The Federal Government, through the Built Environment Industry and Innovation Council (BEIIC), recently commissioned a report that puts forward a cogent economic case for the widespread adoption of BIM in the Australian construction sector. The study states that, “BIM has macroeconomic significance, that its accelerated widespread adoption would make a significant difference to national economic performance and that there is a compelling economic case for encouraging greater use of BIM in Australia."

Weaknesses in Current Practice

Lack of integration along the supply chain linking parties, and between the project phases;

Lowest bid selection strategy rather than value for money;

Poor understanding of optimised and properly documented designs;

Inadequate/ineffective use of technology in design;

Lack of appreciation of the benefits of open communication.

It is often asked “why do we need to change from our current practices?”. The industry has had many studies, nationally, internationally that show a common pattern; that almost every person/organisation rarely achieves high quality, meets time or budget. For the architectural profession, a common failure is the lack of coordination of the building systems that are designed by specialist consultants. Even if an architect has committed to object modelling its benefits will almost entirely be internal, as whenever they try to work with those consultant documents they are almost universally 2D plans, imposing severe limitations on design resolution demanded by builders - to ensure reliable building estimates, or clients - expecting their project goals to be met.

Innovation in the buildings network: Assessing the impacts of Building Information Models

This study commissioned by BEIIC has shown that “the use of BIM by those involved with the design, construction and operation of buildings will dramatically increase their productivity”. “it is estimated that this benefit over the period 2011 to 2025 is equivalent to a one off increase in GDP of $4.8Bn in 2010 and that the benefit could be as high as $7.6Bn”

Developing a National Program

BEIIC recommended the development of a BIM Implementation Plan and buildingSMART Australasia were commissioned at the end of 2111 to undertake the work

The starting point was the outcomes of the MESH conferences in Brisbane, Melbourne and Sydney in early 2011 which identified 6 issues requiring priority attention to accelerate the adoption of BIM in the Australian built environment sector:

Workshops and a consultation process were held in February & March 2012 to get detailed, cross-sector definition of issues.

Roadblocks to Implementation

What are the blockages that we need to solve and other necessary actions to realise the improvements in sustainability, energy efficiency, productivity, quality etc?

Lack of model building protocols; Lack of BIM object libraries; Legal and insurance impediments; Lack of standards for information exchange; Inconsistencies in information handover protocols; Skills gaps; Lack of strategic research focus; and Industry resistance to process change.

The BEIIC report highlights a range of issues that constrain adoption or prevent the maximum potentials being realised. As an industry, we must turn those impediments into seven key priorities for concerted action. Everyone has a role to play in this, and it is only as each one plays their part that we will realise those national benefits.

Key Workshop Priorities

The participants at the stakeholder consultation workshops proposed the following further key recommendations, listed according to priority: A BIM adoption roadmap should be completed, with value itemised at each stage; The Commonwealth and State and Territory governments should be encouraged to require full collaborative BIM for their building procurements; The legal and technical instruments needed to support the above should be developed as soon as possible, and aligned with the relevant international codes and standards; Governments should consider the development of procurement processes and assistance; packages to encourage the accelerated adoption of BIM in the built environment sector; and Clients and operators should be educated on the benefits of BIM to increase the demand for BIM services.

National Pilot Projects The outputs of the Program would be used and tested through a series of National Pilot Projects Directed by client groups, both private and government. In-kind commitment of project teams. Validating these new protocols, procurement methods and collaboration

scenarios.

Pilot projects would form a series of case studies, industry workshops and technical documents that would disseminate results and give feedback to the program.

Pilot Projects by Early Adopters The outputs of the National BIM Implementation Program would be used and tested through a series of National Pilot Projects with in-kind commitment of project teams that test and confirm these issues. We need to test new protocols, procurement methods and collaboration scenarios. This initiative must come from clients, both private and government, since ultimately they are the beneficiaries of quality and increased productivity in the industry. Pilot projects would form a series of case studies that would disseminate results and feedback to the program. These actions would provide leadership in the built environment, give industry confidence to adopt the new technologies, and make more efficient use of resources within a know time frame.

Procurement: Manage risk, intellectual property, insurance and warranty requirements for clients, consultants and constructors through new forms of procurement contracts that support collaborative, model-based procurement processes. BIM Guidelines: Provide industry and government clients, consultants and constructors with a set of Australian BIM Guidelines based on collaborative working, open standards and alignment with global best practice. Education: Deliver a broad industry awareness and re-training program through a national BIM education task-force based on core multi-disciplinary BIM curriculum, vocational training and professional development. Product Data and BIM Libraries: Enable easy access to building product manufacturers’ certified information for use in all types of model-based applications through an Australian on-line BIM Products Library. Process and Data Exchange: Establish open standard data exchange protocols that will support collaboration and facilitate integration of the briefing, design, construction, manufacturing and maintenance supply chain throughout the entire life of a built facility. Regulatory Framework: Establish a mechanism for planners, local government and government regulatory bodies with integrated data of building and service system elements, land, geospatial and definition of human and related activities to measure and analyse performance of built form

NATSPEC National BIM Guide

The Australian National BIM Guide is a reference document to be read in conjunction with a Project BIM Brief which outlines the particular requirements for each project.

The National BIM Guide is to assist clients and consultants to clarify their BIM requirements in a nationally consistent manner. This will reduce confusion and duplication of effort.

The National BIM Guide is an adaptation of the US Veteran Affairs BIM Guide.

The responsibility for action lies with: Product manufacturers, Suppliers, Product brokers such as Natspec, Certification agencies, Industry bodies and Software vendors

BIM provides superior ways to measure, simulate and analyse performance, with its integrated data of building & service system elements, GIS context and definition of human and related activities. As a demonstration of these new capabilities, the NSW BASIX assessment system was implemented in part in an IFC compliant building model server. BASIX was chosen to pilot, and the example shows determination of Construction wall types. The code checking script has accessed each wall element in the building, and then tabulated the wall type name, the layerset name, length, etc from the model data. The tree view in the centre pane above, shows the hierarchy of the building elements by storey. The report pane (RH) lists each wall element with its key attributes and quantities.
