    The Com m unity Wage Survey P rogra m

    The Bureau of Labor Statistics now conducts a r e a wide wage su rveys in 82 labor m arkets annually. The studies p rov id e data on occupational earnings and related supplem entary ben efits . A pre lim in a ry re p o rt furnishing trend data and occupational average earnings (m ean, m e dian, and m idd le range) is re lea sed within a month of the com pletion of each area study. This is fo llow ed within 2 months by an area bulletin that provides additional data not included in the e a r lie r rep ort. T hese data include:

    Introduction

    The Bureau o f L abor Statistics conducted surveys o f o c c u pational earnings and related p ra ctice s in 80 m etropolitan areas b e tween July I960 and June 1961. 1 T hese studies w ere part of a p r o gram designed to allow presentation o f data fo r each o f the particu lar areas and a lso to perm it the p ro jection of data to a ll 188 Standard M etropolitan S tatistical A reas in the United States, excluding Alaska and Hawaii, as estab lish ed by the Bureau of the Budget through 1959. 2 In other w ord s , the 80 areas rep resen t a sam ple of a il 188 a reas .

    O ccupations com m on to a variety of m anufacturing and nonm anufacturing industries w ere studied on a com m unityw ide basis in the se lected a rea s . Earnings data are provided fo r the fo llow ing types of occu pation s: (a) O ffice c le r ic a l ; (b) p ro fe ss io n a l and te ch n ica l; (c) m aintenance and pow erplant; and (d) custod ia l and m ateria l m ovem ent. Data w ere a lso co lle c te d and su m m arized on shift o p e ra tions and d ifferen tia ls , w eekly w ork schedules, and supplem entary wage ben efits, such as paid vacations and paid holidays. A rea data are p resen ted in detail in the individual area bu lletins. 3

    This annual rep ort is the secon d of two sum m ary bu lletins. The f ir s t sum m ary, W ages and R elated B enefits, 82 L abor M ark ets, 196061 (Bulletin 1285-83), in corporated data fo r each of the 82 areas su rv e y e d .4 This rep ort is con cern ed with data fo r a ll m etropolitan areas com bined ; data are presen ted on occupational earn ings, wage d isp ersion s , in tercity d iffe ren ces in w ages, wage trends, la b o r - m anagem ent agreem en ts, w ork sch edules, and m a jor supplem entary wage ben efits.

    Industrial C om position

    The estim ates relating to occupational earn ings, em p loyer p ra ctice s , and supplem entary wage benefits in urban em ploym ent p r e sented in this bu lletin are com p osites representin g about 59 ,000 e s tablishm ents em ploying nearly 16 m illion w ork ers within scope of the survey program . The 188 Standard M etropolitan Statistical A reas had

    As indicated later in the bulletin , particu la rly in the analysis of w age d iffe ren ces am ong labor m ark ets, d iffe ren ces in pay leve ls am ong geograph ic areas are in fluenced by a variety of fa c to rs in clud ing variation in industria l com position .

    In form ation on the d istribution of em ploym ent am ong the industry groups within scop e o f the B ureau s survey in m etropolitan areas m ay thus contribute to an understanding of the variety of e s t im ates presen ted in this rep ort . B ecau se of d iffe ren ces in o ccu p a tional requ irem ents am ong in du stries , individual industry groups did not n e ce s sa r ily contribute to the occupational em ploym ent estim ates (and to earn ings) in the sam e ratio as total em ploym ent in the industry group to total em ploym ent in all industries studied. T o illu stra te : The finance, in su ran ce , and rea l estate industries accounted fo r le ss than one-tenth of the total em ploym ent, but fu lly a fourth of the non- su p erv isory o ffic e w ork ers in the study.

    Introduction

    In this study, occu pation al earnings data are p resen ted fo r a ll industries (within scop e o f the survey) in a ll m etropolitan areas com bined, fo r the United States and fo r four broad reg ion s , and se p arately fo r each o f s ix m a jo r industry d iv is ion s in F ebru ary I960 and January 1961 .7 (See tables A - l A -6 , in c lu s iv e .) Data fo r F ebru ary I960 are presen ted fo r the r e co r d only and d iscu ss ion w ill be lim ited to the January 1961 data.

    The nationwide averages a re com p osites o f varying pay lev e ls am ong labor m ark ets, in du stries , and estab lishm ents. The tables w hich presen t occupational earnings by industry d iv is ion and by r e gion provide som e insight as to d iffe ren ces in pay lev e ls am ong these broad groupings. T hese d iffe ren ces w ould, o f co u rse , be m uch grea ter if com pa rison s w ere m ade am ong labor m arkets or am ong the in dividual industries w hich co m p r ise the broad er groupings or if the com p a rison s w ere m ade between establishm ents o r individual w o rk e r s 1 earn ings.

    In general, average earnings o f plant and o ffic e w ork ers tended to be h igher in m anufacturing than in the total nonm anufacturing group and usually h igher in the w estern reg ion than in the other three reg ion s . As was noted above, h ow ever, each o f the g rou p ings includes a variety of labor m ark ets, in du stries , and e sta b lish m ents with wide d iffe re n ce s in pay le v e ls .

    In term s o f pay le v e ls , o ffic e c le r ic a l job averages in urban areas w ere generally h ighest in public u tilities and next h ighest in m anufacturing am ong the s ix industry d iv is ion s included in the s u r vey program . Pay lev e ls fo r o ffic e c le r ic a l w ork ers in each o f the six industry d iv is ion s are e x p re sse d as a percen tage of national pay lev e ls in the fo llow in g ta bu la tion .8

    Pay lev e ls w ere h ighest in the W est fo r each o f the jo b groups; the low est pay le v e l fo r o ffic e c le r ic a l and unskilled plant occupations was re co rd e d in the South, w hereas sk illed m aintenance w ork ers in both the N ortheast and South averaged 96 percen t o f the national pay lev e l. The h ighest reg ion a l average ex ceeded the low est reg ion a l average by 15 p ercen t fo r o ffic e w o rk e rs , 9 percen t fo r sk illed m ain tenance w o rk e rs , and 42 p ercen t fo r u nskilled plant w o rk e rs .

Nationwide, a ll-in d u stry average w eekly sa la ries fo r the o ffic e job s studied ranged fro m $ 106 fo r m en tabulating-m achine op era tors (c la ss A) to $56 .50 fo r w om en file c le rk s (c la ss B) and $57 fo r o ffic e g ir ls (table A - l ) . Nationwide averages fo r the three n u m erica lly m ost im portant w om en 1 s jo b s w ere as f o l low s: S e cre ta r ie s , $ 9 0 .5 0 ; stenograph ers, general, $76 ; and c la ss Btypists, $ 6 1 .5 0 (table A - l ) . S ecre ta r ies and stenographers w ere h ighest paid in public u tilities , with averages o f $ 9 6 .5 0 and $81,

Pay lev e ls fo r s e c re ta r ie s and stenograph ers in w h olesa le trade and s e r v ice s w ere se v e ra l d o lla rs below those in public u tilities and m anufacturing, but sign ifican tly above sa la rie s paid in finance and re ta il trade. It should be noted that the low er w eekly sa la ry lev e l in the finance d iv is ion was partly o ffse t by sh orter w eek ly w ork sch edu les.

    Individual em ployee sa la rie s w ere w idely d isp ersed within each job and industry d iv is ion . On an a ll-in d u stry ba sis , 11 percen t o f the s e c re ta r ie s earned le s s than $70 a w eek and 6 p ercen t earned $120 or m o re . O ffice girls* w eekly sa la ries ranged fro m less than $40 to about $110 . D iffe ren ces in pay lev e ls am ong and within labor m ark ets, in du stries , and establishm ents are re fle cte d in these c o m posite sa lary d istribu tions.

    A ll-in d u stry averages fo r m en exceeded those fo r w om en in each of the job s fo r w hich data are shown fo r both sex es . A sa lary advantage fo r m en was found in each reg ion and, except fo r the o ffic e boy, o ffice g ir l, and du p licatin g-m ach in e op erator com p a rison s , within each industry d iv ision .

    The grea test d iffe ren ce betw een m en 's and women*s earnings in the sam e job ca tegory w as fo r o rd er c le rk s . Men in this job av eraged $ 9 6 .5 0 , com pa red with $ 6 9 .5 0 fo r w om en (table A - l ) . These av era g es , o f co u rse , do not rep resen t a com p a rison o f earnings in iden tica l estab lishm ents. 10

    P ro fe ss io n a l and T ech n ica l O ccu p ation s. Am ong p ro fe ss io n a l and tech n ica l occu pation s studied, draftsm en lea d ers , on a nationwide b a s is , averaged $150 a w eek ; sen ior draftsm en, $122 ; and ju n ior draftsm en , $ 9 3 .5 0 (table A - l ) . H ighest earnings fo r these w ork ers w ere rep orted in the s e r v ice s industry group. In this group, d ra fts m en are g en era lly found in establishm ents perform in g engineering and a rch itectu ra l s e r v ice s , drafting s e r v ice s , or in la b ora tor ies engaged in re se a rch , developm ent, and testing.

    W om en industria l n urses (reg is tered ) averaged $96 a week, an average iden tica l with that fo r the h ighest paid w om en 's o ffic e job (c la ss A tabulating-m achine op era tor) studied.

    Plant O ccu p ation s. T o o l and die m ak ers , the h ighest paid sk illed w ork ers studied, had average h ourly earnings o f $ 3. 16 (table A -2 ). T h eir average earn ings ranged by reg ion fro m $ 2 .9 9 in the South to $ 3 .2 6 in the North C entral reg ion .
