has signed

ito COGS was allocated the full $600,000 which we are entitled to under the Constitution; that is

an increase of $120,000 over the FY 2010-2011 budget.o Senate cut Childcare Center budget by $20,000 in an effort to get COGS to make up for it.

They feel that the program is mostly used by graduate students so they should payfor it.

Originally would have been a $90,000 cut they wanted us to make up.• COGS Budget for FY 2011-2012

o Negotiated with Senate and moved our budget up to November in order to effectivelyconsider allocations to Childcare.

o Encourages the COGS reps to adjust their expectations since normally we have 3 monthsfor this process but instead we have 3 weeks.

o Glazier moved to adopt the following schedule for budget 2011-2012:

• Ways & Meanso Met on September 16; considered Bill 40 and what to do about that.o Findings are in a memo sent today.

• Academics & Student Lifeo Met on September 11; considered Resolution 9 which passed last timeo Working on ETD requirements of FSUo Meeting October 13

• Internal Affairso Met on September 17 and discussed the current attendance policy and problems with leaves

of absence.o Sent out emails to representatives with vague or nonexistent leaves of absence. Those who

did not respond will be sent to David for suspension.

o In the process of clarifying wording in the code on attendance; one bill today and more arecoming.

FUNDING REQUESTS:

• Society for Musicology – we would like to fund two eventso Guest Scholar Lecture and Reception –Kiri Miller, Brown University

o Reception for 3 Faculty Guest Lecturers to help us see how we are doing with sister members

o Worrall – Notice your airfare costs were based on west coast flights. True, although it may

not really be cheaper on the east coast

o Tazaz – How many students? 60-80- trying to appeal to those who would appeal to a large

number of students in different areas. Thinking that this year will be larger because of Miller’s involvement in cyberculture.

o Englehardt – Definitely getting Kiri Miller? No, not until we get funding. What did you say

you would do with the airfare discrepancy?o Weber – What fundraising do you do? We haven’t yet, some prof may help

o Lieberwirth – When would these take place? 1 lecturer in fall, 2 in spring, Kiri

o Glazier – No fundraising yet? No this is first stop

o Tazaz _ any places to get funding? We’ve pitched in our own funding in the past.

o Rasch – Is the $180 for all 3 events? Yes

o Englehardt – Both events are covered by the total of $2205? Yes.

• PROo Glazier – I really like these events, the heart of this is the honorarium. Fundraising can be

done later o Tazaz – Amendment to fund this request at $1400. Second. Objection.

OPENING – I like the request- I chose $1400 so it would cover the honorarium and

flight. Give them time to seek donations and fundraising. Yield.

QUESTIONS – Worrall: $180 on second page is dropped. I think the FSU faculty isn’t necessary to ask them

Englehardt – Raise money for hotel?

Tazaz: Yes, pay flight and honorarium.

Marc – Have you ever done fundraising before?

Tazaz - Yes. I fundraised $1000 the last 2 years for 5K. If you put the time into it, it can be done

Fleugel – Have you gotten hotel rooms donated? If we nickel and dime the speaker,she may not want to come.

Tazaz – Hard to get rooms donated, but not to get a discount . Check withDoubletree and see if they will give a discount.

Worrall – Why did you choose the honorarium at $1000? The last speaker decidedto charge $1500.

Tazaz – It’s what we have given in the past and fairly average.

PRO• Englehardt – I like it.

Weber – Agrees with Amanda; last year this same society assured us that theywould do fundraising but now it seems like they haven’t really put forth much effort.Would like them to at least try.

CON• Glazier – would like to see another $200 to cover a decent hotel.

POI – Englehardt: Fllights right now are $200 from Providence.• Marc – Hate to see this fail for lack of fundraising

PRO• Englehardt – They can start the negotiations since they will know have the

money to start and if they come back later after all their efforts, we couldmake up the difference.

Englehardt – What is NAGPS? In the past we have debated whether or not to be amember of this National Conference.It is a peak 7ssn.., political group that represent graduate student interest.

Englehardt – How is this different from an academic confe4rence – NAGPS isn’t anacademic conference. This is an all expense paid vacation?

o Worrall – Move to add proviso language that returns all unspent funds to the COGS Admin

Elevating RSO Constitutional Protections to be Enforceable SGA Rights

On October 15th, 2010, the body voted to amend Chapter 200 of the COGS Code governing Recognized

Student Organizations who receive funding in accordance with the attached document.

The purpose of this bill is to make RSO constitutions enforceable by freezing funding of RSO’s who

operate in violation of their constitutions.

Be it enacted by the Congress:

200.11 No recognized student organization which receives funding from the Congress of GraduateStudents or any or its sub allocation authorities may violate the provisions of their individual

RSO constitutions. Failure to abide by the RSO constitution, or failure to secure any right

granted under the RSO constitution, shall make the organization subject to the measuresoutlined in Chapter 211 of the COGS Code.

A) The Speaker shall enforce this provision upon application from any student, or upon being made aware of an ongoing violation of an RSO Constitution.

B) The Student Supreme Court shall have concurrent jurisdiction to enforce the

provisions of this section though appropriate writs, though in the event of a conflict between the Speaker and the Student Supreme Court, the determination and orders of

the Student Supreme Court shall prevail.

C) The copy of an RSO Constitution filed with the Student Activities office during

annual RSO recognition process shall be considered authoritative unless another

copy of the of the constitution or a legally adopted amendment is filed with theCongress of Graduate Students in which case such copy shall be deemed

authoritative.

Funding For Annual Student Body Thanksgiving Dinner

On October 18th 2010, the body voted to move $400.00 from COGS Unallocated (244-003) to COGS

Admin Line (244-001) in the food category.

The purpose of this bill is to fund the annual Student Body Thanksgiving Dinner in light of graduate,

professional, and international student participation in the program, and in an effort to assist in

creating a spirit of fellowship amongst the graduate student body.

PROVISO: The Speaker shall have the authority to order these funds moved between line items

within COGS or to transfer these funds to another organization in any line item.

Codifying the Caretaking Capacity of Executive Officers In-between Congresses

On October 18th, 2010, the body voted to amend Chapter 104 of the COGS Code governing rights and

duties of the officers of COGS in accordance with the attached document.

The purpose of this bill is to officially authorize the ongoing practice of outgoing COGS officers

continuing to serve in their capacities until such time as new officers are elected.

104.6 The individuals acting as Speaker and Speakers Deputy at the expiration of a Congress shall remain

in their offices until the election of a new Speaker and Speakers Deputy at the beginning of the newCongress. Such officers shall act in a caretaking capacity, conducting only normal executive

business, until the initiation of the new Congress; they shall not undertake to effect any substantial

policy deviations until a new Congress convenes.
