PREAMBLE

Started career as Structural Engineer and rose to become Associate Partner of a

renowned Structural Engineering Firm in Karachi, however, got involved in active

research in 1983 when through Ministry of Higher Education, S. Arabia was appointed

Research Assistant at King Fahd University of Petroleum and Minerals, Dhahran, S.

Arabia, to develop Ferrocement for Housing Applications. Since then actively involved in

objective indigenous research. Produced number of research papers published in journals

of International repute and read at reputed International Conferences in S. Arabia, Iran,

Cuba, USA, Singapore, Hong-Kong, India, France, Switzerland, Thailand, Korea, Japan

and U.K. Main emphases have been on sustainable indigenous technologies, materials

and methodologies, which may serve rural development and low income urban settlers.

Strengthening, re-strengthening, repair and rehabilitation of deteriorated reinforced

concrete structures is another area where expertise have been developed and novel

method of strengthening of RC beams in flexure have been developed for potential

application in buildings and bridges. Capacity building of the country in Earthquake

Engineering with emphasis on Vulnerability Assessment of Building, other Infrastructure

and Retrofit Techniques was under taken through International funding culminating in

worldwide recognition and leading to inclusion of Pakistan in International forums.

Played a vital role in ISO Committees related to Concrete and its related materials leading

to recognition of Pakistan at international meetings. Some of the major accomplishments

are highlighted below.

1. Since thirty (30) years involved in developing indigenous low cost construction

techniques for rural areas of Pakistan, mainly emphasising on non-engineered

construction. While exploring the potentials of one of the versatile construction

materials Ferrocement, have been able to develop methodologies to cast hollow

beams, I-beams, and channel sections without using form work. Extensive work done

in developing analysis and design principles for structural members made of

Ferrocement, which culminated in international recognition. Ferrocement

International Node (FIN-Pakistan) was established at NED University in 1989,

and I was appointed as International Co-ordinator for the same and serving in the

same capacity since then. In June 2001, the organising committee for FERRO-&

Symposium that was held in Singapore, honoured me and my country by inviting me

to Chair one Technical Session. The International Ferrocement Society elected me

as Country Representative for 2nd three years term and correspondent to journal of

Ferrocement. The work produced and presented internationally showed that in this

area of research we are much ahead of the frontiers of existing knowledge from other

counter parts. Correspondent for Journal of Ferrocement for almost 20 years and

Associate member, American Concrete Institute (ACI) Technical Committee

549 on Thin Reinforced Cemetitious Products and Ferrocement.

2. Extensive work has been done in the area of earthquake mitigation. Played leading

role in establishing Cowasjee Earthquake Study Centre at NED University after

the Bhuj Earthquake of 2001. Cowasjee Foundation has sponsored a project to

develop mitigation model, and the first part of the model has been launched. An

earthquake mitigation model has also been developed for Northern Areas of

Pakistan, which could be adopted elsewhere. A Bi-annual Newsletter of Cowasjee

Earthquake Study Centre NED is being published since 8 years under my guidance,

supervision and Editorship, which primarily disseminate knowledge related to

earthquake mitigation. Major development done by transferring technical know-how

to develop earthquake resistant houses in Northern Areas, five such houses were built

in five different villages using local un-skilled workers and using indigenous

materials. A training manual in Urdu was developed to transfer technology so that

non-engineered construction may be transferred into engineered construction.

Consistent efforts in the area of Earthquake Engineering led to the inclusion as

Member for Development of Pakistan Building Code after 2005 Kashmir

Earthquake which now is being implemented by the building authorities and Civic

Agencies all across Pakistan. A concerted effort to identify areas needing Capacity

Building in Earthquake related issues culminated in award of USAID-HEC funding

of the tune of US$ 400,000.00 as Principal Investigator, in collaboration with

GeoHazard International, USA, Stanford University and Berkeley University, USA.

The project which is nearing completion would leave an everlasting impression as

more than 200 professionals have been trained in the area of Vulnerability

Assessment and Retrofit. The reverberation of the endeavour prompted the

International Organizations to include Pakistan in the Global Endeavours related to

Earthquake Studies such as Earthquake Model for Middle East (EMME) and

Global Earthquake Model (GEM). At least five (05) work packages are assigned to

NED University where work is underway under my Supervision. The outcome would

be of immense value to Pakistan as Pakistan would be the data sharing member and

related professionals would have excess to wealth of data related to Earthquake

issues. As fall out of this training material, one M.Engg by Research Degrees, and

one joint patent related to Retrofit Technique have also been achieved. Related

agencies like AKHB, UNDP, NDMA, ERRA in Pakistan and EMME and GEM

Secretariat at international level all are well aware of the cited endeavours. A book in

Urdu related to Earthquake, Consequences and Measures has been written as Co-

author for UNDP. A draft curriculum for undergraduate and postgraduate degree in

earthquake engineering have been developed in collaboration with professors of

Stanford and Berkeley University and is to be submitted to HEC for adoption across

Pakistan.

3. Indigenous, inexpensive, simpler and durable techniques to strengthen structural

members for modest span rural reinforced concrete structures have been developed

which would be of immense value and have received approval at International

Conferences. Recycling of concrete has also been explored and very promising

results achieved. IFS-70, an International Committee on Seismic Application under

Chairmanship of Prof. John Bolander of University of California, Davis, have

included me as a member due to the developed expertise. Developed Bridge

Maintenance and Monitoring Model along with software which prioritize the

rating and identifies the need of any measure needed with regard to repair and

strengthening. Civil agencies and Development Authorities have shown keen interest

in buying the developed model. Research papers pertaining to this has been presented

and got published, one of the papers was awarded the 2nd best paper award.

Development of Disaster Mitigation Model and planning of Disaster and relief

shelters in already built urban environment is underway. Research papers pertaining

to this has been presented and got published.

4. In pursuit of strategic goals for Capacity Building in areas lacking human resources

and expertise, proposals for International funding were developed and submitted

which materialized. One of them being HEC-BC linkage programme where, I as

Link Co-ordinator was able to develop long lasting co-operation with UK based

Universities. The linkage outcome was highly useful and was rated as one of the

most effective linkage by British Council. Another project where my role was of key

advisor was HEC-USAID funded project in collaboration with University of Florida,

USA, entitled “Development of a Strategic Model for Improvement of

Construction Project Management Education, Research, and Practice in

Pakistan”. The project benefited Pakistan Construction Industry in various ways, 4

scholars are completing their Ph.D and at least 3 International Conferences laid the

foundation for future international collaboration. As head of the Project Steering

Committee for a HEC-USAID Project “Karachi; Metropolitan ITS (MITS) Based

Traffic Management Project” in collaboration with University of Mississipi, USA,

provided valuable insight for developing Urban Traffic Management Models, which

are so vital for the fast urbanizing Pakistan.

5. Keeping in view the rapid pace of Urbanization in Pakistan a bold initiative was

undertaken to develop a new discipline as a derivative of conventional Civil

Engineering by the name of “Urban and Infrastructure Engineering”. The

graduates of new discipline are groomed as Civil Engineers for facing the challenges

of the fast growing urban centres in Pakistan. The new discipline has now entered its

7th year.

6. Represented Pakistan for almost Six (06) years in ISO Committees related to

Reinforced Concrete and related materials and played a vital role in developing

standards and Umbrella Code. Peer reviewed National Building Code of Egypt for

conformity with ISO documents and was able to get it approved after convincing the

dissenting reviewers from USA and Australia to gather huge respect from Egyptian

brothers. Efforts to open Pakistan Chapter, American Concrete Institute, USA

bore fruit and ACI Pakistan Chapter is in operation for almost Six (06) years from

NED University where I remained as President of the same.

7. A M.Sc. thesis has already been completed by a research student under my Co-

supervision; constitutive modelling of Ferrocement formed structural members

would give new insight in the understanding of the behavioural aspect of this

fascinating material, which very soon would attain the level of respect it deserves

here in Pakistan. A M.Engg. student completed his research under my supervision

on development of assessment model for seismically deficient buildings, while

engaged as a consulting advisor for one M.Engg (by research) research student. Co-

supervised two (02) Ph.D research scholar where one is a Schlumberger Scholar.

Have refereed technical books written by Pakistani authors, for UGC now HEC and

Oxford Printing Press. Referee for research papers of International Conferences and

reputed International Journals. Evaluator of research proposals submitted to HEC

and Pakistan Science Foundation. Written a Chapter in a Technical Book and also

written book reviews. Have vetted and written technical reports for governmental

and non-governmental agencies. Remained associated with governmental agencies

for assisting in technical matters. Delivered several invited lectures in and out of

Pakistan from the platform of Engineering Institutes and Universities on research

topics. Member of the Editorial Board for three (03) International Journals of

Engineering. Editor to Bi-Annual Newsletter of CESNED, Pakistan and Member

NED University and effort for promotion of research which have been catalytically

in expansion of research culture in NED University, NED University in year 2008

bestowed Special Research Excellence Award for publishing 50 Research Papers

followed by the First Research Excellence Award in Convocation-2011. Pakistan

Academy of Sciences awarded the prestigious PAS Gold Medal-2011 in the field of

Engineering and Technology in recognition of outstanding research works in the

subject. Pakistan Council for Sciences and Technology also awarded Research

Productivity Allowance for year 2002-2003, 2003-2004 and 2008-2010, while HEC

awarded the Best University Teacher Award in 2001-2002. NED University in

honour of the contribution to the domain of Research established a Rafeeqi

Endowment Fund for Research in Earthquake Engineering in 2010-11

8. In recognition of his outstanding and remarkable contribution to the advancement of

Civil Engineering and Development in Asia was Awarded the coveted “2019

ACECC Achievement Award” by Asian Civil Engineering Coordinating Council

9. As a special assignment the NED University Research Journal got transformed into

an International Journal which now attracts researcher from all over the globe with

an added feature of complete on line system for submission and tracking system and

tracking system for authors, peer reviewers and editor as well, through a software

developed specifically for this purpose and which is comparable to all known

existing international software’s NED University Research Journal now is listed in

X-Category in HEC. The software is ready to be marketed in the region. A new

Journal in Social Sciences was got started on the same lines which is now being
