Bio-Health in Ohio: Manufacturing Output The Variety of Output from Ohio
• 11 industries from three groups produced goods for use by the health care providers. Their combined output added approximately $3 billion in value (about 2.5 per-cent of all manufacturing output from Ohio) according to the latest economic census. Pharmaceuticals and medi-cines (NAICS 3254, blue and green) accounted for about 39 percent of the total; medical, dental and ophthalmic goods (3391, red, gold and white) combined for about 45 percent, while the two electro-medical-therapeutic and irradiation equipment industries (33451, yellow) com-bined for an estimated 16 percent of the cluster’s output.
• Pharmaceutical preparations (325412) was the single largest industry at about 34 percent, followed by sur-gical and medical instruments, appliances and supplies (339112-3) at about 18 percent each; combined, they account for about 70 percent of the cluster’s output.
• Values-added by the remaining eight industries were: electro-medical/electro-therapeutic apparatus (334510) – $344.2 million; ophthalmic goods (339115) – $140.0 mil-lion; biological and diagnostic substances (combined only, 325413-4) – $135.5 million; dental lab products (339116) – $82.0 million; dental equipment and supplies (339114) – $50.9 million; uncompounded medicinal and botanical substances (325411, and usually prepared for pharmaceutical companies) – $8.1 million. Irradiation apparatus (334517) value-added is unavailable, but may have ranged from $100-$150 million.
Ohio’s Shares of the Cluster’s Output
• 3.7 percent of U.S. ophthalmic goods (contact lenses, sun-, eye- and reading-glasses, frames, and protective eyewear) came from Ohio in 2012, as judged by value-added, while 3.4 percent of the U.S. gross domestic pro-duct (GDP) originated here, indicating this specific indus-try’s concentration in the state.*
• The percentages of U.S. value-added by other specific industries in Ohio ranged from 0.1 to 2.3.
Group Production Trends in Ohio
• Production for most of the cluster has fluctuated in re-cent years, with value-added ranging from about $2.50 to $3.50 billion. This reflects variations in pharmaceuti-cal, etc. output (blue, $1.15 to $2.04 billion) more than variations in medical equipment and supplies (red, $1.35 to $1.65 billion).
• Similarly, pharmaceutical output from Ohio as a percent of the national total ranged from 0.9 to 1.5, while medical equipment and supplies output ranged from 2.1 to 2.6 percent of the corresponding total.^

Bio-Health in Ohio: Manufacturing Employment
The Distribution and Concentration of Industry Jobs in Ohio
• 15,800-plus people worked in 401 bio-health manufac-turing establishments in 2016. 9,700-plus made various medical, dental and ophthalmic goods (NAICS 3391, red, gold and white), followed 3,700-plus making phar-maceuticals, etc. (3254, blue and green), and close to 2,400 producing electro-medical-therapeutic and irradi-ation equipment (33451p, yellow). These were 61.3, 23.6 and 15.1 percent of the industry jobs here.
• The 15,800-plus are 2.6 percent of all such U.S. jobs. By comparison, Ohio had 3.8 percent of all private sector U.S. jobs (excluding rail and farm).
• National employment in three specific industries is con-centrated here: irradiation apparatus (334517) – 6.4 per-cent of the U.S. total; ophthalmic goods (339115) – 5.1 percent; and dental equipment and supplies (339113) – 4.5 percent.
Changing Employment Levels in Ohio
• Cluster employment usually fluctuated around 16,000 during 2011-2016, except for the spike to 19,100 in 2012. The spike was due to the jump in electro-medi-cal-therapeutic employment from estimates of 635 in 2011 to 3,347 in 2012, followed by a partial pull-back to 1,333 in 2013.* No overall trend is apparent. Along this same line, cluster employment as a portion of the corre-sponding national total ranged from 2.6 to 2.8 percent, with 2012 the exception at 3.1 percent.
• Within the cluster, net employment gains in some speci-fic industries were collectively offset by net losses in others, resulting in the aggregated net decline of 400-plus here. Nationally, an overall the gain in the pharma-ceuticals, etc. group more than offset the generally lower employment in the medical-dental-ophthalmic group, with little net change in electro-medical-therapeutic-ir-radiation sub-cluster. In other words, changes in Ohio were not necessarily part of changes across the nation.
A Projection for Ohio Employment
• The Ohio Dept. of Job and Family Services’ Labor Mar-ket Information division (ODJFS-LMI) projects employers in the medical, dental and ophthalmic goods group will add 130 jobs from 2014 to 2024, growing 1.3 percent.^
Notes: * – County Business Patterns data use mid-March employment; by contrast, economic census data, which cov-ered all of 2012, showed an average of 1,200; ^ – ODJFS-LMI group employment figures for 2014 differ from the Cen-sus Bureau’s due to methodological differences between the agencies; also, ODJFS-LMI does not make projections for industry groups with less than 5,000 jobs such as pharma-ceuticals, etc. nor for 6-digit NAICS code industries (electro-medical-therapeutic and irradiation apparatus in this case).

• 401 company establishments manufacture pharmaceuti-cals (NAICS 3254), electro-therapeutic/irradiation appa-ratus (33451p) and medical equipment and supplies (3391) in Ohio. The largest employers are listed in the near-right column, while other Fortune U.S.-1,000 or Global 500 companies are listed in the far-right column.
• Companies producing pharmaceuticals include Pharma-Force, Perkinelmer, Pfizer, Procter & Gamble, Ross Pro-ducts, Teva and West-Ward, while the other companies make the apparatus, equipment and supplies. Cardinal is involved in all aspects of bio-health manufacturing.
Capital Expenditures in Ohio
• Capital expenditures for bio-health manufacturing in Ohio ranged from $110 to $328 million, with an average of 67.5 percent going into the pharmaceuticals and med-icines group (NAICS 3254, light blue).1
• Ohio absorbed 2.4 percent of U.S. capital expenditures in pharmaceuticals, etc. during 2011-2016. This was greater than the percentage of U.S. value-added here, perhaps indicating industrial modernization or some potential for future growth here.
• Ohio’s portion of U.S. capital expenditures in medical equipment and supplies (3391, red) also averaged 2.4 percent. This matched the corresponding portion of value-added here, perhaps indicating the industry’s continuing commitment to manufacturing in Ohio.
Major Projects Announced
• 35 companies announced 41 major projects during the last four years, intending to invest $668 million. 2,690 new jobs were anticipated at the times of the announce-ments.2
• PharmaForce [sic] led all investors with $145 million. Others investing at least $50 million include Roxane and its successor West-Ward, Alkermes, and Xellia.
• Four companies anticipated adding at least 200 jobs: Inogen, Piping Rock Health Products, Steris and Xellia.
• 77.2 percent of the dollars were intended for pharma-ceuticals, etc., which also anticipated 48.4 percent of the new jobs; 22.0 percent of dollars were for medical equip-ment and supplies with an associated 49.3 percent of anticipated new jobs.

Bio-Health in Ohio: The Service Cluster
The Distribution of Cluster Employment in Ohio
• 547,800-plus people worked in Ohio’s private sector bio-health cluster in 2016. 247,200-plus, or 45.1 percent, worked in the single largest industry – general medical and surgical hospitals (NAICS 6221, blue); nearly 14,900 more, or 2.7 percent, worked in psychiatric, substance abuse and other specialty hospitals (6222-3, light blue).
• 284,200-plus worked in ambulatory health care offices (621). Close to 100,900, or 18.4 percent, worked in physicians’ (MDs’) offices (6211, red), followed by 67,300-plus in the rapidly growing home health care field (6216, yellow). Around 32,000 each worked in the of-fices of dentists, other health practitioners – chiropract-tors, optometrists, mental health providers (excluding MDs), specialty therapists, podiatrists, etc. – and out-patient centers (6212-4, gold and yellow). The remain-ing 19,300 worked in medical and diagnostic labs (6215) and other ambulatory services (6219).1
• 1,442 people, or 0.3 percent, worked in the bio-tech research and development industry (541711, green).
Ohio’s Shares of U.S. Cluster Employment
• 4.2 percent of U.S. bio-health service jobs are located in Ohio. This compares with 3.8 percent of all private sec-tor employment (excluding farms and railroads) and indi-cates the cluster’s overall concentration here.
• The cluster’s concentration in Ohio is due to the rela-tively large numbers of more-specific industry jobs here: home health care and general medical and surgical hospitals – each 4.7 percent of the corresponding U.S. totals, and physicians’ offices – 4.0 percent.
The Contribution of Ambulatory Health to Ohio’s Economy2
• The latest available data show Ohio's ambulatory health care industry (621) provided services valued at $22.5 billion – 3.57 percent of the U.S. total, and ranking the state 7th in the nation. By comparison, 3.39 percent of all U.S. GDP originated in Ohio.
• The $22.5 billion also represents 3.71 percent of Ohio’s Gross Domestic Product (GDP).
• The industry’s inflation-adjusted growth of 16.9 percent from 2010 through 2015, shown at right, exceeded the state’s overall growth of 10.4 percent.

Bio-Health in Ohio: Employment Trends and Projections in Services Private Sector Employment Trends in Ohio
• Private sector cluster employment in Ohio increased 4.2 percent from 525,700 in 2011 to 547,800-plus in 2016, an addition of 22,100 jobs. The corresponding national total increased 8.6 percent.
• The increase was principally driven by the 15.7 percent growth of three groups: the offices of physicians (NAICS 6211), other health care practitioners (6213) and out-patient clinics (6214), which collectively rose from 142,800 to 165,300 (orange columns).
• Home health care establishments (6216, yellow) grew 9.2 percent, adding 5,700 jobs.
• The tiny biotech research and development (R & D) in-dustry (541711, green) saw a net gain of 357 jobs in Ohio, a 32.9 percent increase.1
• These gains more than offset the nearly unchanged em-ployment levels in other ambulatory groups (6212, 5, 9, gray) and the slight decrease in hospital employment (622, blue).
• Preliminary data from the U.S. Bureau of Labor Statistics (U.S. BLS) show ambulatory employment growing 1.7 percent and hospital employment contracting 0.4 percent in early and mid-2017 from the same period in 2016.
Projections for Private Sector Growth in Ohio
• The Ohio Dept. of Job and Family Services’ Labor Mar-ket Information division (ODJFS-LMI) projects health care services employment (NAICS 621-2) will reach 636,400 jobs in 2024, a 20.9 percent-110,100 job in-crease from the 2014 average. Most of the growth is expected to occur in ambulatory health care (621), which may rise 35.9 percent with 92,500 new jobs.2
• Growth is predicted for all ambulatory groups. Home health care (6216, pale yellow) tops the list at 36,500 jobs, a 58.7 percent increase, followed by physicians’ offices (6211, red) at 17,800 and 20.7 percent. Dentists’ offices (6212, gold) may add 5,300 jobs for a 17.1 per-cent increase. The remaining four ambulatory groups (6213-5, 9, bright yellow) combine for 33,400 new jobs, an average increase of 42.3 percent, with most of this growth expected at outpatient care centers and the other health practitioners’ offices (6214 and 6213).
• Private hospital employment (622, blue) is expected to increase by 17,620, or 6.6 percent, from 2014 to 2024.3
Notes: 1 – This starkly contrasts with the apparent nation-wide net loss of 14,100-plus, a 13.8 percent decline. It ap-pears about 300 establishments from across the U.S. that were classified in 541711 in 2011 were reclassified to an-other industry in 2012; there was no further explanation of the decrease. Bio-Health in Ohio: Organizations and Projects The Largest Hospital Systems in Ohio
• Hospitals often have large establishments; 248 private sector hospital establishments employed 262,100-plus people in 2016. Thirty counties had 38 establishments with 500-to-999 employees, 29 (including some of the 30) had 69 establishments with at least 1,000, and four counties had nine establishments with 5,000-plus.1
• Regardless of their size, individual establishments often are divisions within large organizations or maintain affili-ations with others in a network. The chart at right lists the largest such organizations and networks having a connection with bio-health research. Other very large systems in Ohio include Aultman Health, Mercy Health, ValleyCare [sic] Health System (fka Forum Health), and Trinity Health/Mt. Carmel.
• Ohio’s seven medical colleges conduct fundamental and applied research in many (often interdisciplinary) areas; cardiovascular, cancer, genetics, neurology, proteins and their clinical trials are common. Private Sector Project Announcements
• 13 companies announced 14 major projects with inten-tions to invest $286.5 million during the 2014-2017 period. 1,000 new jobs were anticipated at announce-ment. 2014 was the peak year for project values – $120.5 million, while 650 new jobs were anticipated at announcement in 2016.3
• Ohio Health’s 2016 $89 million headquarters expansion led all companies, followed by a similar $77 million Mer-cy Health (fka Catholic Health Partners) announcement in 2014. Midmark’s 2017 announcement of $43.0 million for medical equipment was the largest such for research and development (NAICS 54171).
• $60.8 million – with 850 new jobs – was intended for re-search and development; $225.7 million – with 150 new jobs – was intended for ambulatory and hospital admin-istrative services (621-2).
